The bank challenged the community to keep the principal balance of the endowed funds intact and spend only a portion of the interest earnings to ensure a lasting legacy.

This scholarship was created in memory of Leroy McKinney Jr., who was a graduate of Battle Creek Central High School, Class of 1988. Upon graduation, he studied Pre-Engineering in college. He also had an entrepreneurial spirit. Though he struggled with mental illness, one of his proudest accomplishments in life, was returning to college as an adult and completing his Bachelor's degree in Business Management. He would be honored to know this scholarship was created in his legacy to support other African American men to pursue their education in these fields.

The Marion Rotary Club John C. Keggan Scholarship was created in 2024. It honors the late John Keggan (1931-2023), philanthropist and businessman. John was the long-time owner and operator of the Marion Flower Shop and a realtor in Marion for 20 years. He was a Palace Guard, one of a group of local men who helped to save and restore the Marion Palace Theatre. He was an Air Force veteran and an avid Ohio State fan and alum.

His scholarship provides financial support for Marion County graduating seniors. Recipients will have been a resident of Marion County for at least two full years and maintain a cumulative grade point average of 2.5 or higher based on a 4.0 scale.

Special consideration will be given to applicants who attend The Ohio State University regional campus in Marion, Ohio.

Richard P. Seiter was a career correctional professional who served as Director of the Ohio Department of Rehabilitation and Correction (DRC) for several years. He began working in corrections after receiving his Ph.D. from The Ohio State University. Dr. Seiter established this scholarship for children of current DRC employees to recognize the commitment of these employees and their service to the State of Ohio. Dr. Seiter established the scholarship with the belief that education (just like in his own life) can set a person’s course for life and put them on the past for success. He values the dedication of people who give their careers to public service, and especially those who work in the difficult jobs of corrections. Jacob was joyful and determined; two traits that helped him overcome the learning and physical challenges presented by his cerebral palsy. He exceeded all expectations and successfully completed his senior year without an IEP for the first time in his education. He went on to achieve a BA in Anthropology from FAU, focused on archaeology. He followed his passion by completing a “dig school” with Boston and Hebrew Universities at Tel Dor in Israel. His family was heartbroken when he was killed in an accident on his way to work at age 29. The memory of his gregarious laugh, kind heartedness and generous spirit lives on. He would have been deeply gratified to know another overcoming student would be helped in his name.

Judge Ammer was born in Circleville on May 21, 1919, son of the late Moses S. and Mary Ammer. As a graduate of Circleville High School, he continued his education at The Ohio State University (OSU), where he received his bachelor’s degree in business administration. Following three and one-half years of service in the Army during World War II, he came back to OSU and completed a Juris Doctor degree. He served as Ohio Attorney General; Examiner, Industrial commission of Ohio; Assistant Attorney General of Ohio; Prosecuting Attorney in Pickaway County; and was later appointed by Ohio Governor William O’Neill as Common Pleas Judge, Pickaway County. Serving six terms, he handled more than 30,000 cases. After serving 37 years on the bench, Judge Ammer retired, but continued to support and provide service to his community. He was noted for his generous nature by belonging to nearly every civic and service organization in the community.
