Illinois Criminal Justice Information Authority
Created in 1983, the Illinois Criminal Justice Information Authority (ICJIA) is a state agency dedicated to improving the administration of criminal justice. ICJIA brings together key leaders from the justice system and the public to identify critical issues faced by the criminal justice system in Illinois and to propose and evaluate policies, programs, and legislation that address those issues. The agency also works to ensure the criminal justice system in Illinois is efficient, effective, and equitable.
In the area of grants administration, ICJIA: 1. Implements and funds criminal justice and violence prevention programs under the Violence Against Women Act (VAWA), Victims of Crime Act (VOCA), Adult Redeploy Illinois (ARI), Restore, Reinvest, Renew (R3) Program, and other state and federal grant programs. 2. Monitors program activity, ensures accountability, and provides technical assistance to grantees.
Institute to Innovate (i2i) Capacity Building and Violence Prevention Grant Program
The Institute to Innovate (i2i) program invests in organizations working to prevent violence and improve public safety throughout Illinois. The program recognizes that effective violence prevention depends on both strong community-based services and the organizational infrastructure needed to support those services. Applicants must select one of the following project pathways:
27-0343-25 Local Agency Impaired Driving Prevention - General
I. INTRODUCTION
The Impaired Driving Prevention Program (IDP) is an initiative of BSPE that promotes the safety and well-being of all people using Illinois’ roadways. This program is preventative in nature by focusing on solutions designed to create awareness and reduction in alcohol and drug-impaired driving through outreach.
II. PROJECT GOAL
To create a coordinated effort to address alcohol and drug-related traffic fatalities and serious injuries through outreach, education, and criminal justice.
III. PREVENTION PROJECTS
The objective of this activity is designed to increase public awareness and knowledge about alcohol and drug-impaired driving, promote safe and healthy behavior among underage and/or adult individuals, and to increase the awareness of the consequences associated with a DUI arrest, other sanctions for impaired driving, or an impaired driving motor vehicle crash.
Public information and prevention education programs should consist of comprehensive, coordinated efforts that are designed to present a clear message that fosters the attitude that driving impaired by alcoholic beverages, cannabis, and/or other impairing drugs or substances is unacceptable, criminal behavior. These messages should be sustained and emphasize existing holiday enforcement campaigns and should also occur throughout the grant year. Additional prevention initiatives include educational programs and activities. These may occur through schools, community groups and/or religious organizations and may include parent education, formalized curricula, coalition development/community involvement, and peer education programs.
The Illinois Department of Transportation’s Bureau of Safety Programs and Engineering (BSPE) is actively working to meet the goal of zero fatalities on Illinois roadways. In order to make this goal a reality, BSPE offers grant opportunities for funding to state and local agencies and qualified organizations. Due to the size, population, and high traffic volume on Illinois roadways, BSPE partners with state and local agencies and qualified organizations to make this goal a reality.
28-0343-01 State Agency Enforcement Program (sTEP)
I. INTRODUCTION
High-visibility enforcement is paramount in the reduction of fatalities and injuries for Illinois road users. Increased enforcement deters unsafe driving behaviors while detecting and sanctioning those in violation of the law.
The Illinois Department of Transportation's (IDOT) Bureau of Safety Programs and Engineering (BSPE) annually provides state law enforcement agencies throughout Illinois with highway safety funding for enforcement activities. These highway safety-funded state law enforcement agencies can focus their enforcement efforts on occupant protection, impaired driving, speed, distracted driving, pedestrian safety, and other traffic-related violations.
II. PROJECT GOAL
Increase high-visibility enforcement on Illinois roadways to prevent fatalities and serious injuries.
III. GRANT PROPOSAL GUIDANCE
This grant program will have a multi-facet statewide enforcement emphasis focusing on interstates, US routes, state routes, and local roadways. The State Agency Enforcement Program (sTEP) will contribute to BSPE’s performance measures and targets. The state law enforcement agencies should partner with local and county enforcement on implementing enforcement during the scheduled enforcement campaigns.
This program focuses on the support of enforcement activities.
Educational, awareness, and/or training programs are more suited in the non-enforcement notice of funding opportunity (NOFO 28-0343-02 State Agency Non-Enforcement Program).
Objective
The intent of the program is to promote Illinois as a travel destination to the international leisure traveler. The International tourism program is important to the State of Illinois' tourism industry to match/leverage local funds with State funds to promote destination drivers, to market and promote attractions and events throughout the State to international travelers to ultimately impact the economic growth of the tourism industry.
The International Tourism Grant Program is important to the State of Illinois' tourism industry to match/leverage local funds with State funds to promote destinations that are of interest to international travelers. The goal of the program is to increase international travel to Illinois by our identified target markets.
Priority funding will be given to those areas with an extensive international product including bookable product with both receptive tour operators and international tour operators. This would include product in tour operator brochures and promotional material. Priority will also be given to those areas with state and national parks, national forests, scenic byways and have sites of historic and cultural significance.

Midwest Asset Management University Program
Operating, maintaining, and preserving affordable housing is complex and requires a specialized set of skills and a deep organizational commitment to asset management. Today, affordable housing providers face a variety of economic, operational, and compliance challenges, including rising operating costs, rental arrears, staffing shortages, and an aging portfolio.
Enterprise is launching its first Asset Management University (AMU) Program in the Midwest (Illinois, Indiana, Wisconsin, Missouri, and/or Minnesota) in March 2026 to support mission-aligned, affordable housing providers in meeting these challenges in their efforts to provide housing stability to residents and preserve the long-term affordability of properties.
The Midwest AMU is a comprehensive, five-month training program that seeks to strengthen the asset and property management capabilities of participating housing providers, improving organizations’ capacity to oversee the financial, physical, and operational health of their housing portfolios.
Midwest Asset Management University Cohort
Enterprise is excited to offer this application for participation in the Asset Management University (AMU) Cohort (the “Cohort”). Up to fifteen (15) eligible organizations will be selected for this Cohort and will receive access to online training offered by the Consortium of Housing and Asset Management (CHAM), peer learning opportunities, and post-training technical assistance.
