NCRC Field Empowerment Fund (FEF) - Housing Counseling Services

The Field Empowerment Fund (FEF) empowers NCRC network members to level up established service lines.

The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.

In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.

The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.

Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

Funding Support

Awardee agencies will receive subgrants to support their housing counseling services to clients.

Knowledge Building

Awardee agencies will attend a training session on heirs’ property challenges and best practices, hosted by NCRC National Training Academy. Bolstering counselor knowledge on this topic will ensure that your agency is not only serving clients in their personal wealth-building journey now, but also helping them preserve that wealth in generations to come.

The Grand Haven Offshore Challenge Scholarship, offered by the Grand Haven Area Community Foundation, supports students pursuing studies in natural resources, including fisheries and wildlife. This scholarship is available for applicants attending any public or private college or university. The fund was established to honor community contributions towards environmental preservation and is awarded based on academic merit and financial need. The Growing Tribal Economies Through Forest Market Innovations grant program, initiated by First Nations Development Institute, aims to empower Tribes and Alaska Native Villages to engage in emerging markets that enhance forest health and resilience. With funding of $200,000 to $500,000 per grant, this initiative supports projects focusing on sustainability, innovation, and traditional knowledge. Eligible applicants are encouraged to develop forest products, certifications, and practices that contribute positively to biodiversity and ecosystem management.

The Waste Management Charitable Contributions Program supports initiatives that enhance environmental stewardship, sustainability education, and community vitality. With a commitment to civic pride and economic development, the program prioritizes organizations that address local needs and promote sustainable practices. Eligible applicants include 501(c)(3) organizations that focus on public purposes, while ineligible requests include funding for operating costs and individual fundraising events. This initiative fosters a collaborative approach to community betterment.

Rural Health Transformation Program (RHTP)

The Rural Health Transformation Program (RHTP) is a five-year initiative focused on strengthening rural communities by improving healthcare access, quality, and outcomes by transforming the healthcare delivery ecosystem. Through innovative system-wide change, the RHTP invests in the rural healthcare delivery ecosystem for future generation.

Alaska’s RHTP will advance statewide health system transformation by funding projects that expand access to care, improve health outcomes, strengthen workforce capacity, modernize technology, and advance financially sustainable health care payment models.

Funding will support community-based and system-level projects aimed at improving access, workforce capacity, and care delivery statewide. The program is intentionally structured to promote fair access, a range of approaches, and geographic balance, ensuring that organizations across Alaska, regardless of size, location, or prior funding experience, can participate meaningfully.

The program is administered at the federal level by the Centers for Medicare & Medicaid Services (CMS) and led at the state level by the Alaska Department of Health. The Department of Health serves as the lead for program design, policy direction, funding decisions, and overall stewardship of the initiative.

To move resources to grantees and partners quickly and effectively, the Alaska Community Foundation (ACF) is managing the grant process, facilitating grant review, and providing technical assistance to RHTP grantees.

Program Priorities

RHTP funding supports projects aligned with Alaska’s six RHTP initiatives. A detailed description of the initiatives and potential uses of funds can be found on Alaska’s Department of Health RHTP webpage.

• Healthy Beginnings: strengthens maternal and child health as a foundation for healthy families.
• Health Care Access: expands and sustains essential primary, behavioral, oral, specialty, emergency, home and community-based and post-acute care health services across Alaska’s rural communities.
• Healthy Communities: invests in enhancing access to preventive and primary care services that enable early chronic disease management, expanding the use of consumer-facing digital tools and population health clinical infrastructure, and promoting healthy lifestyles with culturally appropriate community education.
• Pay for Value: Fiscal Sustainability: incentivizes a shift from traditional volume-based reimbursement models to build the long-term financial stability of rural providers through voluntary innovative care and payment models that increase care coordination, lower costs and improve health outcomes.
• Strengthen Workforce: builds a resilient rural health care workforce through pipeline, recruitment, training and retention strategies, alongside wraparound housing and child care supports to help providers remain in rural communities.
• Spark Technology and Innovation: harnesses data and technology to expand the use of consumer wearables and digital devices, enhance telehealth, foster appropriate use of AI, strengthen cybersecurity, facilitate data sharing and system interoperability, and test new delivery modalities using emerging technologies.

RHTP Grant Opportunities

Recognizing the interconnected nature of these priorities, Alaska’s RHTP includes four funding pathways:

• Readiness Grants – early-stage support to address foundational capacity gaps, including planning, feasibility, partnership development, and community engagement.
• Planning Grants - investments to support structured planning and design for clearly defined health system interventions.
• Implementation Grants – will fund projects that are fully prepared to execute and deliver high-impact work with demonstrated feasibility.
• Future Targeted Innovation Grants - which will enable the Department of Health to advance fully developed, high-impact projects. Funding opportunities through this pathway are expected to occur at a later date.

The National Coastal Resilience Fund (NCRF) aims to protect coastal communities through nature-based solutions, enhancing habitats while addressing the growing threats of climate change. Established in 2018, the fund focuses on restoring vital ecosystems like marshes and reefs to mitigate flooding impacts. With rising sea levels and increasing storm intensity, NCRF invests in community-led projects that foster resilience, ensuring both people and wildlife can adapt to changing environmental conditions.

The Albert G. and Olive H. Schlink Foundation, established in 1966, has significantly impacted Ohio's nonprofit sector by increasing its annual grant distribution from an initial $500 to over $1.4 million in 2023. The Foundation prioritizes organizations with ties to Erie and Huron Counties and emphasizes thoughtful evaluation of all grant applications. With a focus on community needs, it continues to honor the founders' legacy while adapting to the evolving demands of local nonprofits.

The Alaska Civil Money Penalty (CMP) Funds aim to enhance the quality of care and life for nursing home residents by reinvesting collected CMPs into various supportive initiatives. These funds facilitate projects like resident relocation, consumer advocacy involvement, and facility improvements, ensuring that nursing homes comply with regulations. Organizations such as advocacy groups, nursing home associations, and state agencies can apply for these funds to drive positive changes in long-term care facilities across Alaska.

The Call for Kindness Grant, offered by Riley's Way Foundation, empowers young leaders aged 13-23 to launch impactful social projects focused on kindness and community connection. With grants up to $5,000, recipients receive essential mentorship, coaching, and community support. This initiative has already benefited over 3,500 youth nationwide, promoting values of empathy and social change. Applicants can pursue projects in diverse areas, including environmental justice, ensuring a broad impact in their communities.

EMC Engineering Scholarship Fund

Established in 2002, EMC Engineering LLC. is an employee-owned and operated civil consulting firm. The firm has established itself in the civil construction industry and has a strong reputation for professional excellence.

The scholarship will grant out $5,000 scholarships to two students with the option for recipients to renew the scholarship annually for a period totaling four years so long as they continue to satisfy all application criteria.

The Alaska State Council on the Arts offers Cultural Collaborations Access Grants to enhance children's engagement with the arts. These grants, up to $1,000, are aimed at supporting short-term, high-quality arts activities for K-12 students during school hours. The program encourages collaboration and cultural heritage development, making arts accessible and enriching for Alaskan youth. Applications must be submitted at least 30 days prior to the planned activity to ensure adequate review and support.

The Park Foundation Grants for Animal Welfare focus on advancing the protection and conservation of wildlife, particularly through policy and advocacy efforts for threatened species. The foundation supports innovative, solution-oriented models that foster systemic change and compassion. Key areas include organizing for endangered wildlife, indigenous management practices, and supporting sanctuaries for great apes. Additionally, the foundation is committed to local efforts, including support for the Tompkins County SPCA, ensuring a compassionate society for all living beings.

The NRA Foundation State Fund Grant in Alaska aims to promote firearms safety, shooting sports, and hunting education. It is designed to support charitable projects that align with the foundation's mission, including educational initiatives and research on firearms safety. Eligible applicants must be recognized 501(c)(3) entities or governmental organizations, ensuring that funds are directed towards public benefit activities. Ineligible projects include those seeking deficit financing or associated with commercial ventures.

The Rasmuson Foundation's RF: Collection Management Fund Grant aims to enhance collections management practices across Alaskan museums and cultural centers. Established in 2013, it supports projects focusing on preservation, cataloguing, and conservation. Eligible applicants include 501(c)(3) nonprofits and tribal entities holding collections in public trust. The program encourages collaborative efforts and prioritizes emergency conservation projects, fostering a vibrant cultural landscape in Alaska.

The Rasmuson Foundation's Legacy Grants program supports significant capital projects and innovative community solutions in Alaska, offering grants over $250,000. Eligible applicants include established 501(c)(3) organizations and local or Tribal governments actively working in Alaska. Projects may cover construction, large-scale creative works, and historic preservation. Ineligible applicants include individuals and organizations that discriminate based on protected characteristics, as well as those requesting funding for core government functions or previously purchased items.

With total funding of $9,100, the grant covers participation fees and training registration costs. Schools, including public, private, and charter, are encouraged to apply, particularly those serving low-income and minority majority populations. This initiative aims to enhance educational pathways in STEM for diverse student groups.

The Kalliopeia Foundation Grant focuses on supporting projects that foster cultural and ecological renewal through a deep reverence for the Earth. By prioritizing US-based organizations that demonstrate strong community relationships and intergenerational leadership, the foundation seeks to empower marginalized voices and traditional practices. With an emphasis on land care and Indigenous leadership, Kalliopeia aims to cultivate a resilient future where diverse ways of knowing and being thrive harmoniously with nature.

Wegmans Family Foundation Inc focuses on cultivating healthy communities through support for hunger relief, health initiatives, education, and youth programs. They prioritize collaborations with local nonprofits to enhance community well-being, offering assistance in key areas like economic mobility and youth engagement. Despite their wide-ranging support, they have specific ineligibility criteria, such as not accommodating personal requests or solicitation on their property, aiming to direct resources effectively where they are needed most.

Sven & Lorraine Eriksson Alaska Fund

A scholarship fund to support post-secondary education opportunities for students at the University of Alaska Anchorage studying engineering or music.

Sven and Lorraine Eriksson are true Alaskan pioneers. Sven moved to Alaska in 1951 where he worked as an electrical engineer for Post Engineers, going on to become the Chief of Utilities for US Army Installations. Lorraine moved to Alaska in 1952 and worked first for Yukon Equipment followed by Ed’s Electric. They were married in 1953 and spent their honeymoon at the old Mt. McKinley Hotel during December when outside temperatures were fifty below zero. The Eriksson’s operated Ed’s Electric from 1974-1997. They have spent their lives enjoying Alaska; flying, skiing, hunting, and fishing with their two sons, Kurt and Chris.

Ray and Maxine Stephens Memorial Scholarship Fund

Established by the family of Ray and Maxine Stephens to honor their memory and commitment to education in rural Alaska.

The Manufacturing Extension Partnership Center State Competition aims to support small and mid-sized manufacturers in the U.S. by facilitating the adoption of advanced manufacturing technologies. This initiative, funded by the NIST, encourages innovation in manufacturing through the integration of robotics, AI, and other technologies. Eligible applicants can establish MEP Centers in various states, helping manufacturers improve competitiveness and economic outcomes. This program is vital for enhancing productivity and fostering growth in the manufacturing sector.

The FDC Foundation, established in 2008, is a private non-profit dedicated to providing grants to 501(c)(3) public charities across three main areas: Health & Nutrition, Education, and Housing. The foundation supports initiatives that improve nutrition, assist diabetic individuals, enhance early childhood development, and promote housing opportunities for those in need. However, it does not fund for-profit entities or international organizations, nor does it provide grants for specific excluded purposes.

The Richard L. and Diane M. Block Foundation Grant aims to enhance the quality of life for Alaskans through support for social services, arts, culture, and youth empowerment. The foundation prioritizes organizations that provide direct services, address underlying social challenges, and demonstrate financial responsibility. Eligible applicants must be 501(c)(3) non-profits based in Alaska for at least five years, focusing on sustainable solutions. Grants are not available for medical services or organizations that redistribute funds.
