Bicycle and Pedestrian Program Funding

Please note: The Bicycle and Pedestrian Program Funding was formerly known as the Transportation Alternatives Program (TAP), Transportation Enhancements, Quality Communities, and Safe Routes to School Funding programs.

General Information about the Bicycle and Pedestrian Program Funding

• This program assists with funding sidewalks, pedestrian crossing improvements, off-road transportation- related trails, downtown transportation improvements, projects that address safety and/or ADA compliance concerns, etc.
• The goal of this program is to improve transportation and safety, encourage healthful activities, and promote economic development, while improving the livability and vitality of local communities
• MaineDOT annually allocates the Bicycle and Pedestrian Program about $4 million in federal funds for this statewide program. Each project has a 10% local match requirement.
• MaineDOT is currently accepting applications for projects to be constructed 3 years out. Communities seeking construction outside of this timeline would need to contact the Program Manager to discuss this request.

MaineDOT Bicycle and Pedestrian Program

MaineDOT’s Bicycle and Pedestrian Program Funding was previously known as the Transportation Alternatives (TAP), Transportation Enhancements (TE), Quality Communities (QC), and Safe Routes to School (SRTS) funding programs. It is a federally-funded program to help communities improve safety for pedestrians and bicyclists, and to provide transportation options that relate to surface transportation under the eligible categories outlined under the FAST Act and prioritized by MaineDOT. These priorities include: 

• Safe Routes to School for non-drivers
• Pedestrian & Bicycle Facilities
• Development of Trails and Paths that Serve a Transportation Purpose

The Bicycle and Pedestrian Program principally supports locally-initiated projects that improve the community transportation environment, economic vibrancy, safety for pedestrians and bicyclists, downtown revitalization initiatives and environmental mitigation. There is a required 10% non-federal share required.

Overview

The Submerged Lands Harbor Management and Access Grant (HMA) is administered by the Submerged Lands Program (SLP), a program of the Bureau of Parks and Lands (BPL) within the Maine Department of Agriculture, Conservation and Forestry (DACF). The SLP works to balance the public’s right to access state waters with demand for private and commercial use of those waters. The SLP administers the Submerged Lands Leasing Program which provides limited leases and easements that allow piers and other structures to be built on or over publicly owned submerged lands. Lease and easement revenues are used to support harbor planning and public access improvements through grants to municipalities and state agencies. Maine’s submerged lands include:

• Coastal waters:
  • All land from the mean low-water mark out to the three-mile territorial limit (including islands).
• Tidal Rivers:
  • All land below the mean low-water mark of tidal rivers upstream to the farthest natural reaches of the tides.
• Great Ponds:
  • All land below the natural low-water mark of ponds that are 10 or more acres in size in their natural state.
• Boundary Rivers:
  • Land lying between the banks of rivers that form Maine's border with Canada.

Health Equity Capacity-Building (HECB) Program

Purpose

In 2021, the HECB grantees worked in partnership with MeHAF staff to develop this aspirational goal statement for the program:

The long-term goal of the HECB program is to provide a foundation for MeHAF and grantees to collectively work toward building a movement for health equity in Maine.

Through the program, grantees and MeHAF will forge new transformative, healing relationships, both between funder and grantee and across communities.

Working together, grantees and MeHAF will craft a system and structure that enables grantees to examine and strengthen their internal systems, skills, resources, networks, and audience so that they each have what they need to pursue their missions and build long-term, sustainable power.

MeHAF will use its voice and influence to spread equitable practices to other funders, the state, and mainstream organizations. 

By learning alongside grantees, MeHAF will build and sustain grant programs that advance justice and equity, and apply that learning across its other programs.

To support this goal, the program pairs unrestricted operating support grants with a cohort learning community and self-selected technical assistance supports, both in group and individualized settings, and works provide ways for grantees to collaborate and connect.

Applicants must be pursuing any avenue of higher education and/or professional certifications. This includes undergraduate, post-grad, vocational and more! Applicants must be actively enrolled as a student. Applicants in high school must be a graduating senior.

Dr. Robert Palmer Scholarship Fund

To make awards for one or more students from Luna county.

The Edna Mae Scholarship, offered by the Community Foundation of Southern New Mexico, aims to support women from rural communities in their pursuit of higher education at vocational community colleges or universities. This scholarship is open to applicants actively enrolled in any form of higher education, including undergraduate and vocational programs, with a special focus on assisting those in need. Applicants must be graduating high school seniors or currently enrolled students.

Betsy L. Bertoli Scholarship

Academic Focus:

• Accounting or business administration/management

Award Average:

• $250

For Torrington High School graduating seniors who plan to pursue a career in accounting or business administration/management at the university level and have had at least one successful high school semester of accounting.

The DoW Spinal Cord Injury Translational Research Award supports innovative research to transform promising spinal cord injury findings into clinical applications. It features an Early-Career Partnership Option, requiring at least one early-career principal investigator. Collaborations with SCI community partners are essential for providing guidance throughout the project. This funding opportunity aims to enhance the effectiveness of spinal cord injury interventions and improve patient outcomes.

The FY26 Spinal Cord Injury Research Program Clinical Translation Research Award funds innovative clinical research aimed at bridging the gap to larger clinical trials. It focuses on accelerating the application of new techniques and improving patient outcomes through effective diagnosis and rehabilitation strategies. Key features include an Early-Career Partnership Option for principal investigators and a requirement for community partner involvement, ensuring collaborative research that meets real-world needs.

The FY26 Spinal Cord Injury Research Program Clinical Trial Award supports innovative clinical trials aimed at significantly improving spinal cord injury treatment. This funding opportunity encourages collaboration by allowing two Principal Investigators, including an early-career investigator, to drive the research forward. Applicants must partner with at least two SCI community members, ensuring that the project is informed by lived experiences and community needs throughout its development and implementation.

The FY26 Spinal Cord Injury Research Program (SCIRP) Investigator-Initiated Research Award (IIRA) supports innovative research aimed at enhancing patient care and quality of life for individuals with spinal cord injuries. This award encourages collaboration, allowing an Early-Career Partnership Option for two Principal Investigators, where one must be an early-career investigator. Focused on impactful research from basic to translational science, this opportunity is crucial for advancing SCI knowledge and interventions.

The FY26 Melanoma Research Program Focused Program Award for Rare Melanomas supports multidisciplinary research initiatives aimed at addressing critical questions in rare melanomas. This award requires collaboration between an Initiating Principal Investigator and up to two Partnering PIs, with the inclusion of a rare melanoma survivor or patient advocate in the project team. Approximately $5.6M is allocated to fund two awards, each capped at $2.8M, over a maximum performance period of four years.

The Melanoma Research Program Melanoma Academy Scholar Award supports early career investigators within seven years of their initial faculty appointment. This unique virtual academy fosters collaboration among established researchers and Scholars, focusing on research and career potential in melanoma. With approximately $1.54M allocated to fund two Scholar Awards, each capped at $0.77M, the maximum performance period is three years, and funding is expected to be available until September 30, 2032.

The FY26 Melanoma Research Program Survivorship Research Award aims to enhance the well-being of melanoma survivors through innovative research. This funding opportunity supports studies that prioritize quality of life, involving melanoma survivors or their families as collaborators. With approximately $2.04M available, two awards of up to $1.02M each will be granted for research over a maximum period of three years. Applications must be submitted by September 30, 2027, to be funded with FY26 resources.

The FY26 Melanoma Research Program Idea Award encourages innovative and high-risk research to advance melanoma treatment. With a budget of approximately $5.6M for 10 awards, each grant can fund up to $0.56M over a maximum of 2 years. The program aims to support projects that establish proof of principle and generate preliminary data for future funding opportunities. Notably, preliminary data is discouraged, and applicants must receive an invitation to submit a full application after the pre-application stage.

The FY26 Melanoma Research Program Team Science Award promotes collaborative, hypothesis-driven research to enhance melanoma care. This funding supports multidisciplinary teams of two to three Principal Investigators (PIs) to tackle complex challenges in melanoma. With approximately $18.9M available, the program aims to fund nine projects with a maximum of $2.1M per award over three years. Awards will be made by September 30, 2027, using FY26 funds that expire on September 30, 2032.

The FY26 Military Burn Research Program (MBRP) Technology/Therapeutic Development Award (TTDA) aims to translate promising preclinical findings into burn products for clinical use in challenging environments. This award supports the development of both tangible products, like medical devices, and knowledge products that enhance health outcomes. A new Mentorship Option encourages collaboration between experienced researchers and junior scientists, fostering the next generation of leaders in military burn care research.

The FY26 Military Burn Research Program (MBRP) Discovery Award aims to support groundbreaking research in combat-relevant burn care. This award encourages innovative and exploratory studies that provide new insights and foundational data for future clinical research. The focus is on novel approaches that lay the groundwork for scientific advancements and product development in burn care, ensuring robust preliminary data generation for subsequent research initiatives.

The DoW Military Burn, Patient-Centered Research Award aims to enhance the implementation of burn care research into clinical practice for military settings. The FY26 program supports clinical trials and research that directly benefit burn patients in resource-limited environments, fostering collaborations between experienced researchers and junior scholars. This initiative addresses critical gaps in combat burn care, ensuring effective interventions and guidelines are developed and utilized in operational battlespaces.

The scholarship reflects the foundation's mission to enhance the quality of life in Southern New Mexico by providing educational opportunities and fostering community development.

The FY26 Amyotrophic Lateral Sclerosis Research Program (ALSRP) Clinical Outcomes and Biomarkers Award (COBA) aims to enhance clinical trials for ALS by developing and validating clinical outcomes and biomarkers. This funding opportunity encourages innovative projects that may focus on specific therapies, ALS subtypes, or digital health measures.
