2025-27 Violence & Delinquency Prevention Programs

Overview

The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications under the 2025-27 Violence and Delinquency Prevention Programs (VDPP) solicitation. The primary purpose of this competitive solicitation is to advance state and local projects that align with priorities and needs articulated in Pennsylvania’s 2025 Juvenile Justice and Delinquency Prevention Plan (“2025 Plan”) and PCCD’s 2026-2030 Strategic Framework. The 2025 Plan includes recommendations and strategies identified by PCCD’s Juvenile Justice and Delinquency Prevention Committee (JJDPC) as essential for improving the Commonwealth’s prevention, diversion, intervention, and juvenile justice system infrastructure.

The goal of this initiative is to strengthen community-based strategies that prevent youth violence, delinquency, and other problem behaviors, expand diversion and deflection opportunities, and support successful reentry in accordance with Balanced and Restorative Justice guiding principles.

VDPP funds will focus on priorities identified within the 2025 Plan, especially activities/needs that cannot be addressed meaningfully using other available PCCD funding streams.

The anticipated impacts resulting from this solicitation may include: 

• Improved effectiveness of local early prevention programs and practices;
• Increased use of diversion and deflection practices to reduce unnecessary or deepened juvenile justice system involvement;
• Reduced recidivism by youth coming out of the juvenile justice system through the development of improved competency and life skills;
• Increased youth engagement and direct involvement in improving policies, practices, and the programming provided across the entire continuum of care from early prevention through reentry/aftercare; and
• Improved cross-system collaboration and innovation to increase coordination of services and programming available to youth and families in all communities of the Commonwealth.

The Leeway Foundation's Community Care Fund (CCF) offers financial aid up to $1,250 for women and trans artists facing urgent needs. Project audiences may include realtors, bankers, attorneys, or farmers who help other farmers.

The Northeast Sustainable Agriculture Research and Education (SARE) program provides grants for graduate students to research sustainable agriculture under faculty supervision. Proposals should address relevant issues for Northeast farmers and agricultural professionals. Projects should align with themes of stewardship, profitability, and quality of life. After a long and rewarding career in Landscape Design and Art Education, Lisa Gerstbrein/McCanna wanted to promote the Arts and Industrial Arts in the community where she made her home and her livelihood. Her career brought her tremendous joy in pursuits that she loved as well as the satisfying reward of helping students find inspiration in the worlds of Art and Industrial Art. She is a true believer in the concept of STEAM based education. Accordingly, she established a fund to provide scholarships for the advanced education of advancing Senior High School Students in these areas who are residents of Armstrong County, Pennsylvania and are pursuing higher education in an approved program within 300 miles of their respective school - Armstrong High School, West Shamokin High School or Lenape Technical School.

The Creative Innovation & Impact Grant program is designed to support initiatives that drive innovation and sector visibility. Applications to this program should feature creative sector projects that address either visibility, innovation, or both.

• Visibility – Enhance public awareness of creatives and creative industries through marketing, branding, and outreach efforts.
• Innovation – Support new ideas, models, and partnerships that expand the role of creativity in Pennsylvania’s communities, economy, and workforce.

Applications must describe projects that clearly extend beyond the applicant’s regular programming or services.

Research for Novel Approaches in Sustainable Agriculture Grant Program

The Northeast SARE Research for Novel Approaches grant program funds ‘proof of concept’ applied research projects that are designed to confirm the benefits and/or feasibility of new practices and approaches—i.e., Novel Approaches—in agriculture.

These applied research projects must have some existing evidence from previous experiments or pilot projects (your own or others) suggesting that the practice or approach is beneficial and feasible, but further testing, data, and refinement are needed before it can be recommended for widespread adoption by farmers.

Research for Novel Approaches Grant projects require an explicit connection to the needs and interests of farmers in the Northeast. All proposals must include documented interest among farmers and service providers in utilizing or promoting the novel approach should it be proven beneficial and feasible.

Funding Available

Novel Approaches grants have a minimum award of $30,000 and a cap of $250,000.
