Greater Opportunities for Affordable Living (GOAL)

The GOAL program provides grants, federal tax credits and zero-interest federal loans to developers and project sponsors who build affordable rental housing for low- to moderate-income families and seniors.

The rating and award criteria outlined herein has been prepared by the Alaska Housing Finance Corporation (AHFC) to establish the criteria which will be used to award Greater Opportunities for Affordable Living (GOAL) Program funds. This program contains four primary funding sources:

• Low-Income Housing Tax Credits (LIHTC),
• Home Investment Partnership Program (HOME) funds,
• Senior Citizen’s Housing Development Fund (SCHDF)*
  • Additional capital development funds available for senior housing development, provided by AHFC’s funding partners, will be synonymously treated as SCHDF requests for the purpose of this Qualified Allocation Plan.
• National Housing Trust Fund (NHTF).
  • In years where a sub-grant is awarded to the Municipality of Anchorage from AHFC, NHTF awards made through the GOAL program will only be issued to proposals located outside of the Municipality of Anchorage.
• Other sources that may become available through new programs or partner investments.

The Hearst Foundation: Culture Grant aims to support outstanding nonprofits that enhance cultural engagement and artistic talent in the U.S. With a focus on programs that reach young people, the grant prioritizes organizations that create lasting impacts in the arts and sciences. The Foundation allocates 25% of its funding to cultural initiatives, favoring established organizations with a history of significant results. Eligible nonprofits must encourage inclusivity and sustainability in their programs.

Department of Natural Resources

The Department of Natural Resources manages all state-owned land, water and natural resources, except for fish and game, on behalf of the people of Alaska. When all land conveyances from the federal government are completed, the people of the state will own land and resources on 104 million acres: Approximately 100 million acres have been conveyed so far. The state owns approximately 60 million acres of tidelands, shorelands, and submerged lands and manages 40,000 miles of coastline. The state also owns the freshwater resources of the state, a resource that equals about 40% of the entire nation's fresh water flow.

Inflation Reduction Act (IRA) Grant

The USDA Forest Service (USFS) and the Alaska Department of Natural Resources, Division of Forestry and Fire Protection, Community Forestry Program (CFP), have Inflation Reduction Act (IRA) grant monies available to local governments, state agencies, tribal organizations, non-profits, public universities, and other non-federal entities for projects in Alaska communities.

Funding is available for: Green Infrastructure Projects; Phytoremediation Projects; Invasive Tree Control Projects; and other projects.

Green Infrastructure Grants Round III

Monies are available to upgrade existing green infrastructure or implement new green infrastructure projects. Project goals include reduced stormwater runoff, improved water quality, and increased community resilience to extreme weather events. These are 100% reimbursable grants and will be awarded on a competitive basis. No match funding is required.

The Wildfire Resilience Initiative Grant Program, funded by the Gordon E And Betty I Moore Foundation, addresses the urgent need for wildfire resilience in Western North America. With increasing threats from extreme wildfires due to climate change and human activity, this initiative aims to transform fire's role from a destructive force to a beneficial element. By supporting research, early interventions, and community preparedness, the program seeks to foster a collaborative approach to enhancing ecosystem health and community safety.

The O'Reilly Automotive Foundation Grant focuses on enhancing community welfare through philanthropic initiatives that support economic stability, workforce development, health services, and disaster relief. Established in 2020, the Foundation seeks to empower underrepresented individuals and organizations in the U.S. by addressing vital community needs. It particularly aims to provide assistance to nonprofits that foster positive change and improve quality of life for those in need, ensuring a lasting impact in local communities.

The Community Support for Marine Debris Removal RFP aims to tackle the pressing issue of marine debris in Alaska's coastal and offshore waters. This initiative, funded by the NOAA Marine Debris Program, empowers local communities by providing small grants to support their efforts in cleaning up litter and debris. The program addresses essential food safety and security concerns while promoting environmental stewardship and community resilience in the face of ongoing challenges related to marine waste.

The WaterSMART Enhancing Water Resources Projects program invites eligible entities to secure funding for initiatives that enhance water resource management across various sectors, including conservation, infrastructure improvement, and watershed restoration. Priority is given to projects that collaboratively address community needs and yield significant environmental benefits. This funding opportunity aligns with federal priorities aimed at optimizing resource use and improving grant oversight, as outlined in recent executive orders.

The Postdoctoral Grant Program at the University of Wisconsin School of Medicine and Public Health aims to support the growth and professional development of postdoctoral trainees, fellows, and associates. With funding up to $20,000 for one year, recipients can engage in independent research projects, attend workshops, or cover open-access publication fees. This initiative enhances research capacity and promotes health equity in Wisconsin, addressing critical health challenges while fostering career advancement in the medical field.

The Western Division Scholarship Program offers up to $5,000 annually to support masters or doctoral students in fisheries science. Awards are based on academic excellence, potential contributions to the fisheries profession, and progress toward a graduate degree. Eligible applicants must be members of the American Fisheries Society and have completed at least one semester in a relevant graduate program within the Western Division's geographic boundaries.

The Undergraduate & Graduate Grant Program, supported by the Anacortes Salmon Derby, aims to fund research focused on recreationally important fish species in the Pacific Northwest. This initiative prioritizes applicants studying Fisheries Biology or Management, encouraging the conservation of salmon and other marine species. Scholarships and grants are available for undergraduate and graduate students who demonstrate a commitment to ecological research and sustainable fisheries management, ensuring the protection of vital aquatic resources for future generations.

The AK Conservation Stewardship Program (CSP) enhances existing conservation efforts for agricultural and forest land. With over 70 million acres enrolled, it provides tailored plans to improve productivity, increase crop yields, and develop wildlife habitats. CSP offers annual payments for implementing conservation activities, ensuring land is managed sustainably. New initiatives, such as the Grasslands Conservation Initiative, focus on protecting grazing land and conserving natural resources. CSP contracts last five years, with potential for renewal based on successful completion.

What does this program do?

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Catholic Extension's Enhancing Pastoral and Social Ministry Grants aim to empower the church to broaden its outreach and foster societal transformation through targeted pastoral and social initiatives. This program supports specific elements of the church's ministerial efforts, including funding for catechetical resources, marriage and family ministries, and social outreach for vulnerable populations. By investing in these areas, Catholic Extension seeks to enhance the church's role in communities, especially following disasters.

The Rasmuson Foundation's Community Support Grants provide funding for capital projects and initiatives that have a significant community impact, with awards ranging from $35,000 to $250,000. Eligible organizations must have a history of successful collaboration and project management. Applications are reviewed quarterly for capital projects and biannually for programmatic requests. Organizations can only hold one active grant at a time, ensuring focused community support and funding efficiency.

The Wild Sheep Foundation (WSF) offers Grant-In-Aid (GIA) funding to support conservation and management programs for wild sheep populations across North America and Central Asia. Established in 1977, WSF prioritizes collaborative proposals that involve partners and matching funds. The organization has raised over $130 million for wild sheep conservation, emphasizing scientific management and public education about sustainable hunting practices. Land and Water Conservation Fund Grant Program

The Land and Water Conservation Fund (LWCF) Act was established in 1964 to provide recreational opportunities for America’s communities. The intent was to provide a consistent source of funding for the development of local parks, playgrounds, and other recreationalspaces. The fund does not use any taxpayer dollars; rather, it utilizes earnings from offshore oil and gas leases to fund local recreation projects.

Program Goals

• Meet State and locally identified public outdoor recreation resource needs to strengthen the health and vitality of the American people.
• Increase the number of protected State and local outdoor recreation resources and ensure their availability for public use in perpetuity; and
• Encourage sound planning and long-term partnerships to expand the quantity and to ensure the quality of State and local outdoor recreation resources needed.

LWCF assistance can be used to:

• Acquire lands and waters or interests in lands and waters for public outdoor recreation.
• Develop basic outdoor recreation facilities to serve the public; and
• Provide major renovation work for existing outdoor recreation facilities, including replacement; or
• A combination of acquisition and development or renovation.

The Therapeutic Giving program by Johnson & Johnson focuses on funding initiatives that enhance patient access to treatment and advance health equity, particularly in immunology. Eligible nonprofit organizations can apply for support aimed at improving health outcomes through innovative programs. Grants between $500 and $2,500 support initiatives like trail maintenance, wilderness protection, and environmental education. Focusing on the Mt. Hood area, the program collaborates with environmental organizations and community groups to promote conservation efforts. By funding research, trail upkeep, and educational activities, the program ensures the health of the region's ecosystems, fostering a lasting commitment to environmental stewardship.

Alaska Airlines Corporate Giving supports 501(c)(3) nonprofit organizations through in-kind donations and sponsorships. Focused on youth success, career readiness, care and belonging, environmental sustainability, and community resiliency, the program aims to strengthen communities served by Alaska Airlines. Organizations are encouraged to submit requests at least six weeks prior to events. However, support is generally granted on a one-time basis, and certain groups, such as those that discriminate or engage in capital projects, are ineligible.

The Behavioral Health Mini Grant, administered by the Alaska Mental Health Trust Authority, offers financial support of up to $2,500 to help individuals with mental health needs improve their quality of life. This grant aims to provide essential equipment, supplies, and services for beneficiaries, including those with developmental disabilities and substance-related disorders. Applications are accepted monthly, with a deadline on the 15th, fostering early intervention and prevention efforts in the community.

The Pinetop Assistance League (PAL) Grant provides crucial financial support to elderly blues musicians, ensuring their well-being during emergencies. This grant, part of the Pinetop Perkins Foundation's mission, offers assistance for medical expenses, home care, and essential living costs. Eligible applicants must be professional artists aged 50 or older with a household income below $35,000. By addressing these needs, PAL plays a vital role in preserving the legacy and care of blues musicians.

Regions Matching Gifts for Recent Retirees

Retirees of Regions and its affiliated companies are eligible for the Matching Gift Program for up to 5 years after retirement (the gift date must be within the first 5 years of retirement). Regions will match donations of $25 or more, up to a total of $1,000 per year per retiree.
