Louisiana Housing Corporation

The LHC was created in 2011 when the Louisiana Legislature merged the Louisiana Housing Finance Agency with housing programs from other state agencies, including Louisiana’s Office of Community Development. This move centralized Louisiana’s housing programs into one agency to streamline how the state addresses its housing needs, avoids duplication of efforts and improves service to the general public.

The LHC administers federal and state funds through programs designed to advance the development of energy efficient and affordable housing for low and moderate income families, drives housing policy for Louisiana and oversees the state’s Disaster Housing Task Force.

Nonprofit Open Cycle Affordable Housing Program (NOAH)

The LHC offers the Nonprofit Open Cycle Affordable Housing Program (NOAH). Under this program, the LHC distributes HOME Investment Partnership Program Funds (HOME Funds) to experienced nonprofit housing development organizations on an open noncompetitive basis.

Under NOAH, the LHC will receive applications for new small affordable housing development projects from experienced non‐profit housing development organizations on an open window basis. The annual amount of funding will be made available through an announcement made each year when the application window in opened. The announcement of the open window will also include the maximum award that will be available to any single project, developer, nonprofit, etc. The NOAH program will be a non‐competitive program. Applications will be processed and awards made until the funds are exhausted. Projects will be considered on a first come first served basis with “first come” being defined as a complete application inclusive of information necessary for LHC staff to accurately underwrite the project. 

Homeownership Development Funds

Homeownership development funds may be used to pay eligible costs associated with the development of single family homeownership units. The units may be either new construction or acquisition and rehabilitation of existing vacant units. Project must be small in scope (up to six units) and modest by local standards.

The value of the homes produced (appraised value after rehabilitation or new construction) cannot exceed HOME/Housing Trust Fund Sale Price Limit for the year in which the project is originally funded. The homes produced must be sold to an eligible buyer through a fee simple sale within nine months of completion of the construction.

The NPN’s Southern Artists for Social Change Grant offers $75,000 project grants to BIPOC artists and culture bearers in Alabama, Louisiana, and Mississippi, fostering social change through civic practice. This initiative aims to empower communities by supporting collaborations that address local challenges, envision futures centered on racial justice, and enhance artistic practices. Launched in 2020, it has funded 28 transformative projects, promoting equity and justice in the arts across the region.

The Keller Family Foundation Grant aims to enhance the Greater New Orleans community by funding non-profit organizations and government agencies, primarily those focused on education, youth development, and social services. The Foundation prioritizes local initiatives and considers applications from outside the region only with trustee endorsement. It does not fund individual education or religious activities and avoids participation in fundraising events. Overall, it seeks to foster community growth through collaborative efforts.

South Arts Inc. is offering Literary Arts Grants to support writers, independent publishers, and literary organizations focusing on contemporary literature in the Southern U.S. Grants of up to $5,000 will fund projects in poetry, fiction, and other genres. Eligible applicants must be full-time residents of the South Arts region. The initiative aims to amplify the literary traditions of the American South, fostering creativity and community engagement through diverse literary projects.

South Arts, Inc. offers Literary Arts Grants to support Southern independent publishers and small presses with funding up to $5,000. These grants aim to amplify contemporary literary arts and foster community engagement through projects like reading series and festivals. Eligible applicants must be based in the South Arts Region and demonstrate a commitment to advancing literary traditions. This initiative enhances access to the arts and promotes cultural vitality across the Southern states.

The Hurricane Katrina 20th Anniversary Disaster Preparedness Grants, funded by the ASPCA, offer up to $500,000 to enhance disaster preparedness for animals in high-risk coastal areas of Alabama, Mississippi, and Louisiana. Louisiana Department of Wildlife and Fisheries

The Louisiana Department of Wildlife and Fisheries is responsible for managing and protecting Louisiana’s abundant natural resources.

Mission Statement: To manage, conserve, and promote wise utilization of Louisiana’s renewable fish and wildlife resources and their supporting habitats through replenishment, protection, enhancement, research, development, and education for the social and economic benefit of current and future generations; to provide opportunities for knowledge of and use and enjoyment of these resources; and to promote a safe and healthy environment for the users of the resources.

Boating and Fishing Access Program

LDWF provides funding to local governmental entities (subrecipients) for the development and construction, renovation, or improvement of boating and/or fishing access facilities. Eligible projects include:

• Acquiring new land for facilities
• Building new facilities; and
• Acquiring, renovating, or improving existing facilities. 

Facilities include auxiliary structures necessary to ensure safe use of recreational boating access facilities. A broad range of access facilities and associated amenities can qualify for funding; however, they must provide benefits to recreational boaters and/or anglers and cannot restrict access to the general public. 

Funding is provided as a cost reimbursement. The subrecipient is responsible for covering the cost of the project and requesting reimbursement of up to 75% of the total project cost. A local governmental entity can also sponsor a project developed by the private sector if it provides a public benefit to recreational boaters and/or anglers.

Project Requirements

• Projects will not be considered unless the local sponsor provides evidence of land ownership or a lease agreement for the proposed area.
• Subrecipients must adhere to federal regulations outlined in 2 CFR 200, including all procurement requirements. Projects must adhere to Buy America Build America (BABA) regulations.
• Maintenance and land control of funded projects by the subrecipient will be required for 25 years for freshwater projects and 20 years for saltwater projects.
• If a project is selected, the subrecipient is responsible for acquiring a U.S. Army Corps of Engineers (USACE) 404 Permit or clearance, a Louisiana Coastal Use Permit, if applicable, and all other applicable permits.
• Facilities must comply with Barrier-Free Design Regulations as set forth in the Rehabilitation Act as amended in the Americans with Disabilities Act. Design suggestions are provided in the Design Handbook for Recreational Boating and Fishing Facilities published by the States Organization for Boating Access.
• Income generated from the project can only be used for maintenance and operation of the project. The application must address the potential for income generation.
• If land value is used as match or if federal funding will be used to purchase property, an appraisal and review appraisal will be required. The appraisal must meet Yellow Book Standards and must be conducted no more than six months prior to the grant application.

The South Arts State Fellowship offers a $5,000 grant to artists reflecting the rich visual arts culture of the Southern U.S. It aims to support individual artists or collaborative teams creating original works. Each state will select one awardee based on artistic excellence. Applicants must be legal U.S. residents and provide proof of residency. The application deadline is December 10, 2025, and awardees must attend an awards ceremony in summer 2026.

The National Kidney Foundation (NKF) offers the Young Investigator Research Grant to support impactful clinical research on kidney disease. This grant, particularly the Francisco 'Frank' M. Volunteer Fire Assistance Grants

Get funding in rural areas to build firefighting capacity

Volunteer Fire Assistance (VFA) grants are available to assist rural fire departments in Louisiana. These grants:

• Address critical preparedness needs for firefighter safety
• Increase initial attack capability suppression efforts and training
• Protect state and private lands threatened by wildfire.

Definition: A rural volunteer fire department is defined as “an organized, not for profit, fire protection organization that provides service primarily to a community or city with a population of 10,000 or less or to a rural area, as defined by the Secretary of Agriculture, whose firefighting personnel is 80 percent or more volunteer, and that is recognized as a fire department by the laws of the State.” 16 U.S.C. 2106.

Louisiana Volunteer Fire Assistance - Wildland Fire Grant

This is a 50/50 matching fund program meant to assist rural fire departments in building firefighting capacity. Federal funds will pay up to 50% of approved program expenditures, with the local fire department paying at least 50% or more. Cost-share assistance WILL NOT exceed the awarded funds obligated for a qualified department.

The Josh Turner Scholarship Fund for the Arts, established by the Community Foundation of Middle Tennessee, empowers high school seniors from rural areas across ten southern states to pursue careers in music and the arts.
