The Department of Commerce effectively and efficiently delivers programs and resources through technical assistance, funding/investments, training/consulting, promotion, research, reporting and outreach to provide affordable housing and create sustainable business and economic growth to enhance community vitality to benefit the citizens of Montana.

HOME Investment Partnerships Program

Created under Title II of the National Affordable Housing Act of 1990, the HOME Investment Partnerships Program is the largest federal block grant that is designed exclusively to create affordable housing for low-income households. Montana’s HOME funds are allocated by the U.S. Department of Housing and Urban Development.

The Montana Department of Commerce administers the program and grants these funds to local governments, nonprofit organizations and private developers to develop and preserve affordable housing for or offer homebuyer assistance to income-eligible individuals and families. An individual may not apply directly to the HOME Program.

The HOME Program does the following:

• Expands the supply of affordable housing for Montanans with low- and very low-incomes
• Improves the means of state and local governments to implement strategies to achieve adequate supplies of decent, affordable housing
• Provides both financial and technical assistance to participants to develop model programs for affordable housing

Homebuyer Assistance Programs

Commerce accepts applications for homebuyer downpayment assistance programs on a rolling basis. Grants covering a two-year period are awarded to eligible entities seeking to undertake homebuyer activities locally. HOME funds are used to provide subsidy to individual homebuyers and costs associated with administering the homebuyer program. Grantees determine maximum subsidies based on their local housing markets and targeted beneficiaries, and ensure that home purchase prices follow HUD-determined limits. Generally, 5% of HOME investments are matched.

The RRGL Emergency Grant provides crucial funding for urgent projects in Montana that threaten the management of renewable resources. With a budget of $300,000, grants up to $30,000 are available for projects that cannot wait for legislative approval. Eligible entities include state and local governments, while funds can cover various water-related emergencies. This program supports conservation efforts and ensures the sustainable use of water resources, promoting the economic and social well-being of Montana's citizens.

Catholic Extension's Enhancing Pastoral and Social Ministry Grants aim to empower the church to broaden its outreach and foster societal transformation through targeted pastoral and social initiatives. This program supports specific elements of the church's ministerial efforts, including funding for catechetical resources, marriage and family ministries, and social outreach for vulnerable populations. By investing in these areas, Catholic Extension seeks to enhance the church's role in communities, especially following disasters.

The Montana Urban and Community Forestry program offers grants aimed at enhancing community forests' health. Montana Coal Endowment Program Infrastructure (MCEP)

The Montana Coal Endowment Program was formally known as the Treasure State Endowment Program. Any references to the Treasure State Endowment Program or “TSEP” now refer to the Montana Coal Endowment Program or “MCEP” as authorized by the 67th Legislature in Senate Bill 258 (Chapter 330, Laws 2021). The Montana Coal Endowment Program (MCEP) is a state-funded program created in 1992 as a result of Legislative Referendum 110. It is designed to help solve serious health and safety problems and assist communities with the financing of public facilities projects. The program helps local governments with constructing or upgrading drinking water systems, wastewater treatment facilities, sanitary or storm sewer systems, solid waste disposal and separation systems, and bridges.

Applicants must have the management capacity to undertake and satisfactorily complete the project applied for and assure proper management of MCEP funds. Grant recipients must be in compliance with applicable auditing and financial reporting requirements and have the capability to specifically assure proper tracking and recording of funds.

The External Collaborative Research (ECR) program by Boehringer Ingelheim invites academic and community scientists to propose collaborative studies aimed at protocol development and result publication. This program offers potential drug and financial support, excluding direct salary for the Principal Investigator. Budgets must represent fair market value and will be negotiated further. Research interests span therapeutic areas including Cardio-Renal-Metabolic, Mental Health, Dermatology, and Oncology, encouraging innovative solutions to unmet medical needs.

The Gianforte Family Foundation offers Church & School Outreach Grants to empower local Christian churches and schools in Montana. With grants of up to $3,300, the foundation aims to strengthen community outreach through programs that share the Gospel, support families, promote economic flourishing, and provide recovery tools. The Renewable Resource Grant and Loan Program (RRGL) supports the conservation and management of Montana's renewable resources by funding water-related projects for private entities. Grants are available for initiatives that enhance water resource sustainability, provided they meet specific criteria, such as benefiting a water resource and not being funded by a government entity. This program aims to secure economic and social prosperity for Montana's citizens.

SITKA Ecosystem Grants support projects that enhance ecosystems and promote conservation efforts. These grants encourage both grassroots initiatives and larger organizational projects, aiming to improve habitat restoration, biodiversity, and the hunting experience. With funding ranging from $3,000 to $20,000, applicants must be 18 years or older and have relevant experience. The review process is ongoing, and projects should emphasize collaboration and measurable impacts on environmental goals, benefiting both society and ecosystems.

The WaterSMART Enhancing Water Resources Projects program invites eligible entities to secure funding for initiatives that enhance water resource management across various sectors, including conservation, infrastructure improvement, and watershed restoration. Priority is given to projects that collaboratively address community needs and yield significant environmental benefits. This funding opportunity aligns with federal priorities aimed at optimizing resource use and improving grant oversight, as outlined in recent executive orders.

Montana Department of Natural Resources and Conservation

The Montana Department of Natural Resources and Conservation's mission is to help ensure that Montana's land and water resources provide benefits for present and future generations.

Under the leadership of the Director, the Department is managed by four Divisions which offer a variety of programs and services and carry out mandated regulatory and land management responsibilities. Additionally, six commission are administratively attached to the Department.

Forestry - FY26 Local Government Assistance (LGA)

Program Goals

Provide financial support to help local governments engage in activities to accelerate the pace and scale of forest management to reduce wildland fire hazards, improve forest health, and enhance economic productivity on cross-boundary projects that include federal, state, or private lands in Montana.    

Grants are for:

• Funding coordination/facilitation costs for forest collaborative groups that have county commissioner involvement or support.
• Funding of amicus briefs for projects with local government support and likely to be litigated in the next year.

Improving Clinical Outcomes

The Montana Asthma Control Program is committed to helping healthcare providers in the state improve their clinical outcomes.

Participating facilities receive the following:

• $5000 to improve care of patients with asthma.
  • * $2,000 additional funding for sites choosing to include a tobacco screening/cessation component.
• Support from professionals to optimize utilization of the EHR and ease workflows.
• Onsite educational presentation(s) approved for continuing education credits.
• Scholarships to the Big Sky Pulmonary Conference and the Asthma Educator Review Course: and materials from the MACP to support quality patient care.
• Patient educational materials from the MACP to support quality patient care.
• Options to renew for additional funding and improvement.

The Wild Sheep Foundation (WSF) offers Grant-In-Aid (GIA) funding to support conservation and management programs for wild sheep populations across North America and Central Asia. Established in 1977, WSF prioritizes collaborative proposals that involve partners and matching funds. The organization has raised over $130 million for wild sheep conservation, emphasizing scientific management and public education about sustainable hunting practices. GIA funding decisions align with WSF's mission and identified priority goals.

The Western Division Scholarship Program offers up to $5,000 annually to support masters or doctoral students in fisheries science. Awards are based on academic excellence, potential contributions to the fisheries profession, and progress toward a graduate degree. Eligible applicants must be members of the American Fisheries Society and have completed at least one semester in a relevant graduate program within the Western Division's geographic boundaries.

The Amicus Foundation, established in 2015, is dedicated to supporting non-profit organizations that focus on families, faith, conservation, health, veterans, and education. Through matching grants, the foundation aims to maximize impact by aligning financial resources with effective charitable initiatives. Their mission is to foster a healthy family environment, which they believe is essential for the success of the nation. The foundation emphasizes strategic investments to ensure positive outcomes for communities.

The Semnani Family Foundation, established in 1993, is dedicated to supporting marginalized communities worldwide through health, education, and disaster relief initiatives. Founded by Khosrow and Ghazaleh Semnani, it began by funding an orphanage in Romania. The foundation also operates locally, providing free healthcare through the Maliheh Free Clinic in Utah. Its commitment to human welfare drives impactful partnerships in countries such as Afghanistan, India, and South Africa, focusing on the most vulnerable populations.

NorthWestern Energy Community Works Grants aim to enhance community well-being in Montana, Nebraska, and South Dakota. The program supports qualified nonprofit organizations with monetary donations focused on education, health services, civic improvement, culture, and resource conservation. Since 2019, over $2.1 million has been contributed towards community projects. Eligible applicants must demonstrate tax-exempt status and proposals should favor funding for programs and physical improvements. The Hearst Foundation's Social Service Grant focuses on tackling chronic poverty by funding direct-service organizations that implement effective solutions for economic independence and family strengthening. With a mission to support diverse nonprofits in the U.S., the Foundation allocates approximately 15% of its total funding to social services, prioritizing scalable programs that serve significant populations. The minimum grant size is $100,000, and special consideration is given to organizations addressing affordable housing, domestic violence, and youth development.

The Ivan L. Leigland Memorial Scholarship at Montana State University supports second-, third-, and fourth-year students pursuing a degree in Environmental Design. Designed for high school graduates from Montana, this scholarship aims to nurture future leaders in architecture and design. With varying award amounts, it reflects MSU's commitment to student success and community engagement, enhancing educational opportunities in the region while fostering innovation and quality of life for Montanans.

Asia-Pacific Network for Global Change Research

The Asia-Pacific region, home to over half the world's population, faces challenges due to its development goals, which strain natural resources, communities, and cultural heritage. These issues are exacerbated by adverse environmental changes. While research has shed light on these problems, it's clear that more challenges lie ahead. The Asia-Pacific Network for Global Change Research (APN) is well-positioned to generate new knowledge and solutions for these evolving global change and sustainability issues by supporting collaborative research and scientific capacity development activities, particularly those aimed at training the next generation of early career professionals.

APN 2025 Call for Proposals: CRRP 

Through the competitive Collaborative Regional Research Programme (CRRP), we promote regional research that has potential to improve our understanding of global change and its implications while contributing to a sound scientific basis for policymaking in areas affected by global change. Under this pillar, APN supports collaborative research that contributes to the evolving science-policy arena, including the UNFCCC Paris Agreement, IPCC, IPBES, post-2015 Sustainable Development Goals, Sendai Framework for Disaster Risk Reduction and the UN Decade of Ocean Science as well as ongoing and new global change and sustainability research programmes.

Activities of interest under the CRRP Programme

APN promotes regional collaborative research that improves understanding of the physical, biological and human dimensions of change in the Earth system and advances actionable science that informs decision-making. APN accepts proposals that engage at least 3 member/approved countries in the region, and prioritise collaboratively designed, actionable research with non-academic stakeholders. Proposals must address one or more of the following activities:

• Collaborative research on global change and sustainability that particularly addresses GAPS, ANALYSIS, SYNTHESIS and ASSESSMENT work.
• Collaborative research that develops PATHWAYS and MECHANISMS to achieve sustainable development, and develop adaptation strategies.
• Collaborative PLACE-BASED INTEGRATIVE RESEARCH, particularly from developing countries.
• Collaborative research that is CO-DESIGNED to contribute to the Paris Agreeemnt, Sustainable Development Goals, Sendai Framework for Disaster Risk Reduction, Post-2020 Global Biodiversity Framework, UN Decade of Ocean Science (2021-2030), and the accumulation of scientific knowledge at IPCC, IPBES, etc.

The Andre Ellingson Film Scholarship, offered by Montana State University, supports students in the School of Film and Photography. This opportunity is designed for those pursuing degrees in Film Option, Film Foundations, or Integrated Lens-Based Media. Applicants must demonstrate financial need and possess sophomore standing or higher, showcasing strong creative potential. While academic records are considered, this scholarship emphasizes artistic ability. Award amounts vary, aligning with the university's commitment to fostering creativity in the arts.

Workforce Innovation and Opportunity Act Title I - Youth Program Services

Provides services to in-school youth ages 14-21, and out-of-school youth ages 16-24 that are intended to help youth focus on career pathways, longer-term academic and occupational learning opportunities, and provide long-term comprehensive service strategies.

The Montana Department of Labor & Industry (MTDLI), in compliance with the Workforce Innovation and Opportunity Act (WIOA), is seeking applications from experienced and qualified organizations to execute essential workforce development through the WIOA Title I - Youth Program.

In doing so, the Department is seeking applicants who:

• Implement service deliver strategies that align with the 406 JOBS initiative and America's Talent Strategy, including:
  • use of apprenticeship and pre-apprenticeship training models,
  • training in Industry Recognized Credentials,
  • employer engagement to ensure industry-driven strategies, and
  • outreach to hard to reach populations.
• Coordinate with WIOA core partners.
• Deliver strong performance outcomes with respect to employment, wages, credential attainment, and skill gains.

The Tribal Wildlife Grants (TWG) program, offered by the US Department of the Interior's Fish and Wildlife Service, provides vital technical and financial assistance to federally recognized Tribes. This funding supports various conservation activities, including habitat protection, species monitoring, and wildlife management, helping to preserve both culturally significant species and ecosystems. TWG grants empower Tribes to implement their conservation priorities effectively and sustainably.
