FY25 Veterans Treatment Court Program

Executive Summary

This NOFO will support the implementation and enhancement of veterans treatment court (VTC) operations. VTCs connect veterans who come in contact with the justice system to treatment for substance use disorders (SUD), mental health disorders (MHD), co-occurring mental health and substance use disorders (MHSUD), post-traumatic stress disorder (PTSD), and traumatic brain injury (TBI). Funding supports service coordination, and recovery support services. VTCs integrate mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over veterans with behavioral health treatment needs. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.

Category 3 supports state applicants to improve, enhance, or expand VTC services statewide. Activities include expanding treatment and services; audits of program policies and procedures; and data collection and analysis to assess program practices and track recidivism. These are intended to be one-time projects to enhance capacity that can be sustained.

Our 2026 Scholarship Program will disburse over $300,000 this year!

Our scholarships support students of all ages (high school seniors, current college students, and adults returning to school) residing in Staunton, Waynesboro, and the counties of Augusta, Highland, and Nelson. 

Only one application is required to be considered for the majority of Community Foundation scholarships.

Frank and Mollie Butler Scholarship

The Frank and Mollie Butler Scholarship was established in 2025 by the Ravenhill Charitable Foundation.

Description

The Frank and Mollie Butler Scholarship will be awarded to graduating high school seniors from Augusta County who are pursuing degrees in Medical/Health Sciences fields or Accounting.

The American Bach Society offers the Language Study Grant to support Ph.D. students in the US or Canada who need language training for Bach-related research. Grants can cover tuition and ancillary costs, with awards up to $6,000. Applicants must demonstrate that they have sought additional financial aid from their institutions. This initiative aims to encourage diverse research topics and new voices in Bach studies, fostering a deeper appreciation of this important field.

The Blackstock Family Foundation Scholarship Fund, established by the Community Foundation of Central Georgia, offers scholarships to Georgia students pursuing degrees in healthcare, special education, or STEM fields. With a focus on supporting individuals with special needs, the fund provides at least one award annually, with renewal options for prior recipients. Eligible candidates must be Georgia residents, high school seniors or currently enrolled students, and maintain a minimum GPA of 2.7. Preference is given to students from Upson County.

Buesching-Tucker Memorial Scholarship

This Scholarship is available to any Whitley County resident. Applicants may be current students, non-traditional students, home-school students, and traditional graduating high school seniors with aspirations for a nursing career or obtaining a degree in music.

Rita Ildsgaard Dunk Scholarship (Music/Piano)

This scholarship is for students graduating from high school or the equivalent who are residents of Henderson County and pursuing a bachelor’s degree or the equivalent from an accredited education institution with a focus in music having preference given to piano. Recipient should be seeking a career in piano performance and a desire to instruct others in piano. 

The Hebert Memorial Scholarship, established by Jacquelyn and Donald Hebert, aims to support Saginaw County residents pursuing higher education. With a minimum GPA requirement of 3.0, this scholarship is available to graduating high school seniors and current college students enrolled full-time. The Heberts, who valued education and community service, created this fund to help students achieve their academic goals, reflecting their commitment to enhancing the lives of local youth.

Improving Indoor Environmental Quality Worldwide

Grants of up to $30,000 USD awarded annually to non-profit organizations researching indoor environmental quality and human wellbeing. No geographic limitations.

Halton Foundation provides grants for research focused on indoor air quality, thermal conditions, breathable particulates, and illnesses that may result from sub-standard indoor environmental quality.

With a focus on equity, it seeks ideas that align with its core investment areas and addresses the needs of marginalized learners.

The NIH Blueprint for Neuroscience Research Network aims to enhance foundational research on human consciousness, addressing critical biomedical issues such as coma and dementia. By fostering a collaborative framework among 14 NIH institutes, the initiative seeks to improve diagnosis and treatment of neurological disorders through interdisciplinary approaches. Key objectives include detecting consciousness in minimally responsive patients, enhancing understanding of sleep disorders, and exploring new methodologies. This effort will ultimately strengthen U.S. leadership in neuroscience and improve patient outcomes.

The Council of Independent Colleges

Founded in 1956, the Council of Independent Colleges (CIC) is an association of nonprofit independent colleges and universities, state-based councils, and higher education affiliates that works to support college and university leadership, advance institutional excellence, and enhance public understanding of independent higher education’s contributions to society.

CIC is the major national organization that focuses on providing services to leaders of independent colleges and universities and state-based councils. CIC offers conferences, seminars, publications, and other programs and services that help institutions improve educational quality, administrative and financial performance, student outcomes, and institutional visibility.

NetVUE Program Development Grants

Colleges and universities that are members of NetVUE are already committed to campus activities that encourage vocational exploration by students. These institutions are making significant investments of their own resources to develop and sustain vocational exploration initiatives. In order to support NetVUE member campuses in their work, Lilly Endowment Inc. has provided funding to CIC to be used for NetVUE Program Development Grants. Many NetVUE campus leaders have observed that grants for program development at even modest levels would enable their institutions to strengthen and expand existing programs significantly.

NetVUE Program Development Grants may be requested in amounts up to $100,000 for use over two years to deepen, expand, or otherwise strengthen programs that are already underway (including those planned or initiated through recently completed NetVUE Professional Development Awards) and supported by the institution itself. A wide range of proposals that augment existing programs in vocational reflection and discernment will be considered; examples include

• mini-grants to support released time for designing or revising courses to include greater engagement with vocational reflection;
• programming that brings faculty members and administrative staff (from, for example, career services, student life, or campus ministry) into partnership for advising, mentoring, and/or experiential learning opportunities; and
• projects that integrate reflection on calling and vocational discernment into an institution’s general education requirements or into their major or minor field requirements.

The Tribal Self Governance - Planning program provides essential support for tribes to prepare for managing healthcare services for their communities. Through the Cooperative Agreements, the Indian Health Service aims to empower tribal organizations to take charge of their health needs, facilitating a smoother transition to self-governance in healthcare. This initiative reflects a commitment to enhancing tribal autonomy and improving health outcomes, with three awards available to eligible applicants.

The Combined Pilot Research Grants by the Plastic Surgery Foundation and ACAPS aim to fund innovative pilot research projects in academic plastic surgery, focusing on education and global health. Grants of up to $15,000 are available for one-year projects. Applicants must hold a relevant degree, be affiliated with a U.S. or Canadian institution, and have ties to ACAPS. This initiative encourages pioneering research that addresses significant questions in the field, promoting the development of surgeon scientists.

The Johnson & Johnson Scholarship offers $5,000 merit-based scholarships to New Jersey residents pursuing degrees in nursing or health sciences. Applicants must be juniors or seniors enrolled at accredited UNCF Member Institutions or other four-year institutions, with a minimum GPA of 3.0. Newman’s Own Foundation is offering the Food Justice for Kids Prize, providing up to $100,000 in grant funding over two years for organizations promoting food justice for children in the U.S. This initiative focuses on Indigenous Food Justice and Nutrition Education, addressing the high rates of food insecurity among children, particularly in marginalized communities. Eligible applicants include nonprofits, public schools, and tribes that serve children under 18. The BJA FY 2026 Harold Rogers Prescription Drug Monitoring Program aims to enhance the capabilities of agencies in collecting and analyzing prescription data for controlled substances. By establishing a centralized database, this initiative will aid in the prevention of drug diversion and abuse, particularly of opioids. The program emphasizes the integration of data with health information exchanges and electronic health records, fostering local decision-making while addressing the needs of tribal and rural areas to combat substance abuse effectively.

The NEI Small Business Innovation Research (SBIR) Cooperative Agreement aims to support small businesses in conducting early-stage clinical trials that pose greater than minimal risk. The program focuses on Phase I and II trials designed to evaluate interventions for vision disorders. Key deadlines for applications include January 30, 2024, and May 24, 2024, among others. Mid Shore Community Foundation Mid-Shore Community Foundation awards scholarships to high school seniors in Caroline, Dorchester, Kent, Queen Anne’s and Talbot Counties, who are planning to attend a college, university, or trade school. In general, scholarships are awarded to students who demonstrate academic achievement, community service, financial need, and other criteria specified by the donor.The Foundation awards scholarships to high school seniors through a pooled scholarship application - students complete one online application in consideration for all scholarships to which they meet eligibility. The BJA FY 2026 Investigating and Prosecuting Sexual Assaults in Confinement Facilities Program aims to enhance state, local, and tribal capacities to investigate and prosecute sexual assault incidents within confinement facilities. The Gary L. and Florence G. DeShano Family Scholarship, managed by the Saginaw Community Foundation, supports Saginaw County high school graduates pursuing careers in construction or related fields. The Tribal Self-Governance Planning and Negotiation Cooperative Agreements are designed to assist tribes in planning and preparing to manage healthcare services for their members through the Tribal Self Governance Program.
