Community Foundation of Northern Nevada

Established in 1998 as a Nevada nonprofit 501(c) 3 Corporation, the Community Foundation of Northern Nevada has distributed more than $200 million in grants and scholarships from over 300 charitable funds to strengthen our Nevada home. 

Scholarship Program

The Community Foundation of Northern Nevada’s Scholarship Program is intended to help students cover the ever-increasing cost of tuition. Some of our scholarships are based on financial need, but others represent an award for achievement. These scholarships typically go to students who have excelled in an academic area or have shown they can balance academics, volunteer work, and extracurricular activities. There are also scholarships designated for students who have overcome adversity, students pursuing degrees in high-need areas, and adult learners outside the traditional college age group. Community Foundation scholarships can help cover tuition, books, and on-campus housing.

Steingard Family Scholarship

Established in 2019, the Steingard Family Scholarship will award up to $2,500. Awards have the potential to be renewed with reapplication for up to three additional years.

School Garden Grant

Overview of the School Garden Grant Program

Senate Bill (SB) 104, passed during the 83rd Nevada Legislative Session (2025), appropriates funds to the Nevada Department of Education (NDE) for allocation to nonprofit organizations to implement school garden programs in public schools. The purpose of this funding is to support the creation and maintenance of school gardens, including hydroponic systems, as part of a comprehensive K-12 science, technology, engineering, and mathematics (STEM) curriculum. These gardens are intended to promote project-based learning, healthy eating, and community involvement in Nevada’s unique desert environment.

Programs funded through this grant must meet the specific criteria outlined in SB 104 and align with Nevada’s academic standards in science, with curriculum tailored to grade levels and the desert climate.

The TourWest Grants, funded by the National Endowment for the Arts, aim to support presenters and organizations in the Western region by providing flexible funding for touring artists. This competitive grant encourages community engagement and outreach, fostering collaboration between artists and local communities. It prioritizes accessibility to the performing arts, especially in underserved areas. Applicants must be tax-exempt organizations or local government units and demonstrate a commitment to community needs through their projects.

The Sunstate Equipment Foundation Grants support local charities focused on disadvantaged individuals, medical aid, housing assistance, domestic violence awareness, military and veterans' assistance, and care for abused animals. Founded in 2015, the foundation is a 501(c)(3) nonprofit that matches employee contributions dollar for dollar, reinforcing its commitment to community support and engagement. Charities in good standing can apply once every 12 months, fostering impactful initiatives where Sunstate operates.

The WaterSMART: Desalination Construction Projects initiative by the Bureau of Reclamation aims to enhance water supply reliability through cooperative funding and support for desalination facilities. This program aligns with federal priorities to improve energy and resource management, encouraging proposals that diversify local water sources. By focusing on innovative solutions to water scarcity, the initiative promotes sustainable water management practices, especially for growing communities facing water shortages.

The WaterSMART Enhancing Water Resources Projects program invites eligible entities to secure funding for initiatives that enhance water resource management across various sectors, including conservation, infrastructure improvement, and watershed restoration. Priority is given to projects that collaboratively address community needs and yield significant environmental benefits. This funding opportunity aligns with federal priorities aimed at optimizing resource use and improving grant oversight, as outlined in recent executive orders.

Jack's Community Grants, managed by the Jack in the Box Foundation, seeks to empower youth in local communities by providing funding to 501(c)(3) non-profit organizations. These organizations must focus on feeding, educating, and empowering youth and operate within 50 miles of a Jack in the Box restaurant. The Foundation promotes originality and opportunity while ensuring that applicants adhere to a nondiscrimination policy. Special consideration is given to applications with support from franchisees or employees.

The Rural Business Development Grants in Nevada aim to foster economic growth and job creation in rural areas by providing financial assistance to eligible entities. The program offers two types of grants: Opportunity grants for community projects and Enterprise grants for small business support. While there is no maximum grant amount, smaller requests are prioritized. The funds can be utilized for various purposes, including training, infrastructure development, and strategic planning, contributing significantly to rural development.

The Peter E. Palmquist Memorial Fund Grant provides vital support for research into under-researched women photographers and Western American photographers from the Great Depression era. Open to both individual researchers and nonprofit institutions, this grant emphasizes the importance of quality proposals and the ability to execute projects efficiently. Recipients will contribute their findings to the Humboldt Area Foundation, thus enriching the Peter Palmquist Archive and promoting the legacy of photography history.

The Mutual Self-Help Housing Technical Assistance Grants in Nevada support organizations in facilitating self-help housing projects for low-income families. By providing technical assistance, these grants enable participants to build their homes collaboratively, fostering community development. Eligible areas can be verified through the USDA Eligibility Site. The program emphasizes the importance of assisting families with loan applications and project participation, while prohibiting funding for direct construction work or purchasing materials.

Each year, California’s Credit Unions and Nevada’s Credit Unions honor distinguished industry leaders and volunteers during the Leagues’ REACH Conference. 

Shapiro: Kim Bannan Eternal Flame Awards

These awards recognize efforts that contribute to the success and future of Shapiro Group credit unions, and are named after the League’s late vice president of credit union development and research and information.

Early Childhood Education Facilities Expansion Grant Funding Opportunity

Goals and Priorities

The primary goal of this grant is to expand equitable access to high-quality early childhood education in Nevada by funding facilities projects that directly support the expansion of facilities for early childhood education in areas of Nevada where access to high-quality early childhood education is limited. In alignment with SB460 (2025) and Nevada’s broader early learning goals, this initiative supports capital investments that address physical space limitations and promotes longterm access to licensed, developmentally appropriate early childhood education programs for Nevada’s young learners, particularly those in underserved and high-need communities.

The Department of Education shall disburse not more than $150,000 for each 800 square feet of expansion.

Early Childhood Literacy & Readiness Programs Grant

The Early Childhood Literacy & Readiness Programs Grant was established with the passage of Senate Bill (SB) 460 in June 2025 during the 83rd session of the Nevada Legislature. These funds are intended to establish an innovative new program or to expand an existing early literacy program that supports children less than the age of six years old, their families, and early childhood professionals. 

Funds awarded through the competitive application process must supplement and not supplant existing state or federal funds

Goals and Priorities

Priority will be given to applicants who:

• Have demonstrated sustained success in improving the literacy and readiness for entering kindergarten of children less than 6 years of age; OR
• Provide services to geographical areas with higher proportion of children entering kindergarten who have demonstrated a deficit across early learning domains during the immediately preceding two years. 

Participation and Evaluation

Each program supported by a grant awarded must:

• Serve children who are less than 6 years of age;
• Be evidence-based;
• Provide appropriate individualized accommodations and supports for children with disabilities;
• Include a plan of reporting accountability for the performance of the program; and
• Include an implementation plan which is financially sound and proposes to use all funds awarded within FY27.

ESSA Title III Immigrant Children and Youth Competitive Grant

To better support Local Educational Agencies (LEAs) in creating high-quality, impactful programs, the Nevada Department of Education (NDE or Department) is shifting to a competitive model for Title III Immigrant Children and Youth funding. This change allows NDE to award fewer, larger grants of sufficient size and scope to help recently immigrated students acclimate to U.S. schools, master English, and achieve challenging State academic standards.

For the purposes of this grant, “Immigrant Children and Youth” are defined by the Elementary and Secondary Education Act (ESEA) §3201(5) as individuals who:

• Are aged 3 through 21;
• Were not born in any State (defined as the 50 States, D.C., and Puerto Rico); and
• Have not been attending one or more schools in any one or more States for more than three full academic years.

Open Enrollment Transportation Support Grant

Assembly Bill 533 (AB533) and Senate Bill 460 (SB460), passed during the 2025 Legislative Session, allocated $7M to support transportation services for students residing in the zone of attendance of a 1- or 2-star school who enroll in a program of open enrollment to attend a school outside of their zone of attendance and have attested to requiring financial assistance. The Nevada Department of Education (NDE or Department) is tasked with establishing a program to award grants of money to school districts and organizations so that they may develop a program to provide transportation directly to pupils, provide reimbursement to the parents or legal guardians of students for the cost of transportation, or to identify the need and eligibility of students for a program of transportation assistance. Please note that details regarding this funding are explicated through regulatory amendments to the Nevada Administrative Code (NAC) and are currently in draft as R076-25RP3. As these regulations have not yet been approved, excerpts of draft regulatory language are included in this Notice of Funding Opportunity (NOFO).

K-3 STEM and ELA Integration Pilot Grant Notice of Funding Opportunity

Goals and Priorities

The Nevada Department of Education is committed to expanding high-quality educational opportunities that ensure all students reach reading proficiency by the end of third grade. The K-3 STEM and ELA Integration Pilot Program, established under SB 460 (2025) pursuant to Section 33.93, reflects this commitment by integrating STEM into foundational English language arts instruction through the implementation of highquality curricula, evidence-based teaching strategies, and educational innovation.

By utilizing scientifically based reading research and STEM-based texts, this initiative strengthens explicit, phonics-based instruction while pioneering new instructional models that bridge literacy and STEM concepts to prepare early learners for academic success. The results of this pilot will be used by the State Board to determine whether the statewide model curriculum for English language arts should be revised to include this integrated approach.

In determining whether to approve an application for a grant, the Department shall consider:

• The quality of the proposed curricula for a program that integrates texts related to science, technology, engineering and mathematics into instruction in literacy in kindergarten and grades 1, 2 and 3 that uses scientifically based reading research;
• The proposed instructional strategies; and
• The extent to which the approach to instruction is innovative.

The Department of the Interior's Wildland Fire Service Joint Fire Science Program (JFSP) invites proposals for the FLAMES award, aimed at master and doctoral students in wildland fire studies. This initiative enhances research relevance by connecting students with fire management practices, providing experiential learning opportunities, and fostering mentorship. Students will gain valuable insights into management and policy, preparing them for impactful careers in fire science. The program emphasizes peer-learning and professional development in the context of wildland fire management.

Governor's Office of Federal Assistance

The Governor's Office of Federal Assistance (OFA), was established July 1, 2022 and codified within NRS 223.478-486. The Agency provides a range of grant-related support for the legislatively identified stakeholders. With a mission to increase the number of grant dollars Nevada receives, OFA works to reduce and remove barriers to federal grant funding through providing grant resources, advocacy, and coordination, among federal grant applicants across the state. 

The Governor's Office of Federal Assistance also serves as the single point of contact for Nevada’s federal grant applications that are subject to intergovernmental review, supports the Nevada Advisory Council on Federal Assistance, and works with Nevada’s federal delegation on grant-related initiatives.

Grant Matching Program

The Governor’s Office of Federal Assistance’s Grant Matching Program (GMP) is available for state agencies, local agencies, tribal governments, and nonprofits applying for federal or competitive federally funded state pass-through funds within the State of Nevada to meet match/cost share requirements. Applicants must have exhausted all efforts to find available funding, prior to the awarding of the federal grant or up to 90 days after the award date on the federal Notice of Grant Award (NoGA). Grant applications submitted prior to accepting the award will be given priority. 

All applicants must receive a federal or a competitive federally funded state award notification and provide documentation to the Governor’s Office of Federal Assistance. Applications will be reviewed upon submission and awarded throughout the program period on a first-come, firstserved basis. 

TC Energy’s Build Strong program supports vital organizations in communities near its operations. By providing grants, scholarships, and in-kind support, the program aims to enhance safety, education, environmental protection, and community well-being. Eligible applicants include non-profits and community groups addressing local needs. Ineligible activities include operational expenses and for-profit endeavors. The program prioritizes projects demonstrating measurable community impact, fostering a collaborative relationship between TC Energy and local stakeholders.

The LSTA Competitive Grants program aims to enhance library services across the United States by providing funding to state library agencies. This program supports libraries in addressing community needs, improving access to information, and fostering partnerships that enhance education, literacy, and technology. The grants promote sustainable operations and workforce development, ensuring libraries remain vital resources for diverse populations, including underserved communities. With a focus on innovation and collaboration, the program seeks to elevate the role of libraries in society.

The CE Grants (aka Travel to Training) program offers funding up to $2,000 per person for continuing education events to enhance library workforce capacity in Nevada. Applicants must be affiliated with eligible Nevada libraries, and funding is available for both in-person and virtual events. Application deadlines vary based on the type of event, ensuring timely financial support for professional development opportunities. A 10% funding match is encouraged but not mandatory.

Nevada environmental and agricultural organizations working on native plant restoration can seek support for research and seed increase projects through the State of Nevada Department of Agriculture. Focused on environmental conservation and sustainable agriculture, this opportunity provides free locally adapted native seed to help expand seed stock for rehabilitation and restoration efforts across Nevada.

The Diminished Tree Species Grant Program focuses on restoring native tree species crucial for biodiversity and forest health. By funding scientific research, seed orchard development, and land preservation, the program aims to combat climate change through effective tree restoration projects. The Oak Hill Fund, a private entity, encourages project-specific applications, prioritizing organizations that meet eligibility criteria under Section 501(c)(3) of the IRS. This initiative is vital for sustaining healthy ecosystems and mitigating environmental impacts.

The Shigeo and Winifred Ito Scholarship Fund, established by a former recipient of the Hawai‘i Community Foundation, aims to support students from Hawaii pursuing higher education on the U.S. mainland. With awards averaging around $6,000, the fund prioritizes residents demonstrating financial need and maintaining good academic standing. The scholarship reflects a commitment to fostering educational opportunities and giving back to the community, ensuring that deserving students can achieve their academic goals.

The California Casualty Thomas R. Brown Athletics Grant aims to support public middle and high school sports programs facing funding challenges due to budget cuts. Established by California Casualty, this grant provides financial assistance for purchasing equipment and covering travel costs for competitions. Eligible applicants must be active employees of public schools and members of affiliated education associations. Awards cannot be used for individual student recognition or fundraising projects.

The Nevada Title IV-B Nita M. Lowey 21st Century Community Learning Centers grant, authorized under the ESEA, aims to provide vital academic and enrichment opportunities for children and families beyond traditional school hours. This program supports the creation of community learning centers, offers diverse enrichment activities, and encourages family engagement in education, ultimately striving to improve student academic outcomes through structured support services and activities.

The Washington Federal Foundation offers Community Impact Grants to support nonprofits serving low- and moderate-income populations. Focus areas include sustainable housing, economic development for small businesses, community revitalization, and job training programs. Eligible organizations must operate for at least 12 months and primarily serve LMI communities near a WaFd Bank branch. Note that funding is not available for medical endeavors, animal welfare, or arts projects unless they directly benefit LMI populations.
