Targeted Holistic Resources to Invest in Vision, Empowerment, and Success (THRIVES) Grants
The purpose is to support institutions in addressing basic-needs insecurity among students. This grant is intended to further the work of the previously offered Ending Student Housing Insecurity (ESHI) grant in supporting students who face basic needs insecurities and may lack a stable path forward to degree completion.
Range and Average of Financial Assistance
Institutions may apply for grants in the amount required to implement the initiatives within the term of the grant. IBHE anticipates the typical award will be approximately $145,000, depending on the proposal's quality.

The Illinois Arts Council serves the people of Illinois through a variety of grants and services, primarily geared to:
LEAD Conference Scholarships
IAC is offering scholarship funds of up to $1,500 to cover expenses related to attending the 2026 Leadership Exchange in Arts & Disability (LEAD) Conference, to include registration, travel, and hotel costs.
Applications will be accepted from staff of eligible Illinois not-for-profit arts organizations, units of government, and institutions of higher education that are directly responsible for making cultural arts programs and facilities accessible for people with disabilities. Please note this scholarship is income to the individual attending the conference.

NCRC Field Empowerment Fund (FEF) - Housing Counseling Services
The Field Empowerment Fund (FEF) empowers NCRC network members to level up established service lines.
The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.
In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.
The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.
Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.
Funding Support
Awardee agencies will receive subgrants to support their housing counseling services to clients.
Knowledge Building
Awardee agencies will attend a training session on heirs’ property challenges and best practices, hosted by NCRC National Training Academy. Bolstering counselor knowledge on this topic will ensure that your agency is not only serving clients in their personal wealth-building journey now, but also helping them preserve that wealth in generations to come.

Southwest Tribal Resilience Academy - Resilience Capacity Grant
Enterprise Community Partners (Enterprise) is seeking Requests for Proposals (RFPs) from eligible tribal entities, Community Development Corporations (CDCs), and Community Housing Development Organizations (CHDOs) that have participated in the Southwest Tribal Resilience Academy.
The Academy provides cohort-based learning opportunities for Southwest Tribal housing organizations to connect with one another, engage with subject-matter experts, and collaborate with local stakeholders to address the unique climate-related hazards facing their region.
To build on the knowledge and technical assistance gained through the Academy, Enterprise will award grant funding to participants of the Southwest Tribal Resilience Academy to support the implementation of resilient, community-driven solutions.
Illinois Department of Aging
The mission of the Illinois Department on Aging (IDoA) is to serve and advocate for older Illinoisans and their caregivers by administering quality and culturally appropriate programs that promote partnerships and encourage independence, dignity, and quality of life.
The Department has an annual budget of over $1.6 billion and provides both federal and state funding to a network of community-based providers throughout the State of Illinois that provide services and supports to older adults to help them remain in their homes and communities. The Department also monitors the community-based providers that comprise the Aging Network to ensure high-quality and culturally appropriate services. IDoA administers the largest Home and Community-Based Service (HCBS) Medicaid waiver in the state, the Persons Who are Elderly Waiver. This waiver, also known as the Community Care Program (CCP), serves over 150,000 older adults age 60+ in the State of Illinois. Under CCP, eligible older adults may receive services such as in-home care, adult day service, emergency home response technology, and medication dispensing technology.
