About Us
The North Carolina Housing Finance Agency is a self-supporting public agency that provides safe, affordable housing opportunities to enhance the quality of life of North Carolinians. Since its creation by the General Assembly, the Agency has financed nearly 333,400 affordable homes and apartments, totaling $37.4 billion.
The Agency provides financing through the sale of tax-exempt bonds and management of federal tax credit programs, the federal HOME Program, the state and national Housing Trust Funds, and other programs.
NC Urgent Repair Program
The North Carolina Housing Finance Agency (the Agency) proposes to make funds available for the 2026–2027 Urgent Repair Program (URP27). Program funding enables recipient organizations to provide deferred, forgiven loans of up to $15,000 for emergency home repairs and modifications to very low-income owner-occupied homes. Eligible households are those with one or more full-time household members with special needs (e.g., elderly, disabled and/or veteran full-time household members or a child six years of age or under living in the home with lead hazards). Household incomes cannot exceed 50% of area median income.
The maximum funding amount is $330,000 for projects serving two or more counties in their entirety, and $165,000 for projects serving a single county. The minimum funding allocation is $99,000.

NC Supportive Housing Development Program (SHDP)
The North Carolina Housing Finance Agency offers several programs to help nonprofit organizations and local government entities build and rehabilitate emergency, transitional, and permanent housing for people who are experiencing homelessness or at imminent risk of homelessness, have disabilities or other special needs.
The Supportive Housing Development Program (SHDP) aims to increase the supply of emergency, transitional and permanent supportive housing for special populations and low-income households.
Supportive Housing Development Program-Veterans (SHDP-Veterans)
New for the 2026 cycle, SHDP-Veterans financing is available for acquisition, rehabilitation, and/or new construction of emergency, transitional, or permanent housing serving veterans who are homeless or imminently at risk of homelessness.
The housing must serve households who earn below 50% of area median income. Rent and utilities cannot exceed 30% of the gross household income.
