Blue Mountain Community Foundation

Blue Mountain Community Foundation (BMCF) started in 1984 based on the idea that the area needed a place for donors who cared about the community to make long-term charitable investments. A group of 36 local leaders and citizens, under the guidance of Pete Peery and John Reese, met and resolved to form a community foundation. Too many endowment gifts from people who cared deeply about their communities were lost to local control for lack of a community foundation. Since 1984, BMCF has received and grown assets to exceed $115 million in more than 440 charitable funds which benefit the entire community!

Garfield County Forever Fund 

Grants are made to support programs and organizations that promote the health and wellness of the citizens of Garfield County. Grants may be made for general operating support.

A portion of the grants distributed through the Forever Fund are earmarked for cemeteries in Garfield County.

The Captain John G. Gardner, USMC, Vietnam Veterans Memorial Scholarship honors a dedicated Marine who went missing in action during the Vietnam War. Established by Local Chapter 124 of the Vietnam Veterans of America, it aims to support the descendants of decorated Vietnam Veterans from 18 western counties in North Carolina. This scholarship provides financial assistance to graduating high school seniors who plan to pursue higher education at accredited institutions.

The Dunkirk Community Funds: Dr. H. L. Shroyer Christian Love Scholarship, established in 1970, provides scholarships to high school graduates from Jay County and nearby areas who exemplify Christ’s love in their daily lives. The scholarship aims to support students who demonstrate strong moral character and faith through an essay on the significance of Christ’s love. This fund was transferred to the Portland Foundation in 2023, enhancing its mission to foster community growth and opportunity.

The Dunkirk Community Funds: Ella & Irene Cunningham Scholarship, established in 1995, provides financial support to students residing within Dunkirk, IN, particularly those pursuing higher education in business or education. Preference is given to female applicants. The fund transitioned to The Portland Foundation in 2023, following the merger with The Dunkirk Foundation, continuing its mission to empower local students through educational opportunities and promote community growth.

It provides scholarships to those planning to attend a four-year post-secondary institution full-time. Applicants must maintain a minimum GPA of 2.5 and achieve at least a 21 on the ACT or its SAT equivalent, while also demonstrating financial need.

The Max Kade Foundation Grant supports educational institutions and charitable organizations recognized as tax-exempt by the IRS.
