What is DHR?

The Virginia Department of Historic Resources is the State Historic Preservation Office (SHPO) in Virginia. As the SHPO, DHR administers a number of federal programs. DHR is also a state agency in the Natural and Historic Resources Secretariat. DHR fosters, encourages, and supports the stewardship and use of Virginia’s significant architectural, archaeological, and historic resources as valuable assets for the economic, educational, social, and cultural benefit of citizens and communities. Our programs include both the Virginia Landmarks Register and the National Register of Historic Places, Survey, Grants, Archaeology, Cemetery Preservation, African American and Tribal Outreach, the Historical Highway Marker program, 106 Review and Compliance, Conservation, Collections, Easements, and the Historic Rehabilitation Tax Credit Program.

African American Cemetery & Graves Fund

The African American Cemeteries and Graves Fund (AACGF) provide grants to support the ongoing care and maintenance of historic burial grounds established on or before January 1, 1948, specifically for the interment of African Americans. At the start of each state fiscal year (July 1), the Department of Historic Resources (DHR) announces the availability of funding for these cemeteries, which are defined under the Code of Virginia §10.1-2211.2. Entities listed in this Code section, as well as all other qualified organizations, are required to submit an annual application to the Department by May 30 to receive funding for cemetery maintenance. 

Grant Opportunities

The fund offers two grant opportunities: the Basic Maintenance Grant and the Extraordinary Block Grant. New applicants must first apply for and receive a Basic Maintenance Grant—awarded at a rate of $5 per eligible grave—before qualifying for a block grant to support “extraordinary maintenance” projects. Some examples of each grant are as follows:

Basic Maintenance Grant: vegetation management, care of existing markers and monuments, and in-kind repair of existing roads, paths and parking areas.

Extraordinary Block Grant: installation of replacement markers, preservation planning and pre-approved Ground Penetrating Radar (GPR) survey.

The Virginia Program Grant by the Virginia Environmental Endowment focuses on enhancing water quality, restoring the Chesapeake Bay, and promoting land conservation. This grant supports Indigenous frontline, grassroots, community-based groups and organizations, Tribes, communities and villages, and individuals leading non-violent direct action or movement-building work in their effort to DEFEND Indigenous People’s rights, and protect their land, air, water, and natural resources.

The Regional Conservation Partnership Program (RCPP) Alternative Funding Arrangements for FY 2026 aims to enhance NRCS conservation efforts through strategic partnerships. This initiative encourages collaboration among stakeholders to address critical natural resource issues across farms and watersheds. By co-investing in impactful projects, NRCS strives to improve resource management in designated Critical Conservation Areas, supporting both partners and producers in achieving sustainable outcomes.

Bell's Brewery Small Grassroots Grants support projects focusing on water stewardship across the Great Lakes watershed. With grant amounts ranging from $500 to $5,000, eligible organizations can apply for funding to improve ecosystem health, enhance public health through better water resource management, and promote resilience against climate-related water risks. This initiative highlights Bell's commitment to environmental stewardship and community support in all 50 states and DC.

The Chesapeake Watershed Investments for Landscape Defense (WILD) Program, managed by the National Fish and Wildlife Foundation (NFWF) in collaboration with the U.S. Fish and Wildlife Service, invites proposals for grants ranging from $75,000 to $500,000. These funds aim to support on-the-ground conservation projects that enhance vital fish and wildlife habitats within the Chesapeake Bay watershed. Up to $8.5 million in funding is available, contingent on resources.

The Chesapeake Watershed Investments for Landscape Defense (WILD) Program, led by the National Fish and Wildlife Foundation (NFWF), invites proposals for Planning and Technical Assistance Grants up to $75,000. This initiative focuses on enhancing conservation and stewardship efforts in the Chesapeake Bay watershed, supporting local partners in effective project implementation. With an estimated $8.5 million available, applicants are encouraged to engage with NFWF staff for proposal guidance and feedback to strengthen their submissions.

The Foundation supports self-sustaining charitable organizations focusing on economic and educational opportunities, particularly in low-income communities in the U.S. and developing countries. Grants are available for various initiatives, including education, housing, and job training, with a keen interest in programs that demonstrate clear potential for sustainability.

The FY26 Bureau of Land Management Rangeland Resource Management program aims to enhance land health and productivity through comprehensive assessments of soil and vegetation. Key initiatives include promoting soil carbon sequestration and facilitating rangeland restoration. This program prioritizes projects that cross state boundaries, ensuring national impact. The ESHPF Disaster Relief Assistance Grant Program, administered by the Virginia Department of Historic Resources, has received $2,000,000 from the NPS to document historic resources in areas affected by Hurricane Helene.
