Sustainable Solutions for Housing Stability – Addressing Critical Needs Grant

Background

At The Chicago Community Trust, we believe that people are our region’s greatest asset. Central to our Critical Needs strategy is the recognition that access to stable, healthy and secure housing is fundamental in paving the way toward economic stability for individuals and families. Understanding the Chicago region’s formidable homelessness challenges, the Trust is offering this funding opportunity aimed at bolstering direct service organizations that provide housing and homeless prevention services. Through a human-centered approach, we are dedicated to ensuring that communities experiencing homelessness or unstable housing receive the support and resources necessary to achieve and maintain stable housing.

Need/Opportunity Statement

The Chicago Coalition to End Homelessness estimates that 58,625 people experienced homelessness in 2024 – nearly three times higher than the 18,836 individuals counted in the city’s annual Point-in-Time survey. Unlike the Point-in-Time count, this estimate includes people who are doubled-up or living in overcrowded and unstable housing, revealing the broader reality of housing insecurity across Chicago.

Both reports show that homelessness is widespread and disproportionately impacts Black and Latine communities. Black residents make up about 30 percent of Chicago’s population but account for more than 50 percent of those experiencing homelessness. Latine residents also represent about 30 percent of the population and over 90 percent of those living doubled-up.

While Illinois and the City of Chicago have multi-year plans to address homelessness, philanthropic support remains essential. The Chicago Community Trust is committed to providing flexible, multi-year funding to help make homelessness rare, brief and non-recurring.

Priority Strategies & Activities

The Sustainable Solutions for Housing Stability RFP will fund programs that support individuals and families experiencing homelessness or housing instability.

Grants will support initiatives in two primary categories:

Prevention:

• Emergency rental assistance and subsidies to help people stay in their homes
• Legal support for individuals and families facing eviction

Housing:

• Safe emergency shelter that provides healthy meals, healthcare access, and case management to help people move into stable housing
• Transitional housing with wraparound support, giving residents time to pursue education, job training, and employment
• Permanent supportive housing for individuals with chronic illnesses or disabilities
• Housing navigation services to reduce barriers and offer culturally and linguistically responsive support
• Specialized housing programs tailored to the unique needs of vulnerable communities, including returning residents, youth, LGBTQIA+ individuals, and survivors of gender-based violence

The ultimate goal is to foster sustainable solutions that promote housing stability and address the root causes of homelessness within the Chicago region.

Goals & Outcomes

The Sustainable Solutions for Housing Stability RFP supports the Trust’s 10-year goal of increasing the number of households meeting their basic needs. Progress measures focus on tracking how housing programs help people move from homelessness to stable housing and stay housed, while also capturing the impact of prevention efforts that keep people in their homes.

Grant Amounts Available & Grant Term

These multi-year, general operating grants will span three years. Yearly grant amounts will be between $75,000 and $125,000. The Trust estimates it will make between 20 and 25 grant awards.

The Envisioning Justice Grants by Illinois Humanities support nonprofits using arts and humanities to foster justice and community engagement. With a focus on mass incarceration, these grants prioritize projects that are regional and partnership-oriented, benefiting vulnerable populations. Grants of up to $10,000 are available to applicants across Illinois, particularly from areas with significant incarceration rates. Accessibility and media funds are also offered to enhance project outreach and inclusivity.

The Kenneth A. Scott Charitable Trust offers grants aimed at enhancing the lives of animals in the Ohio/Great Lakes region. It prioritizes projects that foster animal adoption, behavior training, and humane education. Eligible organizations must be 501(c)(3) certified and demonstrate a commitment to animal welfare. The Trust seeks innovative, collaborative initiatives that significantly improve the well-being of animals, particularly in underserved communities, ensuring a high quality of life for both individual animals and larger populations.

The Illinois Equal Justice Foundation offers Civil Legal Aid Grants totaling approximately $4.8 million. These grants aim to support programs that provide essential legal services to low-income individuals, such as access to basic needs, protection for domestic violence victims, and assistance for seniors facing fraud. Eligible organizations must be tax-exempt under Section 501(c)(3) and serve Illinois residents, ensuring services are free or on a sliding scale based on income.

In Youth We Trust, a youth philanthropy program by the Community Foundation of Northern Illinois, offers grants up to $40,000 for community projects focusing on youth mental health. Nonprofit organizations can apply for funding to support initiatives that empower youth, address community issues, and foster practical implementation plans. With awards up to $5,000, this initiative aims to make a significant impact on local youth in Boone, Ogle, Stephenson, and Winnebago counties.

The Kjellstrom Family Foundation, established in 2004, offers challenge grants and capacity building grants to support local charities in Northern Illinois. With an annual contribution of over $600,000, the foundation focuses on youth, arts, and community services. Grants range from $25,000 to $50,000, depending on the type of funding. KFF prioritizes organizations in Winnebago County and emphasizes partnerships that enhance operational efficiency and governance.

The Lumpkin Family Foundation

The Lumpkin Family Foundation is a private, family foundation created in 1953 from the estate of Besse A. Lumpkin of Mattoon, Illinois.

We are a multi-generational organization whose programs reflect the collective aspirations of a diverse family living in communities across the country. We make grants and conduct programs that support people working together to build healthy, sustainable communities in East Central Illinois and beyond. After 70 years, members of the Lumpkin family continue to support the Foundation’s work, serving alongside members of the larger community on committees and the Board of Trustees.

Our Geographic Focus

Our grantmaking is deeply rooted in East Central Illinois, the original service area of Illinois Consolidated Telephone (ICTC), the company founded by the Lumpkin family in 1894. We also support organizations in Chicago and national organizations whose efforts align with our core focus on promoting health and wellness through sustainable food systems, mental health initiatives, and regenerative agriculture.

Land, Health, Community - Chicago Program

Grant Overview

The Land, Health, Community-Chicago (LHC-C) program has recently expanded its focus areas to reflect our commitment, as a Foundation, to supporting holistically healthy communities in the Chicagoland area. We believe that a community’s health is rooted in its ability to access and obtain life sustaining resources for all its residents without undue burden, systemic barriers, and inequitable opportunity. The Land, Health, Community-Chicago Program has one grant cycle in the fall.

Program Focus

We look to fund projects and organizations that support the following:

• Our communities are physically active, values healthy eating, and prioritizes overall wellbeing.
• All communities can thrive. Communities that have faced and continue to face inequitable and unjust policies, laws and practices will be equipped with the resources needed to realize their full potential.

Funding Priorities

• Opportunities for children in/out of school to engage physically with and to learn about the natural world, to eat well, and to care for the planet.
•  A community and/or multigenerational approach to addressing the mental health and wellness of youth.
• Efforts to increase access to healthy and sustainably produced food.
• Grassroots and community led initiatives centered on the pursuit of food justice.

The Land, Health, Community Grant Program: Chicagoland, administered by The Lumpkin Family Foundation, focuses on fostering healthy communities through funding for innovative, collaborative projects. Grants of up to $10,000 are available for organizations that aim to address systemic inequalities and promote health and wellness. This program seeks initiatives that enhance access to nutritious food, support mental health, and engage communities in sustainable practices, ultimately striving to create vibrant, equitable neighborhoods in the Chicagoland area.

The Illinois Department of Public Health (IDPH) is launching a funding opportunity aimed at enhancing blood pressure control through community-clinical linkages. This initiative focuses on building partnerships with community organizations to address social service needs, improve health outcomes, and reduce disparities in cardiovascular health. Targeting populations at highest risk of hypertension, the program seeks to foster multidisciplinary collaborations that facilitate access to vital resources and support for better health management.

The Community Facilities Grant Program in Illinois offers financial assistance to develop essential community facilities in rural areas, such as healthcare, public safety, and educational services. Eligible applicants include public bodies and non-profit organizations serving communities with populations under 20,000. Funding can cover construction, equipment, and project expenses. Grants are awarded based on community income levels, with varying percentages of project costs covered depending on the population size and income criteria.

The Illinois Nita M. Lowey 21st Century Community Learning Centers (CCLC) program aims to enhance educational opportunities for students in high-poverty areas. It focuses on academic enrichment and offers various services including tutoring, youth development, and family engagement. Funded by the Illinois State Board of Education, the program supports partnerships to ensure equitable access to educational resources, with awards ranging from $50,000 to $600,000 to eligible entities serving low-income students and their families.

The Dual Enrolled Students Academic Pathways program, initiated by the Illinois Community College Board, aims to enhance educational outcomes for Illinois students, particularly first-generation and low-income students. By implementing a comprehensive support program across community colleges and K-12 districts, the initiative seeks to align educational programming with labor market demands, ensuring students receive vital support during their transition from high school to college. This collaborative effort is designed to boost dual credit and enrollment outcomes statewide.

The Policy Campaign Grants by the Deaconess Foundation empower organizations to drive systemic change through policy advocacy and grassroots efforts. With funding up to $100,000, these grants aim to support urgent campaigns that enhance voter engagement and community organizing. By strengthening local movements, the foundation seeks to address racial and structural inequities in Eastern Missouri and Southern Illinois, fostering a path towards liberation and community well-being.

The IH: Project Grants - Multiplier by Illinois Humanities support nonprofit organizations in Illinois that foster collaboration through humanities projects. These grants, up to $10,000, prioritize initiatives engaging under-served communities and exploring overlooked histories. Successful applicants will work closely with partners and should focus on enhancing civic engagement through public humanities. The program encourages innovative approaches to discussions surrounding community issues, aiming to make the humanities accessible and relevant to all.

The Vision Grants by Illinois Humanities support nonprofit organizations in Illinois, focusing on planning, evaluation, and DEI initiatives. These grants aim to foster community engagement through workshops, research, and interactive programming. Organizations with an annual budget of $1 million or less are prioritized, and funds can be used for training and collaboration efforts. The initiative emphasizes equitable growth and aims to strengthen organizations' capacities to serve diverse communities.

The Communityworks Grant Competition, run by the Community Foundation of Kankakee River Valley, aims to enhance community welfare through targeted funding. Focus areas include Early Childhood Education, Land Use & Protection, and Workforce Development. Grants are awarded to nonprofit organizations in Kankakee and Iroquois Counties, emphasizing initiatives that address unmet community needs. By fostering collaboration and innovative solutions, the Foundation seeks to ensure sustainable improvements in quality of life for local residents.

The Impaired Driving Prevention Program in Illinois aims to enhance roadway safety by addressing alcohol and drug-related impaired driving. With a funding amount of $8,000,000, the program focuses on raising public awareness, implementing prevention strategies, and providing resources to law enforcement. It encourages community involvement and educational initiatives to reduce traffic fatalities and promote responsible behaviors. The program supports various eligible applicants, including local governments and nonprofits, to foster a collaborative approach to combating impaired driving.

The Chicago Commitment: Culture, Equity, and the Arts Grant aims to foster racial equity and inclusivity in Chicago by investing in diverse organizations that utilize arts and culture as a means of community engagement. This program provides flexible funding to support organizations with operating budgets over $1 million, enabling them to explore new ideas and maintain stability. The grant prioritizes projects that reflect the unique voices of Chicago's communities and address systemic barriers faced by marginalized groups.

The New Leaf Illinois Network Grant, funded by the Illinois Equal Justice Foundation, aims to support civil legal aid programs that assist individuals in clearing cannabis convictions. It provides funding for legal services, community outreach, and technical assistance, ensuring equitable access to justice for those impacted by past cannabis-related offenses. Eligible organizations must be tax-exempt and provide free legal representation to low-income clients, focusing on communities disproportionately affected by cannabis laws.

The Illinois Welcoming Center provides essential services to immigrants, refugees, and Limited English Proficient populations. Established by the Illinois Department of Human Services, it focuses on comprehensive case management and community education to enhance service delivery. This one-stop-shop model aims to empower organizations and uplift communities striving for economic independence and self-sufficiency. With a commitment to capacity building, the program addresses the unique challenges faced by these groups, ensuring they receive the support they need.

The Carolyn Adams Ticket for the Cure Community Outreach Grant aims to enhance breast cancer awareness and education through outreach programs in Illinois. Funded by the Illinois Department of Public Health, this initiative supports organizations conducting activities to promote equity in breast cancer outcomes, focusing on underserved populations. Key goals include increasing knowledge about breast health and facilitating access to screening and support services, ultimately improving health outcomes for women and men affected by breast cancer.

The Special Programs for the Aging grant provides funding to enhance the quality of life for older adults in Illinois. Administered by the Illinois Department on Aging, it supports services that promote independence, such as transportation, in-home care, and community services. The program also funds multi-purpose senior centers that offer meals, health screenings, and educational activities, ensuring seniors have access to essential resources and support to remain in their homes and communities.
