The Infrastructure team has been investing in efforts to build better, faster, and lower-cost infrastructure with a focus on housing, energy, and transportation. For transportation, we are investing in policymaking and research that tackles the inefficiencies that make U.S. transportation infrastructure so difficult and expensive to build. 

Purpose

Transportation policy represents an avenue for improving the systems moving people, goods, and services. The Infrastructure team is seeking proposals evaluating the effectiveness and/or benefits of existing transportation or transportation-adjacent policies on outcomes for communities in the United States.

Eligible Projects and Topic Areas of Interest

This Request for Proposals (RFP) aims to bolster the knowledge base of potentially effective policies, programs, and interventions by funding efforts that align with key AV Infrastructure policy areas.

AV is primarily focused on traditional surface transportation — road and public transit — but is open to proposals in aviation, maritime, passenger and freight rail, trucking, and more.

We seek proposals for: 1) research, expanded data sets, or analysis; 2) administrative or legislative policy reforms at the federal, state, or local level; or 3) models of effective implementation including proposals for implementing agencies to partner with researchers or program evaluators to conduct baseline and post-intervention research on implementation effectiveness that will advance the knowledge base and provide illustrative examples within, but not limited to, the following topic areas:

• Transportation Capital Investment Reform. Evaluating how capital funding is prioritized and selected at the federal, state, or regional level, including discretionary grant programs and formula-based funding. What reforms could ensure projects deliver higher public returns?

• Cost Estimation, Oversight, and Accountability. Why do major transportation projects frequently exceed budgets and timelines, and how can we identify strategies to improve transparency, cost realism, and performance oversight?

• Access in Mobility Outcomes. Measuring how current transportation investments affect access to jobs, services, and economic opportunities for workers and families, and what policy changes could improve access.

• Performance-Based Project Selection. How can public agencies shift from current, politically driven allocations to datadriven, performance-based decision-making on capital project selections?

• Institutional Barriers to Reform. What organizational, legal, or procedural hurdles prevent DOTs and MPOs from adopting better practices (e.g., outcome-based planning, integrated land use/transportation policy)?

• Permitting and Permit Reform. How do current local, state, and federal permitting practices affect project cost, quality, timeline, and other concerns?

• Intergovernmental Dynamics. How do federal, state, and local funding structures and requirements enable or constrain effective transportation investment? What governance structures would improve outcomes when it comes to transportation planning and project delivery?

• Data Sets and Root Causes of High Delivery Costs. Expanded data sets on unit costs and/or research illuminating the root causes of why transportation and transit projects cost so much and take so long to deliver. What policy and practice changes could manage project delivery risks and improve the likelihood that projects will be delivered on s chedule and on budget?

• Domestic Content. How do Buy America and domestic content requirements affect the cost, speed, innovation, and effectiveness of transportation infrastructure projects?

• Procurement Process. How do current procurement practices affect project cost, quality, innovation, and accountability — and what policy and regulatory reforms could improve outcomes?

• Other. AV also welcomes innovative proposals on other transportation issues that align with our mission.

These research, policy development, and implementation proposals can be relevant to federal surface transportation reauthorization legislation or federal administrative changes; state reforms to Departments of Transportation; and/or local-level reforms relevant either to regional transportation agencies, transit agencies, or municipal governments.

The US Department of Health & Human Services, through the FDA, is funding clinical trials targeting rare neurodegenerative diseases. This initiative aims to enhance treatment options by evaluating the efficacy and safety of new products for both children and adults. By fostering innovative and collaborative trial designs, the FDA seeks to accelerate the approval of new therapies, ultimately benefiting patients with rare conditions and advancing drug development in this critical area.

The Rotary Works Foundation Grant supports charitable projects primarily focused on children, youth, and families, emphasizing active Rotarian involvement. Grants range from $500 to $5,000, awarded prior to events. Eligible applicants include 501(c)(3) or 501(c)(1) organizations. Preference is given to projects engaging Rotarians. The application deadline is the 2nd Wednesday of each month, and all grantees must report outcomes post-project.

The Allison Adams Wieczorek Scholarship supports graduate nurses pursuing degrees in maternal-infant and pediatric nursing. Established through the Nurses Educational Funds, Inc., this scholarship honors the contributions of Allison Adams Wieczorek, a dedicated board member with extensive experience in financial services. Applicants must have at least two semesters of study remaining and meet specific eligibility criteria, including holding a current RN license and maintaining a minimum GPA of 3.6. The Rod's Tire and Service Scholarship Fund, managed by the Central Kansas Community Foundation, offers $2,500 to assist graduating Marion County high school seniors pursuing higher education or vocational training. The foundation, established in 1994, focuses on enhancing community welfare through charitable giving and emphasizes support for students majoring in agricultural fields. This scholarship aims to empower local youth and strengthen the community by investing in their educational futures.

The Inter American Press Association (IAPA) is inviting media professionals from North America, Latin America, the Caribbean, and Spain to participate in the Awards for Excellence in Journalism. This prestigious competition features 14 categories, including Migration Journalism and Sustainability, to highlight significant contributions in journalism. Open to works published in Spanish, English, or Portuguese, the contest encourages broad participation. Winners will receive awards, with many categories offering prizes of US$2,000.

Cures Within Reach

Cures Within Reach is the philanthropic leader in drug, device and nutraceutical repurposing research, which has the potential to transform the lives of patients with unsolved diseases by delivering treatments that can be used in the near-term. Our focus: we find and fund proof-of-concept clinical trials that, once successful, de-risk and catalyze follow-on funding, building the clinical evidence required for regulatory approval or to support off-label use by patients everywhere.

Clinical Repurposing Research to Impact US Veterans/Military

This Request for Proposals (RFP) from Cures Within Reach (CWR) is seeking clinical repurposing trials from US-based research institutions using already approved treatments to address unmet and high-priority medical needs of US veterans and/or active US military, such as mental health, post-traumatic stress disorder (PTSD) and brain injuries. Our strongest preference is for proof of concept, pivotal, Phase I or Phase IIA clinical repurposing trials. Eligible trials may be conducted at accredited US-based academic, nonprofit and governmental research institutions and/or health systems involved with medical research, including Veterans Administration (VA) health systems and hospitals. 

Repurposed therapies must be approved and/or generally recognized as safe for human use by some regulatory agency, such as the US Food and Drug Administration, European Medicines Agency, Health Canada or Japan’s Pharmaceuticals and Medical Devices Agency, and may include drugs, devices, nutraceuticals or diagnostics, as well as combination therapies. These repurposed therapies must be tested in a new indication for which they are not already approved or used widely in clinical practice as standard of care. Repurposed therapies also may be added to current standard of care to improve patient outcomes and/or quality of life.

The Amazing Grace Scholarship, established by the Children's Brain Tumor Foundation, honors Grace Fulcher, a brain tumor survivor. This scholarship supports students diagnosed with brain or spinal cord tumors before age 21, who reside in the U.S. and are pursuing higher education. With a $1000 award, the scholarship aims to empower survivors to achieve their educational goals, inspired by Grace's resilience and academic success despite her challenges.

Powering Economic Opportunity Fund

Converting America's economic transformation into lasting earnings gains for workers — by backing the employer-side job designs and workplace practices that a durable payer will carry forward.

Across the United States, the modernization of energy systems, physical infrastructure, and advanced manufacturing is creating sustained demand for skilled workers — electricians, welders, energy technicians, construction managers, and industrial specialists — even as the broader labor market has slowed. The Bureau of Labor Statistics projects that energy-related occupations will be among the fastest-growing through 2034, and critical trades face significant shortages as experienced workers retire. 

Geopolitical uncertainty and conflicts only accelerate these trends and the need to focus on energy security. At the same time, AI-driven disruption continues to displace entry-level knowledge roles, creating a strong and underserved candidate pool for durable trade pathways.

Investments are expanding access to skilled trades training, but a critical gap remains between funding workforce programs and achieving lasting employment outcomes. Too many workers complete training without staying in quality jobs, and too few investments address the employer practices that improve retention, advancement and long-term earnings.

As part of our multiyear partnership with Families and Workers Fund, GitLab Foundation is pleased to announce a $4M open call for the Powering Economic Opportunity Fund — flexible grants of up to $500,000 supporting organizations that partner directly with employers, unions and industry to strengthen work-based learning, improve job quality and connect workers to durable, living-wage careers. Round 2 invests in employer-side practice change — the job designs and workplace practices that help workers stay, advance, and build careers — and in the durable financing that sustains those practices after the grant ends.

The Child Neurology Foundation offers a Summer Scholarship for first, second, or third-year medical students interested in neurodevelopmental disabilities or child neurology. This scholarship provides $3,500 for clinical research focused on neurodevelopmental disabilities in children or young adults, conducted under the supervision of a qualified subspecialist. Applications are evaluated based on their importance, originality, and contribution to the medical student's development.

The AFNGA AusArt Scholarship, offered by the American Australian Association, supports Australian graduate students in fine arts or related fields for one year of artistic development in the US. With funding of US $30,000, recipients can cover travel, living, and tuition costs. Eligible applicants must be Australian citizens or permanent residents, emerging artists, and have a formal offer from an accredited US institution. The Native American Agriculture Fund (NAAF) offers grants to support Native farmers and ranchers through business assistance, agricultural education, technical support, and advocacy services. The Clark and Ruby Baker Foundation Grant aims to support charitable organizations that align with the philanthropic mission of the Baker family, focusing on Methodist-affiliated educational institutions, aid for disadvantaged children, and assistance for the sick in Georgia. Eligible applicants must be at least 18 years old, diagnosed before 21, and not have received recent funding from CBTF or JRF. Surayria T. Hasan Scholarship

Eligibility

Both need and merit will be considered in selecting applicants; Must be a minority student from Raleigh County, West Virginia; Pursuing either a masters in nursing degree, a nurse practitioner degree, or physician’s assistant degree at a West Virginia school, preferably in Raleigh County.

The Daland Fellowships in Clinical Investigation, awarded by the American Philosophical Society, support research in clinical medicine across various fields, including internal medicine and psychiatry. Each fellowship provides $40,000 annually for up to two years, contingent on satisfactory progress. Eligible candidates include those with recent M.D. or Ph.D. degrees, and applicants must conduct research under a scientific advisor in the U.S. Preference is given to those with limited postdoctoral training.

The ASSP Foundation Career Development Grant supports individuals in the environmental health and safety field by providing financial assistance for certification and professional development activities. Since its inception in 1990, the foundation has awarded over $6 million in grants and scholarships, aiming to enhance the skills and careers of safety professionals. Preference is given to applicants who have not previously received a grant, promoting a sustainable talent pipeline within the industry.

The NIDCD Research Career Enhancement Award for Established Investigators (K18) program supports established researchers in enhancing their skills and redirecting their research towards critical areas such as hearing, balance, smell, taste, voice, speech, and language sciences. This program is crucial for fostering innovation and advancing the understanding of these fields. Important deadlines for applications include June 10, 2024, and October 8, 2024, among others.

The Dr. Gary King Sharp Memorial Scholarship, offered by the Central Kentucky Community Foundation, aims to support students with a cumulative GPA of 2.5 or higher. Priority is given to those connected with Hospice services or in the foster care system, and to first-generation college students. This scholarship serves as a vital resource to empower students in their educational pursuits and enhance community life.

2026-2027 The RADM (ret.) Jeffrey A. & Linda J. Cook Scholarship

The RADM (ret.) Jeffrey A. & Linda J. Cook Scholarship is a need-based, recurring scholarship for active-duty, retired U.S. military veterans, or their dependents who are enrolled full time and pursuing undergraduate STEM degrees at an accredited HBCU. Recipients will receive a renewable award of up to $4,250 to support them in obtaining their undergraduate degree.

This scholarship is in honor of CPO Arthur A. Cook and Capt. Delbert E. Colwell, the fathers of the Grantors who served honorably during WWII.

The BioMarin Medical Education Grant offers funding for educational activities aimed at enhancing the knowledge and skills of healthcare professionals. The Edith M. Pritchard Scholarship, offered by Nurses Educational Funds Inc., supports nurses pursuing master's or doctoral degrees in nursing education and public health. Applicants must hold a current RN license, maintain a GPA of 3.6, and have at least two semesters of study remaining post-award notification. This scholarship promotes nursing leadership and is funded through donations, reflecting over a century of commitment to nursing education.

The Judith Heavenrich Memorial Scholarship, established in memory of Judith Heavenrich, aims to support single, low-income mothers in Saginaw County as they pursue higher education or vocational training. Judith, a lifelong advocate for education and environmental issues, faced numerous challenges in her life but remained dedicated to her community.
