The Community Trust Foundation Inc.

The inception of a Western Maryland community foundation for building economic prosperity and for enhancing the quality of life for its people came from caring community leaders of The Greater Cumberland Committee. The primary question was whether the dream for this foundation could be realized. Together, they worked with Casper R. Taylor Jr., Maryland Speaker of the House, 1994-2003 and promoted the benefits of a community foundation for “ leaving behind a legacy to solve local problems by people who know and care about local problems” to the Cumberland Chamber of Commerce & Rotary of Cumberland, MD.

CTF was fortunate to operate with dedicated board members and a small part-time staff in a rent-free office space. Working tirelessly, the board worked to grow funds, secured operating capital, and submitted a 500-page policy and procedure manual to earn accreditation from the Council of Foundations. They also established advisory councils for each county (Allegany, Garrett, and Mineral), sponsored an annual Humanitarian Award Banquet for community outreach, and gained respect from community members and organizations seeking their leadership.

The Community Trust Foundation Grant

CTF serves as a community leader in philanthropy by raising, managing and distributing funds to address identified needs in Allegany and Garrett Counties, Maryland and in Mineral County, West Virginia. We partner with area non-profits and donors to make effective grants and enable local citizens to generate local solutions in their communities. We make grants to non-profit 501(c)(3) organizations dedicated to building better, stronger, more vital communities in the region.

Since our inception in 2006, CTF has awarded over $7 million in grants, building stronger more vibrant communities. CTF grants support; the arts, education, historical preservation, health and wellness and building a thriving environment. We are committed to identifying high-priority needs and opportunities to make a significant positive impact on the community. CTF grants are typically used to provide start-up or short-term funding to innovative projects designed to meet emerging needs or with creative solutions to longer-term issues.

The Sidney R. Baer, Jr. Foundation focuses on improving the lives of individuals with schizophrenia and bipolar disorder through education grants. By funding programs that enhance educational opportunities, the foundation aims to reduce isolation and promote understanding. Grants are awarded to qualified organizations that prioritize mental health initiatives, ensuring that those affected have access to the resources and support necessary for a better quality of life. Taos Diplomats Scholarship

The Taos Diplomats Scholarship was first established in 2015 by Peter Winter (Taos High ’04) and Dori Winter, who have served as Foreign Service Officers with the U.S. Department of State. During college at the University of Southern California, Peter studied International Relations and Mandarin Chinese, later studying abroad in Beijing, China. Dori, a graduate of the University of South Carolina and Texas A&M University, studied in China and France. Both have represented the United States government at embassies and consulates around the world, including assignments in Northern Ireland, Egypt, Pakistan, China, Israel, and Saudi Arabia.

This award is open to graduating High School Seniors from Taos County (GPA of 3.0 or above) who are interested in pursuing a degree in fields such as international affairs, political science, public and government policy, global communications, international education and development, global health, international business, and foreign languages or studying abroad. This scholarship is open to those applying to 4 year colleges and universities as well as 2 year vocational/trade schools. The award ranges from $250.00 to $1,000.00 and is paid directly to the student’s account at the college or university attended.

The Ruth Abernathy Presidential Scholarship, established by SHAPE America, honors outstanding graduate students in health and physical education. Awarded annually since 1995, it recognizes two graduate recipients based on academic excellence and leadership. Along with financial support, winners receive a three-year SHAPE America membership, enhancing their professional network. This scholarship underscores the organization's commitment to advancing health education and supporting future leaders in the field.

The Ruth Abernathy Presidential Scholarship is awarded annually by SHAPE America to honor outstanding undergraduate and graduate students in health and physical education. The Firehouse Subs Public Safety Foundation Scholarship Program supports students aiming to enroll in firefighter, law enforcement, or emergency medical programs at accredited institutions. Established in 2005, the foundation provides $5,000 scholarships to eligible candidates, including high school seniors and current college students. Offering up to $40,000 for one year, it is aimed at fields such as Artificial Intelligence, Quantum Physics, and Aerospace Engineering. Eligible candidates must be Australian citizens or permanent residents and have a formal offer from an accredited American institution. This scholarship promotes academic exchange and fosters international collaboration in specialized disciplines.

The Tribal Solar Accelerator Fund (TSAF) empowers tribal communities across the U.S. by promoting renewable energy projects and workforce development. By removing barriers to academic success, it empowers local students to achieve their educational ambitions and contributes to a thriving and inclusive community in West Michigan.

The AAO-HNSF/ANS Herbert Silverstein Otology/Neurotology Research Award supports innovative clinical or basic science research focused on auditory and vestibular diseases. Established by Herbert Silverstein, MD, this award aims to assist young academic investigators in launching new projects. Since 2000, it has funded seven grants totaling $175,000, emphasizing projects with clear clinical relevance and potential for future funding. Applicants must demonstrate commitment to research and secure institutional support, with a priority for junior faculty and fellows.

Citizen Security Research Initiative

IPA's Citizen Security Research Initiative (CSRI) supports rigorous impact evaluations, pilot studies, infrastructure and public goods projects, and foundational and contextual research to inform policies and programs on building safer communities and strengthening justice and law enforcement systems. Funding for CSRI comes from the United States Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL).

Supported projects will generate actionable evidence to inform policy and programming in the citizen security and justice sector, with a focus on studies that challenge common beliefs, pioneer innovative interventions, and produce evidence where little currently exists. Priority areas of research include:

• Countering organized crime
• Combating drug trafficking and production
• Preventing crime and violence
• Strengthening law enforcement and criminal justice institutions

Budgets are expected to adhere to the budget caps outlined in our Call for Proposals (US$75,000 for pilots, US$400,000 for full impact evaluation studies, US$250,000 for infrastructure and public goods creation projects, US$75,000 for foundational and contextual research projects). In recognition that research in some locations or with some populations is more costly, on a case-by-case basis, we will consider budgets over the above award maximums with appropriate justification.

Awards are normally paid on a cost-reimbursable basis.

The Turtle Trackers - Linda Zambelli Family Scholarship Fund, established in 2025 by the Turtle Trackers Board, honors Linda Zambelli's legacy through scholarships for students pursuing higher education in Marine Biology and Environmental Sciences. This initiative supports high school seniors from Beaufort and Jasper Counties, ensuring they have opportunities to excel academically while fostering a commitment to marine conservation. The fund is managed by the Community Foundation of the Lowcountry, which has invested over $125 million in local communities.

The BIE Science Post Graduate Scholarship Fund offers financial assistance to American Indian and Alaska Native students pursuing full-time degrees in STEM fields at accredited institutions. This need-based award ranges from $100 to $30,000 per academic year, based on financial aid information provided by the institution's Financial Aid Office. Eligible students must demonstrate Tribal affiliation through a Tribal Eligibility Certificate.

Michael L. Hamaker Memorial Scholarship

A scholarship awarded to a graduating senior or previous graduate from Marshall, Olivet or the surrounding area seeking a career in engineering, manufacturing or industrial technologies with programs such as, but not limited to, architecture, construction, drafting, electronics, welding and/or other related technologies. Applicants must demonstrate financial need. GPA is not a qualifying factor; however, transcripts and test scores are requested. Students who receive this scholarship are encouraged to apply for further support in subsequent years.

The National Bycatch Reduction Engineering Program (BREP) for FY2026/27 offers competitive grants aimed at supporting non-Federal researchers. The Gertrude L. Hirsch Charitable Trust, founded in New Jersey, aims to support 501(c)(3) organizations for charitable and educational purposes. It focuses on various program areas including arts, education, environment, health, and human services. Although there are no geographic restrictions, preference is often given to organizations based in New Jersey. Additionally, funds awarded cannot be used outside the United States, ensuring that contributions remain within the country to benefit local communities.
