Best Quality of Life Grants in New Mexico

The HEAL Initiative aims to address the significant overlap between chronic pain (CP) and opioid use disorder (OUD), with 40-75% of individuals affected by both. The IMPOWR project focuses on testing innovative interventions and implementation strategies to integrate care for CP and OUD across various health systems. The BEACON Center will enhance network coordination, build capacity, and develop resources to address barriers in service delivery, ultimately improving sustainability and scalability of evidence-based practices.

The Davis-Kozoll Scholarship, established in 2019 by the Sandia Foundation, supports students from northwest New Mexico pursuing higher education in science or human service disciplines. Scholarships range from $1,000 to $5,000 and can be renewed annually based on academic progress. Applicants must have a minimum GPA of 2.0, demonstrate community ties, and may pursue various degrees or vocational certificates. Priority is given to students from specific local communities, enhancing educational opportunities in the region.

Transportation Research and Policy

Arnold Ventures (AV) is a philanthropy dedicated to improving the lives of all Americans through evidence-based solutions that maximize opportunity and minimize injustice.

The Infrastructure team has been investing in efforts to build better, faster, and lower-cost infrastructure with a focus on housing, energy, and transportation. For transportation, we are investing in policymaking and research that tackles the inefficiencies that make U.S. transportation infrastructure so difficult and expensive to build. 

Purpose

Transportation policy represents an avenue for improving the systems moving people, goods, and services. The Infrastructure team is seeking proposals evaluating the effectiveness and/or benefits of existing transportation or transportation-adjacent policies on outcomes for communities in the United States.

Eligible Projects and Topic Areas of Interest

This Request for Proposals (RFP) aims to bolster the knowledge base of potentially effective policies, programs, and interventions by funding efforts that align with key AV Infrastructure policy areas.

AV is primarily focused on traditional surface transportation — road and public transit — but is open to proposals in aviation, maritime, passenger and freight rail, trucking, and more.

We seek proposals for: 1) research, expanded data sets, or analysis; 2) administrative or legislative policy reforms at the federal, state, or local level; or 3) models of effective implementation including proposals for implementing agencies to partner with researchers or program evaluators to conduct baseline and post-intervention research on implementation effectiveness that will advance the knowledge base and provide illustrative examples within, but not limited to, the following topic areas:

• Transportation Capital Investment Reform. Evaluating how capital funding is prioritized and selected at the federal, state, or regional level, including discretionary grant programs and formula-based funding. What reforms could ensure projects deliver higher public returns?

• Cost Estimation, Oversight, and Accountability. Why do major transportation projects frequently exceed budgets and timelines, and how can we identify strategies to improve transparency, cost realism, and performance oversight?

• Access in Mobility Outcomes. Measuring how current transportation investments affect access to jobs, services, and economic opportunities for workers and families, and what policy changes could improve access.

• Performance-Based Project Selection. How can public agencies shift from current, politically driven allocations to datadriven, performance-based decision-making on capital project selections?

• Institutional Barriers to Reform. What organizational, legal, or procedural hurdles prevent DOTs and MPOs from adopting better practices (e.g., outcome-based planning, integrated land use/transportation policy)?

• Permitting and Permit Reform. How do current local, state, and federal permitting practices affect project cost, quality, timeline, and other concerns?

• Intergovernmental Dynamics. How do federal, state, and local funding structures and requirements enable or constrain effective transportation investment? What governance structures would improve outcomes when it comes to transportation planning and project delivery?

• Data Sets and Root Causes of High Delivery Costs. Expanded data sets on unit costs and/or research illuminating the root causes of why transportation and transit projects cost so much and take so long to deliver. What policy and practice changes could manage project delivery risks and improve the likelihood that projects will be delivered on s chedule and on budget?

• Domestic Content. How do Buy America and domestic content requirements affect the cost, speed, innovation, and effectiveness of transportation infrastructure projects?

• Procurement Process. How do current procurement practices affect project cost, quality, innovation, and accountability — and what policy and regulatory reforms could improve outcomes?

• Other. AV also welcomes innovative proposals on other transportation issues that align with our mission.

These research, policy development, and implementation proposals can be relevant to federal surface transportation reauthorization legislation or federal administrative changes; state reforms to Departments of Transportation; and/or local-level reforms relevant either to regional transportation agencies, transit agencies, or municipal governments.

Elisa B. Hughey Scholarship for the Arts

Scholarships will be awarded annually from this fund for college-bound students from any Cattaraugus County High School committed to advancing their skills in any aspect of the arts. Preference will be for graduating seniors of Ellicottville, Cattaraugus-Little Valley, West Valley, Salamanca or Franklinville/Ten-Broeck Academy high schools. First preference will be for students pursuing the fine arts, with second preference for students pursuing performing arts fields. This award is not limited to students majoring in art.

The Tim and Sharon (Hemmeter) Buren Scholarship, managed by the Ashland County Community Foundation, supports graduating seniors and current students from Mapleton or Northwestern high schools. Eligible applicants must maintain a GPA of 3.0 and gain acceptance to an accredited college or vocational school. This scholarship encourages educational advancement, providing crucial financial assistance to both traditional and non-traditional students, thereby contributing to the community's future prosperity.

The Gabriella Miller Kids First Pediatric Research Program invites applications for whole genome sequencing of pediatric cohorts. This initiative aims to explore the genetic basis of childhood cancers and congenital anomalies, enhancing our understanding of their etiology. Researchers are encouraged to propose sequencing methods, including whole genome and exome sequencing, to investigate genetic contributions and associations with cancer risk. The resulting data will be integrated into the Kids First Data Resource for broader research collaboration.

The Ashland County Farm Bureau Scholarship supports high school seniors and college students from Ashland County pursuing degrees in agriculture. Established in partnership with the Ashland County Community Foundation, the scholarship emphasizes academic excellence, requiring a minimum GPA of 2.5. This initiative reflects the Farm Bureau's long-standing commitment to empowering youth interested in agriculture, ensuring they have the financial resources to further their education and contribute to the agricultural community.

The Lakken’s Legacy Sibling Scholarship, established by the Children’s Brain Tumor Foundation, honors Lakken Burzynski's courage and resilience in her battle with cancer. This $1,000 scholarship is designed for siblings of children diagnosed with brain tumors, emphasizing support for families impacted by such challenges. Eligible applicants must be 21 or younger at diagnosis and reside in the U.S. This initiative promotes positivity and hope, continuing Lakken's legacy of strength and family support.

The James Knott Memorial Scholarship, established by the New Mexico Manufactured Housing Association, supports graduating high school seniors residing in manufactured homes. Awards of up to $1,000 are given annually to students with a minimum GPA of 3.0 who attend a nonprofit or public educational institution full-time. Applicants must provide proof of residency, a written statement of financial need, and a reference from a teacher or counselor. This scholarship aims to empower students to achieve their educational goals.

The C.V. Glassco Memorial Scholarship Fund honors Mr. Clarence Verbal Glassco, a dedicated community volunteer and veteran. This scholarship supports full-time students pursuing higher education or approved workforce training in Alabama. Funded by the Community Foundation of Northeast Alabama, it covers tuition, housing, and books based on available assets. Applicants are encouraged to seek additional financial resources. This initiative preserves Mr. Glassco's legacy of service and commitment to education.

The Sundance Collab's Cultural Impact Residency, honoring Michael Latt, is a six-month online program supporting early-career, underrepresented storytellers focused on social impact. Running from March to August 2026, it offers mentorship, feedback sessions, and resources to eight selected fellows in screenwriting, directing, and documentary filmmaking. This opportunity is designed for works-in-progress, fostering a supportive creative community to inspire and develop impactful narratives.

The Tribal Personal Responsibility Education Program (Tribal PREP) aims to empower American Indian and Alaska Native youth aged 10-19, along with expectant and parenting youth under 21, by providing vital education on abstinence and contraception. This initiative promotes successful adulthood transitions through six key subjects, including financial literacy and healthy relationships. By implementing evidence-based strategies, the program seeks to change behaviors around sexual activity and pregnancy prevention, ensuring culturally relevant and age-appropriate information is shared.

The Breast Cancer Community Education Grants, funded by the Oncology Nursing Foundation through AstraZeneca HealthCare Foundation, aim to enhance breast cancer awareness through nurse-led community education programs. Grants of up to $1,000 are available to ONS Chapters in the U.S., enabling them to implement impactful educational initiatives. Eligible activities must focus on community outreach and education, fostering a broader understanding of breast cancer.

Scholarship eligibility requires students to attend an accredited 2 or 4 year public or private institution of higher learning. All scholarships are for full-time students, unless otherwise noted. Renewable awards are for 4 years of undergraduate study and cannot be used for post graduate coursework; all awards are paid directly to the school or may be used for book reimbursement.

The ANCA-Assoc Vasculitis and Granulomatosis with Polyangiitis Fund, established by the HealthWell Foundation, aims to reduce financial barriers for underinsured patients suffering from this rare and serious condition. The David Bruce Belcher Scholarship Fund was established for the training of professionals in nursing, special education, and therapy (physical, speech and occupational) as a legacy of David Bruce Belcher and the caregivers who comforted him. This fund reflects David’s rare spirit and bright love in its support of those who seek to advance their nurturing skills in nursing, therapy, and special education.

The Lou Moneymaker Legacy Scholarship for the Blind & Visually Impaired, established by the Bosma Visionary Opportunities Foundation, aims to support Indiana residents pursuing education at accredited institutions. The Carson Bailey Memorial Scholarship, established by the Children's Brain Tumor Foundation, honors the memory of Carson Bailey, a dedicated student and beloved family member. This scholarship is aimed at brain tumor survivors who have been diagnosed before the age of 21 and seek to pursue higher education. It provides $1000 to eligible applicants, supporting their educational aspirations while promoting inclusiveness and respect for all backgrounds within the brain tumor community.

The A.D. and Peggy Hewlett and Colonel David R. Inman Medical Scholarship, established by Steve Hewlett, Pam Inman, and Faye Houston, honors their parents' commitment to education and healthcare. This scholarship supports students pursuing nursing, pharmacy, or physical therapy, prioritizing applicants from Hancock, Ohio, or Daviess County, Kentucky. Applicants must demonstrate academic potential and compassion through relevant experiences. Mary Joan Keeney Scholarship

The Mary Joan Keeney Scholarship was established in 2017 to honor the memory of Joan Keeney and her dedication to continuing education. In 1992, at the age of fifty-nine, she attended Denver Seminary in Denver, Colorado and completed a life-long dream of earning a Master’s in Counseling. Upon graduation, she volunteered as a grief and bereavement counselor at The First Presbyterian Church in Boulder, Colorado. Her life passion was helping others heal and return to love.

The purpose of this scholarship is to provide non-traditional, female students interested in nursing and mental health careers access to funds to help further their education and/or certification. In 2026, two one-time scholarship awards of $5,000 each will be offered.

The Charles B. Decker Memorial Scholarship, established in 1991, supports college and graduate students from the Tri-Lakes area pursuing journalism careers. This scholarship emphasizes the importance of education in the Adirondack region by providing essential financial assistance to students dedicated to journalism. Candidates are evaluated based on financial need, demonstrated commitment to journalism, and academic achievements, ensuring that the scholarship aligns with the foundation's mission to invest in educational opportunities.

The Teresa and David R. Schmidt, M.D. Scholarship Fund, managed by the San Antonio Area Foundation, supports high school seniors pursuing careers in the medical field. Eligible applicants must demonstrate financial need and maintain full-time enrollment at accredited institutions. This renewable scholarship assists with tuition, fees, and books for students from specific Texas counties, fostering community growth and educational opportunities in healthcare since 1964.
