Bureau of Justice Assistance

The Bureau of Justice Assistance (BJA) was created in 1984 to reduce violent crime, create safer communities, and reform our Nation’s criminal justice system.

BJA strengthens the Nation’s criminal justice system and helps America’s state, local, and tribal jurisdictions reduce and prevent crime, reduce recidivism, and promote a fair and safe criminal justice system. BJA focuses its programmatic and policy efforts on providing a wide range of resources, including training and technical assistance, to law enforcement, courts, corrections, treatment, reentry, justice information sharing, and community-based partners to address chronic and emerging criminal justice challenges nationwide. 

Special Attorneys Program

This program will support state, local, Tribal, and territorial prosecuting agencies in assigning or hiring qualified prosecutors to serve full time as Special Attorneys within the National Fraud Enforcement Division or the Criminal Division or as Special Assistant United States Attorneys (SAUSAs) within a United States Attorney’s Office. These cross-designated prosecutors will investigate and prosecute fraud and other crimes committed by aliens within the United States (hereafter referred to as “criminal aliens”) and will investigate and prosecute crimes involving drug or human trafficking committed within the United States.

This grant program, authorized under Public Law 119-21, Title X, Subtitle A, Part II, Section 100055 (codified at 34 U.S.C. § 61101), is intended to strengthen investigative and prosecutorial capacity, expand intergovernmental coordination, and enhance the ability of jurisdictions to investigate and prosecute fraud and other crimes committed by aliens within the United States and drug and human trafficking crimes. The program is also intended to increase the availability of cross-designated prosecutorial personnel who can pursue these matters in coordination with federal authorities and contribute to the effective enforcement of applicable criminal laws.

FY25 Veterans Treatment Court Program

Executive Summary

This NOFO will support the implementation and enhancement of veterans treatment court (VTC) operations. VTCs connect veterans who come in contact with the justice system to treatment for substance use disorders (SUD), mental health disorders (MHD), co-occurring mental health and substance use disorders (MHSUD), post-traumatic stress disorder (PTSD), and traumatic brain injury (TBI). Funding supports service coordination, and recovery support services. VTCs integrate mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over veterans with behavioral health treatment needs. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.

Category 1 supports the planning and implementation and/or launch of a VTC. These courts will support core capacity and provide critical behavioral health treatment, case management and coordinated judicial supervision, sanctions and incentives, and other supportive services, such as transitional housing, peer recovery services, relapse prevention and employment services, that can reduce recidivism.

Program Description

Planning and Implementation grants are available to eligible jurisdictions ready to commit to a 6- month planning phase followed by an implementation and/or launch of a VTC that supports core capacity and provides critical behavioral health treatment, case management and coordinated judicial supervision, sanctions and incentives, and other supportive services, such as transitional housing, peer recovery services, relapse prevention and employment services, that can reduce recidivism, including serving veterans who cannot or do not have access to Department of Veterans Affairs (VA) services

The Veterans Treatment Court Program Enhancement Grant aims to bolster the operations of veterans treatment courts (VTCs) that serve veterans involved in the justice system. By addressing substance use and mental health disorders, these courts facilitate access to essential treatment services, reducing recidivism and overdose fatalities. The grant supports jurisdictions in enhancing their VTC capacity, improving service quality, and ensuring veterans receive the necessary support for long-term recovery. The Fund aims to award three scholarships of equal amount annually to eligible applicants based on the following criteria: Students must be graduating seniors pursuing higher education in the field of business administration, they must demonstrate financial need, and have a GPA of 3.0 or higher.

The Indian Health Service, an agency within the Department of Health and Human Services , is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally-recognized tribes grew out of the special government-to-government relationship between the federal government and Indian tribes. This relationship, established in 1787, is based on Article I, Section 8 of the Constitution, and has been given form and substance by numerous treaties, laws, Supreme Court decisions, and Executive Orders. The IHS is the principal federal health care provider and health advocate for Indian people, and its goal is to raise their health status to the highest possible level. Become an IHS Extern

The Indian Health Service (IHS) offers IHS scholarship recipients and other qualified students the opportunity to participate in a hands-on instructive experience that will complement the knowledge and skills developed in school. This experience will help to enhance pre-professional training, while also familiarizing yourself with Native communities that are of interest to you when you begin your health professions career.

IHS externs are employed for 30 to 120 workdays per calendar year during non-academic periods

Salary

Externs received a salary based on experience and years of academic training that is comparable to industry standards. IHS will waive your salary if the externship fulfills a required academic field placement or an internship.

Housing

Externs are responsible for securing their own housing arrangements. Host sites may be able to provide information or resources to assist in identifying housing options within the community. Externs are encouraged to maintain communication with their Extern Coordinator and host site to ensure all arrangements are confirmed prior to travel. This preparation supports a smooth transition into the externship experience and enables externs to focus on contributing to the Indian Health.

The Women in Rhetoric and Logic Scholarship, established by the Sandia Foundation, supports female students from Albuquerque Academy pursuing higher education in the U.S. This one-time, non-renewable award of up to $3,000 aims to empower young women by alleviating financial burdens associated with college. Applicants must present a high school transcript, a résumé, a personal essay detailing their college aspirations, and a letter of reference. Preference is given to those with debate team experience.

The Woodcock Family Education Scholarship Program, established in 1993 by C.E. (Woody) Woodcock and Dixie, offers merit-based scholarships of up to $10,000 for Albuquerque metro area high school seniors excelling in science and math. With a strong belief in the importance of education, the program aims to support students with a minimum GPA of 3.8 who demonstrate exceptional promise and commitment to these fields. Scholarships are renewable for up to four years.

The William F. Mann Scholarship, established in 2018, supports Albuquerque High School students pursuing full-time college education. It aims to assist students in achieving their educational goals while encouraging community service and good citizenship. Scholarships of up to $2,000 are awarded annually, with recipients expected to maintain a minimum GPA of 3.0 for renewal eligibility. The James Knott Memorial Scholarship, established by the New Mexico Manufactured Housing Association, supports graduating high school seniors residing in manufactured homes. The Samsung Solve for Tomorrow competition asks students to consider how science, technology, engineering, and math (STEM) can be used to create change in their communities.
