Foreign Policy Grants

A government’s most important task is to secure the rights and liberties of its citizens—in part, by providing for the common defense. For this reason, the United States should maintain a strong military to keep America safe, prosperous, and free.

In recent decades, the United States has pursued an approach to foreign policy known as primacy or liberal hegemony. This foreign policy has required active and aggressive U.S. military engagement around the globe that has undermined our safety and imperiled our prosperity and liberties.

The Trust supports scholars and institutions interested in challenging the current approach, providing alternative visions for U.S. foreign policy, and engaging in research that can bridge the gap between ideas and policy. The Trust is especially interested in foreign policy research projects from political science, international relations, history, or economics. However, proposals from all fields will be considered on their merits.

• Explores topics and issues related to a grand strategy of restraint.
• Examines the role of values and ethics in the formulation of U.S. foreign policy.
• Addresses the unintended consequences of U.S. military actions abroad and explores the costs and impact of engagements in Afghanistan, Iraq, Somalia, Syria, Yemen, and other places where significant counterterrorism efforts have been conducted.
• Considers the impact of U.S. military engagement abroad on American society—for instance, the effect of our foreign policy decisions on civil liberties or the health and welfare of veterans.
• Explores the concept of threat inflation and problematizes theories of credibility and reputation in relation to U.S. foreign policy.
• Analyzes executive–legislative relations in foreign policy, including the constitutional division of war powers.
• Examines the impact of domestic interest groups, businesses, think tanks, and the permanent national security bureaucracy on U.S. foreign policy.
• Explores the growth of the intelligence and national security establishments since 9/11.
• Surveys the costs, risks, and impacts of foreign aid and alliance commitments.
• Studies the costs and benefits of burden-sharing and burden-shifting with current allies.
• Scrutinizes Pentagon spending, force structure, and the strategic demands of U.S. defense policy—including structural incentives for military expenditures.
• Considers the consequences of an increasingly multipolar world, especially as concerns principal geostrategic regions (e.g., Europe, the Middle East and North Africa, and the Western Pacific).
• Explores how changes in technology (such as A2/AD) that impact the offense-defense balance can be leveraged to support a sound approach to grand strategy.

Grant Criteria

Please submit a brief of no more than 3 pages that details the scope of the project. We are open to any type of project: papers, communications campaigns, conferences and convenings, school tours, and much more (we welcome creative ideas).

Funding

Funding levels are commensurate with the requirements of the research and the potential for the research to advance an understanding of critical issues. Accepted proposals may also receive support to disseminate the research findings.

The Hillman Innovations in Care Grant seeks innovative, nursing-driven proposals to address the impact of racism on health equity for marginalized communities. This initiative seeks to identify and expand successful strategies, ensuring that families receive the best support possible through evidence-based home visiting services.

The Family Medicine Cares USA Free Health Clinics Grants support new and existing clinics in the U.S. that provide care to the uninsured. With applications accepted annually from March 15 to July 15, these grants assist clinics in purchasing essential medical equipment. The initiative aims to address the needs of over 50 million uninsured individuals, ensuring access to primary care and promoting volunteerism among AAFP members and medical students. Grants of up to $10,000 are available to eligible clinics.

The Link Foundation offers a one-year renewable fellowship of $35,000 for PhD students focusing on Modeling, Simulation, and Training. This funding aims to support advanced research and allow students to work full-time on their projects. Laura Bush 21st Century Librarian Program

Laura Bush 21st Century Librarian (LB21) projects build a library and archival workforce that can meet the information needs of communities and increase the institutional capacity of libraries, archives, and library and information science graduate programs across the country.  

The program supports projects that:  

• provide training and professional development to library and archives professionals;  
• develop faculty and information leaders; and 
• recruit, educate, and retain the next generation of library and archives professionals. 

Projects can support the recruitment, education, training, and retention of pre-professionals, students, faculty, and the current library and archives workforce.

The Oak Foundation's Learning Differences Grant Programme aims to foster equitable educational experiences for students with learning differences, particularly those marginalized by racism and poverty. Through strategic partnerships with not-for-profit organizations, the program enhances understanding of diverse learners' needs, translates knowledge into effective practices, and influences systemic changes to create supportive learning environments. The James B. Linsmayer Foundation Grant supports programs in arts, culture, education, health, and human services primarily within the Twin Cities of Minnesota. Established in memory of James B. The Bill and Joyce Coborn Memorial Scholarship supports Coborn's employees and their dependents pursuing private high school or post-secondary education. Eligible applicants include high school seniors, college students, and graduate students who are children of Coborn's employees with at least one year of service. Esther Sheehy McShurley Scholarship Fund

For Esther Sheehy McShurley, giving back has always meant investing in young lives. Whether volunteering at the Boys and Girls Club of Port Salerno or raising funds through its annual events, Esther has seen firsthand how early support can change a child’s path.

“It provides a wonderful start for the boys and girls,” she says. “If we can get to children while they’re young, they can become better citizens when they get older.”

Wanting to extend her impact beyond today, Esther created the Esther Sheehy McShurley Scholarship Fund through a charitable remainder unitrust with the Community Foundation for Palm Beach and Martin Counties. The scholarship will help graduating seniors from Martin County high schools, with a preference for students pursuing vocational or technical education.

She hopes the fund will empower students who are ready to learn skills, launch careers, and build better futures — especially those who dream of starting their own businesses. “There is a great need for scholarships for young people who want to apply their knowledge directly to making a living,” she says.

Esther sees her scholarship as an extension of the work she loves most: encouraging young people to believe in their potential and take their first steps toward independence.

“This is my legacy,” she says. “It’s nice to know that the children who receive this scholarship will know who I am and what I cared about. It’s a good feeling to know that someone will have an opportunity to make something of themselves — and make this a better world.”

The Granite Scholarship Fund, established by the Granite Companies, offers scholarships to the children and grandchildren of employees, supporting their educational goals. With up to 30 scholarships of $2,000 available annually, this initiative aims to empower students, ensuring that their academic pursuits are supported as they strive for excellence. Eligibility requires maintaining a GPA of 3.0 or higher and enrollment in a two or four-year college or university. This fund exemplifies the commitment to community and education.

The America’s Horse Cares Grant Program, provided by the American Quarter Horse Association, aims to enhance the welfare and training of American Quarter Horses in therapeutic settings. By funding educational workshops from March to September 2026, the program seeks to elevate horsemanship standards and ensure proper horse care. Organizations eligible for funding must be 501(c)(3) tax-exempt, focusing on equine-assisted activities for individuals with various challenges, thereby fostering transformative experiences through education and responsible practices.

The Garrison Area Scholarship Fund, supported by CommunityGiving, offers three $1,000 scholarships to local high school seniors pursuing higher education. This initiative aims to empower students from Aitkin, Brainerd, Crosby-Ironton, and Onamia.
