About Us

In 1971 the Legislature established the Maine Historic Preservation Commission to implement State policy to "preserve the architectural, historic and environmental heritage of the people of the State, and to develop and promote the cultural, educational and economic benefits of these resources." The Commission is an independent agency within the Executive branch of state government that functions as the State Historic Preservation Office.

Its Director serves as the State Historic Preservation Officer (SHPO) upon appointment by the Governor. The office administers the programs of the National Historic Preservation Act of 1966 in Maine, which includes the identification, evaluation, and protection of the state’s significant cultural resources.

Historic Preservation Grants

The Commission anticipates awarding approximately $90,000 in matching grants for Historic Preservation projects sponsored by Certified Local Governments. Eligible projects include architectural or archaeological survey, public education, preservation planning, National Register nominations or development or pre-development projects. The minimum grant award is normally $10,000 and all grant funds require a minimum 25% non-federal match.

Eligible historic buildings and sites for development and pre-development projects are those that are listed in the National Register of Historic Places either individually or as contributing resources in a National Register-listed historic district. Projects must be directed by persons with professional credentials as defined by the Department of the Interior.

Funding priorities for this round of grants include establishing trades training programs; providing planning assistance to CLG communities; diversifying identification and registration efforts to include everyone’s history; identifying and providing protection for particularly vulnerable resources; supporting pre-development, development and archaeology projects; and increasing awareness of historic preservation activities through education, outreach, publications and events. Historic Preservation Grants are 75:25 % matching grants for architectural or archaeological survey or development or pre-development projects. Grants range between $10,000 and $30,000. Eligible properties must be listed in the National Register of Historic Places and eligible applicants are limited to state agencies, county governments, municipal governments, educational institutions, and private non-profit institutions as defined by the Internal Revenue Service. The source of the funds is the Federal HPF and applications are generally available in the late winter. 

The New England Food Vision Prize aims to enhance local food supply chains in New England's educational institutions by awarding up to $1.5 million. The program supports innovative projects that increase the amount of regionally produced food served to K-12 and college students. By fostering collaboration among schools, farmers, and community organizations, the Prize strengthens food systems while prioritizing access for students and communities with limited fresh food options.

Maine Office of Community Affairs

The Maine Office of Community Affairs (MOCA) was established by the Maine State Legislature in 2024 as a one-stop-shop to assist municipalities, Tribal governments and regional planning organizations in building a more resilient future.

In spring 2025, MOCA introduced a newly established State Resilience Office and staff to lead cross-agency efforts to enhance climate resilience across the state, especially in communities with significant climate vulnerabilities impacting residents, infrastructure, and the environment.

Shore and Harbor Planning Grants

The Maine Office of Community Affairs’ Maine Coastal Program (MCP) and Municipal Planning Assistance Program (MPAP) are seeking applications for coastal planning grants totaling approximately $550,000. The two grants covered by this announcement are the Shore and Harbor Planning Grant and the Coastal Community Grant. Funding for these planning grants comes from the Maine Coastal Program’s annual grant from the National Oceanic and Atmospheric Administration (NOAA). 

Program Goals

The Shore and Harbor Planning Grant program provides resources on a competitive basis for shoreline access planning, waterfront and harbor planning, identification and resolution of waterfront use conflicts, and planning, feasibility, and design efforts for resilient waterfront infrastructure. Shore and Harbor Planning Grant projects are often well prepared to compete for construction funding through other sources.  

The Guy P. Gannett Scholarship Fund, established in 2000 by the Guy P. Gannett Foundation, supports Maine students pursuing journalism or related fields. This renewable scholarship emphasizes academic achievement and a strong commitment to journalism. Recipients, who must be Maine high school graduates or home-schooled in Maine, are encouraged to apply for renewal throughout their education, showcasing their dedication to the profession through coursework and extracurricular activities.

The C&I Custom Program incentivizes tailored energy efficiency and distributed generation projects that require site-specific engineering analyses and/or projects with energy conservation measures that are not otherwise covered by the C&I Prescriptive Program incentives.

Program Description

The Trust is seeking applications for energy efficiency projects with the principal goal of reducing energy use by Maine businesses and institutions through the installation of more efficient equipment. 

Maine businesses, nonprofits, institutions and governments are eligible for funding for electrical and thermal energy efficiency projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program.

Eligible projects may include process improvements designed to improve efficiency, heat recovery and custom heat pump systems, HVAC equipment and controls, high efficiency compressed air systems, installation of VFDs on motors, chillers and pump upgrades.

Custom Distributed Generation Projects

Program Description

The Trust is seeking applications for DG projects with the principal goal of reducing grid-supplied kilowatt hour (kWh) consumption from businesses that use electricity delivered through Maine’s electrical grid.

Maine businesses, nonprofits, institutions and governments are eligible for funding for distributed generation projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program. Distributed generation projects are behind-the-meter generation projects that reduce the consumption of grid-supplied electricity and meet Efficiency Maine’s cost-benefit analysis.

Combined heat & power (CHP) projects are the most common type of distributed generation project completed through the C&I Custom Program.

The John T. Gorman Foundation focuses on enhancing the lives of Maine's vulnerable populations through targeted investments in education, health, and family support. Their initiatives, which are primarily invitation-only, aim to prevent Adverse Childhood Experiences and improve overall well-being. The Foundation is dedicated to addressing systemic issues such as poverty and educational disparities, striving for substantial, measurable outcomes that foster resilience in children and families across the state.

Energy Storage System Projects

Program Description

The Trust is seeking applications from customers with demand meters to install and dispatch energy storage during ISO-New England peak summer load conditions. The Trust will require participants awarded under this PON to remain active in the program for a minimum of 5-years. 

Efficiency Maine’s Energy Storage System (ESS) Program Opportunity Notice (PON) offers performance based incentives for the deployment of energy storage systems during summer peak demand conditions.

All demand metered customers (commercial, nonprofits, institutions and government) are eligible to participate.

Compressed Air Leak Surveys

Efficiency Maine’s Commercial and Industrial (C&I) Custom Program provides funding for compressed air leak surveys and leak repairs. The program is designed to reduce compressed air losses and support capital planning for larger compressed air investments through installation of permanent compressed air flow metering equipment.

Efficiency Maine also offers incentives for high efficiency air compressors and dryers.

Technical Assistance

Efficiency Maine’s Commercial & Industrial (C&I) Custom Program offers incentives for Technical Assistance Studies to those customers that have already identified a project but need engineering services before it can be implemented. Efficiency Maine may provide 50% of the cost of an approved Technical Assistance Study up to $25,000.

For a project to be eligible for Technical Assistance funding, Efficiency Maine must confirm that its implementation is likely to be eligible for a C&I Custom Program incentive award.

School Decarbonization Technical Assistance

To assist schools as they plan, design, and procure new construction projects or energy upgrades, Efficiency Maine offers a financial incentive for qualifying professional services directly related to complex energy projects. Eligible projects must result in reduced carbon emissions. Efficiency Maine may provide up to 50%, not to exceed $20,000, toward the cost of approved Technical Assistance (TA) studies.

 Only professional services provided by an engineering or legal firm from the Approved TA Provider List will be eligible for a TA Incentive.

 Note: Projects receiving funding through the School Decarbonization Technical Assistance program may not also receive funding from the standard Technical Assistance program.

The Maine Specialty Crop Block Grant Program (SCBGP) is a competitive annual grant initiative by the USDA to support specialty crop producers. Since 2002, over $7.5 million has been awarded to enhance market research and promote new technologies. Administered by the Maine Department of Agriculture, Conservation and Forestry, the program evaluates applications through a statewide competitive process, ensuring that the funding directly benefits Maine's specialty crop industry, rather than individual businesses.

The Maine Recreational Trails Program (RTP) Grants support the development and maintenance of recreational trails for both motorized and non-motorized uses. Funded by the U.S. Department of Transportation, RTP grants cover up to 80% of project costs, with a focus on enhancing trail access, safety, and environmental education. Eligible applicants include non-profits, municipalities, and state agencies. The program aims to foster diverse trail use, promote tourism, and ensure accessibility for all users, including those with disabilities.

The ME Land and Water Conservation Fund (LWCF) supports the acquisition and development of public outdoor recreation facilities in Maine. Administered by the Maine Department of Agriculture, Conservation and Forestry, this program provides grants covering up to 50% of eligible project costs. Eligible applicants include state agencies, local governments, and tribal nations. For requests of $20,000 or less, pre-application discussions with the grant manager are advised to ensure project viability.

The Island Foundation offers Alternative Education Grants aimed at supporting experiential education programs, after-school initiatives, and alternative education schools. Established in 1979, the Foundation emphasizes unconventional approaches that connect youth with their environment, promote community service, and embrace diverse learning styles. They prioritize funding for 501(c)(3) nonprofits in Maine, Massachusetts, and Rhode Island, with a focus on maritime trades and programs benefitting at-risk youth.

The Island Foundation offers Environment Grants to support projects in coastal regions of Maine, Massachusetts, and Rhode Island, focusing on marine and coastal resource conservation. Priority is given to initiatives addressing climate change, promoting sustainable landscapes, and enhancing community health through environmental conservation. The Foundation encourages 501(c)(3) nonprofit organizations, with a preference for those engaged locally, to apply for funding that strengthens both ecological and community resilience.

The New England Regional Consortium Fellowships, supported by Harvard University, offer approximately 24 research grants annually across diverse fields such as history, literature, and sociology. These fellowships encourage collaborative projects utilizing resources from multiple cultural agencies. Applicants must be U.S. citizens or foreign nationals with the proper documentation, and itineraries require a minimum of eight weeks, involving at least three member institutions with two weeks spent at each.

The William Bingham 2nd Scholarship for Adult Learners Fund supports Maine's nontraditional students pursuing higher education. Established in 2017 to honor philanthropist William Bingham, this scholarship alleviates financial burdens for adult learners attending accredited colleges, universities, or training programs. Eligible applicants must be Maine residents and meet specific criteria, such as being over 25 or working full-time. The scholarship emphasizes the importance of preparation and commitment to education, making it a valuable resource for those seeking to advance their skills and knowledge.

The Keepers Preservation Education Award Scholarship, offered by the Maine Community Foundation, supports aspiring and established preservation professionals in the U.S. This program provides financial assistance for tuition, travel, and resources related to historic preservation studies. Eligible candidates include students and professionals in fields like architecture, history, and law. Note that applications will not be accepted in 2025, but interested individuals should check back in 2026 for updates.

The William J. Murtagh Scholarship for Graduate Historic Preservation Studies, offered by the Maine Community Foundation, supports graduate students in historic preservation and related fields. This scholarship covers tuition, travel, and study-related expenses, fostering the growth of preservation professionals in the U.S. Eligible applicants include students from various disciplines, ensuring a diverse pool of candidates. Awards may be renewable, providing ongoing support for dedicated students in this vital area of study.

The Adult Learner Scholarship provides financial assistance to nontraditional students in Maine pursuing higher education. Aimed at those over 25, working full-time, or independent, the scholarship supports various training paths, including degrees and certificates. Award amounts typically range from $1,000 to $2,500 per semester, based on individual need and study status. Recipients can renew for up to five years, allowing them to complete their educational goals. This scholarship particularly favors applicants without a prior Bachelor's degree.

Nature's Path's Gardens for Good program empowers communities by funding organic gardens that address food insecurity. Since 2010, it has donated $930,000 CAD to support 120 gardens. In 2023, grants of $6,500 each will be awarded to 20 gardens across the U.S. and Canada. Eligible applicants must be registered non-profits with urban organic agriculture projects that serve low-income communities, promoting sustainable practices and inclusivity.

The VMIG Charitable Giving Fund aims to enhance community quality of life in regions served by Vermont Mutual Insurance Group. This fund supports non-profit organizations focusing on education, youth development, community building, and basic needs such as housing and hunger. Eligible organizations must operate within specific states and provide proof of 501(c)(3) status. The fund reflects a commitment to fostering healthy, vibrant communities through meaningful financial contributions.

The Adult Learner Scholarship - Short-Term Credential Award supports nontraditional students in Maine who seek to enhance their education and skills. Designed to alleviate financial burdens, it covers various training programs, including certificates and non-degree courses. With awards ranging from $200 to $1,200, applicants can apply for funding for programs lasting less than a semester. The scholarship encourages financial need assessment and preparation for successful educational pursuits.

The NRA Foundation offers grants in Maine to support charitable purposes in line with IRS 501(c)(3) regulations. Eligible applicants include nonprofit organizations, government entities, and educational institutions with a valid EIN. The foundation prioritizes projects that promote firearms safety, education, and research in marksmanship. However, labor organizations, private businesses, and individuals are ineligible for funding. Grant requests must align with the foundation's mission and the application process requires specific documentation.

The Douglas C. LaBrecque Scholarship Fund, established by the Maine Community Foundation, supports students from the foster care system in Maine. This renewable scholarship is aimed at those pursuing education at local colleges, universities, trade schools, or other post-secondary programs. The Maine Community Foundation, founded in 1983, is committed to enhancing education and community welfare through strategic giving and investment, awarding over $3 million annually through various scholarship funds.

The Amos Bridge Scholarship Fund, established by the Maine Community Foundation, supports students pursuing degrees in Construction Engineering Technology at the University of Maine or similar programs. Founded in 1983, this fund honors Amos D. Bridge, a pioneer in fair labor practices in the construction industry. Each year, the Maine Community Foundation awards over $3 million in scholarships, emphasizing the importance of education for Maine residents across various institutions.
