The Asia-Pacific region, home to over half the world's population, faces challenges due to its development goals, which strain natural resources, communities, and cultural heritage. These issues are exacerbated by adverse environmental changes. While research has shed light on these problems, it's clear that more challenges lie ahead. The Asia-Pacific Network for Global Change Research (APN) is well-positioned to generate new knowledge and solutions for these evolving global change and sustainability issues by supporting collaborative research and scientific capacity development activities, particularly those aimed at training the next generation of early career professionals.

APN 2025 Call for Proposals: CRRP 

Through the competitive Collaborative Regional Research Programme (CRRP), we promote regional research that has potential to improve our understanding of global change and its implications while contributing to a sound scientific basis for policymaking in areas affected by global change. Under this pillar, APN supports collaborative research that contributes to the evolving science-policy arena, including the UNFCCC Paris Agreement, IPCC, IPBES, post-2015 Sustainable Development Goals, Sendai Framework for Disaster Risk Reduction and the UN Decade of Ocean Science as well as ongoing and new global change and sustainability research programmes.

Activities of interest under the CRRP Programme

APN promotes regional collaborative research that improves understanding of the physical, biological and human dimensions of change in the Earth system and advances actionable science that informs decision-making. APN accepts proposals that engage at least 3 member/approved countries in the region, and prioritise collaboratively designed, actionable research with non-academic stakeholders. Proposals must address one or more of the following activities:

  • Collaborative research on global change and sustainability that particularly addresses GAPS, ANALYSIS, SYNTHESIS and ASSESSMENT work.
  • Collaborative research that develops PATHWAYS and MECHANISMS to achieve sustainable development, and develop adaptation strategies.
  • Collaborative PLACE-BASED INTEGRATIVE RESEARCH, particularly from developing countries.
  • Collaborative research that is CO-DESIGNED to contribute to the Paris Agreeemnt, Sustainable Development Goals, Sendai Framework for Disaster Risk Reduction, Post-2020 Global Biodiversity Framework, UN Decade of Ocean Science (2021-2030), and the accumulation of scientific knowledge at IPCC, IPBES, etc.

Youth 90-Day Emergency Shelter and Low Barrier Case Management Services Provider

As outlined in Solid Foundations DC, the District’s strategic plan to prevent and end youth homelessness, the District is working to expand the continuum of support and services for unaccompanied youth experiencing homelessness. According to the 2026 Point in Time (PIT) count, 333 unaccompanied Transition Aged Youth (TAY) were reported of which 38% of TAY counted identify as LGBTQ+.

The District recognizes that youth ages 18-24 experiencing homelessness need early intervention, access to basic needs, when appropriate reunification with family or diversion services, and at times, connection to housing resources in the homelessness continuum. Under this solicitation, the District will continue its investment in one 90-Day Emergency Shelter (ES) Provider and one Low Barrier Case Management Services (LBCM) Provider.

Prospective Grantees services will include, but are not limited to, coordination with homeless outreach teams, Homeless Shelter Hotline, and youth serving providers to identify youth experiencing homelessness, assessment and case management services to facilitate rapid housing placement, participation in the District’s Youth Coordinated Assessment Housing Placement (Y-CAHP) system, documenting shelter center services in the Homeless Management Information System (HMIS); provision of showers, meals, onsite counseling, as well as mental and physical health services, employment identification and housing location supports, participation in the District’s Interagency Council on Homelessness (ICH) Youth Committee, Continuum of Care (CoC), and DHS sponsored training as appropriate.

The goal of the ES and LBCM is to provide homeless youth with:

  • a safe, inclusive, and accessible space infused with supportive services in a comfortable and respectful environment
  • assessments to facilitate rapid connections and reconnection to housing
  • access to basic needs including showers and meals
  • assistance with obtaining identification documents and income supports
  • physical, mental, and sexual health resources,
  • workforce development activities and connections to employment
  • housing navigation supports (outside of the continuum of care)
  • Through this solicitation, DHS is looking to the following:

    • 90-Day Emergency Shelter: 54 beds
      • 24 beds must be dedicated to LGBTQ+ youth
    • Low Barrier Case Management Services: Provide services for up to 20 youth.
      • 12 male identifying youth
      • 8 female identifying youth

    The Prospective Grantee must demonstrate a youth development approach and cultural competency, language accessibility, and a system for reporting bullying and harassment in accordance with the HSRA (D.C. Official Code § 4-754.21(18)).

    OST Office Grants

    The OST Office is tasked with improving both the quantity and quality of out-of-school time (OST) programs through targeted grant-making for service providers, as well as coordinating OST efforts across OST-affiliated government agencies. The OST Office is the largest OST grantmaking entity in DC.

    The OST Office awards grants to support the quantity of high-quality OST programming for children and youth in DC. OST Office grantees provide programs during the critical hours of 3:00 to 6:00pm during the school year and across the summer months. Grants are awarded in a manner consistent with the OST Commission's Strategic Plan with particular attention to the strategic plan's goals and priorities for serving at-risk and other targeted youth populations, geographic distribution of out-of-school-time programs, and program quality.

    DC Out of School (OST) Time Program

    The Government of the District of Columbia (District) is committed to supporting children and youth in preparing for a bright future. In service of that commitment, the District is seeking to support fiscally responsible nonprofit organizations that have a history of providing children and youth with high-quality out-of-school-time (OST) programming.

    The funds available through this Request for Applications (RFA) will be awarded through the Office of Out of School Time Grants and Youth Outcomes (OST Office), located in the Office of the Deputy Mayor for Education (DME). All grant awards are contingent upon the availability of funds. The OST Office reserves the right to accept or reject any or all applications and is under no obligation to issue a grant award as a result of this RFA.

    Learn24 is the name of the network of nonprofit organizations and District government agencies that supports equitable access to high-quality OST programs for the District’s children and youth.
