CSA Midwest Region: Beth Dunlap Award
The Midwestern Region presents The Beth Dunlap Award at the Regional Symposium. The award will be offered to a person who has made contributions worthy of the highest commendation and the achievements will have continued importance. Beth Dunlap was one of the founding members of the Midwestern Region. A fashion illustrator and artist, she passed away in 2009.
About the Commission
The Legislature created the Industrial Commission of North Dakota (“Industrial Commission” “Commission”) in 1919 to conduct and manage, on behalf of the State, certain utilities, industries, enterprises and business projects established by state law. Through the years the Industrial Commission has been given and had removed various responsibilities.
Enhanced Oil Recovery (EOR) Grant Program
The Oil and Gas Research Program is accepting applications for the enhanced oil recovery (EOR) grant program of the North Dakota Industrial Commission (NDIC). The deadline for submitting applications for consideration in the upcoming grant round is Aug. 15, 2025. Applications may be submitted via email at ndicgrants@nd.gov.
The 69th Legislative Assembly appropriated $25 million in Senate Bill 2014 for the new grant program. Additional funding for projects that enhance oil recovery may be available under regular Oil and Gas Research Program funding.
Planned grant round deadlines for the 2025-2027 biennium include:
Qualifying projects must be completed by June 30, 2027. Funds must be matched by private dollars.
The next meeting of the Oil and Gas Research Council, which assists the NDIC in administering the program, will be held at a date and location to be determined.

Ensuring Safety Net Service Delivery Grant
The Ensuring Safety Net Service Delivery funding opportunity aims to fill gaps in the health and behavioral health service delivery systems. This will improve North Dakota’s health care safety net, the system of providers and programs ensuring health care access for vulnerable populations, including those living in rural areas and needing specialized care. This is identified in Initiative 3: Bring High-Quality Health Care Closer to Home of North Dakota’s RHTP. Proposed projects eligible for this funding opportunity are:
Library Vision Grant Guidelines
Tribal College Library
Libraries are essential to communities, providing access to information, resources, and programming for people of all ages. The North Dakota State Library (NDSL) and the North Dakota Library Coordinating Council (NDLCC) are committed to supporting Tribal College Libraries with meeting the needs of their communities. The local library is best able to determine the needs of the community that they serve. The goal of this grant is to support local tribal libraries with meeting the needs of the community by providing funds to support resources, programming, spaces, and library operations.
Grant applications should indicate the purpose of the project, the funds required to complete the project, the impact that the project will have on the community, and a clear evaluation plan with measurable goals. Goals should follow the SMART goals framework. SMART goals are a framework for setting objectives that are Specific, Measurable, Achievable, Relevant, and Time-bound.
The project must be aligned with a Library Vision goal and the application must clearly articulate how and why the project aligns with the specific goal selected. The grant will not be funded if the project and selected Library Vision goal are not aligned. Please review the Library Vision Strategic Plan for more information on the goals.
