Henry and Ruth Blaustein Rosenberg Foundation 

Seeking to improve the quality of life in Baltimore through educational opportunity, improved health care, and access to cultural programs, this foundation makes grants that strengthen arts and culture, youth development, health, and adult education.

Program Areas 

Arts and Culture

The goal of this program is to enable cultural institutions in the Baltimore metropolitan area to reach underserved youth and to diversify audiences.

Youth Development

The goals of this program are to promote recreation, learning, and leadership development through after-school programs; prevent teen pregnancy; and advocate for policies and practices that improve outcomes for youth.


The goal of this program is to promote quality treatment and supportive care at selected health institutions serving the Baltimore community. NOTE: The Foundation does not accept unsolicited proposals for health research.

Adult Self-Sufficiency

The goals of this program are to promote adult literacy; provide job training; improve parenting skills, especially for parents of children under age three; and eliminate domestic violence.

The foundations will consider proposals for general support, as long as the work of the applicant organization fits with the program priorities and geographic focus of the particular foundation. The foundations make a limited number of capital grants, generally only when there is a prior relationship with the applicant organization.

In addition, if your proposal is not addressed to the most appropriate foundation, we may internally refer it to another foundation within the Blaustein Philanthropic Group.

  • The foundations do not provide support for:
