Best Operating Grants for Nonprofits in Pennsylvania

The Great American Cleanup Grants, offered by Keep America Beautiful, aim to enhance community beautification and environmental efforts across the U.S. This initiative encourages KAB affiliates to remove litter, plant greenery, and restore public spaces, contributing to the larger goal of cleaning up 25 billion pieces of litter by 2026. The Pennsylvania Commission on Crime and Delinquency (PCCD) invites applications for funding under the Endowment Act, distributing $48 million from NCAA penalties to support child sexual abuse prevention and victim assistance. This funding specifically targets Multidisciplinary Investigative Teams (MDITs) to develop satellite Child Advocacy Centers (CAC) in counties lacking sufficient cases. The goal is to enhance support for child abuse victims and improve response capabilities across the Commonwealth.

The Santander Charitable Sponsorship Program focuses on supporting low- to moderate-income communities primarily in the Northeast and Florida. With a commitment of $100 million in charitable giving, the program addresses key community development needs, including affordable housing, job creation, financial education, and disaster relief. Eligible organizations must have IRS 501(c)(3) status or be public agencies, demonstrating capacity to meet community needs. Unsolicited applications are not accepted.

The Alternative Fuels Incentive Grant Program is now accepting applications for the 2026 program year.

AFIG has approximately $5 million in funding available to school districts, municipalities, nonprofit organizations, and businesses in Pennsylvania that want to transition to cleaner fuel transportation. Applicants will be eligible for a maximum grant award across all applications of $500,000. Individual application awards are still capped at $300,000.

Supported alternative fuels include electricity, compressed natural gas, liquefied natural gas, propane, hydrogen, hythane, biodiesel, ethanol, methanol, and other advanced biofuels. Grant funding covers:

• Incremental costs related to retrofitting vehicles to operate on alternative fuels;
• Incremental costs to purchase alternative fuel vehicles;
• Cost to purchase and install the necessary fleet-refueling or home-refueling equipment for alternative fuel vehicles;
• Cost to perform research, training, development, and demonstration of new applications or next-phase technology related to alternative fuel vehicles.

The Greenways, Trails, and Recreation Grant Program, administered by the Pennsylvania Department of Community and Economic Development, supports projects aimed at enhancing public parks, recreation areas, and greenways. Eligible projects include the development and rehabilitation of trails, conservation areas, and river enhancements. This program, backed by the Marcellus Legacy Fund, encourages both active and passive recreational opportunities while promoting environmental stewardship and community engagement.

Foundation for Children with Intellectual and Developmental Disabilities

The FCIDD was founded for the purpose of providing support to organizations that serve individuals with intellectual and developmental disabilities.

Mission Statement: The Foundation supports organizations which enhance the lives of persons with intellectual and developmental disabilities by promoting research, projects, education and advocacy. 

Nonprofit Project Grants

The Foundation for Children with Intellectual and Developmental Disabilities (FCIDD) funds 501(c)(3) organizations working with individuals with intellectual and developmental disabilities of all ages, primarily in the states of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Ohio, West Virginia, Delaware, Maryland, the District of Columbia, and Virginia. 

Funding Priorities

• Grants will be awarded for the purpose of primarily benefiting, including, or increasing accessibility for individuals with intellectual or development disabilities.
• Grants may be awarded for scholarships or training personnel in the care and education of individuals with developmental and/or intellectual disabilities. 
• Grants shall mainly be distributed to a Charity whose primary purpose or whose project is to support individuals with intellectual or developmental disabilities. A Charity which has a project to benefit individuals with developmental or intellectual disabilities based on financial need shall be awarded the grant money based upon its own objective criteria and without any special preference to members of Civitan or members of their family.

Accessibility & Engagement

For museums, parks, other public spaces without a specific I/DD focus wanting to make property or equipment improvements and additions to better include visitors with I/DD.

The Extension Risk Management Education (ERME) Competitive Grants: Exploratory Projects aim to enhance agricultural producers' economic viability through innovative risk management education. Funded by the University of Delaware, these grants offer up to $10,000 for projects that address emerging risk topics or support producer workshops. These awards support projects that improve health information literacy among consumers and caregivers, ensuring they can effectively find and utilize health information. Focused on partnerships and outreach to underrepresented communities, the initiative seeks to promote healthy behaviors, prevent illness, and improve health outcomes through informed decision-making.

The Sister Mary Daniel Ruffing Nursing Scholarship Fund, established by The Pittsburgh Foundation, supports graduate and undergraduate nursing students in Western Pennsylvania. This fund aims to aid those demonstrating financial need, with a minimum GPA requirement of 2.5. Preference is given to undergraduate students, ensuring that future nurses are equipped to meet the healthcare demands of the community. The Melville Alexander Eberhardt Memorial Fund, established by The Pittsburgh Foundation, aims to provide scholarship assistance to deserving high school graduates from Pennsylvania. Founded in 1945, The Pittsburgh Foundation promotes community impact, equity, and opportunity through its philanthropic efforts. This fund specifically supports students who demonstrate financial need, maintain a minimum GPA of 3.0, and plan to attend an accredited vocational or academic institution. It is a vital resource for fostering educational advancement in the region.

The Ruth Danley and William Enoch Moore Charitable Fund Grant is a private foundation based in Pittsburgh, established in 1992. It focuses on philanthropy, specifically supporting K-12 education for Native American children living on reservations. The foundation directs its grants primarily to regions preferred by donors, including several states in the Northeast and Midwest, aiming to improve educational opportunities and foster community development in underserved populations.

The Public School Facility Improvement Grant Program supports Pennsylvania's public school districts and area career and technical schools by funding facility improvement projects. Grants range from $500,000 to $5 million, covering essential upgrades such as roof repairs, HVAC systems, plumbing, and energy-saving initiatives. The Main Street Matters program aims to enhance downtown areas and neighborhoods through façade grants that encourage private investment and support revitalization efforts. Eligible local governments and organizations can apply for funding to improve exterior building aesthetics, ensuring vibrant and secure communities. The program emphasizes matching funds and adherence to design guidelines to maximize impact. With a maximum grant of $100,000, it serves as a flexible tool for community and economic development.

Asia-Pacific Network for Global Change Research

The Asia-Pacific region, home to over half the world's population, faces challenges due to its development goals, which strain natural resources, communities, and cultural heritage. These issues are exacerbated by adverse environmental changes. While research has shed light on these problems, it's clear that more challenges lie ahead. The Asia-Pacific Network for Global Change Research (APN) is well-positioned to generate new knowledge and solutions for these evolving global change and sustainability issues by supporting collaborative research and scientific capacity development activities, particularly those aimed at training the next generation of early career professionals.

APN 2025 Call for Proposals: CAPaBLE Programmes

CAPaBLE, our scientific capacity development programme, aims to enhance the capacity of scientists, policymakers and practitioners to assess global change issues, and explore options to resolve issues towards achieving sustainability. Through CAPaBLE, we support activities that enhance capacity at individual, organizational and systemic levels.

Activities of interest under the CAPaBLE Programme

APN supports CAPaBLE activities that enhance existing capacities of developing countries at three levels of individual-based capacity development; group, organisation, network-based capacity development; and societies, governance, and system level capacity development. APN accepts CAPaBLE proposals that engage 1 or more member/approved countries. Proposals must address one or more of the following activities:

SCIENTIFIC CAPACITY DEVELOPMENT ACTIVITIES that promote the following approaches related to one or more of the six thematic areas of APN:

• Utilising and strengthening existing capacity, 
• Creating opportunities to use/instil capacity, 
• Developing new capacity through innovative approaches.

AWARENESS-RAISING AND DISSEMINATION activities through policy- and decision-making communities, civil society, and/or the general public.

SCIENCE-POLICY interfacing in the context of the priority topics.

CAPACITY DEVELOPMENT PARTNERSHIP ACTIVITIES that contribute to the capacity development components of the evolving global change arena, including the UNFCCC Paris Agreement, IPCC, IPBES, post-2015 Sustainable Development Goals, Sendai Framework for Disaster Risk Reduction, and the UN Decade of Ocean Science, and ongoing and new global change and sustainability research programmes.

Activities geared towards using SCIENCE COMMUNICATION to disseminate knowledge generated from projects, particularly to non-science audiences.

The Multimodal Transportation Fund Grant, administered by the Pennsylvania Department of Community and Economic Development, aims to enhance economic development through improved transportation systems. This grant supports municipalities, businesses, and public agencies in rehabilitating and developing transportation assets to ensure safe and reliable transit. With a focus on pedestrian safety and community connectivity, the program encourages innovative solutions that foster a stronger, more resilient Pennsylvania.

The Emergency Solutions Grant (ESG) provides critical funding aimed at rapidly rehousing homeless individuals and preventing homelessness through outreach and emergency shelter activities. This federal initiative, governed by the McKinney-Vento Homeless Assistance Act and enhanced by the HEARTH Act of 2009, supports various programs including maintenance of homeless management information systems, ensuring comprehensive assistance to those in need.

The Ethnic Minorities and Women’s Internship Grant supports entry-level athletics administrative positions for one academic year, promoting diversity in NCAA Division II. It provides $30,000 for intern salaries and $3,000 for professional development, benefiting six schools annually from a total budget of $180,000. Eligible applicants must be active NCAA members, with a focus on enhancing ethnic minority and gender representation in athletics administration. This initiative encourages professional growth and compliance in diverse environments.

Service Objects In-Kind Grants support non-profit organizations dedicated to environmental conservation and sustainability. By leveraging their data validation services, they aim to assist projects that promote ecological health and responsible resource management. The program prioritizes applications with clear, measurable objectives and impactful outcomes within one to three years. Organizations with 501(c)(3) status in the U.S. are eligible, while initiatives lacking detailed plans or focusing on generalized education will not qualify. This grant fosters community involvement in environmental stewardship.

Armstrong County Technical School Scholarship

The purpose of the Armstrong County Technical School Scholarship Fund is to provide funds for scholarships for students pursuing a course of study in the trade arts at an accredited career school, vocational technical school or community college located in the Commonwealth of Pennsylvania.

The Foundation hopes that this program will encourage many of our community’s most talented students to consider pursuing occupations in the region following graduation.

The Ernest Morgan Memorial Scholarship, managed by CommunityGiving, supports central Minnesota student athletes and leaders to pursue higher education outside their home states. This scholarship aims to expand students' horizons and experiences, with a total award of $5,000 available. Open to high school seniors from specific schools, applicants are encouraged to apply online and demonstrate their leadership or athletic skills. This initiative enhances educational opportunities and fosters personal growth among local youth.

The Wellness Across the Lifespan Grant supports the health of communities by providing access to nutritious food and essential nutrition education. Grants ranging from $5,000 to $10,000 are awarded to 501(c)(3) nonprofits in areas where Sprouts Farmers Market operates. This funding emphasizes health and nutrition education, as well as programs that promote healthy lifestyles and nutrition security, ultimately benefiting adults and vulnerable populations.

The Patient-Centered Outcomes Research Institute (PCORI) intends to issue a Broad Pragmatic Studies (BPS) PCORI Funding Announcement (PFA) on Aug. 4, 2026, seeking to fund high-impact, patient-centered comparative clinical effectiveness research (CER) projects. This preannouncement provides potential applicants additional time to identify collaborators; obtain patient and stakeholder input on potential studies; and develop responsive, high-quality applications. 

Patient-centered CER compares at least two available health treatments, services or care delivery strategies. PCORI seeks proposals that compare clinical interventions (e.g., pharmacological and nonpharmacological treatments, screening and diagnostic approaches) and healthcare delivery system interventions (e.g., workforce, technologies, healthcare service delivery designs) to evaluate potential benefits and harms of different treatment and care delivery options, thus generating evidence that empowers patients, caregivers and the broader healthcare community with information to make informed choices that reflect their needs and preferences. 

The Great Apes and Gibbons Program Grant, administered by the Arcus Foundation, supports conservation efforts for great apes and gibbons across 24 priority landscapes in Africa and Asia. The program emphasizes sustainable coexistence between humans and wildlife, having awarded over 2,000 grants to more than 500 organizations globally. Funding is not available for individuals or specific lobbying activities, ensuring resources are directed towards impactful conservation initiatives.

The National Forest Foundation's Matching Awards Program connects communities to forests by funding stewardship activities that promote engagement with National Forests and nearby public lands. This program aims to create lasting impacts, ensuring that all communities can benefit from the rich resources of these natural areas. By supporting various projects, the program fosters a deeper relationship between people and the environment, ultimately enhancing conservation efforts and community well-being.

Abandoned Mine Drainage Abatement and Treatment Program (AMDATP)

Act 13 of 2012 establishes the Marcellus Legacy Fund and allocates funds to the Commonwealth Financing Authority (the “Authority”) for abandoned mine drainage, abatement, and treatment. Abandoned Mine Drainage (AMD) is one of the largest sources of stream impairment in Pennsylvania. Billions of gallons of AMD impair over 5,500 miles of streams within the Commonwealth.

Uses

Projects which involve the reclamation of Abandoned Mine Well(s), construction of a new AMD site, remediation and repair of existing AMD project sites, operation and maintenance maintaining current AMD remediation sites, establishment of trust fund to ensure ongoing maintenance is achieved, and monitoring of water quality to track or continue to trace non-point source load reductions resulting from AMD remediation projects.

Funding

Grants shall be awarded to eligible applicants for projects that do not exceed $1,000,000. The grant requires a least a 15% match of the total project cost.

The Main Street Matters program supports downtown revitalization through grants that enhance community planning, business development, and safety improvements. Eligible applicants include local governments, redevelopment authorities, and non-profit organizations. Funding is flexible, aimed at initiatives such as planning activities and business improvement grants, with a maximum grant amount of $50,000 and a required 25% match. This initiative fosters vibrant, welcoming neighborhoods and encourages strategic investments to address community needs.

The Area Development Grant Program, managed by the Appalachian Regional Commission (ARC), supports economic growth in Appalachia through investments in critical infrastructure and workforce development. Targeting 423 counties across 13 states, the program encourages local communities to collaborate with state governments to identify and implement impactful projects. Key focus areas include enhancing utilities, promoting entrepreneurship, and strengthening local leadership. This initiative aims to uplift the 26 million residents of Appalachia, fostering sustainable economic opportunities.
