Request For Proposals: General Support for Program Evaluation and Related Services

Purpose

Enterprise Community Partners, Inc. (Enterprise) has initiated a Request for Proposals (RFP) process to select one or more qualified consultants who can provide a range of evaluation-related supports to its in-house Impact and Evaluation department on an as-needed basis.

Enterprise seeks to select contractor(s) who can:

• Conduct quantitative data analysis, using primary and secondary data sources
• Conduct qualitative data collection and analysis
• Provide evaluation-related training and technical assistance
• Prepare reports, presentations, white papers, blog posts, landscape analyses, literature reviews, etc., for a wide range of audiences and purposes

RFP proposals may address all service areas or only one or two. Proposals may also address only a subset of capabilities within a particular service. We do not expect that all proposals will address all competencies and capabilities. Enterprise may select individual consultants, and/or small and large firms, to meet the variety of evaluation-related activities for which we may need support. Preference will be given to those consultants who have experience in the housing and community development fields. 

The Rural Communities Opioid Response Program (RCORP) - Community Systems Development aims to enhance behavioral health systems in rural areas by providing funding for the development and expansion of services. This initiative supports the establishment of formalized networks to boost operational and clinical capacity, ensuring effective implementation of evidence-based substance use disorder prevention, treatment, and recovery services tailored to community needs.

The GLCF: NOW Grants provide vital funding to enhance the quality of life in Greater Lafayette, supporting various nonprofit sectors including arts and education. With over $1 million available annually, these discretionary grants are aimed at capital projects that benefit the community. Organizations with 501(c)3 status are eligible to apply. However, requests from individuals, for-profit entities, or projects outside Tippecanoe County are not funded. Apply between January 1 and November 30.

The Greater Lafayette Community Foundation offers grants to non-profit organizations with 501(c)(3) status serving Tippecanoe County and nearby areas. The foundation prioritizes funding for capital items and new or start-up programs that enhance community welfare. Exclusions include endowments, individuals, ongoing operating expenses, and completed projects. The Virginia Urology Center Scholarship Program was established in 1999 to benefit graduating seniors from public and private high schools in communities where Virginia Urology offices are located, including Metropolitan Richmond, the Tri-Cities, Northern Neck, Middle Peninsula and South Hill. The scholarship supports post-secondary study in the fields of science and medicine. Funds awarded will help to cover the costs of tuition, room, board, books and laboratory fees.

The Artist in Business Leadership (ABL) Fellowship supports Native artists in building sustainable art-centered businesses. This yearlong program provides $10,000 in funding along with professional development and networking opportunities. Eligible applicants must be 18 years or older, reside in the U.S., and be enrolled in or have lineage from a federally recognized tribe. The fellowship aims to empower artists to thrive within their communities while honoring their cultural heritage.

The Value Assessment and Health Outcomes Research Postdoctoral Fellowship, funded by the PhRMA Foundation, offers a $60,000 stipend annually for up to two years. This fellowship supports researchers, both U.S. and non-U.S. citizens, engaged in innovative studies aimed at evaluating the effectiveness and value of healthcare interventions. Applicants must be within five years of postdoctoral study and hold a relevant doctoral degree. This opportunity fosters collaboration and patient engagement in health outcomes research.

The National Cancer Institute (NCI) plans to issue a Notice of Funding Opportunity (NOFO) for the Paul Calabresi Career Development Award in Clinical Oncology (K12). This program aims to enhance training for clinician-scientists in cancer research, fostering their career development and collaboration with basic research scientists. Applicants must be members of the National Education Association and can use grant funds for educational materials and experiences. The Health Workforce Research Center (HWRC) aims to enhance understanding of health workforce needs across various levels of governance. Funded by the US HHS: Health Resources & Services Administration (HRSA), this initiative supports vital research that informs decision-makers, ensuring effective resource allocation and workforce planning to meet healthcare demands.

The Northeast Sea Grant Consortium and NOAA’s Northeast Fisheries Science Center invite proposals to explore the interactions between fishing communities and offshore wind development in the U.S. Northeast. This initiative aims to enhance understanding of community resilience and economies, while fostering collaborative research that informs decision-making. Proposals should utilize qualitative and quantitative methods and involve at least one Co-PI from the six states of the NESGC, with a requirement for a 25% non-federal match.

The Intellia Therapeutics UNCF Scholarship Program, in partnership with the United Negro College Fund, aims to support students pursuing careers in life sciences. Fellowship in Anthropology and Black Experiences

General

This writing fellowship expands anthropological conversations and builds capacity in anthropology, both as a career and a field of study, by amplifying perspectives previously underrepresented in the discipline. The Fellowship in Anthropology and Black Experiences supports individuals whose research draws on Black studies, critical race studies, diasporic Africana studies, the vernacular insights of communities of color, and other sources of inspiration growing out of global Black experiences, to advance new lines of scholarship in any of anthropology’s subfields. We hope to attract applicants working in diverse areas, including but not limited to Black communities.

Applicants should show how the Fellowship would enable them to succeed at a critical juncture in their career, alter their trajectory in the field, and enable them to reach new networks and audiences within and beyond anthropology. 

As part of the 9-month fellowship, the Fellow will join a cohort of awardees and benefit from workshops and mentoring events designed to help them amplify their writing project’s impact within the public sphere.

Award Money

Fellows receive a stipend of $80,000 over 9 months. You are welcome to request the funds be paid directly to you or through an affiliated institution.

JustJane Art Scholarship Fund for Women

Truly unique humans like Jane Marie Ewing do not populate the universe very often, and the JustJane Art Scholarship for Women was created to honor her remarkable spirit.

Jane was an artist at heart, finding joy in countless creative pursuits – whether baking delectable treats, capturing life’s beauty through photography, or expressing her imagination in fashion and digital illustration. Her zest for life was infectious, often bringing laughter through her playful “Jane Pranks”, which will forever live in the hearts of family and friends. Jane shared an inseparable bond with Kyle, each the center of the other’s universe. Tragically, Jane was taken from this world unexpectedly in 2025.

Her vibrant artistic soul touched every aspect of her life – from painting and interior design to crafting costumes for parties and pranks. Though her passion for art wasn’t fully nurtured early on, once she embraced it later in life, creativity flowed freely, illuminating the lives of everyone around her. Jane saw beauty everywhere, and her art became a reflection of that vision.

This scholarship carries forward Jane’s legacy, helping future generations cultivate their own artistic passions. It is a reminder to future generations that art has the power to transform lives.

The John M. O'Quinn Foundation Grant, established in 1986, has contributed over $192 million to various charitable activities, focusing primarily on Houston and its surrounding areas. The Foundation supports tax-exempt organizations and governmental units, emphasizing conservation, education, healthcare, and programs for underprivileged youth. Grants are not available for type III supporting organizations, individuals, or foreign charities, ensuring a targeted impact within the local community.

The ACS Congressional Fellowship Program offers trained scientists the chance to engage in the policy-making process, providing critical information to lawmakers on science-related issues. Each year, two fellows are placed in the offices of Senators, Representatives, or Committees, with the aim of educating them on how science policy is formed. This scholarship supports high school seniors who self-identify as Hispanic/Latino decent and is a U.S. citizen, permanent legal resident or be an individual granted deferred action status under the Deferred Action for Childhood Arrivals Program. Eligible applicants must plan to study Engineering, Computer Science, Computer Information Systems, Business Administration, Finance or Marketing at an accredited two- or four-year college, university, or vocational school. This scholarship is a $5,000 award with up to five (5) scholarships granted.

The CHIPS Research and Development Office (CRDO) Broad Agency Announcement (BAA) invites proposals for research and commercial solutions that advance microelectronics technology in the U.S. This initiative is crucial for maintaining U.S. leadership in critical and emerging technologies. Proposals must include a White Paper, with submissions accepted at any time via grants.gov. NIST aims to collaborate with industry to enhance U.S. manufacturing and technological capacity, ensuring national security and economic prosperity.

The Warren County Community Foundation offers grants of $2,500 or less to support community-focused projects in Warren County, Indiana. Eligible applicants include nonprofit organizations and civic groups. Grant proposals are reviewed monthly, with emphasis on education, human services, recreation, and more. Projects must address significant community needs and utilize local resources. This initiative aims to foster impactful improvements and innovation within the community, while ensuring inclusivity and feasibility.

This scholarship supports high school seniors who self-identify as Black or African American and plan to study in Engineering, Computer Science, Computer Information Systems, Business Administration, Finance, or Marketing at an accredited four-year college or university. This scholarship varies from $2,500 to $5,000 with up to 50 awards granted.

August Corso Scholarship Fund

Scholarships shall be awarded to residents of Erie County, Ohio pursuing a post-secondary education. Preference shall be given to students pursuing a degree in Horticulture, Environmental Science or Agricultural Business. Financial need is a consideration for the scholarship award.

Scholarships are available for students planning to attend an accredited nonprofit college or university, or planning to receive licensure, accreditation, or a certificate from a nonprofit vocational or apprenticeship program in the United States.

The scholarship may be renewed for a second, third, and fourth year.

The Ardelle and Theresa Glaze Foundation Grants support nonprofits that align with five key focus areas: The Arts, Community Empowerment, Conservation, Education, and Urban Design. The foundation seeks to partner with organizations that improve education, strengthen communities, promote the arts, and advocate for environmental stewardship. Grants are available exclusively to 501(c)(3) organizations, and unsolicited proposals are not accepted. The foundation emphasizes measurable outcomes and strong leadership in the nonprofits it supports.
