The IDHS/DBHR through this Notice of Funding Opportunity (NOFO) is seeking providers to provide prevention and outreach services to individuals and the general community around gambling disorder. Applicants with gambling disorder experience are preferred though all applicants will be considered. Applicants may apply for innovative outreach and/or prevention services including school-based prevention curriculums identified by IDHS/DBHR. In SFY27, the Department anticipates the availability of approximately $3,500,000 in total funding for applicant and any subgrantees. The grant period will begin July 1, 2026, and will end on June 30, 2027, with the option to renew for an additional two full years, if funding is available. The release of this NOFO does not obligate the Illinois Department of Human Services to make an award. Services may not be provided until a contract is fully executed by the Department.

• IDHS is working to counteract systemic racism and inequity, and to prioritize and maximize diversity throughout its service provision process. This work involves addressing existing institutionalized inequities, aiming to create transformation, and operationalizing equity and racial justice. It also focuses on the creation of a culture of inclusivity for all regardless of race, gender, religion, sexual orientation, or ability.
• The IDHS/DBHR is seeking organizations with a history coordinating gambling disorder engagement and screening events though new organizations will be considered.

The goals, objectives and deliverables of this program are:

• The award will contribute to achieving the program's goals and objectives by ensuring the statewide provision of services that accomplish the deliverables noted below. Services will be designed to support and inform individuals with potential gambling problems, their friends/family members, and the general community.
• Organizations will provide for the production and publication, in electronic and other formats, of gambling prevention, recognition, treatment, and recovery literature and other public education methods.

The 230 Outpatient Fitness Restoration Grant provides essential outpatient mental health services and fitness education for non-dangerous defendants adjudicated unfit to stand trial. This program focuses on community-based fitness restoration, which includes psychiatric and substance abuse treatment, aimed at reducing the number of individuals on waiting lists for inpatient services. With approximately 16 grants anticipated, the initiative supports both adults and juveniles, ensuring timely access to necessary treatments while upholding fairness and ethical standards in the judicial process.

The CRSS Success Program, managed by the Illinois Department of Human Services, aims to enhance the behavioral health workforce by providing comprehensive recovery support training and practical experience for individuals seeking Certified Recovery Support Specialist (CRSS) or Certified Peer Recovery Specialist (CPRS) credentials. This initiative addresses systemic inequities while promoting inclusivity across diverse demographics, ensuring that those with lived experiences in mental health and substance use recovery have the support needed to succeed in their roles.

The Illinois Department of Human Services has launched a new funding opportunity to enhance access to telehealth services in underserved communities. This initiative aims to support individuals with opioid use disorder and related substance use disorders by establishing comprehensive telehealth systems. Key activities include developing technology infrastructure, acquiring necessary equipment, and providing training for telehealth providers. This program prioritizes communities disproportionately affected by the opioid crisis, ensuring essential health services reach those in need.

The Living Room Program

The Living Room Program (LRP) is for individuals in need of a crisis respite program with services and supports designed to break the cycle of psychiatric hospitalization. The LRP provides a safe, inviting, home-like atmosphere where individuals can calmly process the crisis event, as well as learn and apply wellness strategies which may prevent future crisis events. The LRP is staffed by Peer Recovery Support Specialists and is based on a philosophy that crises are an opportunity for learning. Peer Recovery Support Specialists are individuals with their own Lived Expertise in recovery from mental illness or co-occurring mental illness and substance use.

Individuals experiencing behavioral health crises may self-refer, or may be referred by police, fire, emergency departments or other organizations with which an individual experiencing such a crisis may come into contact. The LRP emphasizes the voluntary nature of its services, ensuring that individuals, including those in contact with outside referring entities during a crisis, cannot be compelled to participate in the program. Participation in the LRP will be voluntary and based on the individual's choice, allowing individuals the autonomy to choose the level of involvement that aligns with their preferences and needs.

The Illinois Racing Board Charity Grant provides essential Wellness Services to individuals working or residing at Illinois' pari-mutuel race tracks. With over $26 million allocated over 30 years, the program ensures access to medical, dental, and counseling services. For 2024, approximately $767,193 is available for grants, supporting non-profit organizations that can demonstrate a commitment to the well-being of backstretch residents. Eligible applicants must meet specific requirements, including prior IRS approval and a solid project plan.
