CSA Midwest Region: Beth Dunlap Award

State Historical Society of Iowa
The State Historical Society of Iowa is the official historical repository of the State of Iowa, providing grants, education, and outreach about Iowa’s history.
The society preserves and provides access to Iowa’s historical resources through programs, exhibitions and projects while advocating for Iowa’s past and serving as a connector to the future.
Historical Resource Development Program
The program provides grant funding to help preserve, conserve, interpret, enhance, and educate the public about Iowa’s historical assets. The Historical Resource Development Program provides funding for documentary collections, historic preservation and museums.

FY27 College and Career Transition Counselor Grant Application - Sixth Round
Description of the Project
The start-up grants for the project will help offset the funding needed to start new College and Career Transition Counselor positions in Iowa. College and Career Transition Counselors will work directly through the community college and secondary schools to support college transition and career exploration through targeted connections with students and families during crucial time frames, including preparation, transition to enrollment, and persistence through their postsecondary program. These counselors will work closely with students in grades 11 and 12 in partner high schools throughout the summer after high school graduation and as the first-year advisor for students coming out of this program at the coordinating community college. The positions will be hosted at the community college and partner with at least one school district.
Purpose of the Grant
Financial support to expand the College and Career Transition Counselors across the state is provided by the Department of Education, Bureau of CTE and Post Secondary Readiness. Grant recipients will receive funding for a three-year period of time.

Mission: The State Library of Iowa strengthens Iowa library services and information access for Iowans. We provide support and resources to Iowa libraries and information services to the public.
About Enrich Iowa
The State Library annually administers funding appropriated by the Iowa Legislature to libraries in Iowa. Enrich Iowa consists of three programs to aid libraries in offering improved service to Iowans: Open Access; Interlibrary Loan Reimbursement; and Direct State Aid.
To participate in any of the Enrich Iowa programs, eligible libraries must complete and submit a Letter of Agreement in the spring for the following fiscal year. Learn how to participate in Enrich Iowa programs.
Open Access
Open Access enables Iowans to check out physical materials at participating libraries, providing them with direct access to more materials and information resources.
Open Access provides Iowans with direct access to more library materials and information resources than their home library can provide. It enables eligible patrons to go to any of the nearly 500 participating public and academic libraries and directly check out physical materials.
As a result, Iowans have greater access to more library resources, more choices in library service, and the convenience of using a library where they work, shop or visit. The state reimburses the loaning library a small amount for each item checked out to offset expenses.

Description
The purpose of the IOWAccess Revolving Fund is to create and provide a service to Iowa’s citizens that will serve as a gateway for one-stop electronic access to governmental information, transactions, and services at state, county, or local levels. In this role, the fund supports agency proposals for funding of electronic projects. The IOWAccess Revolving Fund has been and continues to be an important funding source for a variety of e-Government projects, from licensing services to providing website accessibility training for agency employees.
Overview and General Information
In 1988, the Iowa Legislature established Iowa Code 256A creating the Child Development Coordinating Council (CDCC) and funding the Shared Visions Preschool Programs. The mission of the CDCC is to advocate for Iowa’s children and families and support comprehensive programs for children meeting risk factors and their families. The CDCC advises the Iowa Department of Education (Department) regarding the administration and implementation of state funded at-risk programs for children ages birth to five. The Department administers the Shared Visions Preschool Program which provides comprehensive quality preschool program experiences for children meeting identified risk factors who are ages three to five years.
The Department is issuing a competitive application to fund Shared Visions Preschool Programs. The purpose is to solicit applications that will enable the CDCC to select grantees who will provide a Shared Visions Preschool Program created in accordance with Iowa Code section 256A, Iowa Code section 279.51, and the rules in 281—Iowa Administrative Code 64.

RFP PHTHOIT27001 for Pharmacy Services for TB, STI, and Immunization
Purpose
The purpose of this Request for Proposal (RFP) PHTHOIT27 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide Direct Pharmacy Services for Tuberculosis (TB), Sexually Transmitted Infection (STI), and Immunization Programs.
The Preparedness, Innovation and Energy Education (PIEE) program is federally funded and designed to implement innovative strategies to advance energy security, strengthen energy education and reduce energy use.

The Iowa Water Trails Mini Grant provides money to water trail developers (county conservation boards, cities, non-profits) to support projects to establish water trails. Water trails enhance recreational experiences for all water recreation enthusiasts. Efforts often involve canoeists and kayakers.The Iowa Legislature appropriated funds for fiscal year 2026 for the development of dam mitigation and water trail projects. A portion of the funds are available competitively for water trail enhancement cost-share grants. Local divisions of Iowa government are encouraged to apply for cost-share assistance for infrastructure or infrastructure improvements along state designated water trails or water trails on track for state designation.
Cost share requirement for this cycle is 20%.

Water Recreation Access Cost Share Program
The Water Recreation Access Cost-Share Program (WRAC) is available for constructing or improving boat access facilities to Iowa's lakes and streams. Projects can include:
The project must have a cost share eligible estimate of $1,000. The application must be submitted and approved prior to expenditure of funds by the local sponsor or it is ineligible.
Funding Possibilities
Approved projects are funded on a 75% state to 25% local cost share. If a political subdivision is managing DNR property under a long term agreement, the funding can be 100% state.
Sponsors wishing to furnish their own equipment and labor can receive 100% of the cost of materials for the project.
If federal match dollars are available, the awardee will be notified as construction or design work funded through the grant cannot start until after the beginning of the federal fiscal year which starts annually on October 1. Design, permitting, and bid letting can be completed prior to October 1 if no funding is requested for those actions.

Special Derelict Building Funding Round
The Iowa Department of Natural Resources (DNR) has launched a special $1 million funding round through the Derelict Building Grant Program to help small Iowa communities eliminate asbestos hazards in vacant structures.
This special round of funding is open to Iowa municipalities with populations under 5,000. Eligible properties must be locally owned, commercial or public buildings unoccupied for 6+ months that meet local derelict building criteria. Note: Historically listed properties are excluded.
The Iowa DNR is offering financial assistance, including covering 100% of Certified Asbestos Inspection costs and 100% of abatement costs up to $10,000 (a 50% cost-share applies to abatement amounts over $10,000). Funding is distributed on a reimbursement basis upon project completion.

Derelict Building Program
The Derelict Building Program is available for Iowa towns of 5,000 or fewer residents to address neglected commercial or public structures that have sat vacant for at least 6 months.
The Program’s main focus is landfill diversion through the recycling and reuse of building materials and the elimination of hazards both inside and out posed by these empty structures.
