About Us

In 1971 the Legislature established the Maine Historic Preservation Commission to implement State policy to "preserve the architectural, historic and environmental heritage of the people of the State, and to develop and promote the cultural, educational and economic benefits of these resources." The Commission is an independent agency within the Executive branch of state government that functions as the State Historic Preservation Office.

Its Director serves as the State Historic Preservation Officer (SHPO) upon appointment by the Governor. The office administers the programs of the National Historic Preservation Act of 1966 in Maine, which includes the identification, evaluation, and protection of the state’s significant cultural resources.

Historic Preservation Grants

The Commission anticipates awarding approximately $90,000 in matching grants for Historic Preservation projects sponsored by Certified Local Governments. Eligible projects include architectural or archaeological survey, public education, preservation planning, National Register nominations or development or pre-development projects. The minimum grant award is normally $10,000 and all grant funds require a minimum 25% non-federal match.

Eligible historic buildings and sites for development and pre-development projects are those that are listed in the National Register of Historic Places either individually or as contributing resources in a National Register-listed historic district. Projects must be directed by persons with professional credentials as defined by the Department of the Interior.

Funding priorities for this round of grants include establishing trades training programs; providing planning assistance to CLG communities; diversifying identification and registration efforts to include everyone’s history; identifying and providing protection for particularly vulnerable resources; supporting pre-development, development and archaeology projects; and increasing awareness of historic preservation activities through education, outreach, publications and events. Historic Preservation Grants are 75:25 % matching grants for architectural or archaeological survey or development or pre-development projects. Grants range between $10,000 and $30,000. Eligible properties must be listed in the National Register of Historic Places and eligible applicants are limited to state agencies, county governments, municipal governments, educational institutions, and private non-profit institutions as defined by the Internal Revenue Service. The source of the funds is the Federal HPF and applications are generally available in the late winter. 

The Andrew Mitchell Memorial Scholarship supports Maine residents pursuing vocational or technical education, including community college programs. This scholarship is aimed at nontraditional students who face unique challenges in continuing their education. Eligible applicants must meet specific criteria, such as being over 25 or financially independent. The fund encourages applicants to utilize college preparation resources and demonstrates a commitment to remain in Maine after their studies. This scholarship honors Andrew Mitchell, a dedicated technician and outdoorsman.

Maine Office of Community Affairs

The Maine Office of Community Affairs (MOCA) was established by the Maine State Legislature in 2024 as a one-stop-shop to assist municipalities, Tribal governments and regional planning organizations in building a more resilient future.

In spring 2025, MOCA introduced a newly established State Resilience Office and staff to lead cross-agency efforts to enhance climate resilience across the state, especially in communities with significant climate vulnerabilities impacting residents, infrastructure, and the environment.

Shore and Harbor Planning Grants

The Maine Office of Community Affairs’ Maine Coastal Program (MCP) and Municipal Planning Assistance Program (MPAP) are seeking applications for coastal planning grants totaling approximately $550,000. The two grants covered by this announcement are the Shore and Harbor Planning Grant and the Coastal Community Grant. Funding for these planning grants comes from the Maine Coastal Program’s annual grant from the National Oceanic and Atmospheric Administration (NOAA). 

Program Goals

The Shore and Harbor Planning Grant program provides resources on a competitive basis for shoreline access planning, waterfront and harbor planning, identification and resolution of waterfront use conflicts, and planning, feasibility, and design efforts for resilient waterfront infrastructure. Shore and Harbor Planning Grant projects are often well prepared to compete for construction funding through other sources.  

The CDBG Downtown Revitalization Grant Program, administered by the Maine Department of Economic and Community Development, aims to enhance downtown areas through innovative solutions. Eligible communities must match 25% of the grant and demonstrate recent revitalization planning. Projects should benefit low/moderate income individuals or address slum conditions. Maximum funding is $300,000, with bonus points for communities designated by the Maine Downtown Center. This program fosters public and private investments for sustainable growth.

Eligible projects may include process improvements designed to improve efficiency, heat recovery and custom heat pump systems, HVAC equipment and controls, high efficiency compressed air systems, installation of VFDs on motors, chillers and pump upgrades.

Program Description

The Trust is seeking applications for DG projects with the principal goal of reducing grid-supplied kilowatt hour (kWh) consumption from businesses that use electricity delivered through Maine’s electrical grid.

Maine businesses, nonprofits, institutions and governments are eligible for funding for distributed generation projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program. Distributed generation projects are behind-the-meter generation projects that reduce the consumption of grid-supplied electricity and meet Efficiency Maine’s cost-benefit analysis.

Combined heat & power (CHP) projects are the most common type of distributed generation project completed through the C&I Custom Program.

The Trust is seeking applications from customers with demand meters to install and dispatch energy storage during ISO-New England peak summer load conditions. The Trust will require participants awarded under this PON to remain active in the program for a minimum of 5-years. 

Efficiency Maine’s Energy Storage System (ESS) Program Opportunity Notice (PON) offers performance based incentives for the deployment of energy storage systems during summer peak demand conditions.

All demand metered customers (commercial, nonprofits, institutions and government) are eligible to participate.

Efficiency Maine’s Commercial and Industrial (C&I) Custom Program provides funding for compressed air leak surveys and leak repairs. The program is designed to reduce compressed air losses and support capital planning for larger compressed air investments through installation of permanent compressed air flow metering equipment.

Efficiency Maine also offers incentives for high efficiency air compressors and dryers.

Efficiency Maine may provide 50% of the cost of an approved Technical Assistance Study up to $25,000.

For a project to be eligible for Technical Assistance funding, Efficiency Maine must confirm that its implementation is likely to be eligible for a C&I Custom Program incentive award.

To assist schools as they plan, design, and procure new construction projects or energy upgrades, Efficiency Maine offers a financial incentive for qualifying professional services directly related to complex energy projects. Eligible projects must result in reduced carbon emissions. Efficiency Maine may provide up to 50%, not to exceed $20,000, toward the cost of approved Technical Assistance (TA) studies.

 Only professional services provided by an engineering or legal firm from the Approved TA Provider List will be eligible for a TA Incentive.

 Note: Projects receiving funding through the School Decarbonization Technical Assistance program may not also receive funding from the standard Technical Assistance program.

Efficiency Maine offers free scoping audits to eligible businesses that have the potential to develop a qualifying project under the C&I Custom Program. These scoping audits provide businesses with the opportunity to get a professional consultation on their facility’s specific energy use and identify cost-effective energy efficiency projects that will reduce operating expenses.

The Libra Foundation Grant, established by Elizabeth Noyce in 1989, focuses on supporting charitable organizations in Maine. As of June 20, 2025, the foundation will pause new applications for one year while reassessing its funding priorities. It aims to provide small grants to diverse causes in areas such as arts, education, health, and more, thus empowering communities and enhancing the quality of life for all Maine citizens.

CSX Charitable Investments offers the Pride in Service Grants to support organizations that honor and assist military members and first responders. Focus areas include safety, mental health, community bridging, workforce development, and addressing food insecurity. Eligible organizations include those with 501(c)(3) status, government entities, and educational institutions. Grants aim to uplift communities and recognize the contributions of those who serve, while ensuring alignment with specific charitable criteria.

The CDBG Housing Assistance Program, managed by the Maine Department of Economic and Community Development, offers funding for low- and moderate-income housing projects. Eligible applicants include local governments and counties in Maine, with a maximum grant amount of $1,000,000. A 20% cash match is required for applicants, and administrative costs cannot exceed 15% of the grant. This program aims to improve housing options through rehabilitation and conversion of properties.

The Express Health Information Outreach Awards aim to enhance public health by increasing access to biomedical information for U.S. health professionals and the general public. CDBG Public Service Grant Program

The Public Service Grant (PSG) Program addresses community and business resource needs by providing funding for operating expenses, equipment, and program materials for activities which will benefit low/moderate income (LMI) persons.

Project Benefit: Eligible PSG projects must provide benefits to one of the groups of persons listed below and be in support of an identified business or non-profit entity:

Participants in a program where 51% or greater of the persons receiving benefit from PSG activities are determined to be LMI.

Persons who are members of the following groups that are currently presumed by HUD to meet benefit requirements. The presumption may be challenged if there is substantial evidence the group served by the project is most likely not comprised of principally LMI persons;

Abused Children (Does not include “at-risk” youth) • Battered Spouses (Does not include all victims of domestic violence) • Elderly Persons (62 years +, or 55 years + for housing) • Severely Disabled Adults • Homeless Persons • Illiterate Adults • Migrant Farm Workers • Persons Living with AIDS

All communities applying for PSG funds must certify that: The activity represents a new service to the community; or a quantifiable increase in the level of an existing service;

Maximum PSG Amount: $50,000

The Mattina R. Proctor Foundation supports vital projects in education, healthcare, the arts, and environmental stewardship, primarily in Maine and Massachusetts. Established in memory of philanthropist Mattina R. Overview

Background and Purpose

The Maine Farmer Drought Relief Fund (FDRF) was created by the Maine Legislature (7 M.R.S.A., Chapter 8-A, subchapter 4 § 220-A(3)) to assist farmers in the State to overcome the adverse effects of drought conditions by providing grants.

The Department will make up to $ 930,000 available for installation of agricultural water sources from nonlapsing funding. An additional $ 300,000 may be available from FY 27 funding after July 1, 2026 and may be used to fund additional projects at the discretion of the Department.

The Department reserves the right to determine the number of awards and modify, partially fund, or increase awards at the Department’s discretion.

The Maine Governor's Office of Policy Innovation and the Future offers Community Action Grants to support local climate initiatives. These grants, totaling up to $4.6 million, empower communities to implement climate mitigation and adaptation projects. Eligible applicants include municipal and tribal governments, which can apply for up to $75,000 individually or $175,000 jointly. The MTI Event Sponsorship provides financial support for events that foster innovation and entrepreneurship in Maine. The Dorothea B. Shaw Scholarship will provide $8,000 ($2,000 per year for 4 years) to support tuition, books, fees, room & board, and degree-related expenses for a student graduating from a Duval County public or private school and attending an accredited post-secondary institution in the Northeastern United States. Northeastern states are identified as: CT, MA, ME, NH, NJ, NY, PA, RI, and VT. In selecting the successful candidate, the review committee will consider academic achievements, leadership experience, desire for personal growth and financial need. 

The Bank of America Charitable Foundation focuses on improving economic mobility and social progress through partnerships with nonprofits.
