The NAFC Healthcare Services Expansion Fund supports the launch or expansion of clinical programs and new service areas that increase access to care for underserved patients. This funding is designed to help NAFC members introduce new services or grow existing programs that address unmet community health needs and improve access to comprehensive, patient-centered care.

Vermont Housing and Conservation Board

Our Mission: VHCB invests in permanently affordable housing solutions and conservation strategies that work together to ensure equity, resilience, and vitality for Vermont communities in perpetuity.

In partnership with a statewide network of private and non-profit organizations, VHCB funds the development of permanently affordable housing, land conservation initiatives, and the restoration of historic properties.

Locally-Significant Lands

The Local Conservation Grant Program provides grants for the conservation of agricultural and recreational land, town parks and forests, swimming holes, greenways, and historic buildings for public use that may not be competitive with applications for statewide conservation projects but are of great significance to a particular community. Under this program, grants of up to $150,000 plus associated costs are available for the purchase of recreational lands and natural areas, and grants of up to $215,000 are available to conserve locally important farmland. Applications to conserve and restore historic properties will generally not be recommended for more than $100,000 plus associated costs, unless other factors apply. Local Conservation funding may be used for acquisition costs and for associated projects costs such as appraisals, options, or closing costs. Applicants are required to provide one-third of total project costs from other sources, and must demonstrate municipal support from the town where the project is located.

Program beneficiaries range from farmers and forestland owners, to all who enjoy Vermont’s natural, recreational and historic properties.

Feasibility Funding

The Board provides feasibility awards to assist with pre-development costs and feasibility analysis for individual projects. Feasibility funds typically cover the costs of appraisals, energy assessments, marketing studies, options, engineering and environmental studies, or other pre-development costs.

Clean Water Programs

VHCB administers two separate funding programs to support a healthy and clean Lake Memphremagog Basin—the Memphremagog Clean Water Service Provider, funded through the Vermont Department of Environmental Conservation, and the Leahy Memphremagog Clean Water Program, funded through the Great Lakes Fishery Commission.

Leahy Memphremagog Clean Water Program

The Vermont Housing & Conservation Board (VHCB) has grants available on a competitive basis for aquatic habitat improvement work in the Memphremagog Basin. These grants are designed to improve fisheries habitat, enhance water quality and aquatic ecosystem health, and support capacity among organizations supporting watershed health in the Memphremagog Watershed. 

Goals of this Grant Program

We have received funding from the Great Lakes Fisheries Commission to fund capacity building, land acquisition, and on-the-ground projects and infrastructure that have a positive impact on fisheries habitat, water quality, and aquatic ecosystem health. The priority behind this grant is to help fill gaps that exist in fisheries habitat and surface water quality improvement work in the region and fund proposals for which other sources would be impractical, insufficient, and/or unsuitable.

Capacity Grants

Awards will be used to close organizational and programmatic funding gaps that currently exist in the Memphremagog Watershed. Funding can be used to increase the capacity and coordination of partners working in the region to support public education and research and improve water quality and watershed functions. Funding may also be used to support capacity funded by a previous VHCB grant under this program. Another priority for funding is supporting collaboration between U.S. and Canadian organizations, and we encourage projects that propose to enhance these collaborations.

The Stantec Community Engagement Grant is dedicated to enhancing the quality of life in communities where Stantec operates. Focused on arts, education, environment, and health and wellness, the grant supports initiatives that foster sustainable development and responsible practices. Organizations seeking funding must align with Stantec's values, emphasizing ethical practices and community impact. Preference is given to projects located near Stantec offices, ensuring a more significant local impact through their contributions.

The Norwich Lions Club Community Grants Program aims to enhance community welfare by providing financial support ranging from $250 to $1,000 for projects that address local humanitarian needs. About Us

In the mid-1980s, a rapid rise in housing prices and an increase in the pace of development threatened the rural character and historic settlement patterns of Vermont. As a result, in 1986, a coalition of affordable housing, conservation, and historic preservation advocates approached the state legislature with a plan to form a unique agency that would review and fund projects to address a range of community needs. In response, the Legislature passed the Vermont Housing and Conservation Trust Fund Act in 1987.

The newly created Vermont Housing and Conservation Board, or VHCB, was charged with a dual goal mission:

to create permanently affordable housing and conserve and protect Vermont’s agricultural, forest, recreational, and natural lands, as well as historic properties. Since our founding, we have remained true to this mission by supporting projects that benefit Vermont communities in perpetuity, guided by our core values: equity and access, affordability and economic vitality, environmental sustainability and resilience, and quality of life.

Donated Easement Funding Program

The Donated Easement Funding Program provides grants to help cover transaction and stewardship costs for conservation easements donated by willing landowners. The program is designed to make voluntary land conservation more accessible and affordable by reducing financial barriers that often prevent donated projects from moving forward. 

The Clowes Fund focuses on supporting socioeconomically disadvantaged individuals in New England, particularly in Vermont. The Ludcke Foundation

The Foundation devotes its grants to the fields of education, health, and human services. The trustees have a special interest in programs that focus across two or three of the foundation’s areas of interest and in partnering with other donors with similar objectives to enable more ambitious projects.

Current Grantmaking Preferences

Job training for systems involved young people, job training for adults facing significant barriers, and limited support for innovative approaches to helping children in underserved New England communities overcome significant and often overlapping barriers to educational success.

The VT Agricultural Conservation Easement Program (ACEP) aims to protect the agricultural viability of eligible lands by limiting nonagricultural uses and enhancing conservation values. It includes Agricultural Land Easements (ALE) to help landowners safeguard croplands and grasslands, and Wetland Reserve Easements (WRE) to restore degraded wetlands. Additionally, the program offers the Wetland Reserve Enhancement Partnership (WREP) to leverage resources for high-priority wetland protection and improvement of wildlife habitat.

The Vermont Equity & Justice Grant program, now closed due to fund depletion, aims to allocate $300,000 in 2025 to aid Vermont non-profits affected by federal actions. Organizations may apply for up to $15,000 and will be prioritized based on their work with marginalized communities, including immigrants and racial justice initiatives. Applications addressing needs caused by federal policies will be evaluated quarterly, focusing on preparation and planning support.

The L.B. Research and Education Foundation Grant Program supports U.S.-based nonprofits focusing on innovative education and health solutions for underserved populations. Eligible organizations can apply by submitting a 400-word concept paper, and selected applicants may receive funding ranging from $10,000 to $75,000. The Foundation prioritizes projects that foster critical thinking and creativity, address health disparities, and encourage collaboration. The Vermont Agricultural Management Assistance (AMA) program offers vital support to agricultural producers, helping them manage financial risks through various practices such as diversification and resource conservation. Administered by NRCS, AMA provides up to 75% cost assistance for conservation practices, with total payments capped at $50,000 per participant annually. Eligibility requires producers to be involved in agricultural production and comply with specific land requirements, ensuring sustainable farming practices across Vermont.

The Farmland Retirement Program, funded by the Vermont Housing and Conservation Board, aims to buy out farms that negatively impact water quality. Established to preserve Vermont’s rural character, the program facilitates the transition of agricultural land to conservation uses, ensuring long-term environmental benefits. Eligible applicants include nonprofit organizations and municipalities that demonstrate lasting impacts on the community. Funding may cover acquisition costs and associated expenses, supporting restoration efforts that contribute to Vermont's ecological health.

The Impact100 Global Veterans Awards empower women to make a significant difference by awarding grants up to $100,000 to nonprofits that serve veterans. Focus areas include art and culture, education, health and wellness, environment, and family initiatives, promoting the well-being and support of veterans across the United States. Eligible organizations must meet specific criteria, including tax-exempt status, and are encouraged to submit proposals that utilize funds effectively within two years.

The AWG Geoscience Idea Scholarship supports women from under-served communities to pursue careers in Earth Sciences, a field known for its lack of diversity. It offers $2,500 to three upper-division and $500 to one lower-division undergraduate student, along with a one-year AWG membership.
