Transportation Research and Policy

Arnold Ventures (AV) is a philanthropy dedicated to improving the lives of all Americans through evidence-based solutions that maximize opportunity and minimize injustice.

The Infrastructure team has been investing in efforts to build better, faster, and lower-cost infrastructure with a focus on housing, energy, and transportation. For transportation, we are investing in policymaking and research that tackles the inefficiencies that make U.S. transportation infrastructure so difficult and expensive to build. 

Purpose

Transportation policy represents an avenue for improving the systems moving people, goods, and services. The Infrastructure team is seeking proposals evaluating the effectiveness and/or benefits of existing transportation or transportation-adjacent policies on outcomes for communities in the United States.

Eligible Projects and Topic Areas of Interest

This Request for Proposals (RFP) aims to bolster the knowledge base of potentially effective policies, programs, and interventions by funding efforts that align with key AV Infrastructure policy areas.

AV is primarily focused on traditional surface transportation — road and public transit — but is open to proposals in aviation, maritime, passenger and freight rail, trucking, and more.

We seek proposals for: 1) research, expanded data sets, or analysis; 2) administrative or legislative policy reforms at the federal, state, or local level; or 3) models of effective implementation including proposals for implementing agencies to partner with researchers or program evaluators to conduct baseline and post-intervention research on implementation effectiveness that will advance the knowledge base and provide illustrative examples within, but not limited to, the following topic areas:

• Transportation Capital Investment Reform. Evaluating how capital funding is prioritized and selected at the federal, state, or regional level, including discretionary grant programs and formula-based funding. What reforms could ensure projects deliver higher public returns?

• Cost Estimation, Oversight, and Accountability. Why do major transportation projects frequently exceed budgets and timelines, and how can we identify strategies to improve transparency, cost realism, and performance oversight?

• Access in Mobility Outcomes. Measuring how current transportation investments affect access to jobs, services, and economic opportunities for workers and families, and what policy changes could improve access.

• Performance-Based Project Selection. How can public agencies shift from current, politically driven allocations to datadriven, performance-based decision-making on capital project selections?

• Institutional Barriers to Reform. What organizational, legal, or procedural hurdles prevent DOTs and MPOs from adopting better practices (e.g., outcome-based planning, integrated land use/transportation policy)?

• Permitting and Permit Reform. How do current local, state, and federal permitting practices affect project cost, quality, timeline, and other concerns?

• Intergovernmental Dynamics. How do federal, state, and local funding structures and requirements enable or constrain effective transportation investment? What governance structures would improve outcomes when it comes to transportation planning and project delivery?

• Data Sets and Root Causes of High Delivery Costs. Expanded data sets on unit costs and/or research illuminating the root causes of why transportation and transit projects cost so much and take so long to deliver. What policy and practice changes could manage project delivery risks and improve the likelihood that projects will be delivered on s chedule and on budget?

• Domestic Content. How do Buy America and domestic content requirements affect the cost, speed, innovation, and effectiveness of transportation infrastructure projects?

• Procurement Process. How do current procurement practices affect project cost, quality, innovation, and accountability — and what policy and regulatory reforms could improve outcomes?

• Other. AV also welcomes innovative proposals on other transportation issues that align with our mission.

These research, policy development, and implementation proposals can be relevant to federal surface transportation reauthorization legislation or federal administrative changes; state reforms to Departments of Transportation; and/or local-level reforms relevant either to regional transportation agencies, transit agencies, or municipal governments.

The Dashanna K. McNeil Memorial Scholarship honors the legacy of a dedicated nursing professional who inspired many through her passion for healthcare. This scholarship encourages aspiring nurses at various educational levels to pursue their dreams in nursing. It supports individuals planning to attend accredited nursing institutions, fostering a new generation of compassionate caregivers, just as Dashanna did throughout her impactful career.

A. Wlock and E. Woodruff Scholarship

The A. Wlock and E. Woodruff Scholarship was created by Emilee Woodruff and Autumn Wlock’s family and the W2 Foundation in loving memory of Emilee and Autumn. Emilee and Autumn passed away in February 2020 when a fire destroyed their home. Emilee was diagnosed with epilepsy as a preteen. Autumn was Emilee’s first child and love of her life. Emilee was a great mother and Autumn was a happy baby. This scholarship is aimed to help students attend college that have been affected by a fire or who have been diagnosed with epilepsy.  

The Measurement and Evaluation Lifetime Achievement Award recognizes a distinguished SHAPE America professional who has significantly impacted measurement and evaluation in health and physical education. This prestigious award highlights the importance of scholarly achievement and the influence of national standards in enhancing educational practices. It aims to honor those who have dedicated their careers to improving the quality of health and physical education, ultimately promoting healthier lifestyles for students across the nation.

The Measurement and Evaluation Honor Award recognizes exceptional contributions by a SHAPE America professional towards the Measurement and Evaluation SIG's mission. This prestigious accolade celebrates those who advance health and physical education practices, inspiring educators to enhance student well-being. Eligibility requires current membership in SHAPE America and the Measurement and Evaluation SIG, ensuring that only dedicated professionals are honored. This award embodies the commitment to fostering excellence in educational environments, ultimately aiming to prepare all children to lead active, healthy lives.

The Luther Halsey Gulick Award, presented by SHAPE America, recognizes individuals with over ten years of membership who have made outstanding contributions to health and physical education. This prestigious honor is awarded annually to a candidate selected for their exemplary leadership and service in the field. Nominations are carefully evaluated based on the candidate's impact on the profession and their ability to inspire future generations to lead healthy, active lives.

This renewable scholarship is available to students who have been residents of Epworth Children’s Home, Thornwell Home for Children or students who’ve been in custody of the South Carolina Department of Juvenile Justice.

Educational Funding

At Syndax, we are committed to the goal of supporting objective, balanced and scientifically rigorous education that furthers improvements in science, medicine, and patient care. We accomplish this goal, in part, by providing grants for independent medical education (IME) programs. These can include live, online, and/or enduring programs that educate healthcare providers (HCPs), patients, or caregivers. Programs that are funded via Syndax medical education grants must be primarily dedicated, in both effort and time, to medical, health or scientific topics that are objective, balanced, unbiased, and scientifically rigorous. Medical education grants must never be made with the intent to directly or indirectly reward, influence or encourage the recipient to prescribe, purchase, sell or arrange for any Syndax product.

The Isabelle Rowe Nursing Scholarship supports non-traditional students aged 21 and older from the Fox Valley and Waupaca areas pursuing nursing degrees. Established in 2007 by Julian Rowe in honor of his wife, Isabelle, this fund provides non-renewable scholarships of $2,000 for 4-year colleges and $1,000 for 2-year institutions. Applicants must maintain a minimum GPA of 2.5, have work experience in healthcare, and demonstrate financial need, with opportunities to reapply annually.

The Graham Foundation for Advanced Studies in the Fine Arts, established in 1956, supports innovative projects that explore architecture's role in society and culture. It offers grants to individuals for production and presentation, as well as research and development, focusing on diverse ideas that provoke critical dialogue. The foundation prioritizes first-time applicants and seeks to amplify underrepresented perspectives while fostering collaboration across various disciplines in the arts and education.

The Parkinson Family Foundation Grant supports organizations focusing on Food & Water, Faith & Evangelism, and Health & Humanitarian Efforts. Applications are open year-round, with grants ranging from $1,000 to $5,000; larger requests are typically declined. Eligible applicants include schools, state governments, and 501(c)(3) nonprofits. The Foundation emphasizes selectivity and prioritizes organizations with established relationships and those promoting American ideals like freedom and justice.

The Harry Sudakoff Foundation Grant supports qualified charities in Sarasota, Florida, focusing on arts, community, education for youth, environment, human services, and science. Established by builder Harry Sudakoff, the foundation prioritizes organizations with a history of support. Grants are restricted to 501(c)(3) entities, excluding individuals and certain funding types like endowments and operating expenses. A commitment to impactful contributions is central to the foundation's mission.

The Metabolic Dysfunction-Associated Steatohepatitis Fund, established by the HealthWell Foundation, aims to alleviate financial burdens for underinsured patients facing chronic illnesses. It provides critical support for expenses related to prescription copays, insurance premiums, and transportation for treatment. With a maximum award of $8,000, the fund ensures that individuals can access necessary healthcare services without financial strain. This initiative emphasizes the commitment to improving health outcomes for those affected by metabolic dysfunction-associated steatohepatitis.

The Mantle Cell Lymphoma Fund, managed by the HealthWell Foundation, provides financial assistance to underinsured patients diagnosed with Mantle Cell Lymphoma. The fund covers prescription drug copays and Medicare Part B premiums, with a maximum award of $8,500. Eligible patients must have insurance that covers their medication and meet specific income guidelines. The foundation aims to reduce financial barriers to essential treatments, ensuring that patients receive necessary care without undue financial strain.

The Hyperoxaluria Fund, managed by the HealthWell Foundation, aims to alleviate financial burdens for underinsured patients suffering from hyperoxaluria, a condition characterized by excessive oxalate in urine. This fund assists with prescription drug copays and insurance premiums, providing vital support for treatments. In 2024 alone, HealthWell allocated over $1.2 billion in grants, ensuring access to essential medications for those in need. The organization is committed to improving healthcare access and reducing disparities for affected individuals.

The ANCA-Assoc Vasculitis and Granulomatosis with Polyangiitis Fund, established by the HealthWell Foundation, aims to reduce financial barriers for underinsured patients suffering from this rare and serious condition. The fund assists with copays, premiums, and out-of-pocket expenses related to treatment, ensuring that affected individuals have access to necessary medications. With over $1.2 billion in grants awarded since 2004, the foundation has helped over 1.1 million patients access critical healthcare services.

The R. Don Cowan Music & Performing Arts Scholarship, administered by the East Texas Communities Foundation, supports students pursuing studies in music and performing arts, including musical theater and dance. Applicants must be graduating seniors or current college students from Smith County, with no specific financial need requirement. This scholarship is available for one year and allows recipients to major in any subject while continuing their performing arts education.

Cures Within Reach

Cures Within Reach is the philanthropic leader in drug, device and nutraceutical repurposing research, which has the potential to transform the lives of patients with unsolved diseases by delivering treatments that can be used in the near-term. Our focus: we find and fund proof-of-concept clinical trials that, once successful, de-risk and catalyze follow-on funding, building the clinical evidence required for regulatory approval or to support off-label use by patients everywhere.

Clinical Repurposing Research to Impact US Veterans/Military

This Request for Proposals (RFP) from Cures Within Reach (CWR) is seeking clinical repurposing trials from US-based research institutions using already approved treatments to address unmet and high-priority medical needs of US veterans and/or active US military, such as mental health, post-traumatic stress disorder (PTSD) and brain injuries. Our strongest preference is for proof of concept, pivotal, Phase I or Phase IIA clinical repurposing trials. Eligible trials may be conducted at accredited US-based academic, nonprofit and governmental research institutions and/or health systems involved with medical research, including Veterans Administration (VA) health systems and hospitals. 

Repurposed therapies must be approved and/or generally recognized as safe for human use by some regulatory agency, such as the US Food and Drug Administration, European Medicines Agency, Health Canada or Japan’s Pharmaceuticals and Medical Devices Agency, and may include drugs, devices, nutraceuticals or diagnostics, as well as combination therapies. These repurposed therapies must be tested in a new indication for which they are not already approved or used widely in clinical practice as standard of care. Repurposed therapies also may be added to current standard of care to improve patient outcomes and/or quality of life.

The Graham Foundation for Advanced Studies in the Fine Arts offers grants to organizations focused on architecture and its role in society. Established in 1956, the Foundation promotes innovative projects that encourage public dialogue, raise awareness, and foster experimentation in the field. Grants, not exceeding $30,000, support diverse practitioners and initiatives, enhancing discourse in architecture, design, visual arts, and related fields. The Foundation encourages projects that demonstrate originality, feasibility, and potential for meaningful impact.

AFL Community Grants aim to empower education, youth, and life advancement through targeted community support. The program is designed for non-profit organizations, focusing on STEM education, youth development, and the LEAP initiative for adult self-sufficiency. With grant applications opening in 2025, AFL Global seeks to make a lasting impact in communities by addressing their greatest needs and fostering growth through education and development initiatives.

The Rod's Tire and Service Scholarship Fund, managed by the Central Kansas Community Foundation, offers $2,500 to assist graduating Marion County high school seniors pursuing higher education or vocational training. The foundation, established in 1994, focuses on enhancing community welfare through charitable giving and emphasizes support for students majoring in agricultural fields. This scholarship aims to empower local youth and strengthen the community by investing in their educational futures.

The John D. Dixon and Louise A. Dixon Memorial Scholarship Fund honors the legacy of its namesakes by supporting graduating seniors from Cedar Cliff and Northern York High Schools. This scholarship aims to assist students with a minimum GPA of 2.5 who demonstrate financial need and a commitment to volunteerism or extracurricular activities. It is a one-time award intended to help students pursue higher education at colleges or technical schools.

Mary Joan Keeney Scholarship

The Mary Joan Keeney Scholarship was established in 2017 to honor the memory of Joan Keeney and her dedication to continuing education. In 1992, at the age of fifty-nine, she attended Denver Seminary in Denver, Colorado and completed a life-long dream of earning a Master’s in Counseling. Upon graduation, she volunteered as a grief and bereavement counselor at The First Presbyterian Church in Boulder, Colorado. Her life passion was helping others heal and return to love.

The purpose of this scholarship is to provide non-traditional, female students interested in nursing and mental health careers access to funds to help further their education and/or certification. In 2026, two one-time scholarship awards of $5,000 each will be offered.

The Edith M. Pritchard Scholarship, offered by Nurses Educational Funds Inc., supports nurses pursuing master's or doctoral degrees in nursing education and public health. Applicants must hold a current RN license, maintain a GPA of 3.6, and have at least two semesters of study remaining post-award notification. This scholarship promotes nursing leadership and is funded through donations, reflecting over a century of commitment to nursing education.

The Brennan Family Foundation, established in 1990 by Edward J. Brennan, aims to support charitable, educational, and religious institutions. With a mission to inspire youth development, the foundation provides financial assistance primarily to health care and educational organizations, religious entities, and the arts. Their strategic annual review process ensures that contributions effectively serve our most valuable resource—children. The foundation continues to honor Brennan's legacy of charitable responsibility.

The NRF Foundation Retail Management Scholarship, in partnership with CVS Health, is designed to inspire undergraduate students to pursue careers in retail leadership. Eligible candidates can receive a $10,000 scholarship and attend the NRF Foundation Student Program in NYC in January 2026. This program provides networking opportunities with top retail executives and recruiters, along with insights into career pathways in the retail industry, making it a valuable experience for aspiring leaders.
