Overview:

Texas Parks and Wildlife Department is announcing the Fiscal Year 2020 Request for Proposals (RFP) for Competitive (“Nontraditional”) Section 6 funds. These are funds made available to state wildlife agencies through the Cooperative Endangered Species Conservation Fund (CESCF) from Section 6 of the Endangered Species Act (Department of Interior, U.S. Fish and Wildlife Service; hereafter “USFWS”) for the conservation of threatened and endangered species. The CESCF programs are authorized through Endangered Species Act of 1973, 16 U.S.C. 1361 et seq., as amended. The codified program regulations can be found at 50 CFR 81.

The Nontraditional Section 6 grants are competitive and nationwide (US)—there are no funds directly ear-marked for Texas. Any proposals we submit will compete with other proposals regionally (Recovery Land Acquisitions) and nationally (Habitat Conservation Planning and HCP Land Acquisitions).

Nontraditional Program Information

Habitat Conservation Planning Assistance Grants

Purpose:  Support development of Habitat Conservation Plans (HCPs)

Competition: National

Financial (non-federal) Match requirement: 25% of estimated project cost; or 10% when two or more States or Territories implement a joint project

Habitat Conservation Plan (HCP) Land Acquisition Grants

Purpose: Acquisition of land associated with approved HCPs

Competition: National

Financial (non-federal) Match requirement: 25% of estimated project cost; or 10% when two or more States or Territories implement a joint project

Recovery Land Acquisition Grants

Purpose: Acquisition of land in support of approved recovery goals or objectives

Competition: Regional

Financial (non-federal) Match requirement: 25% of estimated project cost; or 10% when two or more States or Territories implement a joint project
