Department for Local Government

​​​​​​​​​​​​​​​​​​​The Department for Local Government (DLG), under the Office of the Governor, provides financial help in the way of grant and loan assistance, as well as advising local governments in matters of budget, personnel and other issues relevant to those entities.​

Community Development Block Grant (CDBG) Program

The Department for Local Government (DLG) administers approximately $26 million annually from the U.S. Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program.

The CDBG program provides assistance to communities for use in revitalizing neighborhoods, expanding affordable housing and economic opportunities, providing infrastructure and/or improving community facilities and services. With the participation of their citizens, communities can devote these funds to a wide range of activities that best serve their own particular development priorities.

All project activities must meet at least one of three national objectives:

• Benefit to low and moderate income persons
• Prevention or elimination of slums or blight
• Meeting particularly urgent community development needs​

Funds are designated for various program areas including Community Projects, Community Emergency Relief Fund, Economic Development, Housing, Public Facilities, and Public Services (Recovery Kentucky).​

Public Facilities

​​​​​The Public Facilities Branch provides funding to primarily develop Kentucky's water and wastewater systems. As part of the Commonwealth's allocations from the CDBG program, these projects have been allocated an estimate of $8,834,662 with designated maximum amounts for treatment plants and lines/pumps and tanks of CDBG funding per community. Self-help grants (maximum amount of $300,000 per project) are funded under this branch.

Public Services (Recovery Kentucky)

​​​​​CDBG Public Services funds, in the form of operational costs to support the Recovery Kentucky Program, will be made available in 2026 to existing Recovery Kentucky Substance Abuse Centers. These centers serve individuals who have a history of substance abuse, with an emphasis on the homeless, those at risk of becoming homeless and those referred by the judicial system.

Economic Development

The Economic Development Branch works to fund development activities that create or retain jobs principally benefiting low and moderate income (LMI) persons. Additional goals provide for the training and provision of human services that allow for the professional advancement of LMI persons. As part of the Commonwealth's allocation from the CDBG program, these projects have been allocated estimate with up to $1,000,000 of CDBG funding per community.

There are two areas of eligibility for CDBG Economic Development funding:

Traditional:

Provides grant assistance to communities for projects which specifically address the creation or retention of jobs through eligible activities. Funds can be provided to a community to use for specific business/industrial clients.

Non-Traditional:

Allows for the funding of eligible activities benefiting low and moderate income persons not directly related to job creation.

​The Community program is designed to provide funds for community development projects that address human service needs, such as senior centers, crisis centers, fire stations and facilities that provide services to low-income persons. As part of the Commonwealth's allocation from the CDBG program, these projects have been allocated with the maximum amount of $8​50,000 of CDBG funding per community.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Wyoming-Sullivan Counties Bar Association Scholarship

Established by the Bar Association of Wyoming and Sullivan Counties to provide college assistance to a High School graduate from those two counties who will major in the legal profession.

The Wyoming/Sullivan County Bar Association created its annual scholarship in 2020 to provide assistance to a deserving high school graduating from those two counties who plans on majoring in the areas of pre-law, criminal justice or sociology. The intent is to encourage the graduate to pursue a career in these fields and to return to their home county upon attaining their graduate or post-graduate degree in order to provide these needed services to their local community.

The Center for Scholarship Administration is proud to serve as the administrator of the following scholarship programs.

The funds are provided through the generosity of corporations, foundations, individuals and trust funds.

Ausmus G. Wells Memorial Fund Scholarship

The Ausmus G. Wells Memorial Fund Scholarship is providing scholarships for deserving students. The Center for Scholarship Administration, Inc. (CSA), a non-profit, independent organization is the facilitator of the scholarship fund.

Must be planning to attend East Carolina University in Greenville, North Carolina in any field of study leading to a degree, diploma or certificate provided the institution meets the requirements in the following paragraph. Recipients must be enrolled full-time each semester and working towards an undergraduate degree.

The institution must be an educational organization that normally maintains a regular faculty and curriculum and normally has a regularly enrolled body of pupils or students in attendance at the place where its educational activities are regularly conducted. 

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony.

Adam Liepinis Memorial Scholarship

Established by the family of the late Adam Liepinis to provide tuition assistance to a graduating senior from Susquehanna or Wyoming counties, who will attend a post-secondary degree program with priority given to a student majoring in welding or automotive technology.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Meshoppen Creek Scholarship

Established by Reverend Paul Carlson and his wife Myrtle to provide assistance to a graduating high school Senior from Susquehanna County, Pennsylvania who exhibits exceptional promise for their future and who writes a winning essay about their greatest accomplishment in life so far.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Michelle Hawley TEACH THE CHILDREN Scholarship

Established by the family and friends of Michelle Hawley to provide college tuition assistance to a Blue Ridge, Elk Lake, Forest City, Montrose, Mountain View or Susquehanna Community High School graduate who will major in Elementary Education.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Montrose Area Chamber of Commerce Pauline MacNeal Memorial Scholarship

Established to honor past Chamber member Mrs. Pauline MacNeal. Provides college tuition assistance to graduating seniors from the high schools in Susquehanna County, as well as home schooled or cyber schooled students, who reside in Susquehanna County and will major in a business related field.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Helen Whitehead Memorial Scholarship

Established by the family of Mrs. Whitehead to provide tuition assistance for a graduating Senior from Blue Ridge, Elk Lake, Forest City, Montrose, Mountain View or Susquehanna Community High School who will matriculate at a college or post-secondary degree program to major in the culinary profession or a student who will matriculate at a college or post-secondary degree program to major in a degree in Nursing.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

R.E.S.C.U.E. Benjamin B. Stone Memorial Scholarship

Established by the environmental organization “Return Susquehanna County Under Ecology” to recognize Benjamin Stone. Two college scholarships are awarded each year and are available to seniors from all of the high schools in Susquehanna County and from Honesdale, Wallenpaupack Area, and Western Wayne High Schools in Wayne County.   

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Robert G. Sr & Mary L. McNamara Memorial Honor Scholarship

Established by the family of Mr. & Mrs. McNamara to provide college tuition assistance to a graduating Senior from Susquehanna Community School District who has maintained an 85 GPA and who will major in nursing and has the potential to contribute in a meaningful way to the health and welfare of the community.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Wyoming County Community Health Foundation Scholarship

Established by the Wyoming County Community Health Foundation to provide tuition assistance to a graduating high school senior who resides in Wyoming County and will major in the health care field.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Van Cott Family Memorial Scholarship

Established in memory of Kermit Van Cott and his son Forrest to provide tuition assistance to a graduating Senior from one of the High Schools in Susquehanna County, with priority given to Blue Ridge, who will major in Landscape Architecture, Environmental Science, Environmental Engineering, Horticulture, Botany, Forestry, or Agriculture and who will matriculate at college or a post-secondary degree program.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Robert W. Klenk Scholarship

Established by the Mountain View School District Alumni Association in honor of Mr. Klenk, a long-time teacher and principal of the District. Provides a scholarship to a graduate who will attend college to pursue a degree in education.  

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Gaetano “Mickey” Giangrieco Memorial Teaching Scholarship

Established by Maureen Giangrieco, daughter of Gaetano “Mickey” Giangrieco, who passed away in 1994. Mickey dedicated 40 years to teaching Biology at Blue Ridge High School, where he also served as the junior varsity basketball and golf coach. This scholarship provides tuition assistance to a graduate of Blue Ridge High School, Montrose High School or Susquehanna Community High School who plans to attend college or a post-secondary degree program to major in education. 

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Susquehanna County Township Officials Association Scholarship

Established by The Susquehanna County Township Supervisors Association to provide a college scholarship to a graduating senior from Susquehanna County who will major in governmental affairs or political science.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Beatrice Reynolds Memorial Scholarship

Established by the late Ira T. Reynolds in memory of his late wife to assist a Susquehanna Community School District graduate who will major in education or teacher training. Scholarship is provided in four equal installments as long as the recipient remains a student in good standing.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Susquehanna Beekeepers Association College Scholarship

Established by the Susquehanna Beekeepers Association to provide college tuition assistance to students from northeastern Pennsylvania who will major in agriculture or biology.

Scholarships are available to graduating high school seniors. Applications are accepted from mid-November until mid-March. Scholarship award recipients will be announced at the high school awards ceremony. 

Maurice D. Taylor Memorial Music Scholarship

Established by the family of Mr. Taylor who was originally from Montrose and became a nationally recognized music and band instructor. The scholarship will benefit a student from Montrose or Elk Lake who will attend a post-secondary degree program to major in music.   

Generally the Community Foundation's scholarships are awarded to applicants who have high financial need. Applicants with household income exceeding $100,000 are less likely to be awarded, but applying will allow you to be considered for targeted scholarships.

Walter C. Winchester Scholarship

Open to undergraduate students who are graduates of a Grand Rapids Public High School with a minimum 3.3 GPA.

Generally the Community Foundation's scholarships are awarded to applicants who have high financial need. Applicants with household income exceeding $100,000 are less likely to be awarded, but applying will allow you to be considered for targeted scholarships.

Virginia Valk Fehsenfeld Scholarship

Open to full time undergraduate students who are Kent County residents studying education, dietetics, nutrition, or human services and have a minimum 3.4 GPA.

Generally the Community Foundation's scholarships are awarded to applicants who have high financial need. Applicants with household income exceeding $100,000 are less likely to be awarded, but applying will allow you to be considered for targeted scholarships.

Stephen Lankester Scholarship

Open to students who are residents of Kent County.
