Both graduating high school seniors and college upperclassmen, which at the time of application have achieved and maintained a 3.0 grade point average or better, are eligible to apply; All other considerations being equal, the two recipients having attained and maintained the highest grade point average within the applicant pool shall be named as recipients; West Virginia residents who are matriculating seniors or students already enrolled in a college/university.
