Founded in 1956, the Council of Independent Colleges (CIC) is an association of nonprofit independent colleges and universities, state-based councils, and higher education affiliates that works to support college and university leadership, advance institutional excellence, and enhance public understanding of independent higher education’s contributions to society.

CIC is the major national organization that focuses on providing services to leaders of independent colleges and universities and state-based councils. CIC offers conferences, seminars, publications, and other programs and services that help institutions improve educational quality, administrative and financial performance, student outcomes, and institutional visibility.

NetVUE Grant Programs

NetVUE offers a variety of grants to member institutions, supporting programming for students and professional development for faculty members and staff. Grants support projects ranging from one to four years in length. Grant programs are tailored to differing circumstances among member institutions, including their particular areas of interest, their bandwidth and capacity for administering projects, and the depth of their previous engagement with vocational exploration and discernment. NetVUE grants are administered by the Council of Independent Colleges, with generous support from Lilly Endowment Inc.

NetVUE Professional Development Awards

Colleges and universities that are members of NetVUE are committed to campus activities that encourage vocational exploration by students. Many NetVUE campus leaders have observed, however, that supplemental funding at even modest levels to support opportunities for the professional development of staff and faculty members would enable their institutions to strengthen vocational exploration programming. In an era of careful institutional budgeting, institutional operating funds are not always available for such professional development opportunities. NetVUE Professional Development Awards seek to address this need.

NetVUE Professional Development Awards may be requested for use over one year for professional development activities that enhance the knowledge, skills, and expertise of faculty and staff members who play important roles in undergraduate vocational initiatives. The purpose of this grant is to develop campus conversations about vocation and to deepen the capacity of those who lead vocational exploration efforts at NetVUE member institutions. A special initiative within this grant, focusing on diversity, equity, and inclusion, allows for proposals of up to $25,000.

Funds may be used for a range of purposes, but not to substitute for faculty and staff costs that the institution is presently providing for its vocational exploration activities. Grant funds could, for example, support reading groups, faculty/staff retreats, or bringing speakers to campus; funds may be used to provide materials, pay expenses for travel and/or meals, and offer modest stipends.

The Theresa Foundation Grant Program

The Theresa Foundation Grant Program is committed to providing financial support for programs in art, music, dance, drama, or recreation that are designed specifically for children with special needs in order to ensure that no one is excluded from these activities. 

We believe that every individual should have the opportunity to participate in art, music, dance, drama or recreation if they so choose. Our grant program works to provide direct funding for the success of these activities, while also promoting an environment of acceptance and inclusiveness where all can take part without judgment or fear. 

As of 2026, the Theresa Foundation has provided over $3,300,000 in grant funding for over 200 programs in 29 states throughout the country and 4 international grants. The Lewis-Houghton Civics and Democracy Initiative, under the Teaching with Primary Sources program, aims to empower organizations in the U.S. and its territories to create innovative projects that leverage digitized primary sources from the Library of Congress. This initiative, named after Reps. Lewis and Houghton, promotes education in civics, democracy, and history, fostering critical thinking and literacy among students. Grants will be awarded based on the proposal's alignment with these educational goals, enhancing community engagement.

The Rural Health Value Program aims to fund one recipient to provide essential analysis and technical assistance for rural stakeholders. This initiative helps them navigate the value-based care landscape in rural healthcare settings. By supporting rural providers, the program seeks to enhance their participation and success in innovative payment and delivery models that emphasize quality care and value-driven strategies. This funding opportunity ultimately aims to strengthen rural healthcare systems.

The Rural Residency Planning and Development (RRPD) Program enhances rural healthcare access by establishing sustainable residency programs for physicians. Focused on training in accredited rural settings, the program addresses physician shortages by providing start-up funding for various medical specialties, including family medicine and psychiatry. This initiative aims to ensure long-term sustainability through stable funding sources like Medicare and Medicaid, ultimately preparing physicians to serve rural communities effectively.

The Infant-Toddler Court Program's National Resource Center (NRC) focuses on enhancing child welfare practices across the United States. By collaborating with courts, social services, and families, the NRC aims to improve the safety and healthy development of young children involved with the child welfare system. This initiative not only supports families but also fosters nurturing relationships essential for child growth and well-being, making it a crucial resource for communities.

The Infant-Toddler Court Program State Awards empower states and communities to enhance child welfare practices by integrating courts, social services, and families. This initiative promotes safety, healthy development, and nurturing relationships for young children involved in child welfare. Awardees implement the evidence-based ITC approach, sharing lessons learned with local teams, tracking outcomes, and training to ensure effective program expansion across targeted communities.

Over time the focus has shifted to helping small to mid-size organizations in our local communities which support children and seniors in a variety of effective ways. 

Markoly Foundation was established in honor of Joseph G. Markoly, an entrepreneur and philanthropist who wanted to make a positive impact in people’s lives. Joseph’s family was affected directly by both Alzheimer’s and heart disease having lost a family member to each condition. For that reason, the foundation dedicates a majority of their resources to providing grants to organizations that focus on the treatment of each of these diseases. In addition, Markoly Foundation supports a variety of programs dedicated to helping children and seniors by providing services, supplies, programs and research in areas impacting these demographics.

The Markoly Foundation takes pride in supporting local organizations that provide services for elders in our community. Seniors face a number of challenges that come with aging, especially when they don’t have loved ones who are able to assist them with their needs. Through the Motor Carrier Safety Assistance Program, the focus is on minimizing crashes, injuries, and fatalities associated with commercial vehicle operations, ensuring safer roads for all.

The DARPA PINPOINT program seeks innovative proposals focused on the physics and nonlinear control of inertial measurement units (IMUs) for tactical and unmanned missions. The initiative aims to break the performance plateau of MEMS IMUs by exploring novel sensor architectures like electromagnetically levitated proof masses and non-linear resonators. The Domestic Violence Prevention grant aims to enhance access to forensic healthcare services for American Indian and Alaska Native victims of domestic violence and related issues. By fostering multidisciplinary partnerships, this initiative promotes trauma-informed care and improves victim support across IHS Areas. The focus is on developing comprehensive, culturally sensitive services that ensure timely interventions and coordinated responses to vulnerable populations, thereby enhancing overall victim well-being and safety.

The Tribal Epidemiology Centers initiative aims to support currently unserved areas through a new cohort of TEC sites. Funded by the US Dept. of Health & Human Services: Indian Health Service, this program seeks to enhance public health capacity within tribal communities, ensuring access to essential health services and resources. The initiative underscores a commitment to addressing health disparities and promoting wellness among Native populations.

The Public Health Nursing initiative aims to enhance the health and wellness of American Indian and Alaska Native men by implementing a culturally sensitive case management model. Through this program, Public Health Nurses will provide preventive health services, facilitate access to care, and encourage healthy lifestyle choices. By promoting early identification and management of health issues, the initiative strives to improve overall community health outcomes through targeted, collaborative interventions.

The National Urban Indian Health Program aims to enhance behavioral health services for Urban Indian communities by fostering awareness, advocacy, and collaboration across the nation. By providing technical assistance and training to Urban Indian Organizations, the program seeks to improve access to culturally relevant behavioral health care for American Indian and Alaska Native populations residing in urban areas, ultimately leading to better health outcomes and community support.

The NIH Common Fund Data Ecosystem aims to enhance the reusability of biomedical data through collaboration between Common Fund programs and external data resources. This funding opportunity encourages projects that connect various biomedical data ecosystems, including the HEAL Data Ecosystem and the BRAIN Initiative. By fostering partnerships, the initiative seeks to improve the accessibility and interoperability of valuable datasets, ultimately advancing research efforts. Note that clinical trials are excluded from this funding opportunity.

NetVUE Vocation across the Academy Grants

​One major purpose of an undergraduate education in the liberal arts is to help students shape a philosophy of life. At the same time, undergraduates today are increasingly preoccupied with postgraduate employment. The purpose of this grant program is to help colleges and universities develop more effective ways to strengthen the link between these two purposes of undergraduate education. It is designed to support institutions in their efforts to expand vocational exploration and discernment programs across the curriculum and co-curricular programs, with the following goals:

• to help students develop more effective links between developing a philosophy of life and preparing for a career;
• to include more faculty and students in the work of vocational exploration and discernment; and, in some cases,
• to build connections with community partners, such as local businesses, nonprofits, and other community organizations.
