Grant Description

The Office of Commonwealth Libraries (OCL) is accepting applications for Library Services and Technology Act (LSTA) Action Grants.

Action Grants provide funding of up to $10,000 per project for high-impact initiatives that strengthen library services and create lasting community benefit. These grants support libraries in addressing pressing local needs, deepening partnerships, and building organizational capacity.

Projects may include, but are not limited to: community-focused services, professional development for library staff, trustees, or volunteers, planning studies, community-responsive collections, programming supplies and materials, outreach initiatives, accessibility upgrades, and technology enhancements.

These grants advance OCL’s priority of Libraries as Community Catalyst, supporting libraries in understanding and responding to community needs through deep engagement, effective partnerships, and strategic resource sharing. No specific funding amounts are set aside for particular project types. Awards will be made to the most competitive proposals that demonstrate meaningful community engagement, equitable partnerships, and responsive service design.

Funding for this opportunity is contingent upon OCL receiving its federal award from the Institute of Museum and Library Services.

NCRC Field Empowerment Fund (FEF) - Housing Counseling Services

The Field Empowerment Fund (FEF) empowers NCRC network members to level up established service lines.

The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.

In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.

The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.

Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

Knowledge Building

Awardee agencies will attend a training session on heirs’ property challenges and best practices, hosted by NCRC National Training Academy. Bolstering counselor knowledge on this topic will ensure that your agency is not only serving clients in their personal wealth-building journey now, but also helping them preserve that wealth in generations to come.

The Abandoned Mine Drainage Abatement and Treatment Program (AMDATP) is funded by the Marcellus Legacy Fund as established by Act 13 of 2012. This program aims to address the critical issue of Abandoned Mine Drainage (AMD), which significantly impairs over 5,500 miles of Pennsylvania's streams. Eligible projects can receive grants up to $1,000,000, requiring at least a 15% match, focusing on remediation, maintenance, and monitoring of AMD sites.

The Orphan or Abandoned Well Plugging Grant Program, established under Act 13 of 2012, allocates funds for the effective plugging of orphaned oil and gas wells in Pennsylvania. With hundreds of thousands of such wells in the state, this program addresses critical health, safety, and environmental concerns by funding projects aimed at plugging these hazardous wells. Eligible projects include cleaning, plugging, and implementing stray gas mitigation systems.

The PDCED Appalachian Regional Commission Grant supports economic development in Pennsylvania's Appalachian Region. It funds projects that enhance job creation, improve infrastructure, and promote business development. The goal is to leverage federal, state, and local resources to strengthen the economy of this 205,000-square-mile area. Funding is prioritized for initiatives that lead to sustainable economic growth, workforce readiness, and improved community capacity. Eligible projects include technical assistance, infrastructure development, and local government support.

The Baseline Water Quality Data Grant Program, established under Act 13 of 2012, aims to fund initiatives by the Commonwealth Financing Authority to collect and analyze baseline water quality data from private water supplies. Grants up to $250,000 are available, requiring a 15% match of the total project cost. This program seeks to improve understanding of groundwater quality conditions and enhance water resource management across Pennsylvania.

The PDCED Flood Mitigation Grant Program, administered by the Pennsylvania Department of Community and Economic Development, supports projects aimed at reducing flood risks across the state. It allocates funds from the Marcellus Legacy Fund to eligible applicants for projects costing $50,000 or more. This initiative is crucial for communities facing flood challenges, ensuring they receive the necessary resources to implement effective mitigation strategies.

The Diminished Tree Species Grant Program focuses on restoring native tree species crucial for biodiversity and forest health. By funding scientific research, seed orchard development, and land preservation, the program aims to combat climate change through effective tree restoration projects. The Oak Hill Fund, a private entity, encourages project-specific applications, prioritizing organizations that meet eligibility criteria under Section 501(c)(3) of the IRS. This initiative is vital for sustaining healthy ecosystems and mitigating environmental impacts.

The Greenways, Trails, and Recreation Grant Program, administered by the Pennsylvania Department of Community and Economic Development, supports projects aimed at enhancing public parks, recreation areas, and greenways. Eligible projects include the development and rehabilitation of trails, conservation areas, and river enhancements. This program, backed by the Marcellus Legacy Fund, encourages both active and passive recreational opportunities while promoting environmental stewardship and community engagement.

The Industrial Sites Reuse Grant Program offers grants and low-interest loans to facilitate environmental assessments and remediation at former industrial sites. Funding up to $200,000 is available for assessments, while remediation projects can receive up to $1 million. The program aims to address hazardous substance issues, with interest rates set at 2% and a required 25% match for funding. This initiative supports community development and environmental restoration efforts.

PennDOT provides traffic safety grants to local governments, PA state-related universities and PA State System of Higher Education universities, and nonprofit organizations to improve highway safety and reduce deaths and serious injuries due to crashes. First-time applicants must be pre approved by first submitting a letter of interest to RA-PDSHSO_GRANTS@pa.gov. Letters must be written on agency letterhead and include the organization’s FEIN, a summary of the proposed project, a budget estimate, and the specific local grant opportunity listed below that the agency intends to pursue.This grant supports a qualified individual with expertise in traffic safety education to serve as a liaison between the Pennsylvania State Highway Safety Office (SHSO) and the traffic safety education community, particularly Community Traffic Safety Projects (CTSPs). This role will also function as the SHSO’s Public Participation and Engagement (PP&E) Coordinator. Proposals should include a budget that designates funding for sub-grants to support smaller traffic safety education projects.

The Marketing to Attract Tourists Grant, offered by the Pennsylvania Department of Community and Economic Development, aims to enhance tourism by funding marketing initiatives. This program targets the 72 million potential visitors within a four-hour drive to Pennsylvania, encouraging them to explore the state's diverse attractions. Eligible applicants include destination marketing organizations and tourism-related businesses, with funds supporting marketing campaigns and events that drive significant economic impact.

The Pennsylvania Infrastructure Investment Authority Grant Program offers low-interest loans and grants for improvements in drinking water, storm water, and sewage treatment facilities. Eligible entities include municipalities, authorities, and private operators. Total project assistance can reach up to $11 million, or $20 million for multi-municipality projects. Applicants must consult with a PENNVEST Regional Project Specialist prior to submission. This program aims to enhance water management and pollution prevention practices across the state.

The Sewage Facilities Grant Program, established under Act 13 of 2012, utilizes funds from the Marcellus Legacy Fund to support compliance with the Pennsylvania Sewage Facilities Act. This program aims to cover costs associated with the necessary planning work under Act 537, facilitating effective sewage management across the state.

The Foundations in Industry Training (FIT) Grant Program aims to enhance apprenticeship opportunities in Pennsylvania by supporting registered programs. It provides funding for eligible applicants to cover instructional costs that complement on-the-job training. The program allows sponsors to request up to $3,000 per apprentice annually for a maximum of three years, enabling employers to recruit and develop talent effectively. The Tourism Accredited Zoos Program, funded by the Pennsylvania Department of Community and Economic Development, supports accredited zoos in enhancing their facilities and promoting attendance through marketing initiatives. This funding is pivotal for zoos accredited by the Association of Zoos & Aquariums and the Zoological Association of America, ensuring high standards in animal care and conservation practices. By investing in infrastructure and outreach, the program aims to strengthen community engagement and wildlife conservation efforts.

The Watershed Restoration and Protection Grant Program, managed by the Pennsylvania Department of Community and Economic Development, aims to restore streams affected by nonpoint source pollution. Funded by the Marcellus Legacy Fund established under Act 13 of 2012, the program supports projects that improve watershed protection through Best Management Practices. This initiative is crucial for maintaining healthy water ecosystems and removing impaired waters from the Department of Environmental Protection's list.

The UPMC Hand Surgery Fellowship Program offers a comprehensive one-year training experience in hand surgery, combining academic and private practice settings. This ACGME-accredited fellowship allows residents from Plastic Surgery, Orthopaedic Surgery, and General Surgery backgrounds to collaborate and gain diverse clinical experience. Trainees will engage in joint conferences and surgical procedures, progressively increasing their responsibility. By the end of the fellowship, participants will be proficient in microsurgical techniques and upper extremity reconstruction, guided by experienced faculty.

Certified Local Government Grant Program

The CLG Grant Program provides financial support to participating communities to develop the tools, products, programs, and services they need to administer their local preservation programs effectively and in accordance with the CLG Guidelines and Procedures.

Certified Local Government (CLG) Grant Program: Mini-Grants

The CLG Mini-Grant program is intended to provide Certified Local Governments with grant funds to solve problems and build capacity for the local preservation program in a timely and targeted fashion. Projects and issues often arise outside of established annual grant cycles, requiring communities to either defer action and wait for the next open grant round, spend money from the annual budget, or seek funding from other sources. Often, important projects languish and never get done because the resources aren't available or something more pressing takes precedence. Sometimes, there's a project or a property that requires a timely response and the community cannot wait for another grant round to open.

General Conditions

• CLG Mini-Grants will be made in the amounts of $100 - $7,500.
• All Mini-Grants require a minimum cash match equal to 25% of the grant award.
• All grantees will receive 10% of the grant award for administrative overhead, consistent with Federal guidelines.
• All Mini-Grants will be awarded under the CLG Master Grant Contract between the Commonwealth and the CLG.
• Mini-Grants are reimbursement grants.

Maximum Number of Awards

• Awards are made on a first-come-first-served basis until all available funds have been committed.
• A CLG may only receive one Mini-Grant at a time. When a Mini-Grant is closed, the CLG may apply for another Mini-Grant. A CLG may have an open Project Grant, Mini-Grant, and Scholarship at the same time, provided each grant is for a different project.

Matching Requirements

• CLG Mini-Grants require a minimum cash match equal to 25% of the grant award.
• The cash match may come from any non-Federal source (i.e. municipal funds, state funds, or private funds). The only eligible Federal source for matching funds are Community Development Block Grants.
• Applicants do not need to have the minimum match secured at the time of application. Upon notification that of a successful grant award, applicants will have 60 days to secure the required match and provide verification of its immediate availability to the PA SHPO. After 60 days, the PA SHPO cannot guarantee that the grant funds will still be available.

The Certified Local Government (CLG) Grant Program offers financial assistance to Pennsylvania's Certified Local Governments for projects that enhance local preservation efforts. Funding amounts range from $3,000 to $25,000, with a required cash match of 10%, 25%, or 50% of the total project cost, depending on the project type. Eligible projects include design guidelines, historic resource surveys, and revitalization plans, aimed at producing tangible benefits for communities.

The Certified Local Government (CLG) Scholarships program supports Pennsylvania's Certified Local Governments by providing funding for training and education of preservation decision-makers. Scholarships, up to $2,000 for individuals and $5,000 for community-hosted programs, can cover registration, travel, and educational materials. This program ensures that local governments have the necessary resources for effective preservation practices, fostering community engagement and education in historical preservation efforts.

The George I. Alden Trust offers a Higher Education Grant aimed at supporting independent colleges and universities in New England, New York, Pennsylvania, and New Jersey. The Trust prioritizes capital needs to enhance the educational experience, approving grants up to $100,000 for first-time applicants. Eligible institutions must have a minimum of 1,000 full-time undergraduate students and demonstrate a commitment to educational excellence and effective administration.

The Mid-Atlantic Environmental Justice Fund - Track II focuses on enhancing tree canopy to improve public health and environmental resilience in disadvantaged communities. This initiative aims to address air pollution, stormwater management, and ecological challenges through community-driven tree planting and maintenance projects. Supported by the Chesapeake Bay Trust and various local organizations, this program emphasizes participatory decision-making and requires community recommendations for project proposals, fostering local engagement and sustainability.

The Mid-Atlantic Environmental Justice Fund aims to promote environmental justice through community forestry initiatives. This grant supports workforce development in forestry, focusing on job training for historically marginalized communities. It encourages partnerships with educational institutions and local organizations to create equitable job opportunities in tree planting and maintenance. The fund is co-led by the Chesapeake Bay Trust and various community partners, emphasizing a collaborative approach to improve health and sustainability in the Mid-Atlantic region.

The Keystone Grants for Public Library Facilities, administered by the Pennsylvania Department of Education's Office of Commonwealth Libraries, support public libraries in planning, acquiring, constructing, or rehabilitating their facilities. Grants cover up to 50% of eligible costs for projects like ADA upgrades and energy-efficient renovations. Matching funds are required, and grants are awarded competitively based on established criteria. This program aims to enhance library services and resources for Pennsylvania residents.
