Causal Research on the Impacts of Cell Phone Policies in K-12 Schools

The Opportunity

Smartphones are nearly universal among children and adolescents in the United States: 95% of teens reported having access to a smartphone, giving them regular exposure to social media, gaming, and video streaming platforms. While smartphones can support learning and social connection, emerging evidence suggests that using phones during school may also interfere with important educational goals, including student engagement, attendance, and academic performance.

In response, more than 30 states have passed laws restricting cell phone use in K-12 schools in recent years. These policies vary widely, ranging from “bell-to-bell” policies to classroom-level bans on phones only during instructional time. Despite the rapid adoption of these policies, rigorous evidence on academic, behavioral, and mental health impacts remains limited. In the absence of strong research, federal and state policymakers, as well as school and district leaders, lack the information needed to make informed decisions that effectively support student success. Building a robust evidence base is critical for shaping policies and practices that improve learning and well-being in both the short- and long-term.

This RFP seeks to address these gaps by supporting rigorous, causal research on the academic, behavioral, and mental health impacts of cell phone policies in K-12 schools in the United States. We seek studies that generate actionable insights for policymakers, as well as school and district leaders, who are deciding whether and how to implement or refine such policies. This RFP will support both Randomized Controlled Trials (RCTs) and Quasi-Experimental Designs (QEDs) that can credibly estimate causal effects. While we are open to a range of research questions, we highlight 2 areas of particular interest below.

What are the overall impacts of policies restricting cell phone use in K-12 schools?

• What are the short- and long-term impacts of cell phone policies on student-level outcomes, including academic achievement and attainment (e.g., standardized test scores, graduation rates), behaviors (e.g., engagement, attendance, disciplinary actions), and/or mental health (e.g., depression, anxiety, loneliness)?

• What are the short- and long-term impacts of cell phone policies on school-level outcomes, including school safety (e.g., reported incidents), school climate (e.g., bullying, social connections), and administrative factors (e.g., costs, logistics, communications with parents)?

• Do initial impacts persist, fade, or grow as schools refine their practices over time?

What factors explain variation in the impacts of cell phone policies?

• Which students, schools, and districts are most impacted by cell phone policies?

• Which policy design features (e.g., what devices are banned, when devices are banned, how devices are stored/locked) make cell phone policies more — or less — effective?

• Which implementation strategies (e.g., training and supports for school staff, consistent approaches for enforcement) make cell phone policies more — or less — effective?

• How do the resource and operational implications of different policy approaches (e.g., costs, staff time, infrastructure needs) influence their effectiveness? How do these factors affect the scalability and sustainability of effective approaches?

The Domtar Community Investment Grant supports nonprofits and charities in areas where the company operates, focusing on education, environmental sustainability, and community humanitarian needs. Eligible organizations include charitable groups, while ineligible entities encompass individuals, discriminatory organizations, and political causes. Applications are accepted online from January 1 to November 30, with reviews conducted bi-monthly. This initiative aims to create meaningful connections between charitable efforts and the social benefits derived from Domtar's business operations.

The Foist Family Perseverance Scholarship Fund, established by the Berkshire Taconic Community Foundation, aims to support adult learners and graduating high school seniors from Berkshire County pursuing careers in healthcare and sciences. With a focus on clinical and research fields such as nursing and occupational therapy, this fund seeks to empower individuals in their educational and professional journeys, promoting economic mobility and high quality of life in the community.

The FY 2027 DoN HBCU/MI Program aims to enhance the research capabilities of Historically Black Colleges and Universities and Minority Institutions. This initiative promotes innovative solutions to naval science challenges while engaging students and faculty in STEM fields. Key objectives include strengthening research infrastructure and fostering collaborative efforts across institutions. White papers are due by September 18, 2026, and should clearly outline the proposed advancements in naval-relevant science and technology.

The Employees Community Fund (ECF) of Boeing Puget Sound is a pooled fund consisting of recurring payroll contributions from generous Boeing employees. It funds local nonprofits that help thousands of families and individuals in the Puget Sound region where Boeing employees live and work.

ECF focus areas

ECF makes grants to 501(c)(3) Health & Human Service nonprofits such as food banks, job-training programs, shelters, transitional housing, mental health services, and low-income medical clinics. ECF seeks the direct client benefit of each grant to ensure that our employees’ contributions directly help those in need.

ECF funding criteria

ECF has two distinct grant categories – Supporting Grants and Capital Campaign Grants.

ECF of Boeing Company: Puget Sound Chapter Supporting Grants

Consideration is given to nonprofits/agencies that are performing well and are seeking to upgrade, replace or modify elements of their infrastructure.

• Supporting grants cannot exceed $50,000. The requested amount cannot be more than 10% of an agency’s gross annual revenue.
• Supporting grants will be considered only for agencies benefiting residents in the Puget Sound Region.
• Supporting grants help agencies continue to effectively provide services through enhanced direct client benefit by aiding them in procuring and/or paying for items such as:
  • Equipment (ex. office, kitchen, industrial, furniture, etc.)
  • Vehicles used to support clients and/or transport food and/or goods (cost of vehicle and accommodations, tax, and licensing only; operating expenses, such as insurance, fuel, etc. is not allowed)
  • Phone systems
  • Cell phones for direct client use
  • Remodels and/or renovations (must hold at least a 10-year lease or own the building)
  • Purchase or construction of new buildings
  • Computers or tablets for direct client benefit and/or use
  • Software for direct client benefit and/or use (ex. Augmentative and alternative communication (AAC) device)
  • Information Technology expenses, without which procured tools would not work
  • External improvements for client safety (i.e. security system, exterior lighting, improved ADA accessibility, new or refinished pavement or concrete)
• Supporting grants which are accepted must be spent as approved within nine (9) months.

The Small Business Transition Grant for New Entrepreneurs supports new investigators transitioning into entrepreneurship, particularly in small business settings. This private fund also contributes to environmental and conservation initiatives, and occasionally cultural organizations for specific projects. Eligible applicants must be tax-exempt nonprofits, ensuring that grants are directed towards impactful community services and educational opportunities.

The ARL Distinguished Postdoctoral Fellowships offer early career researchers a chance to engage in independent research aligned with the Army Research Laboratory's mission. Candidates should demonstrate exceptional scientific abilities and a potential for leadership, having addressed significant scientific or engineering challenges during their doctoral studies. Fellowships provide a stipend of $115,000 per year, along with health insurance and other benefits. Applicants must have completed their Ph.D. by October 1, 2025, and are required to undergo a Department of Defense clearance.

The JAMS Foundation / NAFCM Mini-Grant Program offers funding to support innovative community mediation programs that foster sustainability and growth. Resources generated by the program are freely accessible to enhance the wider community mediation field, ensuring shared knowledge and enhanced practices across the nation.

The Graduate Education Fund offers scholarships for American and Australian graduate students to study in each other's countries. With deadlines in March and September, eligible applicants can receive up to $40,000 to support their education in fields like Science and Technology. This initiative fosters cross-cultural academic collaboration and requires applicants to be enrolled in accredited programs, ensuring a high standard of educational exchange.

The EDA FY25 Disaster Supplemental program provides critical funding to support communities recovering from severe economic distress caused by natural disasters in 2023 and 2024. With no submission deadlines for Readiness and Implementation Paths, and a specific deadline for Industry Transformation applications, this initiative aims to enhance community resilience and improve economic trajectories through strategic projects that engage local stakeholders and private industries.

Beatrice T. And Virgil D. Gutierrez Legacy Scholarship

The Beatrice T. Gutierrez and Virgil D. Gutierrez Legacy Scholarship was established in 2018 by the children of Beatrice and Virgil Gutierrez. Mr. and Mrs. Gutierrez devoted their lives to teaching in Taos Public Schools.

The scholarship will be available to seniors graduating from High Schools in Taos County, with a preference to those students who intend to pursue studies in mathematics, education or science (including but not limited to social, biological and environmental sciences) by attending a 4 year college or university with an overall goal of providing service to their family and/or community upon graduation. The 4 year institution award is up to $14,000, paid out across 4 years if a 3.0 GPA is maintained.

The scholarship will also be available to seniors graduating from High Schools in Taos County, with a preference to those students who intend to pursue a 2-year vocational program with an overall goal of providing service to their family and/or community upon graduation. The 2 year institution award is up to $4,000, paid out across 2 years.

Community Foundation of the Fox River Valley

The Community Foundation of the Fox River Valley is a collection of individual funds and resources given by local citizens to enhance and support the quality of life in the Fox River Valley of Illinois.

We are a tax-exempt public charity that allows individuals, businesses, and non-profit organizations to establish permanent endowments and temporary funds within the confines of one large foundation.

Foundation funds are used to provide grants to non-profit organizations and scholarships to area students. The Foundation also hosts a Youth Engagement in Philanthropy (YEP) program, which helps high school students learn more about philanthropy and empowers them to make a difference in the community.

The Community Foundation of the Fox River Valley serves the City of Aurora, Kane County, and Kendall County within the State of Illinois.

John Masus Memorial Scholarship Fund

Originally the Masus Financial Group Scholarship Fund, the fund was renamed the John Masus Memorial Scholarship Fund as a memorial to John Masus at the time of his passing.

The Fund supports scholarships to graduating high school seniors who reside within the 60510 zip code in Kane County. 

The monetary value of each scholarship award varies depending upon the amount available in each individual scholarship fund. The most common scholarship award amount is $1,000 for a single year. Scholarships are designated as non-renewable one-year awards or renewable multi-year awards depending upon the scholarship fund criteria, as established by the donor of the scholarship fund.

Bucks County Foundation

Fejos Fellowship in Public Media

General

Early career scholars frequently lack the time and resources needed to tell anthropological stories in registers other than print. Through this program, we support projects that will amplify the impact of anthropology through filmmaking, audio production, and other creative multimodal work.

The Foundation has no preference for any methodology, research location, or subfield. We encourage the use of novel approaches to anthropological communication to reach new audiences. Applicants should have proven expertise and a commitment to innovation in the medium in which they work. We encourage new solutions to the challenge of ethically representing diverse communities—for instance, by seeking their permission through public forums, promoting their greater involvement in the conception, production and/or distribution of audio/visual projects, guaranteeing their right to the materials produced, and releasing copyrights to them.

Award Money

Fejos fellowships provide up to $80,000 for a 9-month stipend, toward the completion of a film, video, audio, or other public media project that is based on anthropological research already completed by the applicant. Wenner-Gren awards do not include funds to cover institutional overhead or any fees related to the administration of our grants and fellowships.

The U.S.-Southeast Asia-Japan Collaboration and Exchange Initiative Grant, administered by the Japan Foundation, New York, aims to enhance Japanese Studies through collaborative research and academic exchanges. Targeting U.S. institutions with developing Japanese Studies programs, this initiative fosters meaningful connections between scholars in the U.S., Southeast Asia, and Japan, promoting interdisciplinary collaboration and resource sharing to strengthen academic networks across these regions.

The Northeast Asia Council Japan Studies Grants support seminars that enhance knowledge of Japan and improve Japanese language pedagogy. With grants up to $5,000, these projects are aimed at educators and scholars, emphasizing the importance of teaching Japan in academic disciplines. Eligibility includes a detailed project proposal, budget, and current membership in AAS. Preference is given to new projects and those not recently funded by NEAC, ensuring a broad impact on Japanese studies in the U.S.

The Northeast Asia Council Japan Studies Grants provide funding for small scholarly conferences on Japanese studies in the U.S. These grants, up to $5,000, support events that foster collaboration among scholars, focusing on cutting-edge research. Eligible applicants must be U.S. citizens or Japanese nationals and current AAS members. Priority is given to those securing matching funds and for projects not previously funded by NEAC. Ineligible costs include stipends for organizers and travel to unrelated seminars.

The Schilling Scholarship, offered by the Community Foundation of the Ozarks, provides six $3,000 scholarships to graduating high school seniors from select schools. Renewable for up to three years, recipients must maintain a 3.0 GPA, enroll in 12 credit hours, and major in Agriculture. An essay submission is required, and applicants must demonstrate financial need by submitting their FAFSA-SAI. This scholarship aims to support students pursuing degrees in various Agriculture fields.

Lee Shipman Engineering Scholarship

This scholarship has been made possible by the generosity of Lee Shipman who established the Lee Shipman Engineering Scholarship Fund of the Community Foundation for Mason County.

Lee Shipman has always had a love for all things electrical as far back as grade school when he added an additional phone in his family home so calls could be answered from more than one location! This eventually led him to get his degree in electrical engineering and a career at Dow Chemical in Ludington. He continued following his passion after retiring from Dow by working with a local Ludington business helping with the selection and modifications of equipment. Through this work, he recognized the real challenges that downtown merchants face. Lee is thankful for the people who have made a difference in his life, from his Latin teacher to coworkers to close friends and, because of this, he wants to give back to others. He established this Scholarship Fund for students pursuing electrical engineering.

The Michael J. Campbell Memorial Scholarship supports high school seniors in vocational programs and college freshmen pursuing degrees in construction-related fields. Established by The Community Foundation for the Greater Capital Region, this scholarship aims to empower students from Albany, Columbia, Greene, Rensselaer, Saratoga, Schenectady, Schoharie, Warren, and Washington Counties in New York. The program reflects the foundation's commitment to enhancing community quality of life through education and opportunity.

The XENO PRIZE for Artists’ Books offers a $5000 grant to support the publication of an artist's book addressing the themes of book banning and burning. Open to independent artists in the U.S., the prize will be awarded based on submissions to be accepted starting March 1, 2025. A minimum of 100 copies must be printed, with winners announced in September 2025. This initiative aims to highlight and preserve avant-garde art forms and their cultural significance.

The Small Business Transition Grant for New Entrepreneurs, funded by the NIH, supports new investigators in entrepreneurship. This grant aims to enhance the entrepreneurial skills of researchers while facilitating their research and development efforts in small businesses. It encourages the employment of Program Directors/Principal Investigators (PDs/PIs) who possess strong scientific expertise but limited entrepreneurial experience, fostering innovation aligned with NIH's mission to improve health and save lives.

The Owen Family Foundation Grant supports charitable organizations primarily in East Texas and the Minneapolis/St. Paul area, focusing on health, education, human services, and religious initiatives. Organizations must have a 501(c)(3) status and past funding is required for Twin Cities applicants. The foundation is committed to promoting philanthropy and ensuring access to funding for eligible charities, while maintaining a non-discriminatory policy.

ACGT Investigator Award in Cell and Gene Therapy for SOLID TUMOR CANCERS 

Purpose

Alliance for Cancer Gene Therapy, Inc. (ACGT) funds breakthrough research that is transforming cancer treatment through cell and gene therapy. This ACGT grant award is for those conducting translational cell and gene therapy research specifically in solid tumor cancers.

Research Objectives

Cell and gene therapy for solid tumors poses major challenges driven by antigen heterogeneity, physical exclusion, immunosuppressive microenvironments, genomic instability, and safety limitations. This RFA seeks innovative, translational cell and gene therapy strategies that directly address these barriers.

Proposed approaches should demonstrate the capacity to: (1) overcome antigen escape through multi-targeted designs that broaden patient populations and account for heterogeneity and resistance due to antigen loss; (2) enhance trafficking, infiltration, and persistence within solid tumor sites; (3) resist or reprogram the immunosuppressive tumor microenvironment; and (4) incorporate built-in safety and controllability mechanisms suitable for clinical translation. Successful proposals will integrate these elements to enable durable, precise, and scalable therapeutic impact in solid tumors.

Building on the priorities outlined above, this RFP encourages proposals spanning a broad range of cell and gene therapy (CGT) platforms and rational combinations, including but not limited to:

• Combinatorial Approaches

Proposals that integrate multiple strategies to overcome trafficking, suppression, antigen escape, and safety barriers in a coordinated manner are strongly encouraged. Preference will be given to approaches with clear mechanistic rationale and a credible path toward clinical translation in solid tumors.
