About Us

In 1971 the Legislature established the Maine Historic Preservation Commission to implement State policy to "preserve the architectural, historic and environmental heritage of the people of the State, and to develop and promote the cultural, educational and economic benefits of these resources." The Commission is an independent agency within the Executive branch of state government that functions as the State Historic Preservation Office.

Its Director serves as the State Historic Preservation Officer (SHPO) upon appointment by the Governor. The office administers the programs of the National Historic Preservation Act of 1966 in Maine, which includes the identification, evaluation, and protection of the state’s significant cultural resources.

Historic Preservation Grants

The Commission anticipates awarding approximately $90,000 in matching grants for Historic Preservation projects sponsored by Certified Local Governments. Eligible projects include architectural or archaeological survey, public education, preservation planning, National Register nominations or development or pre-development projects. The minimum grant award is normally $10,000 and all grant funds require a minimum 25% non-federal match.

Eligible historic buildings and sites for development and pre-development projects are those that are listed in the National Register of Historic Places either individually or as contributing resources in a National Register-listed historic district. Projects must be directed by persons with professional credentials as defined by the Department of the Interior.

Funding priorities for this round of grants include establishing trades training programs; providing planning assistance to CLG communities; diversifying identification and registration efforts to include everyone’s history; identifying and providing protection for particularly vulnerable resources; supporting pre-development, development and archaeology projects; and increasing awareness of historic preservation activities through education, outreach, publications and events. Historic Preservation Grants are 75:25 % matching grants for architectural or archaeological survey or development or pre-development projects. Grants range between $10,000 and $30,000. Eligible properties must be listed in the National Register of Historic Places and eligible applicants are limited to state agencies, county governments, municipal governments, educational institutions, and private non-profit institutions as defined by the Internal Revenue Service. The source of the funds is the Federal HPF and applications are generally available in the late winter. 

The IDeA Networks of Biomedical Research Excellence (INBRE) program aims to enhance biomedical research capacity in underfunded states by fostering collaborations among research institutions. By supporting faculty research, mentoring, and student involvement, INBREs create pathways for undergraduate students to enter biomedical careers. This initiative not only promotes institutional partnerships but also strengthens research infrastructure, ultimately contributing to a more robust scientific community in IDeA states.

The Belvedere Animal Welfare Fund Grant, established in 2007, focuses on advancing animal welfare in Maine through one-year project proposals for organizations addressing population control for cats and dogs. Community Development Block Grant (CDBG) Program 

In 1982 the State of Maine began administering the CDBG Program to assist units of local government in various community projects in areas ranging from infrastructure, housing, downtown revitalization to public facilities and economic development.

CDBG Objectives

All CDBG funded activities must meet one of three National Objectives of the program. These objectives are:

• Benefit to low- and moderate-income persons.
• Prevention and/or elimination of slum and blight conditions; and
• Meeting community development needs having a particular urgency

The Maine CDBG Program serves as a catalyst for local governments to implement programs which meet one of the three National Objectives, and:

• Are part of a long-range community strategy, or State of Maine Strategic Economic Development Plan
• Improve deteriorated residential and business districts and local economic conditions
• Provide the conditions and incentives for further public and private investments
• Foster partnerships between groups of municipalities, state and federal entities, multi-jurisdictional organizations, and the private sector to address common community and economic development problems; and
• Minimize development sprawl consistent with the State of Maine Growth Management Act and support the revitalization of downtown areas.

CDBG Special Projects Program

The Special Projects Program provides funds to projects that are not funded through the normal CDBG application process. SP funds will be used for alternative OCD grant activities and partnerships that meet the community or economic development needs of municipalities and CDBG National Objectives in the State of Maine. Approval for the use of SPMF funds is through the Director, Office of Community Development.

Funding for this program may be available based upon redistribution, reallocation and/or additional allocation from HUD.

The Wold Foundation Grant, established in 1985, aims to support charitable, scientific, literary, and educational projects primarily benefiting Wyoming citizens and youth. It prioritizes initiatives in education, human services, cultural activities, healthcare, and scientific endeavors that promote conservation and outdoor recreation. Project Lead The Way (PLTW) offers grants for schools to implement the PLTW Computer Science program from 2025 to 2028. Schools must provide at least one PLTW course in the first year and two courses in the second year. The total grant is $14,000, covering participation fees and training costs. Eligible institutions include public, private, and charter schools located in the U.S., with special encouragement for those serving low-income or minority-majority populations.

The Investing in Artists: Tools & Equipment Grant, offered by the Center for Cultural Innovation, provides funding between $1,000 and $5,000 for individual craft artists in the U.S. to purchase essential tools and equipment. This program aims to enhance the creative support system, enabling artists to produce object-based work and meet safety standards. Eligible applicants must demonstrate a commitment to their craft and have presented public artistic work within the last three years.

The Davis Family Foundation Implementation Grants support innovative projects that enhance teaching and learning at accredited colleges in New England. Established in 1985, the foundation has awarded over $140 million to improve educational outcomes and reduce costs. Applicants are encouraged to consult with program staff prior to submission. The Organization Operations Grant, offered by the Maine Arts Commission, provides essential support for 501(c)(3) arts organizations in Maine with annual budgets exceeding $25,000. Eligible applicants must prioritize the arts in their mission and demonstrate that at least 50% of their programming is arts-related. Nature's Path's Gardens for Good program empowers communities by funding organic gardens that address food insecurity. Since 2010, it has donated $930,000 CAD to support 120 gardens. In 2023, grants of $6,500 each will be awarded to 20 gardens across the U.S. and Canada. Eligible applicants must be registered non-profits with urban organic agriculture projects that serve low-income communities, promoting sustainable practices and inclusivity.

The Maine Humanities Council Mini Grants program provides funding of up to $2,000 to nonprofit organizations in Maine for humanities projects that foster community engagement and outreach. Applicants are encouraged to present clear project proposals, including detailed budgets and timelines. Priority is given to organizations led by or serving under-resourced communities. A 1:1 funding match is required. This initiative aims to enrich the humanities landscape in Maine through collaborative and inclusive programming.
