In 2020, the Department of Disability and Aging (DDA) established the Division of Program Innovation to advance forward‑thinking strategies that strengthen the Department’s mission to empower, support, and enhance the lives of people with disabilities and older Tennesseans by promoting independence, inclusion, and lifelong health. The Division operates through a people-centered, provider-driven, and program-based approach.

DDA is pleased to announce the availability of one-time grants for up to $20,000 to fund projects that develop innovative approaches aligned with the Department’s mission. Proposals should be forward‑thinking, practical, and scalable. Applicants are encouraged to incorporate new, emerging, or existing Enabling Technology (ET) solutions used in novel or expanded ways. A strong emphasis should be placed on increasing independence for individuals with disabilities and/or older adults aged 60 and over—whether at home, in the workplace, and/or within their community.

Tennessee Department of Transportation

The Department of Transportation provides citizens of Tennessee and travelers with one of the best transportation systems in the country. TDOT consistently wins awards for its projects, highway design and innovative approach to transportation.

TDOT is a multimodal agency with responsibilities in aviation, public transit, waterways, railroads and cycling and walking. Our involvement ranges from airport improvements to funding transit buses to planning for river ports.

Section 5310: Enhanced Mobility of Seniors and Individuals with Disabilities

The purpose of the Federal Transit Administration (FTA) Section 5310 program is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding the transportation mobility options available to seniors and individuals with disabilities.

TDOT is seeking applications for Rolling Stock Projects from Non-Profit Organizations, Local Governmental Authorities, and Public Transit Agencies located in Small Urban and Rural areas of Tennessee. Public Transit Providers are also eligible to apply for Mobility Management Projects. 

Senior Center Capital Grants

The Department of Disability and Aging (DDA) is accepting applications for competitive grant funding for senior centers. The Tennessee General Assembly has provided $5 million to be distributed to senior centers throughout the state. The one-time funding is intended to support senior centers in providing older adults with access to resources, activities and social connection.

Senior centers are invited to apply for grant funding ranging from $5,000 to $50,000. The grant funding is encouraged to fund the following goals:

• Capital Projects, including building improvements and equipment

Tennessee Housing Development Agency

Since 1973, THDA has been at the forefront of creating housing opportunities in Tennessee.

Our purpose

• Promote the production of more affordable new housing units for very low-, low-, and moderate-income individuals and families in Tennessee.
• Promote the preservation and rehabilitation of existing housing units for very low-, low-, and moderate-income individuals and families.
• Bring greater stability to the residential construction industry and related industries so as to assure a steady flow of production of new housing units.

Emergency Repair Program (ERP)

Program Purpose

The ERP exists to correct, repair, or replace an essential system and/or critical structural problem that poses an immediate danger to life, safety, or health of low-income homeowners who are elderly (60+) or disabled. This is not a comprehensive home renovation program; the aim is to stabilize the homeowner’s residence by making emergency repairs to ensure that homeowners can continue to reside safely in their homes. 

The following repairs are eligible under the Emergency Repair Program:

• Roofs: Where there is structural failure, risk of structural failure, or there are active roof leaks present.
• Electrical Systems: Where the electrical system has failed or there are demonstrated deficiencies in the electrical system that pose an immediate danger to life, safety, or health.
• Plumbing and/or Sanitation/Septic Systems: Where the plumbing and/or sanitation/septic system has failed or there are demonstrated deficiencies in such system(s) that pose an immediate danger to life, safety or health.
• Heating and/or Air Conditioning System(s): Where a heating and/or air conditioning system has failed at a critical time when exterior temperatures could pose a threat to life, safety, or health.
• Structural Repairs to Floors and/or Walls: Where floors and/or walls demonstrate structural damage or deterioration, which pose an immediate threat to life, safety, or health.
• Window/Door Replacement: Where repair is necessary to remedy a threat to life, safety, or health.
• Accessibility Improvements: Where necessary for a homeowner with age-related limitations or a physical disability to access and use the home for one or more major life activities.

The Tennessee Housing Trust Fund Competitive Grants support the development and preservation of rental housing for low- and very-low income households, including the elderly and special needs populations. Eligible projects can receive funding between $100,000 and $600,000, focusing on those with incomes at or below 80% of the area median income. Priority is given to projects in rural areas and those serving the most vulnerable populations, ensuring access to safe and affordable housing.

The Vulcan Materials Company Foundation Grant focuses on enhancing community quality of life through education, environmental stewardship, and employee involvement. Established in 1988, the Foundation supports public charities and government units, prioritizing proposals that improve public education and promote sustainable practices. Special consideration is given to initiatives that engage Vulcan employees and integrate multiple focus areas, ensuring a positive impact in the local communities where Vulcan operates.

The Sephardic Home For The Aged Foundation offers grants focused on end-of-life care and preventing elder neglect. They encourage nonprofits with a 501(c)3 status, operational for at least two years, to apply for funding. The foundation prioritizes innovative programs that enhance the quality of life for older adults through education, advocacy, and community outreach. Interested organizations should submit a Letter of Inquiry before applying for the grant.

The Community Foundation for Dickson County, established in 1999, aims to enhance the quality of life in Dickson County by supporting local nonprofits. With a focus on education, leadership, and community improvement, the foundation invites 501(c)(3) organizations and government entities in the area to apply for grants up to $5,000. Funding priorities include environmental initiatives, youth and elder support, and the preservation of historical sites.

The John A. Hartford Foundation offers scholarships for the Age-Friendly Health Systems Cohort as part of the AHA Next Generation Leaders Fellowship. This initiative targets healthcare leaders aiming to implement the 4Ms Framework, enhancing care for older adults. Selected fellows will receive a program fee scholarship of $13,995, enabling them to focus on transformation efforts in health systems. This fellowship seeks diverse leaders to address critical healthcare challenges and improve quality, safety, and affordability.

The David Kelby Johnson Memorial Foundation offers grants to 501(c)(3) organizations focused on sight preservation, children's services, and environmental conservation, primarily in Utah. Established in memory of David Kelby Johnson, who tragically lost his life at a young age, the foundation aims to honor his legacy by supporting impactful charitable initiatives. Grants range from $5,000 to $100,000, with a commitment to improving communities both locally and globally.

The Harry Kramer Memorial Fund Grant supports U.S. charitable organizations that assist individuals and institutions in Israel, focusing on welfare, healthcare for the sick and aged, and education in South Florida. Founded by Harry A. Kramer, a successful entrepreneur and veteran, the fund reflects his deep commitment to charitable causes. Organizations must qualify under Section 501(c)(3) and meet specific eligibility criteria to apply for funding, ensuring that aid reaches those in need.

The Robert J. Keown Trust, established in 1934, provides financial assistance to needy Christians through grants to charitable organizations. Managed by Wells Fargo Bank N.A., the trust focuses on supporting organizations that benefit residents of Los Angeles County. Eligible organizations must be 501(c)(3) exempt. Preference is given to requests aiding needy Christians and elderly women. The trust awards an average of four grants per year, fostering community support and outreach.

The Woodmont Christian Church Outreach Ministry Grant aims to support organizations that serve those in need within the community. With a mission to grow disciples of Christ, the church allocates over 22% of its budget to non-profits, assisting more than 50 organizations. The grant focuses on addressing various needs such as food, shelter, health, education, and support for vulnerable populations, embodying the church's commitment to service and outreach.

The JTMF Foundation Grant focuses on improving the lives of individuals in need, particularly in the Pacific Northwest. By partnering with organizations addressing immediate needs and long-term challenges, the foundation supports children, older adults, veterans, and individuals with intellectual and developmental disabilities. Guided by Catholic values, JTMF aims to empower communities while seeking innovative solutions to societal issues. Organizations that align with these focus areas are encouraged to connect, fostering a collaborative effort towards meaningful impact.

The AARP Community Challenge Grant supports innovative projects that enhance community livability for people aged 50 and older. Funded by the AARP Foundation, these demonstration grants range from $10,000 to $25,000 and aim to improve pedestrian safety, expand broadband access, and reconnect divided communities. Since 2017, AARP has awarded over $20 million in grants, fostering immediate improvements and long-term progress across the United States, including Puerto Rico and the U.S. Virgin Islands.

The AARP Community Challenge Grant: Capacity-Building Microgrant offers $2,500 to support projects that enhance community livability for residents aged 50 and older. Initiated in 2017, it has funded over 1,700 projects nationwide, focusing on immediate improvements and long-term progress. Eligible organizations include nonprofits and government entities, aiming to implement innovative programs in areas like disaster preparedness, walkability, and home modifications. This initiative fosters inclusive communities and empowers older adults.

The Best Life Community Awards, funded by Altra Foundation Inc, invites nominations for nonprofit organizations that have made a significant impact in their communities. Altra members can nominate eligible 501(c)(3) nonprofits they support with their time, talents, or financial contributions. The selected nonprofit will receive a $10,000 grant, aimed at fostering initiatives in education, health, and community services across specific counties in the U.S. Nominate today to help recognize outstanding contributions!

By achieving these goals, the initiative will improve health outcomes and strengthen community ties for older adults.

The Piñon Foundation Grant supports 501(c)(3) organizations and educational institutions focused on enhancing the education, health, and well-being of children and the elderly. Although it primarily funds initiatives in West Texas, the Dallas Fort Worth area, and Oklahoma City, it is open to proposals from other regions that can positively impact community growth. The foundation believes in the transformative power of education and health to foster community success and development.

The Albert G. and Olive H. Schlink Foundation, established in 1966, has significantly impacted Ohio's nonprofit sector by increasing its annual grant distribution from an initial $500 to over $1.4 million in 2023. The Foundation prioritizes organizations with ties to Erie and Huron Counties and emphasizes thoughtful evaluation of all grant applications. With a focus on community needs, it continues to honor the founders' legacy while adapting to the evolving demands of local nonprofits.

The Leonard Litz Foundation-Silver Connect Initiative aims to enhance the quality of life for LGBTQ+ older adults by providing grant funding to nonprofit organizations. This program addresses isolation and barriers faced by seniors, particularly those affected by disability, race, or economic hardship. By supporting community-driven models, Silver Connect promotes dignity, safety, and inclusion, ensuring that LGBTQ+ elders have access to necessary resources and affirming services across the Eastern United States.

The Japanese American Community Foundation Grants support programs for the Japanese American and broader Asian American communities. Funding ranges from $2,500 to $50,000 for projects focusing on senior health, history, arts, culture, and youth. Eligible applicants must be registered 501c3 public benefit nonprofit organizations. Note that organizations with open grants cannot apply until their current grant is closed. Submit a Letter of Inquiry (LOI) before the full proposal.

AmeriCorps Seniors RSVP Opportunity

About RSVP

Established in 1971 and now one of the largest senior volunteer programs in the nation, AmeriCorps Seniors RSVP engages people ages 55 and older in a diverse range of volunteer activities. AmeriCorps Seniors RSVP volunteers tutor children, help prepare simple taxes, assist victims of natural disasters, provide nutrition/food support, facilitate opioid and substance abuse education workshops, and serve in their communities in many other ways. AmeriCorps Seniors RSVP volunteers choose how, where, and how often they want to serve, with commitments ranging from a few hours to a maximum of 40 hours per week. While serving, AmeriCorps Seniors RSVP volunteers improve their own lives by staying active and civically engaged. 

Funding Priorities

AmeriCorps Seniors RSVP programming is designed to meet community needs. Applicants may propose activities intended to address community needs by thoroughly explaining the unmet need and activities to be completed by volunteers to address that need. In addition, AmeriCorps is interested in programming that addresses agency priorities. AmeriCorps Seniors RSVP priorities for this funding opportunity are:

• Supporting Older Adults and Caregivers: Provide respite, support groups, system navigation, care coordination, and resources for older adults, including custodial grandparents, and caregivers.
• Helping Older Adults Re-enter the Workforce: Offer job readiness, mentoring, training, and remove barriers to employment for older adults (volunteers provide services, not seek jobs).
• Building Strong Families: Support parents in helping children succeed, mentor parents, connect families to resources, and strengthen community partnerships.
• Preventing and Mitigating Fraud and Scams: Use digital navigators and other strategies to protect older adults from financial fraud and exploitation, including emerging AI-driven scams.
• Reducing Homelessness: Develop or renovate affordable housing, assist people experiencing homelessness in finding and maintaining permanent housing, and address housing needs for vulnerable populations.
• Supporting Behavioral Health Initiatives: Improve mental health, reduce isolation, prevent substance use, provide harm reduction tools (Naloxone, fentanyl test strips), peer support, and recovery services.

Award Funding Requirements

Applicants must construct the budget in the following manner. The federal share of the budget must not exceed $75,000 plus up to $350 for every unduplicated volunteer, whether or not they serve in an outcome-based work plan.
