A key feature, meanwhile, that differentiates us from many other fellowships is our residential requirement. If you prefer a research fellowship that allows you to do field work or to work in your own local space, this may not be the fellowship for you.

To be considered for this program, applicants must select that their institution is an HBCU when prompted in the online application system to identify the type of institution with which they are affiliated. Applicants may apply for a residential fellowship for the fall semester (September through December), spring semester (January through May), or academic year (September through May).

• Most of the proposed research should be conducted in Eastern Europe and/or Eurasia but the fellowship can be used to conduct research for a briefer period in secondary site(s) such as the U.S.; in cases of equally qualified applications, some preference may be given to research entirely in the region

The stipend can be spent on expenses incurred while conducting research, including living expenses, research expenses, international airfare, visa expenses, and evacuation and health insurance.
