Reuse, Reduce, Reimagine, Materials Management Grants Program

Following a successful relaunch in 2024, Oregon DEQ's Materials Management program is now accepting applications for the 2026 Reduce, Reuse, Reimage Grant Program cycle. Up to $2 million are available for eligible applicants. The first step of the solicitation period is a simple pre-application. Following an eligibility screen, the most competitive projects will be invited to submit a main application. We are seeking applicants from all across Oregon state and strongly encourage projects that address inequities in BIPOC, rural, and underrepresented communities to apply.

To align with DEQ's 2050 Vision and Framework for Action, the Reduce, Reuse, Reimagine Grant Program previously adopted a dedicated funding priority for each grant cycle. The 2026 grant cycle will have up to $2 million available to disburse across eligible projects.

The 2026 annual funding area is: Built for Well-Being: Reducing Exposure to Toxic Substances in Building Materials    

Many building materials — such as carpet, paint, furniture, insulation, and contract textiles —contain toxic chemicals that are harmful to people and to the environment. The 2026 grant cycle will fund projects that help reduce exposure to these toxic chemicals. A helpful framework for identifying chemicals of concern is the Six Classes approach (more info below). Projects can focus on other chemicals and methods of reducing exposure to toxics in building materials with compelling rationale.

The Paul Calabresi Career Development Award for Clinical Oncology aims to enhance the training of clinician-scientists in clinical and translational cancer research. This funding opportunity encourages the career growth of researchers but does not permit Scholars to lead independent clinical trials. Instead, it allows participation in clinical trials under the mentorship of an experienced researcher, fostering a collaborative approach to cancer research.

The Partnership Agreement Grants for FY 2027, offered by the National Endowment for the Arts (NEA), support state and regional arts agencies in enhancing community arts accessibility. These grants leverage federal funding to attract significantly more state contributions, fostering a robust federal-state partnership. Each state arts agency develops a tailored arts plan, ensuring that local priorities and goals are effectively addressed. This collaborative approach amplifies the impact of federal arts funding across the nation.

The HEAL Initiative aims to combat the opioid crisis through action-oriented research that enhances the translation of addiction epidemiology, prevention, treatment, and recovery services into practice. It prioritizes scalable, evidence-based approaches targeting various levels, including individual and community. The initiative supports a range of methods for research deployment, emphasizing collaboration between researchers and decision-makers to improve outcomes for those affected by addiction and related chronic pain.

The Air Force Office of Scientific Research (AFOSR) orchestrates the basic research program for the Air Force Research Laboratory, aligning with technical guidance and Air Force needs. It promotes collaboration among Air Force, universities, and industry, ensuring that research effectively transitions to support military capabilities. AFOSR's focus encompasses significant areas of research organized under two scientific departments, enhancing national defense and peacekeeping operations.

The Cultural Trust envisions an Oregon that champions and invests in creative expression and cultural exchange, driving innovation and opportunity for all. The mission of the Cultural Trust is to lead Oregon in cultivating, growing and valuing culture as an integral part of communities. We do this by inspiring Oregonians to invest in a permanent fund that provides annual grants to cultural organizations.

The Greater Houston Community Foundation (GHCF) administers a variety of unique scholarship funds that grant over $5.7 million annually to college students. The scholarship funds have been established by thoughtful and generous donors and each has a unique set of eligibility criteria and award structure.

Scholarship Application Info:  

Greater Houston Community Foundation administers over 60 different scholarship programs, each with differing eligibility requirements. Eligibility for some scholarships may be dependent on employment, course of study, high school, or college. 

William A. Brookshire Foundation Scholarship

The William A. Brookshire Foundation Scholarship benefits dependents of S&B Engineers and Constructors employees.

About the Scholarship Award:

Multiple scholarships awarded for the 2026-27 academic year. Award amount varies by college/degree type:

• Bachelor's or Graduate Degree: Up to $15,000
• Associate's Degree: $5,500
• Students may reapply as long as they meet eligibility requirements

What can this scholarship be used for?

The scholarship will be mailed directly to the student's college to be used towards tuition, required academic fees, and/or book expenses.

Are there any requirements I must meet if I am selected as a scholarship recipient?

• Recipients must attend an accredited university, community college, or trade school in the United States.
• Recipients must enroll in the following hours for both the fall and spring semesters (or be enrolled full-time according to your school if it is on a different system) unless in the last semester prior to graduation
  • Minimum of 12 hours per semester for undergraduate students
  • Minimum of 9 hours per semester for graduate students
• Recipients must submit college enrollment information online through GHCF Scholar the summer before the academic year begins. This information is required in order for the scholarship check to be mailed to the student's college. Instructions will be included in the student's award letter.

The Southwest Airlines® Founders Scholarship, administered by the Greater Houston Community Foundation, offers financial support to dependents of Southwest Airlines employees pursuing their first post-secondary degree. Established in 1981, this renewable scholarship awards up to $20,000 over four years, contingent on meeting GPA and enrollment criteria. Eligible applicants must demonstrate community service and maintain a minimum GPA of 3.5. This scholarship underscores the commitment to empowering educated communities.

The Southwest Airlines® Community Scholarship, administered by the Greater Houston Community Foundation, offers ten annual scholarships of up to $20,000 for students pursuing higher education in the airline industry. Eligible applicants must demonstrate a career interest in this field, maintain a minimum GPA of 3.5, and be 24 or younger. This renewable scholarship supports students attending accredited institutions and is specifically for those seeking their first post-secondary degree. Dependents of Southwest Airlines employees are not eligible.

The Sam J. Lucas Jr. Scholarship, administered by the Greater Houston Community Foundation, offers multiple awards of $5,000 for employees and dependents of SCI Shared Resources, LLC. This one-time award is intended for students pursuing higher education in accredited institutions and requires a minimum GPA of 2.5. Recipients must be enrolled in at least 6 credit hours and submit enrollment information to facilitate the scholarship's direct payment to their college.

The Readiness and Recreation Initiative (RARI) by the National Park Service aims to enhance outdoor recreation and support compatible land uses near military installations. This program, funded through the Land and Water Conservation Fund, provides up to 50% of project costs, encouraging collaboration with the Department of War. Projects must involve land acquisition and align with national priorities to ensure public outdoor access in perpetuity, directly benefiting both military and civilian communities.

John A. Knauss Marine (and Great Lakes) Policy Fellowship

The University of Wisconsin Sea Grant College Program is accepting applications from graduate students statewide for the National Sea Grant College Program’s John A. Knauss Marine (and Great Lakes) Policy Fellowship Program. The program, established in 1979, provides a unique educational experience to applicants who have an interest in ocean, coastal and Great Lakes resources and in the national policy decisions affecting those resources. The program matches highly qualified graduate students with “hosts” in the legislative and executive branch of government located in the Washington, D.C. area, for a one year paid internship. Placement opportunities are numerous and very diverse and have typically included offices within Congress, the Executive Office of the President, the National Oceanic and Atmospheric Administration, the National Aeronautics and Space Administration, the U.S. Fish and Wildlife Service, the Environmental Protection Agency, the Federal Emergency Management Agency, the U.S. Navy, and the U.S. Departments of State, Treasury, Transportation, and Energy, in addition to others. Applicants from a variety of backgrounds including natural and social sciences, law, engineering, and communications can be competitive for this fellowship. Fellowships begin June 1, 2027.

The DoW Rare Cancers Concept Award for FY26 promotes groundbreaking ideas in rare cancer research. This award encourages innovative applications that explore novel courses of investigation without requiring preliminary data. Unique to this program is the prohibition against mentioning the Principal Investigator or collaborators in the proposal materials, ensuring an unbiased review process. This funding opportunity aims to advance scientific discovery in the rare cancer domain.

The Tribal Broadband Connectivity Program (TBCP) aims to enhance broadband access and adoption on Tribal lands, supporting initiatives for remote learning, telework, and telehealth. Administered by NTIA, this program provides vital funding to eligible entities under the Consolidated Appropriations Act of 2021 and the Infrastructure Investment and Jobs Act of 2021. This funding is crucial for fostering digital inclusion and improving connectivity in underserved Tribal communities.

The Native Entities Grant Program, initiated by NTIA under the Digital Equity Act of 2021, aims to support Indian Tribes, Alaska Native entities, and Native Hawaiian organizations. This program streamlines funding through a unified application for two significant initiatives: the State Digital Equity Capacity Grant and the Digital Equity Competitive Grant. The DoW Bone Marrow Failure Idea Development Award supports innovative, high-impact research aimed at understanding and curing bone marrow failure diseases. This grant is available to both Established Investigators and Early-Career Investigators, with no preliminary data required for applications. Reviewers assess proposals based on specific criteria tailored to the investigator's career stage. The focus is on achieving interpretable results that contribute significantly to the field.

The 2026 Rare Cancers Research Program Resource and Community Development Award aims to enhance rare cancer research through improved resources and datasets. It addresses critical gaps in research resources, communication strategies, and data sharing infrastructures. Key features include engaging patient advocates throughout the research process and ensuring sustainability of community platforms. This funding opportunity emphasizes community building and the dissemination of findings to benefit scientific and patient communities alike.

The FY26 Joint Warfighter Medical Research Program's Military Medical Research and Development Award aims to fund the continuation of previous Department of War-funded research addressing high-priority medical needs for Service Members and Military Health System beneficiaries. It supports various projects, including late-stage preclinical studies and clinical research. Eligibility requires prior DOD funding, and a Clinical Research Option is available for studies involving human subjects or biological samples.

The FY26 Bone Marrow Failure Research Program's Resource Development Award aims to create a multiomic atlas from human bone marrow failure samples. This resource will be open-access, providing essential data for researchers and clinicians to enhance their understanding of bone marrow failure diseases. A comprehensive Data Resource Sharing Plan is required to ensure timely availability of the developed resource, fostering collaboration within the scientific community.

The DoW Kidney Cancer Early-Career Scholar Award is a unique initiative by the Academy of Kidney Cancer Investigators, established in FY19. It aims to foster innovative kidney cancer research through a mentoring program that pairs early-career scholars with experienced mentors. This program not only enhances research capabilities but also builds a robust network of kidney cancer researchers. By supporting promising scholars, the initiative aspires to advance the field and improve treatment outcomes for kidney cancer patients.

The FY26 Parkinson’s Research Program Investigator-Initiated Research Award supports innovative, multidisciplinary research projects aimed at advancing the understanding and treatment of Parkinson’s disease. The award encourages collaboration among multiple principal investigators, requiring preliminary data and allowing clinical trials to enhance research outcomes. This initiative is vital for fostering impactful discoveries within the four specified focus areas of the program, ultimately improving patient care and management.

The FY 2027 DoN HBCU/MI Program aims to enhance the research capabilities of Historically Black Colleges and Universities and Minority Institutions. This initiative promotes innovative solutions to naval science challenges while engaging students and faculty in STEM fields. Key objectives include strengthening research infrastructure and fostering collaborative efforts across institutions. White papers are due by September 18, 2026, and should clearly outline the proposed advancements in naval-relevant science and technology.
