Clean Water Programs

VHCB administers two separate funding programs to support a healthy and clean Lake Memphremagog Basin—the Memphremagog Clean Water Service Provider, funded through the Vermont Department of Environmental Conservation, and the Leahy Memphremagog Clean Water Program, funded through the Great Lakes Fishery Commission.

Leahy Memphremagog Clean Water Program

The Vermont Housing & Conservation Board (VHCB) has grants available on a competitive basis for aquatic habitat improvement work in the Memphremagog Basin. These grants are designed to improve fisheries habitat, enhance water quality and aquatic ecosystem health, and support capacity among organizations supporting watershed health in the Memphremagog Watershed. 

Goals of this Grant Program

We have received funding from the Great Lakes Fisheries Commission to fund capacity building, land acquisition, and on-the-ground projects and infrastructure that have a positive impact on fisheries habitat, water quality, and aquatic ecosystem health. The priority behind this grant is to help fill gaps that exist in fisheries habitat and surface water quality improvement work in the region and fund proposals for which other sources would be impractical, insufficient, and/or unsuitable.

Capacity Grants

Awards will be used to close organizational and programmatic funding gaps that currently exist in the Memphremagog Watershed. Funding can be used to increase the capacity and coordination of partners working in the region to support public education and research and improve water quality and watershed functions. Funding may also be used to support capacity funded by a previous VHCB grant under this program. Another priority for funding is supporting collaboration between U.S. and Canadian organizations, and we encourage projects that propose to enhance these collaborations.

Roche Corporate Donations and Philanthropy (CDP) focuses on impactful projects that foster sustainable development, engage employees, and leverage Roche's expertise. Their philanthropic efforts prioritize humanitarian, educational, environmental, and cultural initiatives, aiming to build stronger communities and support innovative projects. Grayce Wills MacDonald and Ivan A. MacDonald Endowment

Shall support students who attended high school in Cherokee, Graham, Clay, Swain, Macon, Jackson, Haywood, Buncombe, and Henderson counties, and who are pursuing a college or post-graduate level degree in the field of nutrition with emphasis on the study of natural foods and the vegetarian lifestyle. Scholarships may be based on both need and merit.

The Fred and Betty Worsh Scholarship Fund, managed by the North Carolina Community Foundation, offers financial support to residents of New Hanover and Brunswick Counties who are U.S. citizens attending accredited four-year colleges or universities. Scholarships are available to undergraduates, graduates, and adult re-entry students, and may be renewed annually based on academic performance and financial need. The RAK Education Foundation Scholarship provides financial assistance to residents of Camden, Chowan, Gates, Pasquotank, or Perquimans Counties who have earned a high school diploma or GED. Lawrence & Phyllis DeWolfe Scholarship

Established by the family and friends of Mr. and Mrs. Lawrence DeWolfe to provide college scholarships to graduating seniors from Blue Ridge, Lackawanna Trail, and Mountain View school districts who will major in agriculture, education, a STEM field or law enforcement.

The Chevron Changing the Face of Golf Scholarship, awarded by the LPGA Foundation, aims to empower female high school seniors from minority backgrounds pursuing STEM studies. Established in 2022, this scholarship promotes diversity in golf and education, honoring Dinah Shore's legacy. By supporting young women, the LPGA Foundation continues its mission to change the face of golf and provide educational opportunities, enhancing representation in both golf and STEM fields.

The Carteret County Retired School Personnel Scholarship Endowment offers scholarships to graduating seniors from Carteret County public high schools with a minimum GPA of 2.5. Eligible students must apply for admission to an accredited college or university and plan to pursue a degree in education, demonstrating their commitment to serving as positive role models. Applications open on Dec. 16, 2025, and close on March 3, 2026.

The Carteret County Association of Home Builders Murdoch Scholarship offers financial assistance to graduating seniors and graduates from Carteret County high schools.
