NCRC Field Empowerment Fund (FEF) - Housing Counseling Services

The Field Empowerment Fund (FEF) empowers NCRC network members to level up established service lines.

The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.

In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.

The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.

Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

Funding Support

Awardee agencies will receive subgrants to support their housing counseling services to clients.

Awardee agencies will attend a training session on heirs’ property challenges and best practices, hosted by NCRC National Training Academy. The Appalachian Landscapes Project Capital Grant, offered by the Open Space Institute, supports vital conservation initiatives aimed at preserving biodiversity and enhancing landscape connectivity. Established in 1974, the OSI has protected over 2.5 million acres in the Eastern US and Canada, focusing on land that ensures clean drinking water and wildlife habitats. This grant is specifically for projects within the Appalachian Landscapes Project service area, promoting sustainable community benefits.

The Special Presenter Initiatives Grants, offered by the Mid Atlantic Arts Foundation in partnership with various local arts organizations, aim to support the presentation of professional performing artists at small and mid-size community venues. 21st Century Community Learning Center Program

The Nita M. Lowey 21st Century Community Learning Centers program supports eligible organizations in providing academic enrichment activities and a broad array of additional services during non-school hours or periods when school is not in session.

The minimum amount awarded to each subgrantee is $50,000, and the maximum award is $400,000.

The Medium-Duty and Heavy-Duty Zero-Emission Vehicle Grant Program, offered by the Maryland Energy Administration, aims to support the purchase of zero-emission vehicles and heavy equipment for commercial use. The IAC Mission

The mission of the Interagency Commission on School Construction is to achieve a safe, healthy, and educationally sufficient learning environment for every child attending a public school in Maryland. Our vision is a fiscally sustainable statewide portfolio of Pre-K-12 school facilities that will remain educationally sufficient for current and future generations of students and teachers.

The Aging Schools Program

Maryland’s Aging Schools Program (ASP) was established by legislation in 1997. Subsequent legislation extended and modified it. Funds are distributed in accordance with Education Article §5-324 and the annual budget. Beginning with fiscal year 2010, funding for the Program was provided from proceeds of State general obligation bonds. Eligible projects were thereafter restricted to those having at least a 15-year anticipated lifespan.

The ASP is administered by the Interagency Commission on School Construction (IAC) in accordance with COMAR 14.39.02 Aging Schools Program. The IAC approves expenditures and develops administrative procedures for the program.

Purpose

The ASP provides State funds to all school systems in the State of Maryland to address the needs of their aging school buildings. These funds may be utilized for capital improvement projects in existing public school buildings and sites serving students.

SRO Adequate Coverage Grant

The SRO Adequate Coverage Grant is a non-competitive, State-funded grant program designed for local school systems and law enforcement agencies located within the State of Maryland. The main purpose of the SRO Adequate Coverage Grant is to assist local school systems and law enforcement agencies in fulfilling the requirements of the Safe to Learn Act of 2018. Funding is intended to support the costs of salary and fringe benefits for SROs, School Security Employees (SSEs), as well as overtime wages to provide adequate law enforcement coverage during routine school hours or for after-school activities . To be assigned as a School Resource Officer or School Security Employee, an individual must meet the conditions as outlined in MD. Code Ann., Education Art. §7-1501(j)(k) of the Safe to Learn Act and COMAR 14.40.04.03. 

The DC Mayor’s Scholars Undergraduate Program provides need-based funding for District of Columbia residents pursuing their first associate or bachelor’s degree at select colleges. As a last-dollar award, it helps cover tuition gaps after other financial aid. Eligible applicants must have been DC residents for at least a year, maintain satisfactory academic progress, and have household incomes below 300% of the federal poverty guidelines. Funding caps are $4,000 annually, with limits on total awards.
