City Market, Onion River Co-op, is a community-owned food cooperative with two locations in beautiful Burlington, Vermont. We offer a large selection of local, organic, and conventional foods, and thousands of Vermont-made products.

The Co-op is dedicated to supporting the local economy and strengthening the local food system. We work with over 400 independent Vermont farmers, producers, and Vermont-owned businesses to feature the widest selection of local products we can. We regularly stock over 3,000 Local or Made in Vermont products, and Local and Made in Vermont products account for 40% of our sales. As a Member-owned cooperative, we are accountable to our Members.

What Are Seedling Grants?

Through our Co-op Seedling Grant program, City Market grants funding to projects from Vermont non-profit organizations whose work strengthens our local food system. This program is currently funded through our Rally for Change program.

Seedling Grant History

During profitable years, City Market Members receive patronage checks based on their spending as a form of profit-sharing. According to City Market’s By-Laws, any Patronage Refunds that are not cashed within 90 days are donated to organizations supporting our local food system, as directed by our Board. In 2014, City Market created a new program to offer grants through our uncashed Patronage Refund checks – our Seedling Grant Program! Since 2018, this program has been funded through Rally for Change as the Co-op works toward a return to profitability after our South End expansion.

The Vermont Conservation Stewardship Program (CSP) is designed to enhance existing conservation efforts on agricultural lands. It provides financial and technical support to producers aiming to improve soil health, enhance wildlife habitats, and increase resilience against environmental challenges. Participants can receive annual payments for implementing conservation practices tailored to their specific goals, with opportunities for contract renewal and additional enhancements. This program fosters sustainable agricultural practices while benefiting both the environment and agricultural productivity.

The Preschool Development Grant Birth Through Five (PDG B-5) SMART Grant aims to enhance early care and education systems in the U.S. by supporting targeted investments in technology and data analytics. This initiative, led by the Administration for Children and Families, encourages states to improve program quality, family choice, and data-driven decision-making for children from birth to five years old. The funding is designed to create measurable outcomes and strengthen coordination within the mixed-delivery system.

The USTA New England Game Changer Grant offers up to $20,000 to support innovative projects that promote tennis and healthy communities across New England. This funding opportunity is aimed at high-impact initiatives that align with USTA New England's mission. Please note that ongoing program expenses like court time and coach salaries are not eligible for funding. Providers can seek assistance through the USTA Tennis Venue Services application process.

The Ethnic Minorities and Women’s Internship Grant supports entry-level athletics administrative positions for one academic year, promoting diversity in NCAA Division II. It provides $30,000 for intern salaries and $3,000 for professional development, benefiting six schools annually from a total budget of $180,000. Eligible applicants must be active NCAA members, with a focus on enhancing ethnic minority and gender representation in athletics administration. This initiative encourages professional growth and compliance in diverse environments.

The Riparian Buffer Block Grant, offered by the Vermont Department of Environmental Conservation, supports organizations in establishing native riparian woody buffers. This initiative aims to enhance the ecological integrity of Vermont's waterways by providing funding for the implementation of forested buffers along rivers and streams. Projects must maintain a minimum buffer width of 35 feet and a planting density of 300 stems per acre, promoting sustainable land and water management practices.

The Northern Border Regional Commission (NBRC) is a partnership between the federal government and the states of Maine, New Hampshire, New York, and Vermont. The NBRC targets resources to promote economic growth strategies and projects in designated counties within its member states. The Commission was enacted by Congress through the 2008 Farm Bill which amended 40 US Code to include the creation of the NBRC as well as other similar Commissions nationwide.

Timber for Transit Program - Feasibility Award

The Timber for Transit Program advances the use of domestic forest products in transportation infrastructure projects across Maine, New Hampshire, New York, and Vermont to showcase the capabilities of wood in these applications. Highly competitive projects will demonstrate and widely promote the utility of high value forest products (e.g. glued laminated timber, cross laminated timber, composite materials, etc.) in transportation infrastructure and commit to enhancing climate resilience in rural communities. Transportation Infrastructure shall mean construction, alteration, or repair of physical transport facilities, systems and structures, including fixed installations and rights of way necessary for transporting from one point to another, that: are open to the general public for use, facilitate reliable movement of people and goods, and influence local and regional economies.  

Early-stage activities—such as planning, inventory assessments, engineering, design, cost benefit analysis, permitting, site assessments, and environmental assessments—that support future Timber for Transit implementation projects are eligible for up to $1,000,000.

Construction or non-construction projects—such as assets and facilities that align with Timber for Transit program priorities will be classified as an implementation award. Implementation projects are eligible for up to $5,000,000.

The NCAA Division II Degree Completion Award provides financial assistance to student-athletes who have exhausted their athletics eligibility, enabling them to complete their first undergraduate degree. Since its inception in 2001, nearly $9 million has supported approximately 1,875 athletes, with a remarkable 90 percent graduation rate among recipients. The award covers tuition costs up to $15,000 for remaining credits and may be used in the summer term or short terms surrounding the final undergraduate year.

The Rural Business Development Grants in Vermont provide essential funding for small rural businesses by offering technical assistance and training. The program has no maximum grant amount, but requests are prioritized based on size, with limits of $100,000 for certain counties and $30,000 for others. It aims to foster economic growth in rural areas by supporting projects that enhance business capacity and community development while ensuring the funds benefit designated rural regions.

The Vermont Children's Trust Foundation offers program grants aimed at preventing juvenile delinquency, truancy, and substance abuse among children aged 0-18. These grants support community-based initiatives that promote positive family functioning, enhance societal support, and address protective factors for at-risk youth. Organizations can apply for one-year grants up to $12,000 or three-year grants up to $15,000 annually, fostering sustainable programming to benefit Vermont's families and children.

The Peckham Family Foundation offers Basic Support Grants aimed at enhancing the quality of life in local communities in New York and New England. The foundation supports various programs focusing on education, arts, and civic engagement. Organizations seeking funding must be 501(c)(3) tax-exempt and demonstrate a commitment to community improvement. The Grants Committee, composed of local non-management members, evaluates applications to ensure alignment with the foundation's mission and values.

Local Food for Schools and Child Care Food Hub Grant 

The Vermont Agency of Agriculture, Food & Markets (VAAFM) is seeking applications from non-profit food hubs in Vermont to provide local food to eligible School Food Authorities. This funding opportunity is part of the Vermont Farm to School and Early Childhood Program and is funded by a one-time state appropriation for Local Food for Schools and Child Care (LFSCC) grants.

The purpose of this funding opportunity is to provide local food to Vermont K-12 students through non-profit food hubs. This opportunity is open to non-profit food hubs headquartered in Vermont. This opportunity is modeled after the Vermont Local Food for Schools program, which was piloted in School Year 2023-2024, using one-time funding from the U.S. Department of Agriculture. 

Food hubs will apply for grant funding to work with a particular subset of School Food Authorities (SFAs) that they have capacity to reach with distribution. Each SFA has a pre-determined amount of grant funding that they will access through this program. The amount of grant funding allocated to each SFA is based on enrollment data from the Vermont Agency of Education. Grant request amounts will be directly tied to the specific mix of SFAs that a food hub is applying to serve. 

If awarded, the SFA’s assigned food hub will make available the allocated amount as credit at the food hub, which the SFAs can use to purchase local food from the food hub’s catalogue.

The review committee will ensure that every eligible SFA in Vermont is served by a local food hub and provided access to free, local food. This grant opportunity is effectively using food hubs as a pass-through entity to provide local food funding to SFAs directly. Food purchased with LFSCC funds must meet the Vermont local definition (Act 129 of 2020).

A total of $300,000 is available through this competitive funding opportunity. There is no award minimum or maximum for this grant. Grantees will have up to two years to complete projects. Pre-award costs may also be available, with permission from the grant program manager. No matching funds are required for this grant.

Grants for Relocation Outreach Work (GROW) Program

The Think Vermont Grants for Relocation Outreach Work (GROW) Program provides grant funding to enable local, regional, county-wide, or state-wide organizations to conduct relocation, recruitment, and retention activities. To be eligible for this funding, grantees must provide relocation services on behalf of their region or affinity group and collaborate with other organizations to optimize the success of relocation and retention efforts. These efforts reach and serve a broad audience, including underrepresented communities and new and diverse residents.

There are two tracks within the GROW program, the Relocation Track and the Retention Track. Some awardees will receive grants for both tracks. A description of each track is below along with a list of grant recipients:

Relocation Track: Grantees will complement and support the State’s relocation lead generation and distribution system on ThinkVermont.com. Grantees are required to connect with and follow up on generated leads of potential residents interested in moving to their area. Grantees activities can also include the creation of regional marketing assets to assist with out-of-state advertising campaigns.

Retention Track: Grantees will organize events and/or conduct activities that help new residents feel welcome in their new community. Outreach to recently relocated families and individuals will include invitations to participate in events such as mixers, young professionals’ groups and/or the Vermont Welcome Wagon programming.

Grants for Nonprofits : Early Childhood Arts Partnership Grants

Early Childhood Arts Partnership Grants support arts education for preschool-aged children through partnerships with arts organizations or teaching artists.

Grant amounts are up to $6,000.

The program prioritizes partnerships (such as with and between arts organizations, Head Start programs, regional early education collaboratives, and/or school districts) and supports programming tailored to the applicant’s learning community expanding access, engaging families, and strengthening communication and holistic instruction.

Examples of how grant funds support early childhood programming include:

• employing a teaching artist experienced in an arts discipline and in early childhood settings for a multi-day residency
• supporting children in reaching arts and arts-integrated curriculum outcomes aligned with TS Gold, Vermont Early Learning Standards, or National Core Art Standards,for example
• supporting classroom teachers with incorporating arts and arts-integrated activities in their classrooms during and/or beyond the timeframe of the grant
• promoting opportunities for interaction, collaboration, and/or planning between teaching artists and the classroom teachers

The U.S. Department of Transportation's Office of Small and Disadvantaged Business Utilization is offering funding to establish the Small Business Transportation Technical Assistance Center (SBTTAC) in Region 1. This initiative aims to provide crucial technical assistance and business development support to small businesses while ensuring compliance and reducing barriers. The program includes a 10-month base year with two potential option years, emphasizing the Department's commitment to accountability and support for small enterprises.

The Farmland Retirement Program, funded by the Vermont Housing and Conservation Board, aims to buy out farms that negatively impact water quality. Established to preserve Vermont’s rural character, the program facilitates the transition of agricultural land to conservation uses, ensuring long-term environmental benefits. Eligible applicants include nonprofit organizations and municipalities that demonstrate lasting impacts on the community. Funding may cover acquisition costs and associated expenses, supporting restoration efforts that contribute to Vermont's ecological health.

About Us

In the mid-1980s, a rapid rise in housing prices and an increase in the pace of development threatened the rural character and historic settlement patterns of Vermont. As a result, in 1986, a coalition of affordable housing, conservation, and historic preservation advocates approached the state legislature with a plan to form a unique agency that would review and fund projects to address a range of community needs. In response, the Legislature passed the Vermont Housing and Conservation Trust Fund Act in 1987.

The newly created Vermont Housing and Conservation Board, or VHCB, was charged with a dual goal mission:

to create permanently affordable housing and conserve and protect Vermont’s agricultural, forest, recreational, and natural lands, as well as historic properties. Since our founding, we have remained true to this mission by supporting projects that benefit Vermont communities in perpetuity, guided by our core values: equity and access, affordability and economic vitality, environmental sustainability and resilience, and quality of life.

Donated Easement Funding Program

The Donated Easement Funding Program provides grants to help cover transaction and stewardship costs for conservation easements donated by willing landowners. The program is designed to make voluntary land conservation more accessible and affordable by reducing financial barriers that often prevent donated projects from moving forward. 

The Gridiron Veterans Scholarship, provided by the Bob Woodruff Foundation, offers essential financial support for military veterans and first responders. This initiative focuses on wellness, rehabilitation, and recovery programs, ensuring participants can access mental health services, physical therapy, and holistic resources. The foundation prioritizes those facing emotional and physical challenges, empowering them to overcome barriers and improve their quality of life through customized, evidence-based support.

The Coaching Enhancement Grant by the NCAA Division III aims to increase diversity in assistant coaching roles by providing financial support to member institutions. Over two years, selected schools receive $15,000 to cover salaries, requiring a matching contribution. This initiative encourages ethnic minority and gender representation, allowing up to 11 institutions to benefit annually, thus enhancing inclusivity in collegiate sports.

The Agnes M. Lindsay Trust Grants provide essential financial support to nonprofit organizations in Maine, Massachusetts, New Hampshire, and Vermont, focusing on Health and Welfare, Dental Health, Camperships, Education, and Homeless Shelters. With a history of over 81 years, the Trust aims to assist those in need, especially in underserved populations. While they are currently not accepting unsolicited requests from colleges and universities, they continue to support initiatives that enhance community welfare and educational opportunities.

The Strategic Alliance Matching Grant by the NCAA Division III aims to bolster ethnic minority and gender representation in senior athletics administration roles. With an annual budget of $1.6 million, it supports up to 46 schools and conferences over five years. Eligible institutions must be active NCAA Division III members and meet various requirements. This grant encourages diversity in leadership, fostering an inclusive environment for student-athletes.

Friends of NRA

Friends of NRA is the National Rifle Association’s premier fundraising program, supporting the future of shooting sports. Since day one, Friends of NRA has been a 100% grassroots effort fueled by a united front to secure the Second Amendment and raise money for the shooting sports.

Committee volunteers are appointed to State Fund Committees to make recommendations for local grant funding in areas such as youth education, women-focused clinics, law enforcement training, hunter safety, range improvement, firearms and marksmanship training and safety. Recognizing the impact American youth has on the future of the shooting sports, State Fund Committees frequently recommend grants for youth programs, allocating the most significant portion of monies to this vital area.

Grant awards fund activities and support programs in the United States to promote firearms and hunting safety, to enhance marksmanship skills of those in the shooting sports, and to educate the public about firearms in their historic, technological and artistic context.

Friends of NRA State Fund Grant Program - Vermont

The Friends of NRA State Fund Grant Program provides supplies, equipment, and financial support to a variety of qualified groups and programs at the local level; geared towards youth, women, law enforcement, veterans, the disabled, and the general public, including:

• General shooting programs
• Competitive shooting
• Education, training and safety
• Hunting and conservation
• Community outreach
• Historical education

Grant funding must be used to further a charitable purpose as defined by the Internal Revenue Code under section 501(c)(3) and accompanying rules, regulations, and other IRS law and materials.

The Samara Fund Grants, offered by the Vermont Community Foundation, focus on supporting LGBTQ+ led initiatives in Vermont. The Coaching Enhancement Grant - Division II aims to enhance diversity in NCAA coaching by providing financial support for new assistant coaching positions. Selected schools receive funding for three years to cover salaries and benefits, totaling $370,000 annually for up to 21 institutions. Eligible schools must be active NCAA Division II members committed to these diversity efforts.

The Vermont Housing and Conservation Board offers Organizational Development Grants to support nonprofit organizations in developing affordable housing and conservation projects. Eligible applicants, including municipalities and certain state agencies, can receive up to $33,750, while new organizations may apply for up to $12,000.
