Such standards include, but are not limited to, abstinence from the influence of alcohol or drugs, the use of applicable protective equipment such as protective clothing and breathing apparatus, and adherence to accepted operating procedures, where these criteria were applicable at the time of the action.

Noah’s Gift is an endowed fund that was established in memory of Noah Costa at the Community Foundation of Northwest Mississippi. This grant exists to provide extraordinary experiences to deserving teens 13-19 years old.
Noah’s Gift grants are made to teens who dream to have an extraordinary experience! It encourages applicants to be creative and to explore opportunities or goals they might not have otherwise had the means to achieve. We encourage applicants to explore educational opportunities not covered by scholarships and financial aid such as study abroad or dues required for participation in service organizations. However, funds cannot be used for tuition expenses.
Although team sports were an important part of Noah’s life, requests solely for sports equipment cannot be considered. Applications for travel or tryout expenses may be considered if the applicant demonstrates the impact it will have on them.

Dr. Frank L. Doane Memorial Scholarship Fund
A renewable reward opportunity for qualified Tehama County high school graduates who plan to pursue a career as a registered nurse.
Dr. Frank L Doane acquired his medical degree in 1903 and opened a medical office in Red Bluff in 1904. He was born in Michigan in 1874 and his family moved to Red Bluff in 1885. He continued his medical practice into the early 50’s.
Jessie M. McKinney was Dr. Doane’s sister-in-law who at one time was a journalist for the Portland Oregonian. Out of respect for Dr. Doane, the residual of her estate was placed in a trust for scholarships, establishing the Dr. Frank L. Doane Memorial Scholarship Fund to be given to qualified Tehama County high school graduates who plan to pursue a career as a registered nurse. This trust has been ongoing since her death in 1963. The trust executor moved the funds and facilitation of the scholarship award to the Community Foundation in 2016. The award is renewable for up to four-years of the student’s undergraduate academic career.

Klingensmith Scholarship
In October of 1983, the Trustees and various Klingensmith Trusts created a scholarship to further the higher education of working high school students residing in Ford City who chose to study in the field of pharmacy. Trustees funded the scholarship with $40,000, designated it as "The Klingensmith Fund," and authorized representatives of the Armstrong School District to invest and reinvest said principal sum and use the income to benefit any eligible student selected by the School District Representatives.
The Trustees further directed that in February of 2007, the School District was to use the Klingensmith Fund's principal and income in its sole discretion to further the interests of the "high school in Ford City" and giving adequate consideration to pharmacological education.
The Klingensmith Trusts that established the Klingensmith Fund no longer existed; and there no longer being a high school in Ford City, the CEO of Klingensmith Drug Stores, David J. Cippel, requested that the School District transfer the balance of the Klingensmith Fund to The Community Foundation Serving the Heart of Western Pennsylvania (the Armstrong County Community Foundation), a public nonprofit corporation, for the purpose of establishing student scholarships.
The Community Foundation Serving the Heart of Western Pennsylvania (the Armstrong County Community Foundation) willingly accepted. The Armstrong School District transferred the remaining principal and income of the Klingensmith Fund to The Community Foundation Serving the Heart of Western Pennsylvania (the Armstrong County Community Foundation) for the purpose of establishing college scholarships.

Judy L. (Beveridge) Creel Memorial Scholarship
This scholarship is established to honor the memory of Gary and Judy (Beveridge) Creel of East Franklin Township, Armstrong County.
Gary, the son of Clarence and Hally (Sharpe) Creel, was employed in the surface coal stripping industry and then owned and operated a retail tire sales business until his retirement. At the time of his passing, Gary was in the process of getting a patent approved for a canine orthopedic support device.
Judy, the daughter of Floyd "Ernie" and Dorothy (Reesman) Beveridge, was employed in the banking industry. In retirement, Judy designed tombstones/grave markers for both humans and pets. Judy also was a published author having written three books.
Gary and Judy met in high school and shared 55 years of marriage. Life was busy with work, family, and church responsibilities, but both found time to be there for others in their moment of need. Whether it was offering their time, professional skills or personal resources, their compassion was shared authentically and altruistically.
It is the desire of children, Marci and Ryan, to establish this scholarship to continue their parents' legacy of ordinary people doing what they could to help others, simply because it was the right thing to do. Matthew 6:3-4; James 2:15-17

IDEA Collaborative Grants
The IDEA Collaborative Grant is a new funding opportunity designed to support meaningful, outcomes-driven partnerships between several organizations addressing a clearly defined community issue. The grant emphasizes capacity building and a growth mindset, encouraging hands-on collaboration that can be replicated in future efforts.
By providing dedicated funding and fostering partnerships, the initiative seeks to strengthen the capacity of Black-led nonprofits and expand opportunities for collective impact across the region.
A Collaborative Grant ideally includes 2-3 separate organizations that are collaborating on a shared effort. This can include shared programs and services, shared resources, shared offices, shared staffing, or shared public education and advocacy efforts. One organization would serve as the backbone and fiscal lead, with clearly defined roles, shared accountability, and measurable outcomes outlined in a signed MOU.
This grant program is programmatically separate from the traditional IDEA Grant cycle that is open Jul 1 – Jul 31, 2026. Applying for or receiving an IDEA Grant does not make you ineligible to apply for or receive the IDEA Collaborative Grant. The IDEA committee’s focus is on building power and resources for Black-led nonprofits in Frederick County. To that end, all collaborations should be between Black-led nonprofits.
Through this new initiative, the Foundation hopes to empower community leaders whose work is driving positive change and expanding opportunities for residents throughout Frederick County. For more information about IDEA grants, click here.
