Washington County Community Foundation

The Washington County Community Foundation seeks to improve the quality of life in Washington County by promoting and facilitating philanthropy. We accomplish this by assuming four philanthropic roles of Grantmaker, Donor Service Organization, Fundraiser, and Community Leader. Fostering philanthropy by offering charitable gifting opportunities to donors on an individualized basis and at reasonable fees, we make charitable giving easier, more satisfying, and more effective. 

The Foundation is a tax-exempt, 501(c)(3) not-for-profit corporation organized under the laws of Pennsylvania, which is registered with the Pennsylvania Charities Bureau and annually files the Federal Form 990.

Scholarships for Post-Secondary (Undergraduate) School

The Foundation provides both need-based and merit-based scholarships to students in Washington County, with a few scholarships also available to students in Greene County. All scholarships are made payable to the educational institution the student is attending. 

Anica D. Rawnsley Scholarship Fund

For a current year graduating senior who resides within the boundaries of any Washington County school district and plans to enroll in a certificate, associate, or bachelor's degree program. In the selection process, preference shall be given to students not receiving substantial government aid and/or who are not normally selected for other scholarships.

Each year, Innovia awards over $400,000 in scholarships to deserving students like you who are college-bound or pursuing vocational or technical training. Single scholarship awards range between $500 and $4,000.

Dr. Mark Paxton Dental Scholarship

Applicants must pursue a career in the field of dentistry limited to dental hygiene, dental assisting, or dental lab technician and be a resident in one of the following counties: Spokane, Lincoln, Adams, Whitman, Pend Oreille, Stevens or Ferry. Applicants must demonstrate financial need.

The scholarship committee will consider the applicant’s experience participating in school or community activities and job or volunteer activities, as well as his or her commitment to academic excellence. Previous recipients of this award are eligible to reapply.

The Rona Jaffe Foundation Fellowship supports emerging women writers with a fully funded 7-month residency at the Fine Arts Work Center. Established by the Rona Jaffe Foundation, it includes a $2,500 prize to assist with travel and living expenses. Eligible candidates must be U.S. residents, at least 18 years old, and not enrolled in a degree program during the fellowship year. This prestigious fellowship aims to nurture exceptional literary talent.

George and Arlene F. Lepeska Scholarship Fund

• Student should demonstrate strong extracurricular activities, academic excellence.
• Must show financial need.

David L. and Frances G. Ray Scholarship

Applicants must demonstrate academic excellence (minimum GPA 2.5) and must also be good citizens of the community, as demonstrated by participation in community activities, school activities or employment.

Preference will be given to students who are pursuing education in medical or medical-related fields and those with limited financial assistance from other sources. Previous David L. and Frances G. Ray Scholarship recipients who maintain a 3.2 college GPA (4.0 scale) may re-apply to the program.

Cultivating Potential Scholarship Fund

This program provides assistance to individuals in Innovia service region in Eastern Washington who, through uncertain circumstances, have struggled and want a better life, but lack the resources to get started. Students must be nominated in order to apply and will receive a scholarship to their accredited school and program of choice to help offset tuition, fees, books, supplies, transportation, housing and other related costs associated with supporting their educational endeavors. Program requires a mentor and mentor/applicant participation in a cohort of scholarship recipients.

Previous recipients of this award are eligible to reapply. 

The Kids Run the Nation Grant Fund, managed by the RRCA, offers financial support to running clubs, schools, and nonprofits that promote inclusive youth running programs. Since 2007, the fund has awarded over $385,000 to 495+ programs, helping more than 198,500 children embrace running. Grants between $500 and $1,000 are available for structured, gender-inclusive programs that meet specific criteria, encouraging healthy lifestyles and regular participation in running activities.

Edwin P. and Patricia A. Pedersen Scholarship Fund

Students from Jupiter, Florida and graduated (or are graduating) from Jupiter High School.

The Career-Focused Vocational Education (CFVE) Scholarship Program supports Bristol Bay Native Corporation shareholders and their descendants in pursuing vocational training for careers such as piloting, maritime, and cosmetology. This initiative emphasizes cultural heritage and aims to enhance long-term employment opportunities in the Bristol Bay region of Alaska. Eligible applicants must have a high school diploma and maintain a minimum GPA of 2.0 while enrolled in an approved program.

The Ernest Frank Scholarship Fund was established in memory of Arlene Fulton Hammond, a beloved neighbor and dear friend whose life embodied kindness, warmth and unwavering grace. Created by Ernest Frank, who considered Arlene a surrogate mother, the fund honors her legacy by supporting educational opportunities — something she deeply valued.

The scholarship fund serves as a lasting expression of love, respect and friendship, ensuring that Arlene’s spirit lives on by helping students pursue brighter futures — just as she would have wanted.

H. David Faust Memorial Scholarship Fund

A native of Philadelphia, David made his home in West Palm Beach for more than 20 years. He was the administrative partner of Steel, Hector, Davis, Burns & Middleton (now Steel Hector & Davis), as well as attorney for the towns of Ocean Ridge and South Palm Beach. Additionally, he taught law courses at Palm Beach Community College. David was extremely active in his church, and served as a board member of the Community Foundation for six years. He was instrumental in starting the scholarship program.

Dave always said that he was content with his life, that it had been a good and satisfying one, and it surely seems to have been – a successful career, a prestigious and challenging practice, a prominence in the community, the bar, his church and his firm, blessed with a healthy and accomplished family, with a wife whose love, strength and enormous depth have been demonstrated so magnificently over this past year – all these were David’s. And perhaps, most important of all to him, was his deep and abiding faith in God. David’s life is an exemplar to all of us – the perfect partner, the great counselor, the outstanding lawyer, the effortlessly skilled leader, the caring father and husband. While he was here, he set a course for all of us in our daily lives which we will be proud to point to and should hope to emulate.”

Heather and Patrick Henry Scholarship Fund

• Must demonstrate academic achievement or academic potential.
• Must demonstrate financial need.

Stark Community Foundation is one of the area’s major sources of college scholarship support— thanks to the generosity of caring individuals, families and businesses that have created scholarship funds.

The Foundation currently manages more than 100 scholarship funds that support hundreds of deserving students each year from Stark and Carroll counties. In 2025, more than $1,000,000 was awarded to local students to help them achieve their educational dreams.

The Don and Elsie Sickafoose Educational Trust Fund

The Don and Elsie Sickafoose Educational Trust Fund was established to assist students residing in Carroll County.

The Sons and Daughters Scholarship Program, administered by the Cleveland-Cliffs Foundation, offers a competitive scholarship of $3,000 annually for up to four years for undergraduate studies. Scholarships are available to those attending accredited colleges or universities in the U.S. or Canada, though children of Cleveland-Cliffs officers are ineligible. The program aims to enhance educational opportunities and support community growth.

Since awarding our first grants in 2002, the Lawrence Township Community Foundation (LTCF) has provided over $1,400,000 in grant funding for more than 50 local nonprofit organizations who serve the people of Lawrence Township. Operating with a completely volunteer board of directors, the LTCF serves as a careful clearinghouse for funds donated by corporate sponsors who have entrusted this significant funding to the Foundation.

In 2023, The Lawrence Township Community Foundation established the LTCF Community Service Scholarship to recognize outstanding Lawrence Township students with a history of volunteering in Lawrence Township.

The Wag Wine Operation supports no-kill adoption groups by providing grants ranging from $250 to $1000. These funds assist organizations in purchasing essential supplies, food, and medical care for adoptable pets. Offered by the Petfinder Foundation, this initiative aims to keep homeless animals healthy and facilitate their transition to loving homes. Grants are awarded monthly until funds are depleted, with the program benefiting over 10,000 adoption groups across North America.

Fran Gay Memorial Scholarship Fund

When Fran died in 2000, she left behind not only her son, daughter, and other family members, but also her second “family” at JFK Medical Center. She worked at the hospital for 30 years in positions that included supervisor of Emergency Room, Intensive Care Unit, Coronary Care Unit and as Assistant Director of Nursing, and Risk Manager. Her family established this scholarship to help students pursue careers in the health profession.

The Mary Elizabeth Martin Scholarship Trust, established in 1961, provides financial support for students pursuing higher education in the U.S. Managed by US Bank and the Greater Kansas City Community Foundation, this private foundation awards scholarships ranging from $500 to $3,000 annually. Eligible recipients include organizations exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code, ensuring that funds are allocated for charitable and educational purposes.

The Grassroots Grants Program (GGP) aims to enhance participation in golf among underrepresented communities, including racial minorities, women, and veterans. Launched in May 2021, it has awarded $1.8 million to 155 organizations, promoting diversity, equity, and inclusion in the sport. The program supports tax-exempt organizations focused on self-sustainability and offers funding for golf instruction, equipment, and access to facilities. Priority is given to those not receiving substantial backing from major golf organizations.

Mondovi Grange/Wilson Farm Scholarship

Applicants must be graduating seniors or graduates of schools in Lincoln County, Washington, or from that part of Spokane County in the Reardan-Edwall School District, or a direct descendant of someone previously employed by Dale D. Wilson, regardless of their current residence location.

Previous recipients are eligible to re-apply. 

Mark and Kay Burkett Scholarship

Applicants must be American citizens demonstrating financial need and academic achievement, and must have a minimum 3.5 cumulative GPA. Students must reside in or have attended high school within the geographic region served by Innovia Foundation.

Olivia Scott Scholarship Fund

For current year graduating seniors of any Washington County high school, who demonstrate academic excellence, sportsmanship, and/or the ability to work with others towards a common goal.

The Pharmica International Scholarship Program, established in 2022, offers a USD 1,000 grant annually to support higher education for one deserving student enrolled at an accredited North American university. This initiative aims to alleviate financial barriers to education, recognizing that investing in students is vital for future leaders in healthcare and beyond. Pharmica Ltd, a corporate funder committed to innovative healthcare solutions, believes in empowering individuals to create positive change.

The Bristol Bay Foundation offers a Higher Education Scholarship Program supporting both full-time and part-time students pursuing 4-year or advanced degrees. Eligible applicants must be shareholders of the BBNC or their descendants, have a high school diploma or GED, and maintain a minimum GPA of 2.0. Scholarships are based on academic performance and life experiences, with applications due in April for the next academic year.
