The Homelessness Resolution Program (HRP), previously known as Emergency Solutions Grants (ESG), is administered by the Colorado Department of Local Affairs. This program aims to prevent homelessness and assist individuals and families at risk of homelessness by providing essential resources and support. HRP enhances access to housing, operates low-barrier emergency shelters, and offers vital social services to those in need, ultimately striving to connect participants with permanent housing solutions.

About the Program

Thank you for your interest in the OIM Grant Program. We are proud to have been able to offer four rounds of grants for the TDM portfolio and two rounds of grants from the Electrification and Connected Vehicle portfolios since 2021. These grants have resulted in many successful projects. In recent months, OIM staff have been working to further quantify benefits from these initial efforts and continue to analyze and refine our offerings so that the OIM grants can contribute to our mission of reducing emissions and congestion through traditional and emerging technologies.

Transportation Management Organization Seed Funding Grant Rolling Applications 

Background

Transportation Demand Management (TDM) - defined broadly as strategies that maximize travelers’ choices and, in doing so, allow them to make more efficient use of existing transportation infrastructure - is an increasingly crucial tool in meeting CDOT’s commitment to provide the best multi-modal transportation system for Colorado that most effectively and safely moves people, goods, and information and the ambitious goals for tackling climate change outlined in House Bill 19-1261 Climate Action Plan to Reduce Pollution.

However, while there are strong, existing examples of successful TDM programming in Colorado, many areas and groups across the state have not been well-served by traditional TDM efforts.

The Transportation Management Organization (TMO) Seed Funding Grant was developed by the Colorado Department of Transportation (CDOT) to establish new transportation management organizations (TMOs) in currently un-represented areas of the state, and to add new perspectives to the TDM conversation that have the potential to increase TDM success in non-urban areas.

Program Goals

• Foster the creation of innovative solutions and technologies that reduce single occupancy vehicle trips and encourage the use of alternative modes of transportation.
• Support the creation of financially sustainable TMOs that enhance the capacities and efficiencies of their local and regional transportation networks and support stakeholders in voluntary efforts to reduce trips, emissions, and travel impacts.
• Support economic development by normalizing and encouraging telecommuting as a best work practice for employers.
• Provide safe access to economic opportunities and mobility for people of all ages, incomes, and abilities, including vulnerable users.
• Reduce greenhouse gas and criteria pollutant emissions by reducing vehicle miles traveled by personal vehicles.

The Non-Motorized Trails Grant Program, managed by Colorado Parks & Wildlife, supports projects that enhance outdoor recreation through planning, construction, and maintenance of trails. Funded by Great Outdoors Colorado and the Federal Recreational Trails Program, eligible applicants include local, county, federal, and tribal agencies, as well as 501(c)(3) organizations. Projects aim to protect wildlife and cultural resources while promoting sustainable recreational opportunities for all.

El Pomar Foundation offers competitive grants on a rolling basis, reviewed four to six times a year by Trustees. Funding is available for a variety of focus areas including arts, education, health, and community initiatives. Eligible organizations must be active 501(c)(3) nonprofits operating in Colorado. Applications for capital support are capped at $100,000. Note that funded applicants must wait three years to reapply, while declined applicants must wait one year.

The Corporate Giving Program by the Franklin P. and Arthur W. Perdue Foundation focuses on supporting nonprofit organizations within specific states. They prioritize initiatives that enhance community welfare, especially in agriculture, education, health, and environmental sustainability. Organizations must have 501(c)(3) status to apply, and preference is given to those involving Perdue associates. Ineligible requests include those from religious, political, or individual-focused groups. This program emphasizes broad community benefits over organizational affiliations.

The Donor Alliance Foundation Grant aims to enhance access to organ and tissue donation resources in Colorado and Wyoming. With an annual allocation of $225,000, this initiative focuses on providing educational support, family assistance, and research funding. The Foundation seeks projects that are inclusive and innovative, ensuring equitable access for vulnerable populations, including living donors and their families. Applications are encouraged from nonprofit organizations that align with these goals and have a proven impact on the community.

The Nonpoint Source Program (NPS Program) Grant from the Colorado Department of Public Health and Environment (CDPHE) funds projects aimed at restoring and protecting waterbodies from nonpoint source pollution. This competitive grant opportunity invites submissions for funding under the EPA Clean Water Act Section 319(h). Applicants must enter into cost reimbursement contracts with the State for selected projects, guided by the 2022 Nonpoint Source Management Plan.

The Carbon Offset Projects Grant, offered by the Colorado Carbon Fund, aims to reduce carbon emissions through local projects in Colorado. The fund supports initiatives registered with verified carbon standards and prioritizes projects like soil carbon sequestration and methane capture. By fostering collaboration among local businesses and communities, the grant helps ensure sustainable practices that contribute to climate change mitigation while keeping capital within the state.

The Colorado Specialty Crop Block Grant Program, authorized by the Agriculture Improvement Act of 2018, aims to enhance the competitiveness of specialty crop growers. It supports state agriculture departments in marketing, promoting, and conducting research on fruits, vegetables, and other horticultural crops. The program addresses challenges faced by producers and expands access to specialty crops, ensuring a robust agricultural landscape in Colorado.

The Off-Highway Vehicle (OHV) Program, administered by Colorado Parks and Wildlife, aims to enhance motorized recreation in Colorado. Funded through OHV registrations and Recreational Trails Program resources, it promotes responsible OHV use on public lands. Eligible applicants include local, state, and federal agencies, as well as nonprofit organizations. The program focuses on projects that align with state regulations, ensuring sustainable use of off-highway vehicles while fostering community engagement and environmental stewardship.

Grants can provide up to $250,000 to eligible applicants, including government agencies and non-profit organizations. The Habitat Partnership Program (HPP) aims to mitigate wildlife conflicts, particularly with big game species in Colorado. It supports agricultural operators by enhancing migratory corridors and promoting private land conservation. Funded by a portion of hunting license revenues, HPP requires matching contributions for projects. Eligible applicants include agencies and individuals, while prioritizing collaborations. Projects can involve fence improvements, habitat enhancements, water development, and emergency conflict response, all focused on effective wildlife management and conservation efforts.

The Colorado Wildlife Habitat Program (CWHP) provides funding to landowners for the protection of vital wildlife habitats and public recreational access. Supported by the Habitat Stamp and Great Outdoors Colorado, this program has significantly improved habitat conservation efforts. Colorado Parks and Wildlife appreciates the contributions of hunters and anglers in maintaining this essential initiative, which aims to enhance the state's natural resources and wildlife populations.

The Projects Bill Grants, authorized by the Colorado Water Conservation Board, address statewide water supply needs through investments ranging from $1 to $10 million. Eligible projects include water management, habitat conservation, and feasibility studies. These grants require matching funds and are aimed at significant regional impacts. Projects must demonstrate a clear need and can be proposed by any public or private entity capable of contracting with the state. Ineligible projects include those that can be completed without state funding.

The Fish and Wildlife Resources Fund Grant Program, administered by the Colorado Water Conservation Board, aims to support existing water supply facilities while ensuring the protection of Colorado's fish and wildlife. Grants can be utilized for water rights acquisition, river restoration projects, and a combination of both, enhancing environmental sustainability. The Statewide Water Supply Reserve Fund Grants, offered by the Colorado Department of Natural Resources, aim to assist Colorado water users in addressing critical water supply challenges. These grants support various activities, including technical assistance, feasibility studies, and infrastructure projects. Eligible applicants include governmental and private entities, provided they meet specific criteria. This funding initiative encourages sustainable water management and innovation in line with the Colorado Water Plan.

The Basin Water Supply Reserve Fund Grants offer financial support to Colorado water users for addressing critical water supply challenges. Eligible entities, including governmental and private organizations, can apply for grants to cover activities such as technical assistance, feasibility studies, and infrastructure projects. Prior approval from a basin roundtable is required before submitting an application. This program aims to promote sustainable water management and align with the goals of the Colorado Water Plan.

The Noxious Weed Management Fund Grant, offered by the Colorado Department of Agriculture, aims to support the eradication and containment of state-listed noxious weeds. This grant provides vital financial resources to cooperatively manage these invasive species, ensuring measurable outcomes across Colorado. It particularly focuses on assisting newly established weed management programs in regions that require additional support, fostering sustainable agricultural practices and protecting native ecosystems.

The Connecting Joy Grant, provided by the Joy in Childhood Foundation, aims to enhance the hospital experience for children battling illness through engaging gaming programs. This initiative supports children's hospitals and nonprofits by funding equipment, staffing, and connectivity, ensuring children can enjoy gaming at their bedside. With grants ranging from $25,000 to $150,000, the program focuses on offering joy and distraction, helping young patients cope with their hospital stays while facilitating connections with peers.

The Dunkin’ Prom Grant, provided by the Joy in Childhood Foundation, aims to bring joy to teenage patients unable to attend their own prom due to illness. By funding hospitals to host prom-like events, the program ensures these patients experience this significant milestone. Grants typically range from $20,000 to $50,000, supporting the creation of memorable events with themes, food, entertainment, and formal wear for the teens, making a positive impact in their lives.

The Dunkin' Joyful Spaces Grant supports children's hospitals and community health centers in creating joyful environments for pediatric patients. Launched in 2022, this initiative helps fund play areas, healing gardens, and other kid-friendly spaces, enhancing the hospital experience. Grants typically range from $25,000 to $65,000 annually, with a maximum of $150,000 over three years. This opportunity encourages creativity in designing spaces that provide comfort and joy to children and their families during hospital stays.

The Dogs for Joy Grant, funded by the Joy in Childhood Foundation, supports the integration of trained facility dogs in pediatric hospitals. These dogs provide emotional support, help children cope with medical procedures, and enhance overall well-being. The program aims to increase the presence of in-residence dogs, as research highlights their positive impact on reducing anxiety and improving patient outcomes. Grants typically cover multi-year funding, promoting innovative animal-assisted therapy approaches in healthcare settings.

Education Forward Arizona, in partnership with Freeport-McMoRan, is launching a scholarship program aimed at providing education and training in critical technical fields. The initiative targets recent high school graduates and adult learners, starting recruitment for Fall 2025. Participants will gain skills for rewarding careers in mining, essential for the energy transition. Eligible candidates should be 18 or older, willing to enroll in community college programs, and participate in internships, ensuring a pathway to employment with Freeport-McMoRan.

The Rural Initiative Grant Program by the Laura Jane Musser Fund aims to foster collaboration among rural communities in areas like economic development and education. Emphasizing community involvement, it encourages diverse participation and measurable outcomes within 18 months. Grants of up to $25,000 for implementation or $5,000 for planning are available, targeting nonprofit organizations and local governments in select states. This initiative seeks to empower communities to achieve positive change through active engagement and support.

The CDPHE EMS and Trauma Funding program for fiscal year 2026 aims to allocate approximately $6.1 million to enhance Colorado's emergency medical and trauma services. This funding is intended for organizations providing EMS and trauma services, including ambulance and first response agencies. Awardees must match 50% of project costs and can receive reimbursement for eligible expenses, ensuring effective utilization of resources to improve public health and safety.

The Colorado Garden Foundation offers a Full Ride Scholarship for incoming freshmen from Colorado attending a publicly funded college or university. This four-year scholarship covers tuition, fees, room and board, and necessary books. Recipients also receive a laptop and printer. Eligible fields of study include Agriculture Business, Horticulture, and Botany, among others. Applicants must maintain a GPA of 2.50 and be Colorado residents. This program aims to support students pursuing careers in agriculture and horticulture.

The CGF Major Grant Program offers annual funding of up to $75,000 to support horticulture-related projects by nonprofit and governmental agencies in Colorado. Past recipients include notable organizations like the Denver Botanic Gardens and Craig Hospital Therapy Garden. This grant focuses on capital and matching grants, while also considering other relevant programs. It aims to foster community engagement and enhance the impact of horticultural initiatives across the state.
