MaineDOT Bicycle and Pedestrian Program
MaineDOT’s Bicycle and Pedestrian Program Funding was previously known as the Transportation Alternatives (TAP), Transportation Enhancements (TE), Quality Communities (QC), and Safe Routes to School (SRTS) funding programs. It is a federally-funded program to help communities improve safety for pedestrians and bicyclists, and to provide transportation options that relate to surface transportation under the eligible categories outlined under the FAST Act and prioritized by MaineDOT. These priorities include:
The Bicycle and Pedestrian Program principally supports locally-initiated projects that improve the community transportation environment, economic vibrancy, safety for pedestrians and bicyclists, downtown revitalization initiatives and environmental mitigation. There is a required 10% non-federal share required.
Efficiency Maine Trust
The Efficiency Maine Trust (Efficiency Maine) is the independent, quasi-state agency established to plan and implement energy efficiency programs in Maine. Through its suite of nationally recognized programs, Efficiency Maine provides consumer information, marketing support, demonstration pilots, discounts, rebates, loans, and other initiatives to promote high-efficiency equipment and operations that help Maine’s homes, businesses, and institutions reduce their energy costs and lower their greenhouse gas emissions. The result is job growth, better grid reliability, improved energy independence, a stronger local economy, and progress toward meeting the State’s climate change goals. Efficiency Maine is governed by a Board of Trustees with oversight from the Maine Public Utilities Commission.
Commercial and Industrial (C&I) Custom Program
The C&I Custom Program incentivizes tailored energy efficiency and distributed generation projects that require site-specific engineering analyses and/or projects with energy conservation measures that are not otherwise covered by the C&I Prescriptive Program incentives.
Examples of customers who have participated in the C&I Custom Program include hospitals, manufacturers, universities, commercial bakeries, food processors, office complexes, and data centers.
The C&I Custom Program includes: 1) Custom Efficiency Projects; 2) Custom Distributed Generation Projects; 3) Energy Storage System Projects; 4) Compressed Air Leak Surveys; 5) Technical Assistance; 6) School Decarbonization Technical Assistance; 7) Scoping Audits
Energy Storage System Projects
Program Description
The Trust is seeking applications from customers with demand meters to install and dispatch energy storage during ISO-New England peak summer load conditions. The Trust will require participants awarded under this PON to remain active in the program for a minimum of 5-years.
Efficiency Maine’s Energy Storage System (ESS) Program Opportunity Notice (PON) offers performance based incentives for the deployment of energy storage systems during summer peak demand conditions.
All demand metered customers (commercial, nonprofits, institutions and government) are eligible to participate.

Custom Distributed Generation Projects
Program Description
The Trust is seeking applications for DG projects with the principal goal of reducing grid-supplied kilowatt hour (kWh) consumption from businesses that use electricity delivered through Maine’s electrical grid.
Maine businesses, nonprofits, institutions and governments are eligible for funding for distributed generation projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program. Distributed generation projects are behind-the-meter generation projects that reduce the consumption of grid-supplied electricity and meet Efficiency Maine’s cost-benefit analysis.
Combined heat & power (CHP) projects are the most common type of distributed generation project completed through the C&I Custom Program.

Program Description
The Trust is seeking applications for energy efficiency projects with the principal goal of reducing energy use by Maine businesses and institutions through the installation of more efficient equipment.
Maine businesses, nonprofits, institutions and governments are eligible for funding for electrical and thermal energy efficiency projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program.
Eligible projects may include process improvements designed to improve efficiency, heat recovery and custom heat pump systems, HVAC equipment and controls, high efficiency compressed air systems, installation of VFDs on motors, chillers and pump upgrades.

Background
Coefficient Giving is increasing its giving, primarily to prepare for the billions of dollars in new philanthropic capital that may become available in the coming years. Our increased giving in global health and wellbeing is a temporary surge, with two objectives: to smooth funding and pull forward initiatives we expect to be cost-effective, and to help create an ecosystem of regrantors and implementers with the capacity to allocate this new money as cost-effectively as possible. However, we are also open to funds that are thematic and don’t have a quantified goal — for example, a fund organized around a promising type of intervention. Such funds still need to be led by a single, identifiable person who is accountable for the fund’s direction.
Through this request for EOIs, we aim to seed or scale Launchpad Funds that can grow to $100m+ over the next few years. We don’t seek scale for its own sake; it is a proxy for the ambition of the fund, and a signal that the problem is large and tractable enough to justify deploying significantly more capital over time.

Friends of NRA is the National Rifle Association’s premier fundraising program, supporting the future of shooting sports. Since day one, Friends of NRA has been a 100% grassroots effort fueled by a united front to secure the Second Amendment and raise money for the shooting sports.
Committee volunteers are appointed to State Fund Committees to make recommendations for local grant funding in areas such as youth education, women-focused clinics, law enforcement training, hunter safety, range improvement, firearms and marksmanship training and safety. Recognizing the impact American youth has on the future of the shooting sports, State Fund Committees frequently recommend grants for youth programs, allocating the most significant portion of monies to this vital area.

CDBG Public Service Grant Program
The Public Service Grant (PSG) Program addresses community and business resource needs by providing funding for operating expenses, equipment, and program materials for activities which will benefit low/moderate income (LMI) persons.
Project Benefit: Eligible PSG projects must provide benefits to one of the groups of persons listed below and be in support of an identified business or non-profit entity:
Participants in a program where 51% or greater of the persons receiving benefit from PSG activities are determined to be LMI.
Persons who are members of the following groups that are currently presumed by HUD to meet benefit requirements. The presumption may be challenged if there is substantial evidence the group served by the project is most likely not comprised of principally LMI persons;

Maine Department of Agriculture, Conservation and Forestry
Maine Department of Agriculture, Conservation and Forestry (DACF) is Maine's support center for many land-based natural resource interests, including farms and forestry-related businesses, outdoor recreation, and public access to parks and public lands.
We strive to provide excellent customer service, and we facilitate a team approach to land-use planning, conservation efforts, business support, and economic activity. Our agency has a wide range of duties, from promoting and advancing Maine's agricultural resources; protecting and enhancing our vast forestland, which comprises 89% of our state's land base; managing more than 700,000 acres of state parks and public lands; and administering numerous science-based programs focused on resource management, wise land use planning, and conservation, while strengthening the base of scientific research and information for effective decision-making.
WoodsWISE Resilience Program
The Maine Forest Service has a new program to support Maine forestland owners. The WoodsWISE Resilience Program provides financial incentives for eight stewardship practices designed to enhance the resilience of Maine’s forests.
What is Resilience?
Forest resilience measures how well forests adapt and respond to changing conditions. A resilient forest can resist disturbances, such as intense windstorms, or recover after insect outbreaks. While some trees or species may be lost, the forest ecosystem endures.
Information for Landowners
Landowners interested in participating in the program should contact their District Forester for a site visit. To enroll in the program, landowners must work with a Resilience Forester. Find a Resilience Forester to work with in your area.
Information for Foresters
Foresters interested in working with landowners in the program must complete a Resilience Forester training with the Maine Forest Service. This training is required for all foresters who want to participate in currently open program funding, as well as a new funding opportunity opening in November.

Financial Incentives
This is a reimbursement program for landowners. Landowners may request reimbursement for expenses incurred at multiple points throughout the program. Eligible expenses include planning costs, forester time, and practice implementation. Reimbursement is based on Not-to-Exceed rates for each eligible expense.
Underserved Landowners
Underserved landowners, as defined by the US Department of Agriculture, are eligible for an 90% reimbursement rate. All other landowners are eligible for a 60% reimbursement rate. US Department of Agriculture definitions for historically underserved landowners can be found HERE.
