American Electric Power Foundation

The AEP Foundation focuses on improving lives through education from early childhood through higher education in science, technology, engineering and math (STEM) and by providing support to help meet basic needs such as emergency shelter, affordable housing and eliminating hunger.

The Foundation also supports organizations whose mission and/or programming is committed to positive social justice outcomes. Other Foundation support may be offered to protect the environment, promote healthcare and safety, and enrich life through art, music and cultural heritage.

Focus Areas

The following focus areas will be eligible for consideration by the Foundation:

• Improving lives through education from early childhood through higher education, with an emphasis in the areas of STEM (science, technology, engineering and mathematics).
• Providing basic human services in the areas of hunger and housing to assure that people have the necessities to build successful lives.
• Embracing change and equity through sustainable programs that move social justice forward.

Crankstart Foundation Grant

Crankstart is a San Francisco-based family foundation devoted to bolstering the foundations of a just society - wider access to better education, jobs with prospects for advancement, housing security, social welfare and the protection of civil rights. Crankstart also supports the arts, basic science and efforts to mitigate climate change. About 60% of grants go to groups in the San Francisco Bay Area.

While the Bay Area is our home, on occasion we have made commitments elsewhere – particularly in Chicago and the United Kingdom. The bulk of our grants fall between $100k - $1m. Once we have developed confidence in an organization, we lean toward making multi-year commitments for general support.

Crankstart envisions a vibrant, thriving Bay Area, where our region’s prosperity is strengthened and shared more equitably by all who live here.

Programs

• Economic Mobility - Everyone should have choices and opportunities that lead to economic stability and security. Crankstart focuses on root causes of economic disenfranchisement, particularly in low-income communities hurt by generational poverty.
  • We support work that:
    • Provides the tools and training needed for careers and economic security.
    • Strengthens safety net programs that provide food and health services.
    • Increases access to public benefits programs serving low-income people.
    • Mitigates the insidious effects of fines and fees that erode wealth.
• Education: Our public education system should provide every child and adult, regardless of circumstances, an opportunity to shape their lives.

    • Expands post-secondary access to academic and vocational studies, to help students develop the tools and resilience needed to pursue upward mobility.

• Democracy: We envision a robust democracy in which elections are held securely and with integrity, every person has the information they need to fully participate in civic life, and the underlying structure of our electoral system is fair.

    • Protects voting rights through mobilization and engagement.
    • Supports immigrants, ensuring they have the opportunities they need to thrive.
    • Works to change harmful and unfair criminal justice policies.
    • Develops robust interventions to mitigate recidivism and provide economic opportunity.
• Housing Security: Housing security means all people have a place to call home. They have choices that promote economic well-being, health and safety.
  • Crankstart supports work in San Francisco and Oakland that:
    • Reduces homelessness through preventive measures and targeted services.
    • Provides affordable housing choices that allow people to live near work and become involved in their communities. We emphasize housing opportunities for those who are most affected by displacement and high housing costs.
    • Uses policy, law, public resources and good governance to promote economically integrated communities.
• Environment: Communities disproportionately affected by climate change should be partners and the primary beneficiaries of mitigation efforts.
  • We support work that:
    • Accelerates the transition to clean energy.
    • Restores and protects ecosystems in ways that benefit local communities.
• Medical Science & Innovation: Basic science is a foundation for knowledge and discovery based on facts, hypotheses and replicable results. This painstaking endeavor enhances our understanding of the world around us, which may translate into breakthroughs that benefit humans and life on earth.
  • We support work that:
    • Gives researchers funding and time to test novel hypotheses.

Open Philanthropy Project Focus Areas

So far, the focus areas we have selected fall into one of two broad categories: Global Health and Wellbeing (GHW) and Global Catastrophic Risks (GCR). We summarize the key differences between these portfolios as follows: 

• While GCR grants tend to be evaluated based on something like “How much this grant reduces the chance of a catastrophic event that endangers billions of people”, GHW grants tend to be evaluated based on something like “How much this grant increases health (denominated in e.g. life-years) and/or wellbeing, worldwide.”
• The GHW team places greater weight on evidence, precedent, and track record in its giving; the GCR team tends to focus on problems and interventions where evidence and track records are often comparatively thin. (That said, the GHW team does support a significant amount of low-probability but high-upside work like policy advocacy and scientific research.)
• The GCR team’s work could be hugely important, but it’s very hard to answer questions like “How will we know whether this work is on track to have an impact?” We can track intermediate impacts and learn to some degree, but some key premises likely won’t become very clear for decades or more. (Our primary goal is for catastrophic events not to happen, and to the extent we succeed, it can be hard to learn from the absence of events.) By contrast, we generally expect the work of the GHW team to be more likely to result in recognizable impact on a given ~10-year time frame, and to be more amenable to learning and changing course as we go.

Global Health and Wellbeing focus areas

Effective Altruism (Global Health and Wellbeing) - Many people want to help others, and seek out ways to do so effectively.

We empower people to use their careers and donations to help others as much as possible.

We believe that individuals can have a huge positive impact on the world by being thoughtful about how they can best use their resources to help others.

We support organizations and projects that enable people to use their careers and donations to improve the lives of humans and animals around the world.

Our work is guided primarily by two observations:

• First, there is large variation in the impact that different charitable organizations can achieve. By focusing on important, neglected problems and relying on evidence-based solutions, top charities, such as those recommended by GiveWell, can achieve much more than others with the same donation. GiveWell estimates that the funding it has directed since inception will save at least 200,000 lives.
• Second, the career a person chooses is one of the most important decisions they can make — and a career focused on important and neglected problems is likely to achieve much more impact. Today, however, there is a lack of quality resources and guidance that can help people find and pursue these kinds of careers.

Farm Animal Welfare - Tens of billions of animals are kept in factory farms globally, usually in harsh and inhumane conditions. 

We support efforts to improve the lives of animals confined on factory farms, and to end factory farming.

We support reforms to phase out the worst factory farm practices on land and sea. Through our cage-free work, we seek to end the use of cruel battery cages, used to confine about seven billion hens globally. Our broiler welfare initiative supports better welfare for the roughly 15 billion broiler chickens alive globally. And our fish welfare work supports the establishment of minimum standards for the world’s over 70 billion farmed fish.

We also fund scientific research to find new ways to help farm animals. This includes the development of innovative technologies (like in ovo sexing to end the killing of male chicks in the egg industry) and research into chronic welfare problems (like keel bone fractures in layer hens) in the hope of finding ways to reduce pain and suffering. We want to expand the global farm animal welfare movement, especially in emerging economies where the majority of the world’s farmed animals live. We’re especially focused on expanding advocacy in East and Southeast Asia.

Global Aid Policy - International aid improves millions of people’s health and wellbeing. We think it can do even more.

We’re working to create a future where wealthy countries give more aid to other countries in ways that help more people survive and thrive. 

International aid has helped save millions of lives, reduce poverty, and increase prosperity for millions of people throughout the past century. But there is still more to do. At the end of 2022, more than 8% of the world’s population — as many as 670 million people — were thought to be living on less than $2.15 per person per day. If trends continue, we will not achieve the global goals of ending global poverty and significantly improving health and well-being by 2030.

We launched our Global Aid Policy program in early 2022 to support efforts to increase government aid and guide it toward more cost-effective approaches that can improve people’s health and well-being.We focus our new, relatively small resources in ways we believe complement other donors and can go especially far:

• Increasing aid budgets, especially for multilateral health organizations operating in low-income countries.
• Improving existing aid programs by helping leaders draw on evaluations and technical analysis.
• Using our flexible resources creatively to accelerate progress.

Global Health & Development - We believe that every life has value — and that philanthropic dollars can go particularly far by helping those who are living in poverty by global standards.

We support work to save and improve lives in low- and middle-income countries.

Most of our giving in this category is to organizations recommended by GiveWell, with whom we have a close relationship. We are excited to support cost-effective interventions to save and improve lives in low- and middle-income countries. An additional subset of our giving supports scientific research we believe can help address diseases that disproportionately afflict the global poor.

Global Health R&D - Improving diagnosis, prevention and treatment of the most neglected diseases could save and improve the lives of millions of people..

We seek to support the development of new vaccines, drugs, and other tools to improve global health.

Historically, health technologies like vaccines and drugs have saved millions of lives around the world. However, diseases primarily affecting the world’s poorest people, such as tuberculosis, malaria, diarrheal diseases, rheumatic heart disease, and sickle cell disease receive much less research and development spending relative to their health burdens than diseases affecting the wealthy. Further investments could prevent millions of deaths and illnesses caused by neglected diseases.

Open Philanthropy has supported scientific research for human health since 2016. Over time we have learned that there are many excellent opportunities in global health R&D that we could support with increased resources and specialized staff. As a result, we launched this new program in 2023, substantially increasing our total funding in the area.

The Global Health R&D team works in parallel and in collaboration with our Scientific Research team, but with a greater focus on supporting tools and treatments through the development life cycle, including those requiring early proof of concept studies, human efficacy trials or implementation research. We are interested in funding research and development for new vaccines, diagnostics, drugs, monoclonal antibodies, and vector control tools for diseases with a large global health burden, as well as efforts to make these products more affordable and accessible.

Global Public Health Policy - Some of the world’s worst health issues can be addressed through public policy.

We support work on policies that cost-effectively address major public health issues.

Policies like air quality regulations, tobacco and alcohol taxes, and the elimination of leaded gasoline have saved and improved millions of lives.

These policies typically improve public health by addressing risk factors to alleviate the burden of non-communicable disease, which comprises a growing share of the health burden but receives relatively few resources. Policy interventions affect entire populations and are often cost-effective for governments to implement. We think philanthropy can have an outsized impact by helping governments design, implement, and enforce more effective public health policies. Because the benefits are diffuse, and responsibility for addressing them can cut across government departments and disease categories, many problems that are addressable through public health policy are currently neglected.

Innovation Policy - Scientific discovery and technological innovation are key contributors to economic growth and material progress.

We hope to safely accelerate scientific and technological progress to make life better for billions of people.

Historically, economic growth and scientific innovation have created enormous social benefits, lifting billions of people out of poverty and improving health outcomes around the world. At the same time, innovation carries risk; some technologies have the potential to do far more harm than good.

Our goal is to accelerate growth and innovation, without unduly increasing risks from emerging technology. Even small changes to the annual growth rate can compound to great effect over time, which gives us the opportunity to make high-leverage grants.

We’re interested in pursuing a wide range of strategies. Our current interests include:

• Helping build a scientific ecosystem that experiments with new ways of doing things, learns from those experiments, and adopts evidence-based practices.
• Supporting early-stage development of general technologies with the potential to accelerate scientific progress across many disciplines.
• Investigating programs and policy reform to help more migrants, especially highly-skilled migrants, move to countries operating on the scientific and technological frontier.
• Providing financial support for individuals to write “living literature reviews” that rigorously synthesize research and communicate it to a non-specialist audience. (See our call for pre-proposals at right!)
• Funding programs and research to help identify and minimize potential catastrophic risks from new scientific and technological capabilities.

Land Use Reform - Excessively restrictive local land use regulations push people away from centers of economic activity, inhibit innovation, and raise costs for renters.

We seek to reduce the harms caused by excessively restrictive local land use regulations.

These price increases ( see diagram)  are pronounced in large, high-wage metro areas (e.g., New York, Boston, San Francisco, Los Angeles, Seattle, and Washington D.C.). More permissive policy which enabled a greater supply of housing in those areas could unlock value by:

• Encouraging economic growth through greater innovation and agglomeration.
• Increasing the earnings of individuals moving to high-wage jobs in those areas.
• Enabling more people to live in denser areas, which have lower carbon emissions.
• Redistributing wealth and income to lower-income households and supporting access to housing for lower earners.

Scientific Research - We believe scientific progress has been, and will continue to be, one of the biggest contributors to improvements in human wellbeing, and we hope to play a part in this

We aim to support research that could affect a large number of people.

We primarily support biomedical research but our interests are not limited to any particular field, disease, condition, or population. Instead, we seek to identify scientific research that has the potential for high impact and is under-supported by other funders. We are excited to support high-risk and unconventional science when the potential impact is sufficiently large.

We are broadly interested in research that may lead to improved understanding of topics related to human health. We are most interested in research that could affect a large number of people. We typically start by looking for metrics related to the number of lives affected (often starting with the World Health Organization’s Global Health Estimates and IHME’s Global Burden of Disease Study). We begin with landscaping exercises to identify important research topics that could have the greatest impact in a given area.

Once we understand the research gaps in these fields, we assess which gaps are underfunded and seem most amenable to progress if funded. Often as part of this process, we will attend scientific conferences and interview scientists as advisors, peer reviewers, or potential grantees.

Some aspects of the following topics are currently of particular interest:

• broad-spectrum antiviral drugs,
• vaccine development,
• basic immunology,
• some aspects of cardiovascular disease,
• Alzheimer’s disease, predicting mouse-to-human translation, control of inflammation,
• epigenetics,

Accordingly, the Foundation's primary focus is dedicated to strengthening the economic base of low income, disadvantaged communities, primarily within the U.S., but also in developing countries. The Foundation has a keen interest in supporting charitable organizations and institutions that have developed clear and effective economic development programs. To this end, the Foundation provides financial support, usually in the form of low interest rate loans known as Program Related Investments ("PRI's"), to a variety of 501c3 tax exempt charitable organizations and institutions.

In addition to its PRI program funding, the Foundation also makes charitable grants in the areas of education, health and housing. The Foundation has made grants (in the form of merit-based college scholarships) to low-income San Francisco Bay Area students, as well as to performance arts programs providing economical access to lower income individuals and families. The Foundation will also consider grants outside of its established guidelines, provided it can be demonstrated that the grant will be of significant assistance at a critical time in the development of an idea or project that has the clear potential to become self-sustaining/self-supporting.

The Impact Fund awards recoverable grants to legal services nonprofits, private attorneys, and small law firms who seek to confront economic, environmental, racial, and social injustice. Since our founding in 1992, the Impact Fund has made more than 800 recoverable grants totaling more than $10 million for impact litigation. We award grants four times per year, most within the range of US$10,000 to US$50,000.

Social Justice

The Impact Fund provides grants and legal support to assist in human and civil rights cases. We have helped to change dozens of laws and win cases to improve the rights of thousands. The cases we are funding allege that:

• In Texas and North Carolina, incarcerated people with mental health disabilities are forced to remain in jail despite being found not guilty and unable to proceed with a criminal trial.
• In Orange County, California there are currently 13 gang injunctions under effect, which disproportionately affect young men of color.
• In Chicago, Illinois, the city’s homeless shelter program is inaccessible to people with disabilities.
• In Springfield, Oregon, the city and its police department used excessive force against Black Lives Matter protesters.
• In West Virginia, the state fails to protect children in foster care from abuse and neglect. 
• In Montana, voter suppression laws disadvantage young adults and give priority to gun owners.
• In Gary, Indiana, a gun manufacturer negligently marketed and distributed its guns, leading to an epidemic of gun violence in the city. 
• In Vancouver, British Columbia, the police perpetuate systemic discrimination against Indigenous people through bureaucratic measures.

Environmental Justice

The Impact Fund provides grants to support local litigation for environmental justice. These grants are for cases aiming to help people or communities who are affected by environmental harm or who lack access to basic environmental needs, such as clean water, clean air, adequate waste treatment, and green spaces. The cases we are funding allege that:

• In Centreville, Illinois, the city’s failure to maintain its sewer system has caused raw sewage to flood peoples’ homes, endangering the property and health of a predominantly Black community.
• In Fresno County, California, the California Department of Transportation approved a highway expansion project that would increase air pollution and traffic in one of the state’s most environmentally burdened communities.
• In downtown Milwaukee, Wisconsin, the proposed expansion of a highway would divide the region's Black, Asian, and Latine neighborhoods and cause pollution and ill health.
• In North Dakota, the five-month closure of a highway in response to the Dakota Access Pipeline protests disproportionately affected the livelihoods and health of the Standing Rock Sioux Tribe members.
• In Ontario, Canada, mercury contamination of the English-Wabigoon river system causes catastrophic environmental and health impacts for the Grassy Narrows First Nation.
• In Sacramento, California, the county government and Sacramento Area Sewer District violated the Clean Water Act by discharging raw sewage into nearby rivers.
• In the Eastern Coachella Valley in California, 1,900 residents of the Oasis Mobile Home Park suffer from arsenic-laced drinking water, wastewater contamination, and overcharging for utilities.

Economic Justice

The Impact Fund provides financial and other forms of support to cases fighting for economic justice. From workers' rights to consumer protection for vulnerable populations, impact litigation is a powerful tool to hold corporationss and the government accountable. The cases we are funding allege that:

• In Brooklyn, New York, a prominent mortgage lender engaged in predatory practices, leaving homeowners of color at risk of losing their homes. 
• In Washington, live-in caregivers are unconstitutionally excluded from the state’s wage-and-hour protections.
• In Ravalli County, Montana, the county has created a “modern-day debtors’ prison” by incarcerating people unable to afford pre-trial fees. 
• In San Diego, California, vehicle ordinances target unhoused vehicle owners even when no adequate housing alternative exists.
• In New York, a federal immigration detention facility is violating minimum wage and forced labor laws by forcing detainees to work for just a dollar a day.

Background

As part of our ongoing commitment to community development and the development and preservation of affordable housing in underserved communities, Enterprise is pleased to announce an open call for Section 4 Capacity Building grant funding.

The purpose of the Section 4 program is to develop the capacity and technical capabilities of Community Development Corporations (CDCs) and Community Housing Development Organizations (CHDOs) to carry out community development and affordable housing activities that benefit individuals and families with low-incomes (80% AMI or <).

Funding is made available through the U.S. Department of Housing and Urban Development’s (HUD) Section 4 grant program. The purpose of this grant funding is to support CDCs and CHDOs with resources to promote organizational stability and increased capacity to carry out community development and affordable housing programs and business operations.

Cooperative Development Fund

The Cooperative Development Fund supports cooperative development, research, and technical assistance for cooperatives serving the needs of seniors, international cooperative development, and affordable housing. Grants given out by this Fund, typically no more than two annually, historically have ranged from $20,000 to $30,000. There is only one cycle of grant giving, in January, for this Fund.

 The Cooperative Development Fund grant process involves two stages - the submission of a concept paper and, if chosen, the submission of a full proposal. The intent is that unless the full proposal is not submitted or is significantly lacking, the concept papers chosen will receive grants.

Our Mission

The Sorenson Legacy Foundation is a non-profit corporation established by the late biotechnology pioneer and entrepreneur James LeVoy Sorenson and his wife, education philanthropist Beverley Taylor Sorenson, to promote charitable, artistic, religious, educational, literary, and scientific endeavors. What We Fund

Education

As a teacher, Beverley believed the arts are essential to broadening our children’s minds starting in elementary. She helped promote legislation so Utahn children would be exposed to more of the arts. She saw the arts as equal in importance in the development and success of children as sciences and math. Education continues to be a focus area for the foundation because she was a champion for the cause.

The foundation continues to support seven major universities in the development of elementary arts studies. The goal of education funding will always be to improve the breadth and depth of the art education and experiences of young students. Whether that be by supporting elementary programs or teachers who develop the talents of students.

Health Care

Having never fulfilled his dream of becoming a doctor, James devoted much of his fortune to provide better medical assistance for saving lives and alleviating pain and suffering.

Grants are awarded to facilities that work toward improving these aims as well as medical research, medical technologies, and other innovations that provide safe health care and quick recoveries.

Innovation

James was always interested in how to improve products or processes and never settled for the status quo. His 60+ patents are proof of his desire to innovate areas to improve quality of life and equality of experience.

Grants are awarded to organizations that share the same passion for technological advances and care for humanity. Unlike the other areas funded, innovation grants are open to any category or sector where innovative ideas and technologies can change the lives of people for the better.

Community

Both James and Beverley Sorenson were committed to improving the lives of those in their communities. From a young age, James served others including through a mission for the Church of Jesus Christ of Latter-day Saints.

The foundation recognizes the ways to help our communities are vast. Grants are given to programs that focus on protecting and preserving the environment, assisting the disenfranchised of society, and promoting understanding and tolerance in our world.

World Habitat Awards

Our World Habitat Awards recognise and highlight innovative, outstanding and sometimes revolutionary housing ideas, projects and programmes from across the world.

More than 360 outstanding World Habitat Awards projects have been recognised over the years, demonstrating substantial, lasting improvements in living conditions.

We want to hear about projects from around the world that:

• focus on affordable and adequate housing;
• have taken action to address the climate emergency;
• are in progress or have been completed in the last ten years;
• are taking steps to promote diversity, equality and inclusion; and
• have been designed and/ or delivered in close collaboration with the residents/ local community

Prize

As well as international recognition, a prize of £10,000 is made to each of the two Gold Award winning projects.

Trophies are also presented to the Gold Award winning projects and travel and accommodation costs are met for one representative of each project to attend the awards ceremony.

Between eight and twelve projects that demonstrate exceptional work in providing or promoting access to adequate housing are finalists each year.

AARP Community Challenge

The AARP Community Challenge grant program is part of the nationwide AARP Livable Communities initiative that helps communities become great places to live for residents of all ages. The program is intended to help communities make immediate improvements and jump-start long-term progress.

Since the program's debut in 2017, AARP has awarded $20.1 million through over 1,700 grants. Projects have been completed across all 50 states, Washington, D.C., Puerto Rico and the U.S. Virgin Islands.

Flagship Grant

Flagship AARP Community Challenge grants have ranged from several hundred dollars for smaller, short-term activities to tens of thousands of dollars for larger projects. Since 2017, AARP has funded projects with an average grant amount of $10,000 to $12,000. Nine out of 10 grants (or 92 percent) are for $20,000 or less.

This year, grants will not exceed $25,000. AARP also reserves the right to award compelling projects of any dollar amount.

We are accepting applications for projects that benefit residents — especially those age 50 and older — in the following categories:

• Creating vibrant public places that improve open spaces, parks and access to other amenities.
• Delivering a range of transportation and mobility options that increase connectivity, walkability, bikeability and access to public and private transit
• Supporting a range of housing options that increases the availability of accessible and affordable choices
• Increasing digital connections and enhancing digital literacy skills of residents
• Supporting community resilience through investments that improve disaster management, preparedness and mitigation for residents

RFP- Rural Rental Housing Preservation Academy

About the Academy

The Academy is a series of no-cost training and peer learning sessions designed to help rural housing providers acquire and/or preserve USDA Rural Development (RD), HUD and LIHTC financed housing in their respective communities. Training sessions will be open to existing owners/operators interested in preserving their properties or parties interested in acquisition for the purpose of preservation of property affordability. The Academy sessions will span from basic introduction and overview of RD, HUD and LIHTC programs to exploring financing options and new financing models. Enterprise will bring in experts and practitioners that have proven success in preserving units and are thinking outside the box when it comes to funding to help deliver the training sessions. All training sessions will be held virtually. Attendance to any of the academy sessions is available to any interested stakeholders. 

Through this call for applications, Enterprise is accepting applications from organizations to form a cohort of participants in the Preservation Academy. Up to fifteen organizations will be selected as members of the Preservation Academy Cohort. In addition to the delivery of the trainings, cohort members will receive no-cost, targeted, one-on-one technical assistance to support rural preservation efforts. The assistance will be tailored to the needs of the recipient based on what their goals are and the support they identify in being critical to move their project forward.

Examples of potential technical assistance include:

• Developing strategies on how to best approach transaction(s).
• Supporting the preparation of application materials and templates for the transfer application.
• Assessing rents as compared to conventional rents for comparable units (CRCU) and developing operational budgets, which can result in a plan for sustainable occupancy and a long-term management strategy.
• Preparing the preliminary assessment tool for Rural Development’s underwriting purposes based off developer pro forma and assumptions.
• Supporting developers as they work through regulatory or procedural issues that arise during the transfer process.

The overall goal of the Preservation Academy is the preservation of affordable housing opportunities, especially those with Rental Assistance, in rural communities throughout the region. 

To promote the development of financially viable housing, PJs may pay the entire amount ofeligible costs associated with HOME-ARP rental units, are encouraged to work with local PHAs and state or local agencies to obtain project-based rental assistance and may provide ongoing operating cost assistance or capitalize a project operating cost assistance reserve to address operating deficits of HOME-ARP units occupied by qualifying households. To promote inclusion of HOME-ARP units in mixed-income housing, up to 30 percent of the units a PJ funds with its HOME-ARP grant may be restricted for occupancy by households that are low-income.

Population to be Targeted: Individuals or households who are homeless, at risk of homelessness, and other qualifying populations households that are low income as defined by USHUD.

Introduction & Purpose

As part of its commitment to building a national Culture of Health, the Robert Wood Johnson Foundation (RWJF) seeks ideas that advance health, equity, and wellbeing. Healthy Eating Research (HER) supports this goal through improving diet quality and nutrition for all Americans, addressing nutrition disparities, and reducing food and nutrition insecurity. HER’s mission is to support and disseminate research on policy, systems, and environmental strategies that promote healthy eating among children and families and advance nutrition security and health equity.

The purpose of this call for proposals (CFP) is to generate evidence on supportive family policies and programs that have strong potential to impact equitable access to nutritious food in communities, nutrition security, diet quality, and improved nutrition and health outcomes. We are especially interested in strategies to improve health outcomes for families with lower incomes and/or racially and ethnically diverse populations experiencing higher rates of diet related chronic disease and/or health disparities. Findings will be used to guide and inform decisionmaking about policy and system changes that can advance nutrition equity and improve health.

Through this CFP, we seek to learn what works (or not) and why; who benefits the most from these policies and programs; and whether disparities are reduced. We are interested in solution oriented research that focuses on policy, systems, and environmental (PSE) change at the national, state, local, and tribal levels. The CFP provides opportunities to develop and test innovative approaches to increasing access to healthy foods, such as through child nutrition programs; innovations in technologies; expanding program outreach and eligibility; simplifying program enrollment processes; identifying ways to improve equity within nutrition assistance programs; building the evidence base for these programs’ impacts on diet quality, food insecurity, nutrition, weight, and health; and areas for improvements and scalability.

HER issues CFPs to solicit scientifically rigorous, solution-oriented proposals from investigators representing diverse disciplines and backgrounds.

Targeted Age Groups; Priority Populations

The target population is children (ages birth to 18) and families in the United States, with high priority on those who are at highest risk for poor nutrition, specifically lower income families and racially and ethnically diverse populations (e.g., Black, Latino/a, American Indian/Alaska Native, Asian American, Native Hawaiian, and Pacific Islander).

Priority Topic Areas

This CFP focuses on five priority topic areas related to supportive family policies and programs to improve nutrition and health:

• Child nutrition programs
  • Child nutrition programs help ensure that children receive nutritious food, including meals and snacks that promote their health, growth, and school success.
  • Through this CFP, there is an opportunity to examine strategies to expand the reach and impact of these programs.
  • Strategies may include:
    • innovations in technologies;
    • expanding program outreach and eligibility;
    • simplifying program enrollment processes;
    • identifying ways to improve equity within nutrition assistance programs;
    • building the evidence base for these programs’ impacts on diet quality, food insecurity, nutrition, weight, and health; and
    • areas for improvements and scalability.
• Food access and hunger relief programs
  • Equitable access to healthy and affordable food in the U.S. is a major public health concern
  • Efforts to promote healthy choices in food banks and food pantries include:
    • the creation and adoption of formal nutrition policies,
    • cultivation of relationships with food donors who can donate healthier products, and
    • investment in capacity to store and display healthier food items
  • This CFP provides opportunities to develop and test innovative approaches to increasing access to healthy foods (including via improving the food retailenvironment); to conduct natural experiments and/or test interventions; and evaluate programs aimed at improving nutrition security and diet quality for children and families, especially among understudied populations.
• Structural inequities impacting access to healthy and affordable foods
  • Structural barriers, such as racism and classism, involve processes by which interconnected political, economic, social, and ideological systems generate and maintain unequal access to opportunities and resources.
  • This CFP would allow community academic partnerships to evaluate community powered initiatives, develop interventions to address root causes of food insecurity or obesity, and co design and test innovative models.
  • There is also a need to better understand the structural inequities and forces that have shaped contemporary food access and food insecurity in low income areas and communities of color and approaches to mitigate these forces.
• Social and economic programs (nonfood policies)
  • Social and economic inequities drive child nutrition disparities.
  • To date, little research has been conducted on the relationships and interconnections between nutrition, weight, and food and nutrition security in families and policies related to poverty reduction, family income supports, economic resources, housing assistance, or other family supportive policies.
  • Some examples of these policies and programs include:
    • financial payments to families;
    • income assistance and support programs;
    • housing assistance or housing security programs; and
    • increased access to social services
  • We are also interested in exploring other supportive family policies (e.g., paid family leave, flexible work schedules, home visiting programs, breastfeeding support) that impact parental and child health and nutrition outcomes.
• Emerging topics
  • This category is intended to allow for exploration of new and emerging public health topics impacting nutrition security, food security, and/or health equity and innovative policies, systems, and environmental strategies to support the optimal health of children and families.
  • Examples of potential topics could include:
    • applying a prevention (rather than clinical) lens to food in medicine initiatives;
    • identifying novel ways to utilize Medicaid or CHIP programs to optimize families’ nutrition and food security;
    • examining the impacts of climate change on food systems and access to healthy foods;
    • examining the implications of new obesity/weight loss drugs for public health and prevention initiatives, especially related to prevention work with adolescents and young children;
    • addressing unique issues impacting the health and wellbeing of rural communities;
    • examining issues related to public health datasets;
    • development of new measures and metrics for measuring progress, and others.

Total Awards

Each award will be up to a maximum of $275,000 with a total of up to $2.5 million to be funded through this CFP. We encourage proposals that request lower budget amounts. Awards will be a maximum of 24 months in duration. We encourage proposals that request shorter periods (e.g., 12-18 months)

Improving Veteran Mental Health

Across the United States, veterans face an elevated risk of homelessness relative to the general population. On any given night, an estimated 40,000 veterans go without shelter, and another 1.5 million veterans are considered at-risk of homelessness.1 Research shows that veterans experiencing housing instability are at an increased risk of mental distress disorders.

We seek to collaborate with and support nonprofit organizations that leverage evidence-informed programs and services to help local veterans feel stable where they live and ultimately create positive impact on their mental health. Nonprofit partners must align to at least one of these grant program goals:

The Elizabeth M. Pfriem Foundation is a private philanthropic foundation established in March 2015 and based in Rye Brook, New York.

Elizabeth M. Pfriem was the daughter of a Polish immigrant coal miner moves with her family at the end of World War II from the dying coal mines of Scranton, Pa., to the prospect of a better life in the prosperous city of Bridgeport. When you talk about business impact and philanthropic influence in Bridgeport, Mrs. Pfriem’s legacy is to be admired with the likes of P.T. Barnum and industrialist Frank D’Addario. She went about her business quietly yet her impact was wide and loud that benefited school kids, neighborhoods, social service organizations, medical facilities and the Barnum Festival for which she served as ringmaster, the only woman to occupy that role in its 70-year history.

The foundation's mission centers on facilitating provisions that help vulnerable populations, especially children and families in need. The National Endowment for the Arts (NEA) and the Housing Assistance Council (HAC), with To Be Done Studio, are excited to announce the Request for Applications to the Citizens' Institute on Rural Design (CIRD). Rural communities are invited to submit applications to receive design support and technical assistance to host a virtual and on-site local Design Workshop (if local public health guidelines allow) or participate in the Design Learning Cohort.

About CIRD

The Citizens’ Institute on Rural Design (CIRD) is a leadership initiative of the National Endowment for the Arts in partnership with the Housing Assistance Council. Focusing on communities with populations of 50,000 or less, CIRD’s goal is to enhance the quality of life and economic viability of rural America through planning, design, and creative placemaking.

CIRD is intended to empower local citizens to capitalize on unique local and regional assets in order to guide the civic development and future design of their own communities. The CIRD program goals include:

• Building design capacity in rural communities to plan comprehensive revitalization strategies;
• Introducing creative placemaking, arts, culture, and design strategies as drivers of economic development in rural America;
• Facilitating a network of rural communities for design idea exchanges and peer learning; and
• Preparing communities to be ready and competitive for arts- and design-related state and federal funding opportunities.

Since 1991, the Citizens’ Institute on Rural Design (CIRD) has provided design assistance to more than 100 rural communities in all regions of the United States, empowering residents to leverage local and regional assets in order to guide the civic development and future design of their own communities. 

The CIRD program consists of two different opportunities via a single application:

Opportunity 1) Local Design Workshops

Up to four (4) communities will be selected to participate in an on-site rural Design Workshop. (Based on timing and in accordance with local health guidance, this workshop may be a hybrid virtual and in-person program.) With support from a wide range of design, planning, and creative placemaking professionals, the workshops bring together local residents and local leaders from non-profits, community organizations, and government to develop actionable solutions to a specific design challenge. Examples of potential design challenges include but are not limited to:

• Historic preservation and adaptive reuse of community buildings
• Designing quality affordable housing that supports livable and equitable communities; including housing and other amenities that support young people, families, and/or the elderly and aging in place
• Creating public or civic spaces that support and integrate cultural expression and local identity and/or play and active recreation
• Developing recreational trails for mobility, active transportation, and economic development
• Redesigning Main Street as a local street versus state highway/thruway
• Designing spaces and places that improve access to healthy food and local food systems
• Leveraging Main Street or local businesses for economic development, including branding, wayfinding, façade improvements, and streetscape design
• Integrating cultural identity into the built environment to drive heritage tourism.

Selected communities will receive additional support including customized follow-up support leading up to and after the workshop as well as access to and web-based resources, webinars, and peer learning through the Design Learning Cohort.

Opportunity 2) Design Learning Cohort

Up to fifteen (15) rural communities will be selected to participate in a Design Learning Cohort. Rural community leaders from government, non-profits, local business, and civic organizations are invited to:

• Participate in virtual trainings and sessions on design, planning, community engagement, facilitation and fundraising techniques;
• Connect and exchange design ideas with peers from other rural communities in the cohort
• Receive technical assistance and coaching from experienced design professionals tailored to their particular community design challenge; and
• Receive support in navigating funding opportunities to make their community’s vision a reality;
• Applicant organizations can indicate on their application if they only want to participate in the Design Learning Cohort (and not be considered for the hybrid local Design Workshop opportunity).

Both opportunities within the CIRD program connect rural residents and community leaders with resources and ideas for developing locally driven solutions to community design challenges.

PARTICIPATION BENEFITS 

Local Design Workshop Communities

• Four(4) communities will be selected to do a deep dive into a pressing design challenge that is impacting their community. Each workshop includes:
  • $6,000 stipend to the host community for workshop staff time and related expenses
  • A tailored virtual design process working with a dedicated resource team, including goal setting, and online sessions with design experts to assist with project visioning and advancement toward implementation
  • Potential site visit from a local/regional designer, if local public health guidelines allow.
  • A Design Book and action plan following the workshop, with project-specific design and planning recommendations, created by the CIRD resource team
  • Ongoing technical assistance related to project 
  • Design Workshop communities will have access to all events and opportunities offered to the Design Learning Cohort.

Design Learning Cohort

Up to 15 communities from the applicant pool will be invited to participate in the Design Learning Cohort. The opportunity allows up to four (4) leaders from each selected community to participate in virtual training in design, planning, community engagement, and facilitation techniques; engage with peers from rural communities; and receive support in navigating funding opportunities to make their vision a reality. The Design Learning Cohort opportunity includes roughly a dozen engagements, specifically:

• A series of online learning sessions led by nationally recognized field experts, tailored to engage cohort members and activate peer learning
• A series of public webinars and private breakout sessions that connect cohort members to design experts
• Technical assistance through office hours, one-on-one coaching, optional in-person convenings, and online resources
• Additional opportunities to socialize and share best practices and experiences with rural peers from around the country.
