The Community Foundation of the Rappahannock River Region

The Community Foundation is a devoted advocate for the vitality and well-being of the Rappahannock River Region. We are a 501(c)(3) nonprofit that manages and distributes charitable giving in the counties of Stafford, Spotsylvania, King George, and Caroline, and the City of Fredericksburg.

Scholarships

One of The Community Foundation’s strategies for preserving and growing the quality of life in our region is supporting higher education for area students. Generous individuals and families, companies and organizations establish endowed scholarship funds and the proceeds from these funds benefit deserving students. Donors work with foundation staff to determine appropriate criteria for each fund. The Community Foundation currently administers more than fifty scholarship funds.

The John C. Neal Scholarship Fund

This scholarship was established by Union Bank and Trust in recognition of President John C. Neal on the occasion of his retirement. In recognition of his 25 years of service at the bank, Union and The Community Foundation intend for this new fund to reflect Mr. Neal's commitment and dedication to our region by supporting the further education of area students with a passion for service to their communities.

"If you were to look up the definition of a true community banker, you would most likely find a picture of John Neal as an example," said G. William Beale, president and CEO of Union Bankshares Corporation. "

John was instrumental in the growth of Union in the Fredericksburg region when he first joined in 1991 and later brought the same commitment and dedication to his role as bank president. John has always understood that in order for a community bank to grow, it has to help the community it serves grow."

Anita Tarr Turk Fund for Breast Cancer Research

The Anita Tarr Turk Fund for Breast Cancer Research was established in October 2011 as an endowed field of interest fund. Its purpose is to distribute grants annually to one or more charitable, educational or scientific organizations conducting top-level research searching for the cause of, and cure for, breast cancer.

Anita Tarr Turk encouraged the Community Foundation for Monterey (CFMC)’s board to consider grants to the Susan G. Komen Breast Cancer Foundation, Damon Runyon Cancer Research Foundation and the California Breast Cancer Research Program. The Fund may also consider proposals from organizations conducting similar research. Due to the narrow field of interest and suggested organizations in the fund’s establishing documents, organizations are invited to share research projects for CFMC to consider.

The Capital Region Chamber Unified Military Affairs Council Scholarship is designed for students whose parents serve at specific military installations in the Greater Capital Region. The Earl Campbell Tyler Rose High School Scholarship, administered by the East Texas Communities Foundation, supports graduating high school seniors pursuing higher education in any field at a college in the United States. Applicants must demonstrate financial need through FAFSA and are encouraged to have a background in varsity athletics. This scholarship reflects the foundation's commitment to empowering students and helping them achieve their educational aspirations.

The E. C. Lloyd & J.C.U. Johnson Scholarship Fund, established by Mrs. Mary Elizabeth Johnson, supports full-time students pursuing associate or bachelor’s degrees at accredited institutions in the U.S. The scholarship is renewable for up to four years for both undergraduate and graduate studies, contingent on maintaining eligibility standards. It can cover tuition, housing, supplies, books, and fees. However, awards depend on available assets, and future funding is not guaranteed.

The Capital Region Chamber Chuck Steiner Memorial Scholarship supports high school seniors from Albany, Rensselaer, Saratoga, or Schenectady counties who demonstrate diverse interests and local community service. This scholarship has no academic requirements, making it accessible to a wide range of students. The Dunkirk Community Funds: Marilee & Gayle Gaunt Scholarship, established in 2007 by The Dunkirk Foundation, honors the memory of Betty L. Gaunt's daughters, Marilee and Gayle, who tragically passed away in 1966. The TPC Group Mark of Excellence Scholarship Program, administered by Scholarship America Inc, supports the children of full-time employees pursuing higher education. Linda and Billy Beale Scholarship

The Linda and Billy Beale Scholarship Fund was created to support charitable projects in the community that has been home to their family for many years. Friends and colleagues know Linda and Billy as individuals who are deeply engaged in the fabric of the region – and especially Caroline County – through the business community, through their civic and social lives, and through their family’s involvement in their church and schools.

When thinking about a focal point for their charitable giving through this scholarship fund, the Beale’s were drawn to the school athletic “families” that have meant so much to them and their children over the years. Billy served as assistant baseball coach from 1999 to 2003 and Linda served as assistant volleyball coach from 1998 to 2006. The family also has history of involvement with Caroline Little League that began when their son played t-ball in the 1980’s and continued through their daughter’s service as a board member as an adult. The Beale's continue to show their support by participating in Little League special events today.

The William Brewster Snow Award, presented by the AEESP Foundation, honors outstanding environmental engineering graduate students. This annual award recognizes significant achievements in academic or employment projects, offering a plaque and a $250 cash prize. Eligible candidates must either be enrolled in or have recently completed a relevant Master's program. The Anne Koepfinger Inspiring Educators Memorial Award

Anne Koepfinger, a dedicated Special Education teacher, devoted over 28 years of her life to teaching and positively impacting the lives of countless students with learning disabilities. Her unwavering commitment to education and profound influence on students left an indelible mark on the community.

In remembrance of Anne’s remarkable contributions, her family recently established The Anne Koepfinger Inspiring Educators Memorial Award through The Community Foundation. This scholarship serves as a beacon of hope and encouragement, designed to inspire students to follow in Anne’s footsteps and pursue careers in the field of education.

The Koepfinger family recognized that the best way to honor Anne’s memory was to support and uplift the next generation of educators. They understood that the impact of a dedicated and passionate teacher reaches far beyond the classroom. A scholarship in Anne’s name would not only serve as a tribute to her life and work but would also empower aspiring educators to make a meaningful difference in the lives of future students.

The legacy of a beloved educator continues to inspire and touch the lives of students through this scholarship.

Who We Are

Founded in 1996, the Community Foundation of South Georgia is a 501(c)(3) nonprofit organization committed to making South Georgia a better place to live through effective philanthropy. We help individuals, families, nonprofit organizations and businesses establish and manage charitable funds that carry out their philanthropic interests. Serving a geographic area of 35 counties in South Georgia, we facilitate our donors’ charitable plans and goals by creating custom designed funds that meet their specific interests and ensure solid financial management and administration for each fund. 

Tucker Baptist Association Scholarship

For a high school graduate who is also a member of a church which is part of the Tucker Baptist Association. The applicant must be enrolled in a seminary, Bible college, or other educational institution where they are training for a Christian gospel ministry vocation. This may include but is not limited to, training as a pastoral minister, youth minister, music minister, educational minister, or foreign or home missionary. The training may be a degree program such as a Masters of Divinity, etc., or the training may be a seminar or educational course related to ministry development.

The SMART Scholarship Program, managed by Scholarship America, provides substantial support to STEM students, offering full tuition, stipends between $30,000 and $46,000, and summer internships at DoD facilities. This initiative aims to eliminate financial barriers for high school seniors and current college students pursuing degrees in science, technology, engineering, and mathematics. With applications opening annually on August 1, the program fosters a strong community of scholars dedicated to innovation and research in STEM fields.
